on November 13. The Ambassador will dwell on possibilities to improve

Sargsyan declined to comment on the opening of the "Kazbegi – Upper
Lars" check point and the lack of diplomatic relations between Russia
and Georgia.

"I cannot give any official information or any comments on this issue,
because it must be resolved between Russia and Georgia", he said,
speaking at a press conference in Yerevan.

In this regard, the minister added that Agency to conduct negotiations
over this issue has not been created at the ministry level.

scheduled for late November will continue in Athens on December 1-2 on
the margins of OSCE Foreign Ministers’ consultations, Azeri FM Elmar
Mamedyarov announced in Baku. He reiterated Baku’s commitment to phasal
settlement of Karabakh conflict, envisaging withdrawal of Armenian
troops and subsequent mine cleaning, recovery of infrastructures and
solution of social-economic problems.

With regard to Nagorno Karabakh status¸ Azeri official said the issue
will be discussed by both Armenian and Azerbaijani communities of
Karabakh. He also reiterated his country’s position on resolving the
problem in the frameworks of Azerbaijan’s territorial integrity.

host an international scientific conference from November 12 to 14
"The Armenian national epic and epic world heritage". The conference
on epic heritage has been organized by the Institute of Archeology
and Ethnography of the NAS of RA and the Scientific Research Center
of Armenian literature Russian-Armenian (Slavonic) University.

The Conference will be opened by the Director of the Institute of
Archeology and Ethnography Vladimir Barkhudaryan and RAU rector
Armen Darbinyan.

Scientists from Los Angeles, Bonn, New Delhi, Sukhumi, Vanadzor and
Yerevan will make speeches at a three-day conference.

There will be presentations on the following topics "Results and
prospects of research of the Armenian epic" (Samvel Harutyunyan),
"Comparison of Armenian and Caucasian epics" (Armen Petrosyan),
"The relationship of records of Portuguese travelers of 16th century
to Braves from Sasun (Peter Kaui ), "Duel of David and Mher in the
context of Indo-European heroic poetry" (Karl Reichl), "Abkhazian
Abrskil and Armenian Mher (Zurab Dzhapua), etc.

At today’s meeting of Armenian National Congress (ANC) activists,
Levon Ter-Petrossian considered possible the following scenario of
subsequent developments:

"The Turkish parliament will postpone ratification process of the
Protocols or will ratify them with some reservations, seeking to
promote quick settlement of Nagorno-Karabakh issue in that way.

"Armenia’s parliament will be acquire an anticipatory position and
will try to refer to the ratification issue of the Protocols only
after they are ratified by Turkey.

"Considering the Nagorno-Karabakh issue to be the main obstacle for
coming out of the deadlock, the international community will try to
accelerate its denouement, which obviously corresponds to Turkey’s
position.

"Serzh Sargsyan, pointing to the sharp reaction from within Armenia
and in the Diaspora over the signing of the Armenia-Turkey Protocols,
will ask mediators for a break in the settlement process of the
Nagorno-Karabakh conflict, explaining that it will be difficult for
him to resist one more such reaction in the short period.

"Approaching Sargsyan’s explanation with understanding, the
international community, however, in order not to lose the opportunity
of benefiting from his weakness, will refuse the request and, on the
contrary, will increase pressure on Armenia over Karabakh issue.

"Most likely, the forces concerned will persuade Armenia also to
ratify the Armenia- Turkey Protocols first, after which it will be
difficult for Turkey to postpone the ratification process.

"By a logical approach, developments in the coming months will
proceed not so much as toward Armenian-Turkish relations as much as
toward the settlement of Nagorno-Karabakh issue, since, after all,
the main condition of Armenian-Turkish reconciliation is not the
Genocide wrinkle but the settlement of the Nagorno-Karabakh issue."

Levon Ter-Petrossian stated that the created situation is sensitive and
it requires great responsibility both from leaderships and opposition,
which equally face the highest problems.

in couple of days following relevant political decision, Transport
Minister Gurgen Sargsyan told a news conference in Yerevan. "Railway
communication between Armenia and Turkey may be re-established in a
couple of days in case there are relevant political decisions over
Armenian-Turkish rapprochement," he said.

At that he noted that the country’s railways system has always been
in good order, and frontier zone is ready for exploitation. Besides
he said the quality of communication may be enhanced in case of
attracting investments.

With regard to highways, Sargsyan referred to ADB-funded program
aimed at highway reconstruction, particularly in the direction of
Markara village. "Ministry has several programs in that direction,
which will be launched in 2010," Sargsyan said.

Over the past few weeks a sort of silence can be felt in the issue
of improving Armenia-Turkey relations. But the Armenian public is
already used to the fact that political events actively develop. This
particularly refers to developments in foreign policy. However,
in Director of Caucasus Institute Alexander Iskandaryan’s opinion,
to expect that events will develop every day is not right.

"That temporary silence prepares for intensive developments," believes
the analyst. Iskandaryan stated that in the near future he will leave
for Turkey to become familiar with the developments’ overall picture.

The politician also offered an opinion, shared by his colleagues, on
the Armenia-Turkey Protocols: "If Turkey’s governing elite so wishes,
it can push forward any issue in the parliament," said Iskandaryan,
quoted his Turkish colleagues’ words and adding, for that, the
corresponding carrot and stick are necessary.

According to him, there is already the stick, but the carrot has yet
to be found.

The analyst also presented several Protocols ratification scenarios
taken by Turkey’s Meclis. Thus, according to Iskandaryan, the Protocols
might be ratified in January or February of next year.

The second scenario, which the politician considered unrealistic,
is that the ratification will take place on April 24.

The third scenario, and the most unlikely, foresees ratification
of the Protocols with a closed format. And the last scenario is the
"postponement of the decision."

According to Iskandaryan, the Kurdish issue is perceived in Turkey
more acutely than the issue of Armenia-Turkey rapprochement. At the
same time, he didn’t rule out that "beneath all the noise of the
Armenian-Turkish issue, the Turkish side may, without a problem,
also push forward that issue."

interest towards information arose, George Pocheptsov, Ukrainian
professor, expert in communication technologies told a press conference
in Yerevan.

According to him, military no longer is interested in physical space.

He also noted that the tense situation can also be among the countries
that are in a fairly friendly relations. According to him, the conflict
is the norm of any living system.

Pocheptsov also noted that the term "information war" should be
replaced by information superiority, domination.

Expert in communication technologies, Professor George Pocheptsov is
the author of over 50 books on the theory of information warfare and
the theory of communication. In Armenia, he was invited by the Center
of Public Relations and Information of the President of Armenia and
the Armenian Association for Public Relations.

Animals are being killed in all regions in Armenia, except perhaps in
specific preservation reserves, said Director of World Wildlife Fund
Armenian branch Karen Manvelyan while speaking with journalists today.

In Manvelyan’s words, animals in Armenia are not being killed for food,
but rather simply as a unique pasttime for the rich and wealthy.

Unfortunately, it’s very difficult to fight against poaching, continued
Manvelyan. As an example, the WWF-Armenia director mentioned the
limited number of inspectors. In one of Armenia’s largest provinces
(known as marzer), Syunik, there is all of 5 inspectors supervising
the area.

Manvelyan added that in August of the current year, they were able
to capture four poachers.

The WWF office in Armenia was founded in Yerevan in 2001, and in
November 2006, it was officially registered as the Armenian branch
of the World Wildlife Fund ().

Armenia has three routes to Turkey, two of which are roadways
(Akhurik, Markara), while the other is a railway. In the event of
the Armenia-Turkey border opening, Armenia can implement railway
transportation in 1-2 days, since Armenia’s railway system has been
completely maintained and is operational, said Minister of Transport
and Communications Gurgen Sargsyan at a press conference today.

The minister noted that the widths of the Armenian and Turkish
railways are different and Armenia’s railway cars are unable to
pass through Turkey. There are two options to this predicament:
the minister noted that either the railway cars will be changed or
the freight will be moved from one set of railway cars to another
(as they pass from Armenia through Turkey).
