November 12-16, conference on Turkish-Azerbaijani relations will be
held in Ankara. Azerbaijani MPs Ganira Pashayeva and Rabiyat Aslanova
will participate. The Armenia-Turkey reconciliation and its influence
on Azerbaijani-Turkish relations will be discussed.

After the Protocols’ signing Azerbaijani MPs have already paid a visit
to Ankara to meet their Turkish counterparts, as well as Turkish
Premier Recep Tayyip Erdogan. The latter assured them that Turkey
will not open the border until there is a breakthrough in Karabakh
peace process.

Nonetheless, Azerbaijan is still concerned over the fact that Turkey
will ratify the documents and open the border without Karabakh conflict
settlement. Azeris also realize that border opening is in Turkey’s
interests through which it will consolidate Turkey’s influence in
the region. Hence, this might be the reason of Azeri MP’s eagerness
to discuss these issues newly in Ankara.

Ruben Abrahamyan was invited to Uruguay’s Foreign Ministry on October,
30, to be handed an exequatur as a sign of his recognition of Armenia’s
Honorary Consul in Uruguay, press-office of Armenia’s Foreign Ministry
reports. Late November will mark opening ceremony of Office of an
Honored Council of Armenia in Uruguay.

Ruben Abrahamyan, a citizen of the Eastern Republic of Uruguay, was
appointed as a Consul in Uruguay (Montevideo residence) by Armenia’s
Foreign Minister Edward Nalbandyan’s decree on September 16 2009.

Baku. Elbrus Seyfullayev – APA. Azerbaijani parliament continues
discussion on state budget bill for 2010 and lawmakers make their
proposals, APA reports. MP Igbal Aghazadeh said the budget bill was
rated at the political processes, but not economic development.

MP Ali Ahmadov mentioned the global financial crisis’ impact on
Azerbaijan’s economy and said it din not cause unemployment in
Azerbaijan. The lawmaker said the budget bill created basis for
socio-economic development. He proposed to elaborate program for use
of potential of the people educated abroad. He also proposed to give
more attention to fate of children living in orphanages and to build
small town to solve housing problem when they grow up.

MP Gudrat Hasanguliyev said if the world processes were analyzed,
it would become clear that the government had no correct attitude
to the budget. "The budget expenditure shouldn’t be reduced, but
part of Azerbaijan’s resources in foreign banks should be brought to
the country". The lawmaker said 44 million AZN of budget resources
were not enough for the development of ownership and generally
it was cowardly budget bill. He also proposed to increase defense
expenditures. Hasanguliyev said airports constructed in Zagatala
and Lankaran didn’t operate and were closed now. He said not the
government, but owners should fund the construction of diagnostic
centers, Olympic complexes and other buildings. It would be more
useful".

Hasanguliyev criticized Azerbaijan Air Lines president Jahangir
Asgarov’s activity. "Armenians blockade Nakhchivan on ground, but
AZAL from air", said the lawmaker. He protested raise of air ticket
price and reducing of flights to Nakhchivan. "Why Jahangir Asgarov has
personal plane? Who is he? He is not the President, Prime Minister or
Speaker. Why he doesn’t fly with common flights? Resources spent to
his personal plane can be used for solution of problem in Nakhchivan".

Lawmaker Fazail Ibrahimli talked about the problems in Jalilabad
region. He asked to take urgent measures to solve this situation.

On November 11 Chairman of the NA Standing Committee on Foreign
Relations Mr. Armen Rustamyan received Ambassador of the United
Kingdom of Great Britain and Northern Ireland Mr. Charles Lonsdale.

Welcoming the Ambassador Mr. Armen Rustamyan highlighted the necessity
of activating and developing the relations between such committees of
the parliaments of the two countries, partnership of parliamentary
friendship groups and cooperation in international structures. The
guest was interested in the further procedure of the Armenian-Turkish
protocols, which was signed in Zurich. In this context Mr. Armen
Rustamyan gave information on the procedure of the ratification
of the agreements in the Armenian parliament. Mr. Rustamyan said
that the committee led by him organized parliamentary hearings on
Armenian-Turkish relations and initiated protocols. He expressed his
concern on some wordings in the signed document, noting that Armenia,
in general, is for the opening of the borders without preconditions.

During the meeting the sides discussed issues concerning the NK
problem, Armenian-Georgian relations and other issues too.

Baku. Rashad Suleymanov – APA-ECONOMICS. The airport, Armenians are
planning to build in Shusha, the occupied territory of Azerbaijan,
will not be recognized by any international organizations, said Arif
Mammadov, head of State Civil Aviation Administration.

"If any aircraft lands in that airport, the Azerbaijani side will take
appropriate legal action against the airline. I think this airport
will not be recognized by international airlines either," he added..

According to him, there is a similar situation in Cyprus and
international organizations and airlines don’t recognize the airport
in the Northern Cyprus as an international airport.

He added that State Civil Aviation Administration, and Ministry of
Defense regularly bring to the attention of international organizations
that Armenia violates international conventions and rules in use of
the airspace of Azerbaijan.

Mikhail Tal, Levon Aronyan-Alexander Morozevich set ended in a draw
and Armenian Grand Master at 3 points seeded third. Viswanathan Anand
(India) and Vladimir Kramnik (Russia) are a half-point ahead.

Boris Gelfand, Vasily Ivanchuk, Magnus Carlsen, and Ruslan Ponomarev
earned 2.5 points each. Alexander Morozevich is on 2 points; both
Peter Leko and Peter Svidler have 1.5 points each.

Today in round six Levon Aronyan will play black against Israel’s
Boris Gelfand. Magnus Carlsen will meet with Viswanathan Anand,
Vladimir Kramnik – with Ruslan Ponomarev, and Peter Leko will play

Azerbaijani and Turkish diaspora organizations in the USA will work
together to oppose the opening of the Turkish-Armenian border.

One of the Turkish diaspora leaders in the US, Erkan Nur, said that the
Turkish and Azerbaijani diasporas had been gaining influence recently.

"Both the Azerbaijani and Turkish diasporas have expressed concern
at the protocols on the establishment of diplomatic relations between
Ankara and Yerevan. The diaspora organizations are against the opening
of the Armenian-Turkish border without a settlement of the Karabakh
conflict," Nur said.

Meanwhile, the Armenian diaspora in the United States is continuing its
campaign against the protocols on the establishment of Armenian-Turkish
diplomatic relations and the opening of the border.

Erkan Nur referred to a recent interview in which Senator John McCain
said he believed there is ample evidence to prove that "genocide had
been committed against the Armenian people". Both the Turkish and
Azerbaijani diasporas are upset at McCain’s remarks, Nur said.

John McCain made the comments in an interview with the Georgian
service of Voice of America radio.

"I believe that a genocide was committed against Armenians, and I
think there is ample documentation of that," McCain was quoted as
saying. "The Turkish and Armenian people and states cannot forget
the past. Especially Armenians cannot."

McCain avoided the issue during his presidential campaign in 2008
and did not use the term genocide. The Arizona senator is running
for re-election in the 2010 Senate race.

During his working visit to the Kaliningrad region, Russia, RA
President Serzh Sargsyan, accompanied by Kaliningrad Governor Georgy
Boos, visited the Yantarny sports and cultural complex, which was
constructed by Armenian builders.

At his meeting with the Kaliningrad Governor the Armenian leader
pointed out the importance of regional cooperation in strengthening
Armenian-Russian strategic partnership. The sides expressed hope that
the agreements reached during the visit will produce results in a
few months.

President Serzh Sargsyan and Governor Georgy Boos took part in the
opening ceremony of the Armenian cultural center constructed by the
local Armenian community. The Armenian leader presented the center
with textbooks and Armenian -language literature.

Serzh Sargsyan was awarded a Medal of Honor of the region.

The Armenian delegation is to return to Yerevan this evening.

Mine Found In Armenian Schoolyard

Our counterparts in the Azerbaijani 1news.az website, and the member
of the Azerbaijani Parliament Aidiyn Mirzazade, who had an article
entitled "If Armenia had not seized Azerbaijan’s territories…" put on
the website, have "persuaded" us into giving some thought to history
in the Subjunctive. It is not a thing to be done, but the idea of
presenting the situation in the region "but for the Karabakh conflict"
appears to be quite a thrilling one.

Well, if ifs and ans…

Although the Nagorno-Karabakh conflict was "an integral part" of the
disintegration processes in the post-Soviet area, and the exacerbation,
no doubt, played into the hands of both internal and external forces
seeking to cause a collapse of the USSR, decades of history actually
lay at the root of the confrontation.

Permanent violations of the native Armenians’ rights in the
Nagorno-Karabakh Autonomous Region were getting graver, taking various
forms. Although Armenians formed the region’s authorities, official
Baku’s "threatening hand" had always been over their heads. After the
1953 "thaw", and after Heydar Aliyev, who has been declared "national
leader", came to power, Azerbaijan launched a consistent policy of
settling the Nagorno-Karabakh region with ethnic Azerbaijanis, which
was stepping up tension in the region. In one of his interviews with
Azerbaijani mass media (at a meeting with editors-in-chief of local
newspapers) Heydar Aliyev was clearly speaking of the measures to
increase the share of Azerbaijanis in the Nagorno-Karabakh population
by opening enterprises that had nothing in common with the region’s
economic set-up and supplying labor force from the other regions
of Azerbaijan.

The Armenian authorities, without informing — or with the tacit
consent of — the USSR Government, had to protect the Armenian
population in Nagorno-Karabakh. Particularly, in early 1970, on the
initiative of Karen Demirchyan, the then leader of Soviet Armenia,
the written-off equipment of the Yerevan TV center was delivered to
Stepanakert. That was the only opportunity for the Nagorno-Karabakh
Armenians to watch programs of the Armenian television. The Armenian
population was encouraged to send their children to Armenian schools,
while Shushi was turned into "a bulwark" of increasing Azeri population
in the region – Heydar Aliyev proved unable to "shoulder the burden"
of settling Stepanakert with Azerbaijanis. The causes of the full-scale
confrontation of 1988 can be listed without end… As an exception
to the rule, let us think about history in the Subjunctive.

What would have happened if the USSR had promptly responded to
the developments, and the Nagorno-Karabakh people’s legal right to
self-determination had evoked an adequate response in Azerbaijan?

– No Armenian pogroms in Sumgait on February 27-28 would have taken
place. For the first time in the Soviet Union’s history the madding
crowd was killing people because of their nationality;

– Armenian public would not have responded by flooding the streets
and demanding the protection of Armenians in the neighboring republic;

– The relations between the Armenian and Azerbaijani communities in
Nagorno-Karabakh would not have worsened;

– The uncontrollable confrontation between the two nations would not
have caused an explosive situation in Armenia and Azerbaijan;

– Larger-scale Armenian pogroms in Baku on January 13-19, 1990,
would not have taken place;

– Hundreds of thousands of Armenians would not have left their homes
to become refugees;

– Armenian volunteers would not have responded to Azerbaijan’s open
military aggression;

– In response to fierce shelling of the borderline settlements of
Armenia, as well as towns and villages of Nagorno-Karabakh, the
Armenian troops would not have established control over the seven
regions neighboring on Nagorno-Karabakh;

– Heydar Aliyev and his successor Ilham would not have to tell
Azerbaijanis tales about Armenians’ being "inhuman monsters", taking
advantage of the anti-Armenian propaganda to support the personality
cult of "Heydar-baba" and his son Ilham, which has been carried to
the point of sheer idiocy;

– In its "struggle" against the Armenian people’s ancient history,
the Azerbaijanis would not have developed an inferiority complex in
their search of "national identity…"

This list could be continued, but our sincere desire is that
the Azerbaijani authorities finally find a fair solution to the
Nagorno-Karabakh problem.
