There is not a single swine-flu related death in Armenia, told Aysor’s
correspondent Assistant of Armenia’s Minister of Health, Shushan
Unanyan. She said there is the sixth case of swine flu registered in
Armenia. The infecting patient is a Turkish citizen who recently came
from Istanbul.

"As soon as it was found he has an A/H1N1 virus, he was immediately
transported from International Zvartnots airport to Nork’s hospital,"
Shushan Unanyan said adding that two of six patients will probably
discharge from the hospital soon as "it is on schedule to make a
complete recovery from this type of flu just in some days".

"Swine-flu related deaths happen when patients had any chronic disease
or complicated disease. There are more deaths among people after they
caught seasonal influenza than swine-flu related deaths."

Armenia’s Minister of Health, Harutyun Kushkyan, is holding an
operative meeting with Chief of the State Epidemiological Control
Service, Artavazd Vanyan, specialists in this field, and Artavazd
Vanyan’s deputies.

Republican Party Secretary Edward Sharmazanov told a PanARMENIAN.Net
reporter, commenting upon Turkish parliamentarian Zeynep Daghi’s
statement.

"If my Turkish colleague is unaware that protocols were sent to
commission, he’d better visit Turkish Parliament’s site," he said.

"Ratification of the protocols signed by Turkey and Armenia in
Zurich on October 10 was not included in agenda of the Turkish
parliament’s foreign relations commission", Ankara-based member
of Turkish parliament from AKP, member of the parliament’s foreign

expenditures of 2009. This means that the development of the budget is
not planned for 2010. We will not be able to realise a three-percent
reduction in poverty and extreme poverty. At the same time no social
cuts are projected for the the budget 2010, " Hakob Hakobyan ,
the Chairman NA Standing Committee on Social Affairs told a meeting
with journalists.

The projected growth of GDP is 1.2 per cent, which will contribute
to the fulfillment of the budget plan.

Concerning the economic benefits for Armenia after opening of the
Armenian-Turkish border, he said: "How long can we keep ourselves
locked? After opening the Armenian-Turkish border, our government
should think about promoting our products in international market.

Turkey should be viewed as a short way to the European market and
the Mediterranean".

economy fixed two-digit growth which was quite a rapid rate on
regional scale, IMF permanent representative to Armenia Ninke Omes
said. Such growth, in her view, was mostly observed in construction
sphere. "Investments in construction were mostly made by foreign
states, especially Russia, and partially directed at immovable property
acquisition," she added.

"Besides, Armenian national currency fixed 20% growth annually,
attracting foreign investors," IMF permanent representative stressed,
noting in the meantime that crisis reduced investments, causing a
sharp drop in immovable property prices. "Now that construction was
reduced by 50%, the sphere makes up 30% of gross domestic product.

This actually causes 15% GDP fall," Omes stated.

managed to keep situation under control, Troika Dialogue company’s
board chairman Ruben Vardanyan told journalist today during the
official presentation of Ameriabank’s head office in Yerevan.

"Despite complicated situation and increased number of unreturned
credits. two countries maintained situation under control," he said.

In the meantime, Vardanyan noted that "Banking industry is evidently
livening up, and credit capacities increase. Costs are still high of

Day.Az interview with member of Turkey’s Grand National Assembly from
the Nationalist Movement Party and member of the parliament’s Foreign
Relations Committee Senol Bal.

Day.Az: Do you think that now Turkey talk less about protocols signed
to normalize relations with Armenia?

Senol Bal: No, this question can not move to the background. Our
country is experiencing a very serious period. We will face very hard
times ahead. There will be a pressure from the EU and the U.S.. The
EU and the European Parliament constantly urge Turkey to discuss the
protocols in the parliament.

European Union Enlargement Commissioner Oli Rehn said that "the
EU calls on Turkey to ratify the protocols with Armenia and begin
their implementation." This is not a statement, but delirium! This
considerable pressure puts Turkey and Azerbaijan in a difficult
position. We expect even greater pressure from the United States. The
protocols will appear in parliament in this case.

I think that the parliament will demonstrate a strong resistance not
to ratify the protocols.

Q: Do you think Turkey had no other choice but to sign protocols?

A: Ankara faced a pressure. Turkey is an independent country and it
had to take risks. But the government decided not to risk. Today the
government seeks to pursue policy of a "trouble-free neighborhood". Of
course, there is nothing wrong in seeking to establish good neighborly
relations with neighbors.

However, Armenia has no right to talk about good-neighborly relations
with Turkey.

It has occupied 20 percent of the territory of a Turkic state and
expelled nearly one million Azeri Turks from their homes. Armenians
killed tens of thousands of Turks. Khojaly Massacre is not forgotten.

However, the state which committed it sits down at the negotiating
table with Turkey and we are even urged to help them. It’s insulting,
it is a historical mistake.

Q: Many say Karabakh problem remained unresolved for 17 years that
have passed since the closure of Turkey-Armenia border and that, on
contrary, warming of Turkish-Armenian relations may have a positive
impact on resolution of the Karabakh conflict.

A: Turks need to better know Armenians historically. Today everybody
says that once ties are established, Armenia will give up "genocide"
claims and Karabakh conflict will be solved. One should bear in mind
that Turkey has done a lot for Armenia. Turkey was one of the first
to recognize Armenia’s independence following the collapse of the USSR.

Turkey extended a helping hand to disaster victims in Armenia. Taking
into account the poor condition in Armenia, Turkey agreed to admit
this country to the BSEC while it could also veto it. Turkey opened
its airspace for Armenia.

Currently, there is no production in Armenia. People head to other
countries to earn money. Nearly 50,000-60,000 Armenian migrants work
in Turkey. They support their families with their income back in
Armenia. Today Armenia has to make concessions to Turkey, but not
Turkey to Armenia. In fact, Armenia should ask us to open borders
not to starve to death and abandon its claims. But today everything
is so different.

Any country thinks about its benefits while establishing relations
with another country. If relations with Armenia bring no benefit to
Turkey, what is a need for such a senseless friendship which causes
tension in relations with Azerbaijan?

This is a strange diplomacy in which we get in fights with our brothers
in order to please the West and America.

Each time the EU creates a new obstacle to prevent Turkey’s admission.

Relations with Armenia is another obstacle removal of which will not
lead to Turkey’s membership in the EU. Turkey will not lose much even
if it does not accede to the EU. But the loss of Azerbaijan would be
costly for us. We, Turks easily forgot all that they had done to us.

Armenians soiled our history responding us by "genocide."

Q: Is Turkey likely to become co-chair of the OSCE Minsk Group?

A: By logic, if the Minsk Group includes Russia, Armenia’s ally, Turkey
should also be represented as an ally of Azerbaijan. The balance of
forces is disrupted in the Minsk group. All three co-chairs defend
Armenia’s interests. Officials of these countries say they recognize
territorial integrity of Azerbaijan in words. But when it comes to
Karabakh, the things are somewhat different.

That is why I do not believe this conflict will be resolved through
the Minsk Group mediation.

With regard to Turkey’s mediation, the two other co-chair will
still view the problem through Armenia’s interests. Therefore, it is
necessary to find other solutions. Azerbaijani and Armenian presidents
have met on several occasions after the Minsk Group was set up.

Despite this, we know that Armenia stiffened its stance on resolution
of the Nagorno Karabakh conflict after discussions on Turkish-Armenian
protocols began and even before they were signed. Serzh Sargsyan held
even more rigid position in the Chisinau meeting.

We predicted this such development of events. We urged the government
not to rush to establish relations with Armenia until some progress
happens in resolution of the Karabakh conflict. Secondly, Turkey has
problems with Armenia not only because of Karabakh. Armenia does not
renounce its territorial claims against Turkey. Moreover, Armenia
accuses Turkey of "genocide."

"We have not seen any re-affirmed commitment to peaceful settlement of
conflicts in the communiqué issued by the GUAM Parliamentary Assembly,
which certainly arouses our concern," stated Andrey Nesterenko,
an official representative of the RF Ministry of Foreign Affairs.

"Even on a cursory acquaintance with the communiqué one will come
across a passage, which, in the ‘context of the situation in the region
after the Russian-Georgian conflict’ reads about ‘unacceptability of
any country’s actions aimed to destroy the territorial integrity of
an independent state’, necessity for ‘mobilizing the international
community in connection with aggressiveness in international
relations’," Nesterenko said, quoting the document.

The diplomat pointed out that Russia proposes considering the
afore-quoted wordings in the context of the "bloody massacre" the
Mikheil Saakashvili regime unleashed against South Ossetia. It is
Georgia that took aggressive actions against civilians and Russian
peace-makers, Nesterenko said. He pointed out that "it is that fact,
as well as numerous human victims, rather than a Russian-Georgian
conflict that should be talked about."

Yesterday NEWS.am published an article on the communiqué issued by
the GUAM Parliamentary Assembly in Tbilisi, Georgia. It is a deplorable
fact, but, in presenting Russia’s position on the document, Mr.

Nesterenko addressed only one aspect of the problem. The aggressive
document is obviously the result of the efforts by not only the
Georgian delegation, but also Azerbaijani delegates to the GUAM
Parliamentary Assembly. Official Baku’s daily militant rhetoric leaves
no doubts about that state not being committed to the principle of
peaceful settlement of conflicts. Peace in the Caucasus does not meet
the interests of Ukraine either – that state supplies weapons to both
Azerbaijan and Georgia. So the Russian official should have "spoken
out" instead of confining himself to the Georgian-Russian agenda.

We would remind the reader of Azerbaijani President Ilham Aliyev’s
empty signature to the Maindorf declaration – a day after he signed
the declaration he stated his readiness to settle the Nagorno-Karabakh
conflict in a military way. The document, which was signed due to RF
President Dmitry Medvedev’s efforts, stipulates quite the opposite
approach.

Moscow, however, cannot interpret GUAM’s aggressiveness only as a
result of Georgia’s aggressive behavior. It should be remembered that,
when speaking about the region, GUAM implies the Nagorno-Karabakh
and Transdniestrian conflicts (Moldova being a GUAM member). Russia
cannot expect anything different from this organization established
and sponsored by the West. And, when signing partnership agreements
in Baku, RF President Dmitry Medvedev should think for a moment about
the next document Azerbaijan’s representative may sign at GUAM’s next
forum. Of course, it may happen only if the vain hope to "get to" the
Apsheron gas has not yet overshadowed Russia’s real politico-military
interests in the Transcaucasus.

/PanARMENIAN.Net/ Two earthquakes of 3 and more points intensity have
been reported on the territory of Armenia between November 5 and 11,
National Service of Seismic Protection of Armenia told PanARMENIAN.Net.

The first earthquake having 3.4 points in the epicenter occurred on
November 8, four kilometers north of the village Ashotsk.

National Service of Seismic Protection of Armenia has denied rumors
that on November 9 at the border with Azerbaijan, the north-east of the
Armenian village Pambak seismic shock force of 3 points was recorded.

There was also an earthquake having 4 points 27-km north-east of the
city Dogubayazet in Turkey.
