The Armenian Prosecutor General’s Office had applied to the
Prosecutor’s Office of the Nagorno Karabakh Republic, asking to
provide information about the criminal cases launched on the crimes
against humanity committed in Nagorno Karabakh in 1990s.

According to the data obtained from the NKR Prosecutor’s Office,
different criminal cases were launched between 1990 and 1992 on
genocide, terrorism and crimes against humanity. The investigation
confirmed a number of cases of terrorism committed by Azerbaijani
militants.

In particular, it was proved that on April 10, at 7 a.m. terrorist
groups committed criminal actions targeted at the physical
extermination of the Armenian nation in Maragha village (Martakert
region) with the support of the Soviet Socialist Republic of
Azerbaijan, as a result of which 60 civilians were killed, another
70 were taken hostage.

Employees of the special police departments of the Ministry of Interior
of Azerbaijan committed terrorist acts against Armenians in a number
of settlement, namely Martakert, Kichan, Arajadzor, Seysulan, Jayntagh
and Mirbashi.

The law enforcement bodies of Nagorno Karabakh confirmed the identity
of some of the militants. More than 30 of them are now wanted for
crimes against humanity, terrorist acts, and murders. According to
some information, the criminals hide in Azerbaijan.

Several of the immediate perpetrators of the terrorist acts in
Arajadzor village of Nagorno Karabakh were found. They were sentenced
to 15 years of imprisonment, but were actually set free, since the
Azerbaijani leadership expressed willingness to exchange them for a
few Armenian civilians taken hostage by Azeris. The civilians were
exchanged for criminals, who were later set free in Azerbaijan.

After having visited Nagorno Karabakh, correspondent of the Aksam
newspaper of Turkey Nagehan Alci declared that "these territories
are Armenian lands."

"We, people living in Turkey, made a mistake. Karabakh is one
hundred percent Armenian territory and we have understood that you
are persistent enough in not ceding these lands," she said.

The journalist said she intended to see Nagorno Karabakh with her
own eyes and make a report about the life of Karabakh people.

"I offered the editor-in-chief to send me to Karabakh and received a
positive reply. Turkey is also interested in the territorial dispute
around Nagorno Karabakh. What I saw here dispelled my doubts about
the past and future of Karabakh. Stepanakert made a great impression
on us and we intend to come here again," she said.

Nagehan Alci said she will also visit Shusha and make a report there,

ArmInfo. "Karlsson on the Roof is Flying Again" , the first exhibition
devoted exclusively to the drawings of Ilon Wikland, will be on view
at the Children’s Art Gallery of Armenia from November 19 through
December 3, 2010.

The Swedish EU Presidency and Junior Achievement of Armenia told
ArmInfo that the Exhibition is organized by the Swedish EU Presidency
in cooperation with the Consulate of Estonia, Junior Achievement of
Armenia and Oriflame of Armenia.

Karlsson on the Roof, a story written by Swedish author Asrtid
Lindgren, was turned into a famous cartoon. The cartoon which aired
for many years from Soviet Armenia to independent Armenia has been a
favorite for generations. The illustrator of the book, Ilon Wikland
was born in Estonia and left with her grandmother to Sweden at the
age of 14. She is in Armenia for the opening of the exhibition.

The exhibition is part of the celebrations marking the adoption of
the International Convention on Children Rights. "I am pleased that
we can offer the opportunity for Armenians to come and enjoy one of
their favorite cartoon characters come to life through the work of
Ilon Wikland. At the same time, the event gives us the occasion to once
again emphasize the importance of bringing into public’s attention the
fundamental rights of children." stated Hans Gunnar Aden, Ambassador
of Sweden.

At the opening of the exhibition on November 19, skits on children’s
rights performed by school children will be presented. Four hundred
students from 20 schools of all regions of Armenia took part in a
competition organized by Junior Achievement of Armenia. The teams
studied the rights of children, discussed, wrote and presented a
script on one or more rights. The wining 3 teams: school 149 of
Yerevan School, school number 5 of Etchmiatzin city and Nersesian
College of Etchmiatzin will be joined by the Children of Orran, a
center for needy and vagrant children and the students of the comedy
school of Ashod Ghazaryan in presenting the winning acts. Famous star
comedians Hrant Tokhatyan, Ashod Ghazaryan and Zara Aramyan will add
a twinkle to the show by making guest appearance.

The speakers at the event will include Laylee Moshiri, Representative
of UNICEF and a representatie of the Ombudsman of Armenia.

session of the Board to briefed on the outcomes of RA government’s
anti-crisis efforts for 2009, those programs envisaged under FY 2010
State budget exercise, as well as on the impressions of the Arm Tech
2009 business forum, the government’s information center reported.

"The concept of competition has been changed in the modern
world. The rules adopted by industrial societies can no longer work
in post-industrial competitive societies. Modern technologies can
solve many tasks, including social problems. By penetrating into
the sphere of social relationship, modern technologies are changing
systems of values in societies. This phenomenon should be the subject
of serious debates among us," he said. "Which is the right formula for
ensuring a spasmodic development in Armenia and rallying pan-Armenian
organizations round it?" This is what the Prime Minister proposed
to discuss at the meeting. Tigran Sargsyan evoked an idea voiced
during the proceedings of the Arm Tech – 2009 congress, which reads
as follows: "Today is the past, and the future is tomorrow." "This
makes us work faster and harder as the concept of the Armenian world
needs some refreshing."

The meeting went on to discuss the agenda focusing on domestic and
worldwide economic development-related issues.

Irish National University professors Bob Kitchin and Mark Boyle, as
well as Munich-based sport and tourism experts Peter Gothwald and
Franck Daniel Ehrsam outlined such strategies which might be used
in cooperating with the Diaspora, as well as the possibilities for
turning into a new tourism product those sports events that can be
practiced in the highlands of Sevan region.

the European Union frustrating, Turkey tends to the Islamic world,
according to Alexander Tsinker, director of East European States &
CIS Institute, member of the Knesset in 1999-2003.

"Turkish Prime Minister Recep Tayyip Erdogan never disguised his
allegiance to Islamic principles," he told PanARMENIAN.Net.

"Latest developments speak for themselves. Turkey and Syria signed
an agreement on military cooperation and formation of a High-Level
Strategic Cooperation Council. Furthermore, Erdogan visited Baghdad to
strike a similar deal with Iraq. And finally, according to a secret
agreement, Ankara will provide Iran with intelligence data to help
Tehran avoid Israel’s attack," Dr. Tsinker said.

"Turkey takes considered strategic steps, striving to maintain business
relations with Europe and at the same time striding towards the Islamic
world. However, it should keep in mind that doing the splits between
civilizations is a dangerous initiative," he concluded.

tensions between Israel and Turkey can lead to recognition of the
Armenian Genocide by Tel Aviv.

"The issue has acquired quite a different coloring lately. I formed
and headed Israel-Armenia parliamentary friendship group in 1999.

Knesset members Yuri Stern and Zeev Elkin have also done much to
advance the process," Alexander Tsinker, director of East European
States & CIS. Institute, member of the Knesset in 1999-2003, told
PanARMENIAN.Net.

"Unfortunately, the RA leadership disregards the Armenian community in
Israel. Meanwhile, positive results can be achieved through formation
of correct public opinion. As an optimist, I am hopeful that I will
see Israel pass a law on recognition of the Armenian Genocide one day,"
he said.

Thorbjorn Jagland slammed arrest of two bloggers in Azerbaijan.

"I have followed the developments in Azerbaijan for quite a long
time and therefore I could say that we are not so surprised. We are
very concerned about the development with regard to human rights and
democracy in Azerbaijan. It’s always difficult when member states are
not complying with their obligations to the Council of Europe. The
only thing we can do is to always remind them about their obligations.

We also have monitoring mechanism we can use. Whenever things like
this happen, we always have to get authorities to be accountable to
what they are doing," he said.

"Council of Europe does not have the means and tools that can
change the situation immediately. But we believe that for instance
in this case, Azerbaijan’s presence in the Council of Europe will
[lead it to be] influenced over time… We can only have members
in the Council of Europe that are complying with the standards and
values of the organization. That does not mean that everybody has to
be perfect. But [there] is [a] necessity to comply with the rules,
standards, and values that we have and that there going in the right
direction. This is how the Council of Europe works," Mr. Jagland said.

He also emphasized that it is unacceptable to use energy resources
as an excuse for not moving in the right direction with regard to
human rights and democracy, RFE/RL reported.
