YEREVAN, November 16, /ARKA/. Avag Harutyunian, chairman of the Union
of Armenian Winemakers, said today some $600 million are required to
fight grape phylloxera.

Phylloxera is a pest of commercial grapevines worldwide, originally
native to eastern North America. These almost microscopic, pale yellow
sap-sucking insects feed on the roots and leaves of grapevines.

Studies have shown that vineyards infested with phylloxera can lose 20
per cent of production in only the first year of infestation. Vines
generally become uneconomic within 3 to 10 years of infestation. The
spread of phylloxera and the rate of destruction varies depending on
factors including soil condition, the age of the vine and how much
the vine has been stressed.

According to Avag Harutyunian, the $600 million need to be added by
hard work that may last 5-6 years.’ He warned that otherwise Armenia
would risk losing its vineyards.

YEREVAN, November 16, /ARKA/. Armenia needs to develop
business-networks with its Diaspora in the areas of financial services,
technologies, health and tourism, Rob Kitchin, a professor of Dublin
National University, said in Yerevan last Saturday during a meeting
of the Board of Trustees of Armenian National Competitiveness Fund.

According to him, creation and development of new business networks
will allow to use more efficiently the entire potential of the Armenian
Diaspora, including its financial, economic and business opportunities.

He said his country has 60 such networks with 30,000 members across
the world who are specialized in working with different governments
and different economy and science sectors.

He said before to create such a network Armenia should go through
several stages, particularly, to study and work out pilots programs
to find out the potential and the opportunities of the Diaspora,
to determine institutional directions and the best international
experience.

He suggested that Armenia should keep away from creating ambitious
models, and use instead the experience of Scotland and New Zealand.

In his opinion, it is necessary in the first place to create a list
of limited sectors and begin with several directions based either on
geography or industry type, to build an elite sector that would serve
as a locomotive to implement other projects and form venture funds.

Andre Andonian, director-partner of McKinsey&Company (Germany), who
is also a member of the Board of Trustees of the Armenian National
Competitiveness Fund, said the Armenian Diaspora runs already a great
deal of different networks operating in all big countries and cities
of the world. The question, he said, is how to create a unified model
that would meet our interests.

But according to Avetik Chubarian, director-partner of McKinsey&Company
for Russia, there is no ideal model to work with Diaspora. He said
Armenians need only to feel that they are a 10 million nation,
a successful, integral nation with their own sovereign country.

The meeting of the Board of Trustees of the Armenian National
Competitiveness Fund was held in Yerevan on November 14-15.

singled out the KfW-supported SME lending program in Armenia which
was acknowledged to be the best international experience in 2004-2005.

Tigran Sargsyan made a point of harmonious territorial development
programs.

The Ambassador thanked the Prime Minister for a warm welcome by noting
that it obliged him to work even harder and with greater energy.

Germany was said to be interested in expanding the cooperation in a
variety of areas inclusive of economy, education and research.

In conclusion, appreciating the Ambassador’s readiness to promote

Chairman of National Competitiveness Fund Board of Trustees, RA Prime
Minister Tigran Sargsyan addressed the 13th session of the Board.

Board members were briefed on the outcome of RA government’s
anti-crisis efforts for 2009, those programs envisaged under FY 2010
State budget exercise, as well as on the Prime Minister’s impressions
of the Arm Tech – 2009 business forum. The head of government stated
in part:

"The concept of competition has been changed in the modern world. The
rules adopted by industrial societies can no longer work in
post-industrial competitive societies. Modern technologies can solve
many tasks, including social problems. By penetrating into the sphere
of social relationship, modern technologies are changing systems of
values in societies. This phenomenon should be the subject of serious
debates among us."

"Which is the right formula for ensuring a spasmodic development in
Armenia and rallying pan-Armenian organizations round it?" This is what
the Prime Minister proposed to discuss at the meeting. Tigran Sargsyan
evoked an idea voiced during the proceedings of the Arm Tech – 2009
congress, which reads as follows: "Today is the past, and the future
is tomorrow." "This makes us work faster and harder as the concept
of the Armenian world needs some refreshing," the Prime Minister said.

The meeting went on to discuss the agenda focusing on domestic and
worldwide economic development-related issues.

Irish National University professors Bob Kitchin and Mark Boyle,
as well as Munich-based sport and tourism experts Peter Gothwald
and Franck Daniel Ehrsam outlined such strategies as might be used
in cooperating with the Diaspora, as well as the possibilities for
turning into a new tourism product those sports events that can be
practiced in the highlands of Sevan region.

Other agenda items were the planning of design work for the
pan-Armenian network and the reporting on Pan-Armenian Bank’s program,
as well as an array of issues of current interest to the Fund.

NKR: Rural Economy Must Be Conducted Professionally

A number of agricultural issues were discussed during the conference,
convened today by the NKR Prime Minister Ara Haroutyunyan, at which
the most responsible representatives of the republic, heads of regional
administrations and managers of agricultural divisions were present.

The Minister of Agriculture Armo Tsatryan, first submitted information
on the results of bread grain harvesting. It was mentioned that an
average grain crop capacity formed 15, 5 centners from a hectare,
and the maize – 25.9 centners.

In view of a low crop productivity, the Prime Minister A.Haroutyunyan
complained, accentuating at unsatisfactory specialized activity
of agricultural divisions. He charged the heads of regional
administrations with a task to replenish rural divisions with
specialists, in case of necessity, and to provide the farmers with
purposeful consultations. With this in view the Minister of Agriculture
will render the needed assistance. According to A.Haroutyunyan’s
words, further state assistance will be rendered only to the farmers,
conducting land cultivation fully in compliance with land cultivation
rules. It is anticipated that qualitative cultivators will be rendered
credits without pawn.

The Minister of Agriculture informed that by today more than 30
thousand hectares of land are sown. The Prime Minister recommended to
take advantage of favourable weather and to sow the under crop areas
(more than 45 thousand hectares) within the next few days.

Special conversation was conducted in concern with plant pests
combating. It was reported that for extermination of rodents and
plant pests purposeful measures are being realized. The head of the
Government demanded that the competent circles conduct combat in
proper order and to complete the first stage of it by December 15.

At the conference, issues of obtaining qualitative chemical
weed-killers, chemical fertilizers, and maize seeds were touched upon.

In this connection, the Prime Minister assigned corresponding
instructions.

At the end of the conference, brief information concerning credit
repayment proceeding was announced. It was stated that at present
about 80 percent of the credits are repaid. A.Haroutyunyan instructed
to undertake necessary measures for successful continuation of the
process.

I convey my hearty congratulations to the teaching staff and students,
to the NKR scientific community and intelligentsia, to all our
compatriots appreciating the significance of the higher education in
connection with the 40 th anniversary of Artsakh State University.

I highly appraise the prominent role this educational establishment
supported during the last decades, first as a Pedagogical Institute,
later as a State University. Thousands of young people were not only
professionally qualified at the first higher educational institution
of Artsakh, but were also permeated with patriotic spirit and had
a serious contribution into the prosperity and fortification of
our homeland.

As the head of Artsakh State University Council I attach particular
importance to the University’s continual aspiration of becoming an
institution satisfying the modern standards of higher education, the
graduates of which will be in great demand in various spheres. This
objective requires the necessity of joint and systematized steps by the
NKR Government, the administration and the teaching staff of the higher
educational institution. I believe that the purposive initiatives will
bear the desirable results and the fame of our well-earned Artsakh
State University will spread beyond the boundaries of our Republic
in near future.

I convey my congratulations to the whole staff of Artsakh State
University in connection with the significant event of anniversary once
more and wish them great successes, power and purposefulness in the
hard and honorable efforts to continue the centuries-old traditions
of the Armenian university education in a new way.

ALONG THE BEATEN TRACKS OF AZERBAIJANI MASS MEDIA OR HOW MILLIYET MISQUOTED PHILLIP GORDON

ArmInfo. Philip H. Gordon, assistant secretary of state for Europe
and Eurasian affairs, who was on an official visit to Ankara to
organize the visit of Turkish Prime Minister Erdogan to Washington
in early December, voiced a statement regarding normalization of the
Armenian-Turkish relations and the Karabakh conflict.

Turkish Hurriyet Daily and Today’s Zaman reported that Gordon
reiterated the official stance of Washington on the given issues
which was repeatedly voiced also by the US Secretary of State Hillary
Clinton.

The above Turkish newspapers reported Phil Gordon as saying that the
signing of the Protocols "really is a historic process and from which
both sides could benefit immensely." "We don’t link the two issues
because we think that they are both, that Turkey-Armenia normalization
is important and a good thing in its own right. It shouldn’t be linked
to anything else and we also support Nagorno-Karabakh settlement
because we think it would benefit both parties and it doesn’t need to
be linked to anything else. So we are actively working as co-chairs
of the Minsk group on the Nagorno-Karabakh solution, regardless of
anything else: So for the same reason we want to promote reconciliation
between Turkey and Armenia we want to promote it between Armenian
and Azerbaijan and Nagorno-Karabakh, to be engaged from that process
and it’s difficult if it wasn’t then it wouldn’t be stuck where it
is for so long."

However, the Turkish Milliyet has probably resolved to follow the
beaten tracks of Azerbaijani Mass Media for some reasons known only to
it. In joy of Azerbaijani mass media, Milliyet distorted the statements
by the American official. Thus, Milliyet reported Gordon as saying
that "approval of the recently signed Turkey-Armenia agreement on
normalizing ties in the Turkish parliament is complicated without
progress in settling the Armenia-Azerbaijan conflict over Upper
(Nagorno) Garabagh."

It is not worthy to say that Azerbaijani mass media, in advance of
each other, have disseminated just this last option of Gorgon’s words,
which they undoubtedly liked more. It is obvious that Azerbaijani
journalists did not strive to understand how much these words meet
reality, and could the functionary of such a high level make such
statements, which have nothing in common either with the officially
voiced position of Washington or Gordon’s statements voiced earlier,
including during the press- conference in Yerevan, in June of the
current year. He said that there should be no pre-condition in the
matter of normalization of the Armenian-Turkish relations. It is a
separate process and should not be linked to any process including
settlement of the Nagornyy Karabakh conflict. The Armenian-Turkish
relations should be established within the reasonable terms, he said.

The American Embassy in Armenia gave Arminfo full version of Gordon’s
words regarding the issues that interest us. To note, Gordon watched
the Armenian-Turkish and Karabakh processes separately.

Here is the excerpt from US Embassy Transcript: A/S Phil Gordon: That’s
another important set of issues. Let me take them up separately. On
Turkey-Armenia we are very pleased that the countries reached
this historic agreement on Oct. 10th. Signing the two protocols on
normalization of relations and development of relations.

This really is a historic process and from which both sides could
benefit immensely. We applaud the courage and vision of the leaders
on both sides. We know this wasn’t easy. There is lot of opposition
in Turkey, there is lot opposition in Armenia and yet the leaders
were insightful enough and bold enough to make the case that this is
in their interest and go and sign the protocols. We supported that
process and we applaud their agreement to do so. We would like to
see it move forward. The protocols have been referred to Parliaments
for ratification and obviously they need to be ratified before they
are implemented. If they can be ratified and implemented then this
can lead to open borders, more trade, prosperity and peace among
neighbors. So, that’s why we are so strong, we are supportive of this
process. Now, the Nagorno-Karabakh issue you raised, you are right to
say that Turkish leaders have said that they see the prospects for
ratification dim unless there is progress in Nagorno-Karabakh. We
don’t link the two issues because we think that they are both,
that Turkey-Armenia normalization is important and a good thing
in its own right. It shouldn’t be linked to anything else and we
also support Nagorno- Karabakh settlement because we think it would
benefit both parties and it doesn’t need to be linked to anything
else. So we are actively working as co-chairs of the Minsk group on
the Nagorno-Karabakh solution, regardless of anything else. It would
benefit both sides — that’s a conflict that led to many thousands
of deaths and displaced persons and current tension and closed borders.

So for the same reason we want to promote reconciliation between Turkey

Nagorno-Karabakh, to be engaged from that process and it’s difficult if
it wasn’t then it wouldn’t be stuck where it is for so long. But they
are too, the leaders are talking to each other. In any negotiation
people drive hard bargains, but we think that the reality that both
sides would benefit from a settlement gives us some optimism that a
settlement can be reached and that would really be historic progress
for the region if both of those things could move forward in the
near future.

The above excerpt shows that the American diplomat made no radical
statement that was not voiced by official Washington before.

Disseminating unverified reports is the work style of both Azerbaijan
and some Turkish mass media. So, one should not be surprised at such
lack of competence.

Brandy Production To Fall By 30% In 2009 In Armenia

ArmInfo. Brandy production in Armenia reduced much and by the results
of 2009 it will fall by 30% in 2009 instead of the expected 55-60%,
chairman of Armenian wine producers’ union, Avag Harutyunyan, said
at today’s press-conference.

He also added that activation of the production and sale rates by
10-15% may be expected on the threshold of New Year. He also said
that 93-94% of the brandy produced in Armenia are exported to the
CIS countries, and 97% out of this number – to Russia. But because of
the world financial crisis the demand for this production has reduced.

Harutyunyan said that in 2009 grape was purchased for cheaper price
from the farmers, thanks to which prime cost of brandy may reduce.

‘The prime cost of brandy production in 2-3 years may reduce and wine
factories may cut prices. The negative affect of the world crisis
at the Armenian brandy production is ending gradually and the market
is reviving’, – he said. As for the wine production, the crisis has
not affected it, as wine is almost not exported and is sold in the
republic in small number, he said.

To note, according to the statistical data, brandy production in
Armenia in Jan-Sept 2009 reduced by 40,4% – to 6801 thsd litres if
compared with the similar period of 2008. The wine production has
grown by 12,7% – up to 2330,7 thsd litres.

bordering villages were presented with books and school supplies.
