NKR Prime Minister’s Visit To The USA Proceeds

On November 18, NKR Prime Minister Ara Haroutyunyan had a meeting with
the representative of the ARF central committee of the USA Eastern
region Andranik Gasparyan and member of that committee Hrayr Baronyan.

During the meeting a number of issues dealing with the
Karabakhian-Azerbaijani conflict settlement, Armenian-Turkish
relations, the social and economic state of Artsakh and
Homeland-Diaspora contacts were discussed.

The Head of the NKR Government underlined that the Armenian-Turkish
relations have no concern with the Karabakhian-Azerbaijani conflict
settlement and they cannot further develop owing to unilateral
concessions in the Karabakh conflict and the fact of non-recognition
of the Armenian genocide of 1915. The Prime Minister noted that
the education of a patriotic generation represents one of the
essential principles of the further consolidation and extension of
Homeland-Diaspora relations.

Speaking about the reconstruction of Shoushi, this programme, the
successful realization of which will give the response of numerous
questions, was mutually underlined as having a vital importance for
the Armenians all over the world.

The Leader of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirosyan, Secretary of the Central Information
Department of the NKR President’s Staff Davit Babayan and the Permanent
NKR Representative to the USA Robert Avetisyan partook in the meeting.

The same day the NKR delegation at the head of the NKR Prime Minister
accompanied by the RA Permanent Representative to the UNO Karen
Nazaryan visited the United Nations Organization and got familiarized
with the structure and activities of the authoritative organization.

Ara Haroutyunyan noted that the international recognition of the
independence of Artsakh and the membership of our Republic to the
UNO is just a matter of time.

Furthermore the Head of the Government left for the town of Paramus and
had a meeting with the Executive of Director of the Armenian Evangelic
Union Andrew Tourikyan at the central office of the organization.

At the meeting a number of issues concerning the implementation of
various programmes in Artsakh were discussed. They specially touched
upon the construction of a new nursery school complex in Hadrout.

Ara Haroutyunyan highly evaluated the contribution of the Armenian
Evangelic Union in the process of reconstruction and development of
the preschool system in the Republic and expressed his hope towards
the continuation of their active cooperation furthermore.

On November 18, in honour of the delegation at the head of the NKR
Prime Minister a dinner was organized, which was participated by
about sixty representatives and benefactors of the Armenian community.

In his speech Ara Haroutyunyan presented the social and economic state
of the Republic, the programmes devoted to the reconstruction and
development of Shoushi, and answered the questions the participants
were interested in. The RA Extraordinary and Plenipotentiary Ambassador
to the USA Tatul Margaryan and the RA Permanent Representative to
the UNO Karen Nazaryan partook in the meeting.

On November 20 the Speaker of the National Assembly of Armenia,
Hovik Abrahamyan, received members of the Ago Monitoring Group of the
Council of Europe Committee of Ministers headed by Ambassador Stelian
Stojan, Romania’s Permanent Representative at the Council of Europe,
informs the information and public relations department of the National
Assembly of the Armenian Republic.

Greeting the guests, Speaker Hovik Abrahamyan presented the
developments following the 2008 elections and the measures taken to
overcome the consequences of the tragic events of March 1-2.

The parties discussed the development of the past 1.5 years,
emphasizing that a serious progress has been registered. The
interlocutors agreed that it was necessary to continue working to
reinforce that progress, emphasizing the importance of trust in the
government agencies.

During the meeting the parties referred to the issue of normalization
of Armenian-Turkish relations without preconditions.

Baku offers NATO to sign bilateral agreements with partner countries
on provision on security guarantees beyond the responsibilities and
commitments of the parties, Azerbaijani Deputy Foreign Minister Araz
Azimov stated on November 19, 2009.

According to Azimov, security in Euro-Atlantic area depends on joint
activities of members and partners of the organization. Otherwise,
it will be fraught with negative consequences for NATO structure
in future.

Countries willing to join NATO face certain threats, Azimov outlined.

He brought the example of August 2008 events in Georgia, noting that
partner countries in general and Azerbaijan in particular are crucial
for NATO.

Meanwhile according to him, there is an anxiety, that security of
countries like Azerbaijan is disputable. "It concerns not only
conflicts, but overall strategic plan as well," he said adding
"partnership with NATO is a guarantee of our security as the efficiency
of decision making process in NATO based on consensus "is outdated
and can lead the rupture in the alliance."

YEREVAN, NOVEMBER 20, NOYAN TAPAN. A meeting of the RA Minister of
Defence Seyran Ohanian and the newly-appointed German Ambassador to
Armenia Hans Yochen Schmidt took place on November 17. The sides
stressed that the bilateral cooperation, including in the defence
sphere, is developing with every passing year, covering new and new
fields. In this connection, they expressed a high opinion about the
activities of the Military Attache of Germany to Armenia, Colonel
Paulus. Armenian-German cooperation is deepening in such fields
as military education, medicine, justice, peacekeeping. With the
support of the German side, a German Language Center was set up
and functions at the RA Ministry of Defence. The annual program of
bilateral cooperation includes mutual visits, expert discussions, and
training courses. It is envisaged establishing an Office of Military
Attache at the Armenian embassy in Germany in 2010.

According to the Information and PR Department of the RA Ministry
of Defence, at the conclusion of the meeting Seyran Ohanian handed
two letters to the German ambassador: a congratulatory letter for
the new Defence Minister of Germany Dr. Guttenberg and a letter of
thanks for the former Defence Minister Dr. Jung.

Hovik Abrahamian received members of the Council of Europe Monitoring
Ago Group headed by Resident Representative of Romania to Council of
Europe Stelian Stoyan.

The RA NA Speaker presented the developments following the 2008
presidential elections and actions undertaken to liquidate the
consequences of the March 1-2 tragic events. Discussing in detail
the developments of the past one year and a half the sides agreed
that a serious progress was recorded in that sphere. It was mentioned
that to secure that progress the work should be continued and public
confidence in state institutions and formation of public consent
should be encouraged.

According to the RA NA Press Service, the issue of normalizing the
Armenian-Turkish relations without preconditions was also touched
upon at the meeting.

Ter-Petrosian, on November 20, met with representatives of the Council
of Europe Monitoring Ago Group headed by Ambassador of Romania to
Council of Europe Stelian Stoyan.

According to the Armenian National Congress Central Office Press
Service, the current stage of relations between Armenia and Turkey
and the latest developments in the Nagorno Karabakh settlement were
discussed at the meeting.

L. Ter-Petrosian drew Council of Europe Ambassadors’ attention
to the state of democracy in Armenia, fulfillment of commitments
assumed by Armenia before joining Council of Europe, in particular,
release of political prisoners, freedom of expression, press,
process of fulfillment of the last PACE Resolutions. The reasons of
spreading of corruption in Armenia, ways of overcoming it, reasons
of unprecedentedly deep crisis in country’s economic system were
also discussed.

ANC members Levon Zurabian and Avetis Avagian also took part in
the meeting.

non-recognized by Turkey, Western Armenia remains seized and
Diaspora’s rights violated so far," Monte Melkonian Fund Director Alek
Yenigomshian stated at a November 20 discussion. He said that under
the Armenian-Turkish going on conflict establishment of diplomatic
relations between the two countries is dangerous for the Armenian
people. According to A. Yenigomshian, the normalization of the
relations is only beneficial for the Armenian ruling administration
in the respect of expanding their own business, as well as rising in
the outer world’s opinion.

He added that to avoid the prospect of establishment of
Armenian-Turkish relations Armenia should first of all solve its
domestic, social and moral-psychological problems. "Our main problem
is country’s domestic rehabilitation," A. Yenigomshian mentioned
noting that the current opposition is not able to solve that problem,
therefore progressive, patriotic forces "should become organized."

Sardarapat movement steering committee member, film director Tigran
Khzmalian said that in the last decade Turkey has big problems with
national minorities. "What we currently name Turkey is an abstract
notion as the most part of the Western Armenia is populated with
Kurds," he said. According to T. Khzmalian’s observation, a program
should be worked out that will permit to find common interests with
Turkey’s national minorities, including Hamshen Armenians.

According to Coordinator of the Consolidation of Armenian Volunteers
initiative Zhirayr Sefilian, in the past months the authorities tried
to prove that allegedly the most part of the Armenian people is for
normalization of the Armenian-Turkish relations. "We should find a
way to show the real picture, to voice people’s real view and to do it
so that no one will question those views any longer," Z. Sefilian said.

PRELIMINARY VARIANT OF MONITORING REPORT MONITORING OF LEGAL PROCEDURES IN ARMENIA MADE

Danielian, on November 20, received OSCE/ODIHR’s delegation, which
included OSCE/ODIHR Director Janez Lenarcic, OSCE Yerevan Office Head,
Ambassador Mr Sergey Kapinos, other OSCE/ODIHR officials.

According to the RA Justice Minister’s Spokesperson Lana Mshetsian,
the preliminary variant of the monitoring report under the title
Monitoring of Legal Procedures in Armenia made by OSCE/ODIHR experts
was mainly discussed at the meeting.

G. Danielian said that report’s preliminary variant will be studied by
Ministry’s proper specialists and by him personally, and Ministry’s
proposals on it will be submitted to OSCE/ODIHR. After summing up
them an expanded discussion will be organized with OSCE/ODIHR’s and
Ministry’s cooperation where report’s final variant will be presented.

According to Janez Lenarcic, the problem of court and legal reforms
is currently a serious challenge not only for Armenia. He expressed
satisfaction with the process of court and legal reforms carried out
in Armenia and expressed the hope that their further process will be
also satisfactory.
