ArmInfo. First President of Armenia, Leader of the Armenian National
Congress Levon Ter-Petrosyan received the delegation of the Ago
Monitoring Group of the Council of Europe Committee of Ministers led
by Romanian Ambassador to the COE Stelian Stoian.

ANC press-service reported the parties as discussing the current stage
of the Armenian-Turkish relations as well as the latest developments
around the Karabakh peace process.

Levon Ter-Petrosyan directed the attention of the COE representatives
to the state of democracy in Armenia and the commitments undertaken
to the Council of Europe regarding release of political prisoners,
freedom of speech and fulfillment of the resolutions of the last PACE
Resolution on Armenia. The parties also discussed corruption problems
and the impact of the economic crisis on Armenia.

ANC representatives Levon Zurabyan and Avetis Avagyan were present
at the meeting.

ArmInfo. The investigation into an alleged illegal network known as
Ergenekon has revealed that a civilian who was formerly employed by
the Turkish Armed Forces (TSK) had collected detailed information on
Turkey’s ethnic Armenian population.

As Turkish Zaman says, Ergenekon investigators found that Fatma
Cengiz, who is currently a suspect in the case against Ergenekon,
collected various dossiers regarding the Armenian community in Turkey.

The file included a list of subscribers to the bilingual Armenian
weekly Agos.

In addition, there were lists of names and members of Armenian
foundations and churches, which were classified as "active" or not, as
well as the balance sheets of Agos. Cengiz had been in the limelight
before after claims that she gave information to Ibrahim Sahin,
a former deputy head of the National Police Department’s Special
Operations Unit, to establish "S-1 and S-2 teams" to assassinate
intellectual leaders in society.

According to sources, Cengiz also tracked the names of academics,
writers and journalists who participated a two-day academic conference
held on Sept. 24-25, 2005, at Istanbul Bilgi University titled "Ottoman
Armenians during the Decline of the Empire: Issues of Scientific
Responsibility and Democracy." The conference openly disputed the
official Turkish account of the Armenian massacres. In the files
allegedly belonging to Cengiz, who is also known as Asena Ozturk,
there are several famous names, with notes next to their names:
Halil Berktay, "professor, he had publicly said that Armenians were
massacred"; Kazm Aknc, "secret Armenian, he applied to a court to
change his religion after Dink [Turkish-Armenian editor Hrant Dink
who was assassinated by an ultranationalist teenager in 2007]";
Ece Temelkuran, "she said that if something happens to her the
prime minister is responsible for it, she is a graduate of the Ankara
faculty of law"; Herkul Milas, "he is not an Armenian"; Sevan Nisanyan,
"writer at Taraf, maybe from Agos, needed to be investigated"; Markar
Esayan, "Taraf writer, information regarding him will come together
with Etyen Mahcupyan"; Aytac Ilhan, "he might be a student in Igdr,
he should be investigated, he had applied to change his religion";
Baskn Oran, Adalet Agaoglu and Elif Safak.

Investigators have also found a PowerPoint presentation which was
allegedly prepared by Cengiz, who signed it as Asena Ozturk. In that
presentation, pictures of Sahin and Korkut Eken, a former officer of
the TSK Special Operations, are placed side by side. There is also a
photograph of former Chief of General Staff Gen. Yasar Buyukant, in
addition to the expression "Everything is for the country," written
in blood on a background of weapons and the Turkish flag.

ArmInfo. Prosperous Armenia Party (PPA) delegation led by Gagik
Tsarukyan is to leave for Saint Petersburg to participate in the
Congress of "Yedinaya Rossia" Party (Untied Russia), says the PPA
press release.

Before the Congress on November 21 a scientific and business forum
will take place on the topic "Social Responsibility of Parties
During Crisis". Gagik Tsarukyan is expected to voice a statement at
the forum. G. Tsarukyan’s Spokesman Khachik Galstyan told ArmInfo
the delegation comprises Secretary of PPA faction Aram Safaryan
and Representative of the Republican Party of Armenia faction Gagik
Melikyan. He said PPA and "Yedinaya Rossia" leaderships will discuss
the prospects of cooperation of two parties’ youth wings.

ArmInfo. On November 19, during an informal summit, EU country leaders
elected their first president and foreign minister.

European leaders have decided to give the Belgian Prime Minister
Herman Van Rompuy the Union’s top job, appointing him as the first

To note, EU president is elected for 2,5 years and has the right to
be re-elected to this post once again. The new post was created by
the Lisbon treaty, now ratified by all 27 members, which will come
into effect on December 1.

In view of this, the Euobserver site published an interesting
information yesterday, according to which Herman Van Rompuy strongly
opposed to Turkey ever joining the European Union. During the debates
in the Belgian parliament in December, 2004, he said that Turkey is
not and will never be part of Europe.

ArmInfo. Andrey Nesterenko, the Russian Foreign Ministry Spokesman, has
commented on his contradictory statement made earlier on November 17.

To recall, Nesterenko declared the following then: "As far as we know,
the issues of Nagorno Karabakh were also raised during the negotiation
process between Yerevan and Ankara." This statement aroused, to put
it softly, controversial response by Armenian Mass Media considering
the quite contrary statements repeatedly made by the Russian party
before, including by OSCE MG Russian Co-chair Yuri Merzlyakov. Foreign
Minister of Armenia Edward Nalbandian also commented on the statement
by A. Nesterenko.

The new statement placed on the official website of the Russian Foreign
Ministry says: "Moscow has responded to the mess in the Armenian Mass
Media around the statement voiced by the official representative of
the Russian Foreign Ministry on November 17 2009.

The Armenian media report that Moscow has allegedly changed its
stance and began linking the Karabakh process and the Armenian-
Turkish rapprochement. This is misunderstanding. Foreign Minister
Sergey Lavrov has repeatedly voiced Russia’s viewpoint. It has been
left unchanged. These are two different processes.

We take a positive view of the bilateral documents signed by Armenia
and Turkey, which define the further actions by the parties on
comprehensive normalization of state relations. We are convinced
that establishment of good-neighbored ties between Armenia and Turkey
will promote further steps bolstering peace and security in the South
Caucasus region.

As regards the Nagorno-Karabakh conflict, the parties have managed
to achieve certain progress in coordination of the basic principles
of settlement despite the existing discrepancies. We see our role in
contributing to this process and helping the parties find mutually
acceptable decisions on the key problems, but never enforcing any
recipes on the parties to the conflict. We proceed from the fact that
the final choice much be made by Azerbaijanis and Armenians. Russia
will be ready to support any settlement scheme meeting the interests
of the parties involved and will become the guarantor of settlement
in case the parties come to a concession. Actually, a viable decision
will allow bringing stability and peace to the South Caucasus and help
maintaining the historical geopolitical balance of forces there in
the post- conflict period and will not turn the region into a stage
of international political and military rivalry."

Named Passenger Train To Run From Yerevan To Tbilisi

NAMED PASSENGER TRAIN TO RUN FROM YEREVAN TO TBILISI

ArmInfo. South Caucasian Railway CJSC (SCR) announces that a named
passenger train will run from Yerevan to Tbilisi starting November 20,
SCR press-service told ArmInfo.

Thus, the train will comprise carriages serving the summer passenger
traffic Yerevan-Batumi-Yerevan (named train "Armenia"). The train
will comprise 7 carriages: a sleeper, two compartments, an economy
class, an all-purpose car, a luggage container, and a dining and
luncheon carriage.

Earlier in July 2009 twelve carriages repaired at Voronezh Carriage
Works (Russia) were presented at the Yerevan Station. The new carriages
will make passenger traffic more comfortable. In addition, the ticket
price will not rise.

South Caucasian Railway CJSC is the subsidiary (100%) of the Russian
Railways CJSC. The contract of concession of the Armenian Railroad
CJSC for 30 years with a 10-year renewable period was signed in
Yerevan on February 13 2008.

ArmInfo. ArmenTel (Beeline) is opening 9 new sales and service offices
in Yerevan and the regions, the company’s press-service told ArmInfo.

Three of nine new offices are located in the Yerevan communities of
Arabkir (Komitas Ave), Kanaker-Zeytun (Sarkavag Str. 129/6) and Erebuni
(Oganesova Str. 2). Another six offices are in the towns of Artik,
Vanador, Dilijan, Kajaran, Sevan and Etchmiadzin. Over the last few
months we have opened dozens of new offices and have considerably
extended the spectrum of our services. I am sure the more Beeline
offices the easier for our clients to use our offers, connect services,
pay bills and just get access to necessary information," says Sergey
Kapitonov, Sales Director of ArmenTel CJSC. The company serves 81
sales and service offices, including 24 in Yerevan.

During the last one year, conversations on the stability and peace
establishment in the Caucasus, settlement of conflicts and other
"good" things again activated. Of course, these conversations have been
accompanying us for the latest 20 years, but since 2008 we have been
witnessing if not revolutionary but at least unexpected developments
– Russian-Georgian war, (under the name of Osettian-Georgian war)
Russian-Turkish relations (under the name of Armenian and Turkish
normalization), and today the direction seems to have changed towards
the Arstakh issue "settlement" (you may guess the right name of this
settlement-Russian- Azerbaijani settlement).

In addition, the point is that not only Russia but also the U.S.,
which has come to some agreement with it, is involved in these
processes. We have to note that the above-mentioned processes in
reality do not have anything in common with the real stability,
peace and establishment of independence in the region. Very likely,
the solutions to the current conflicts are to be looked for not in
modern geopolitical contexts but in medieval manuscripts.

Russia- the main threat to Armenia’s independence

The current so-called South Caucasus is not only a part of the former
Russian Empire but in reality still makes a part of it. During 20 years
which is a short historical period, the former empire suburb could
not reach independence coming out of the empire circles especially
considering the fact that the former and present mother country does
not encourage such a process. This means that the main threat to
the regional and in particular Armenian independence is and remains
Russia. I would like to stress Armenia. The impression is that we do
not realize or remember from whom we became independent. The present
territory of the Republic of Armenia is a former part of the Russian
Empire and separated from the latter in addition in a willful struggle
in 1988-91. The Armenian potential rival is not that much Turkey or
Azerbaijan but Russia.

What is said, must be understood right: the point is not about
declaring war to Russia tomorrow, demanding the withdrawal of the
Russian military bases, forbiddance of the Russian language, repression
of Molokans etc. We just need to acknowledge and understand that the
main threat to the Armenian independence is Moscow and to work out
our strategy proceeding from this idea.

Phases of the Empire

The "moves" of the Russian Empire (from now on just Empire) are the
main strategical threat to Armenia. The model is the following. Very
roughly saying, the Empire may have two types of "moves". The one
towards dramatic weakening, the second towards the restoration of the
previous power and its development. Both may be assessed as equally
dangerous and unprecedented from the point of the security of the
former Empire suburbs. The ideal would be something in the middle, when
the Empire weakens but not much to collapse. This is more expedient for
the independence of the former Empire suburbs of course if the latter
has respective leadership able to solve the independence issue. But
the last circumstance mainly depends on the Empire "distance".

Some historical examples may be brought for this model not to seem very
strained. In the 9th century, Armenia managed to acquire independence
from the Arabic Caliphate when the Byzantium Empire was weakening, in
other words, Armenia needed this weakening, but the existence of the
Byzantium Empire was a guarantee for the existence of the Christian
countries bordering with the Muslim world. The strengthening of the
Byzantium Empire in the 11th century brought about another loss of
the Armenian independence. The next phase of the Byzantium weakening
helped the Armenians from Cilicia become independent.

The history with the Russian empire is almost the same. In the 18th
century, when the Russian Empire was very wide but not strong enough
to get mixed in the affairs of the territories situated to the South
from Caucasus, this situation promoted the cultural and polticial
bettering of the Armenian and Georgian relations. And the further
expanding of the Empire brought about the Georgian independence and
the loss of hope for the Armenian independence. In the19 century,
being in the zone of communication of two Empires -Russian and Ottoman
brought about the elimination and deportation of a part of the peoples
of the region. I mean North-Caucasian people (including Abkhazia
people) genocides by Russia, and the Armenian extermination by the
Turks. These two phenomena are to be viewed in the same context. But
this is another topic.

In the beginning of the 20th century, Russia’s weakening created
possibilities for another independence and its becoming powerful
brought about both independence and loss of territories. And in the end
of the 20th century, the weakening of the Russian Empire enabled us to
become independent. But the fact that Armenia is still in the virtual
territory of the Empire is sure. This may be proved by the facts that
very often events in the Armenian home polticial life enter in an
interesting resonance with events happening in Russia. In 1998-99,
the passage of power from the resigned president to the "dark horse"
prime minister followed by unprecedented terrorist actions, established
a revengeful regime.

>>From the division of Georgia to the surrender of Armenia

The developments of the last one year and a half must be explained as
another attempt of scale-worshiping "move" of the Empire. The Russian
and Georgian war, the Georgian defeat and division must be viewed as a
challenge from the point of the Armenian independence. Georgia is one
of the main guarantees of the Armenian independence. And the fact that
the Armenian-Turkish rapprochement was born right after the Georgian
division is interesting. It is not so difficult to see a connection
between the Russian-Georgian and Armenian-Turkish processes. Today
a new direction is noticed – Armenian-Azerbaijani settlement which
also can be viewed in the context of the Russian-Georgian war and
the new moves of the Empire.

But another two regularities are to be taken into consideration.

Empire A helps other empires not on its account but on account of
its vassals. The Empire B does not create conditions for peace on
its borders, but on the contrary, it creates conflicts. This means
the current normalization processes are just illusions. In reality,
the point is about the elimination of conflicts created by the Empire
which do not make sense any longer.

So, the key for the regional stability, peace and independence should
not be looked for in the geopolitical games of superpowers. The key
is in the region itself.

NKR: All-Armenian Raise Of Funds Starts

During the forthcoming days the regular national raise of funds
initiated by the "Armenia" all-Armenian fund will take place, where
the NKR population together with the Armenians all over the world
will contribute its share. A republican staff at the head of the
NKR Vice Premier, Minister of Finance Spartak Tevosyan which is
aimed at conducting efficient raise of funds was created. Today,
a staff consultation took place where a number of issues related to
the money collection process were discussed. S.Tevosyan noted that
positive reverberations have already been received from the NKR
numerous public, social and business institutions and individuals
who express their readiness to actively participate in the raise of
funds with a considerable contribution quantity. The participants
of the consultation decided to convey a corresponding message to the
citizens of Artsakh.

The funds raised by the all-Armenian monetary contribution will be
aimed at reconstruction and development of the town of Shoushi.

On November 17, NKR Prime Minister Ara Haroutyunyan visited St. Vardan
Cathedral in New York City (NY) and met with the leader of the
Eastern Diocese of Armenian Apostolic Church, leaders of a number of
organizations, representatives of the Armenian community at the USA
Eastern Diocese of Armenian Apostolic Church.

Ara Haroutyunyan presented the social and economic state of the
Republic, the programmes being implemented in the NKR, as well as the
present-day process of Karabakhian-Azerbaijani conflict settlement
and its perspectives.

The Head of the NKR Government attached importance to the continual
development and extension of Homeland-Diaspora relations and to the
significant role of the Armenian Church in this process.

The significance of the town of Shoushi and the importance of its
prosperity for the Armenian people and the Armenian state system were
mutually underlined.

The same day, Prime Minister Ara Haroutyunyan visited the RA Permanent
Representative Office in the UNO and met with Karen Nazaryan, Permanent
Representative of Armenia in the United Nations Organization.

During the meeting issues concerning the Karabakhian-Azerbaijani
conflict settlement as well as those related to political developments
on regional and global scales were discussed.

Ara Haroutyunyan underlined that NKR authorities and citizens attach
great importance to the impartial and veritable representation of
Karabakh conflict at different international instances and the UNO
has a particularly significant role in this context.

NKR Government Head noted with great satisfaction that the
Representative Office of Armenia in the USA has activated its work
in this direction and this policy must carry continual character in
future as well.

On November 17, Prime Minister Ara Haroutyunyan had a meeting with
a group of members of Armenian Jewellers’ Union at the head of the
Chief of the organization Paul Minoyan.

At the meeting a number of issues related to the social and economic
state of Artsakh and various programmes in process of implementation
there were discussed.

The Prime Minister signified the role of such unions noting that
their efficient activity represents one of the conditions necessary
to unite the Armenian world business power and to develop mutually
beneficial business cooperation with Homeland.

Leader of Artsakh Diocese of Armenian Apostolic Church Archbishop
Pargev Martirosyan, Secretary of the Central Information Department of
the NKR President’s Staff Davit Babayan, NKR Permanent Representative
in the USA Robert Avetisyan participated in the NKR Prime Minister’s
meetings in the USA .
