Today, in connection with the death of the Senator Edward Kennedy,
Serge Sargsyan presented his condolences to the U.S. embassy to
Armenia.

In his message, Serge Sargsyan noted that Kennedy was a friend of
Armenia and underlined his efforts in connection with the recognition
of the Armenian genocide, as well as his help regarding the Artsakh
liberating struggle and the earthquake.

The Armenian Prime Minister, Tigran Sargsyan has repeatedly recognized
that the greatest evil for the Armenian economy, and hence for the
state, is the major business, which does not wish to come "out of the
shadows". And in times of crisis the behavior of the major business
has become even more cynical, while reducing turnover by just 1%,
the tax collection from large enterprises decreased by 25%.

The point that we should free from big enterprisers or, in other words,
the oligarchs, assert all the time the European and American partners,
the international financial organizations hint, as well as the home
opposition. So, at a time when there are no elections, the oligarchs
indeed become a headache for the authorities. Moreover, they know too
much about the election. So, no one, except the oligarchs will be sad
if suddenly someone of them will start to roll the barrel "from above".

And such an occasion presented itself. The opposition gave into the
hands of government a paper, which clearly shows that on March 1,
the underlings of the oligarchs included in the "list" took part
in the events of March 1. The prosecutor’s Office issued a not very
convincing rebuttal, without requiring other evidence. The supporters
of the oligarchs outraged. And the top government did not respond,
moreover, it did not resist to the request to verify the authenticity
of the document.

It is possible that the verification will prove that the document
is authentic, and then nothing will be left, but to call for
responsibility those present in the list. This does not threaten the
government, the signature of the present government is not present
under the document.

Almost one year and a half passed after the events of March 1. Is it
possible to restore the true picture of events?

During this period there was a set of interesting documents, some of
them released, some sent to the fact-finding group.

The plans of the opposition were open to all, this was said during the
protest rallies of the National Movement, started after presidential
elections on February 19, 2008 demanding to declare invalid the
election results and appoint new elections. All materials on frauds
and irregularities in the election were sent to the Constitutional
Court, and everyone waited for its decision. The plans of the National
Movement for March 1 did not differ from the other days. It would be
the 10th after the 9th day of rallies.

With regard to the heinous plans of the authorities, its details
became known later. Let me represent only a few irrefutable facts
proving the existence of such plans.

March 1 (perhaps, in previous days) in the presidential residence
operated special headquarters headed by Robert Kocharyan. The staff
members are known it was written about in the press, and its presence
has certified the former head of the Police Hayk Harutyunyan in a
parliamentary committee.

There is a document (which the ANC office officially transferred to
the fact-finding group), which proves that 9 individuals (oligarchs
and bureaucrats), were given 950 units of non-military uniforms.

On March 1, also snipers worked. The government was forced to admit it.

During negotiations, the crowd gathered near the Myasnikyan monument
was asked to move to Matenadaran, or in another place.

Based on these and other facts, we can conclude that on March 1
was a pre-prepared plan carried out, consisting of several options,
after the failure of the first the presidential staff developed and
implemented the other.

The first plan: the lowest number of people in the Freedom Square was
in the morning, in tents, no more than 2000-3000 people sleeping. And
this hour was chosen for the assault. At 6 am armed with rubber batons,
shields and tear gas stormed people assaulted from 4 sides. When the
police (or the person wearing police units) have blocked the area,
Levon Ter-Petrosyan, who these days and nights spent on the area,
approached the microphone and urged people to gather, to avoid contact
with the police, maybe they wanted to say something. None of the people
carrying out the operation did not go up, moreover, he had no time to
finish, when the assault began. Lights turned off and the area turned
into a hell. The assailants viciously ravaged encampment and beat
people. Obviously, the objective was to not only clean the surface,
but to do so barbaric and horror techniques, arresting and beating
a lot of people. Meanwhile, there were a lot of women, children and
minors in the crowd. Many families spent the night here.. After 10-15
minutes, the area became depopulated. The police chased the ralliers
who ran away for other a few hours.

This method was supposed to spread fear among the citizens for them
not to dare to come out of their houses of citizens in the home. But
this plan did not work. Just the opposite happened. Spread with
lightning speed the rumor led thousands of people on the streets,
and they gathered at the Miasnikyan square. There was also a large
group of those who were expelled from the area in the morning – they
were trying to find safe haven here, believing that near the French
embassy they were not in danger. The police forces tried to disperse
the crowd for several hours, but to no avail. They were forced to
retreat and block people.

The second plan: it is obvious that the morning after the pogroms of
the movement the movement could become more recalcitrant. This could
be prevented only by entering a regime of emergency and for this,
it was necessary to create a "legal basis". In other words, they
needed to provoke the 100 thousand people to commit such actions,
which could form the basis for the ill counterstrike, including the
use of firearms, which, in turn, will impose emergency rule.

It was difficult to make the ralliers to commit such actions even
after the morning’s riots. Individual provocateurs could not do it as
they were being immediately isolated. The task was complicated by the
authorities, when the ralliers managed to establish a pedestal, and
the opposition leaders began to control the situation. The presidential
headquarters was forced to move to the plan 3. To send into the crowd
a great number of agents provocateurs and persuade them to violent
acts. This was done, although all were aware that this is a violation
of constitutional norms – even in times of emergency the army cannot
be used for internal purposes. But the army was not supposed to shoot,
its presence in the streets was enough.

For this, 9 oligarchs were requested to convene a subordinate bandit
groups, which were distributed 950 sets of uniforms (so that they know
each other) from the depots of the Ministry of Defense. Imitating
to be the most perturbed demonstrators, they joined the people from
different parties. At some point, one of these groups tried to storm
City Hall. People do not let them enter. Similarly, the demonstrators
took over the protection a police official, who was being beaten
up. In this highly charged atmosphere, it was difficult to distinguish
the protesters from the provocateurs, because many thought with the
Liberty Square demonstrators took out their resentment. And only
later everything became clear.

The third plan: according to the plan, should have convinced the
demonstrators to pass Mashtots avenue to Matenadaran. Many thought
it was a concession by the government. They were hardly able
to communicate with Levon Ter-Petrosyan, taken into custody in a
locked house. He felt provoked, encouraged not moving from the spot,
considering that near the embassy it was safe. A plan was as follows:
approximately 150 thousand people are moving to Mashtots avenue,
and it is completely filled with people, these same 950 instigators
begin to destroy the stores on both sides of the street, followed
by assault and use of firearms. As a result – victims and wounded,
chaos, state of emergency and arrests started.

And again later, it became possible to find out that there snipers
also operated on that day (the authority was forced to admit it). They
had the task of eliminating the leaders of the movement.

The calculation was made on two facts: during the march, the leaders
find it hard to control the stretching of the masses without speakers,
and the second they hoped that the angriest demonstrators would join
the provocateurs. That plan was defeated by the decision to remain
in place.

The fourth plan: at 300-400 meters from the main body of protesters,
at the approaches to the streets of Leo, the Illuminator and Mashtots,
began, shooting explosions, burning cars, smashing shops. Target
became small groups of curios realliers and random passers-by. The
regime needed corps to declare a state of emergency regime, burning
cars, looting, which they got.

It was immediately stated to be the handiwork of the demonstrators and
a state of emergency was declared. But no one was arrested that day and
nobody was charged with looting and burning cars. Although it is all
recorded. In addition, on videos, that same evening on TV, the faces of
making the disorders were somehow obscured. The police in the videos
only watched the fight. And yet, the pogroms took place with shops
reversing, and in the movements of rioters was not felt any haste, as
if they were doing their job. Fifth, nor store employees or security
services had resisted. And everything fell into place when arrested
on charges of pogroms persons confessed that they are members of the
Republican Party, Serge Sargsyan trustees and so on. Moreover, there
is evidence that the owners of looted shops have pre-expensive goods.

So, everything that happened in the Miasnikyan area was scheduled
for all the Mashtots Avenue, and the consequences would be worse in
10, 20, 30 times. The number of victims would have reached a hundred
and among them would have been the leaders of the Movement. Movement
would disappear.

All this was the handiwork of those 950 people. Documents show that
what happened is not the result of actions of the opposition and
attempts to overthrow the government, but the desire of power to
destroy the national movement. By the way, the fact-finding group was
disbanded because that was drawing to restore the full picture. It
was so obvious that the very next day, the international community
condemned this action and demanded the release of detainees and
begin an investigation. While the international community was not
too consistent.

After the separation of the case of seven, the cases of the March 1
murders separated. Who will be responsible for this?

The murder cases are homeless today, and the government is in
a difficult situation. Despite tremendous efforts, no person was
charged with carrying weapons. Statements by prosecutors and police
about large quantities of weapons were left hanging in the air. This
means that the statements were false. All the murders were committed
with a firearm. And the police were armed, tied together the city
troops, which arrived from Karabakh unit, group of skinheads from the
environment of the oligarchs. And the killers are to be found among
them. Only the regime is responsible for the killings.

After the amnesty, many from the governmental camp said that the page
is turned over March 1.

These conversations about the closure of the March 1 page without the
revelation of the assassins and their condemnation is a desecration
of the memory of the victims and a manifestation of cynicism with
regard to their relatives. It is immoral for political prisoners
and persecuted on political grounds persons. However, this is a
sign of weakness, self-deception. It is also a fraud, addressed to
the uninformed segment of society. After all, everyone else knows
that the charges were brought to these people on trumped-up cases,
on the order of the authorities. And if they could they would keep
everyone under arrest: examples Nikol Pashinyan, Khachatur Sukiasyan
and Hamlet Hovhannisyan prove this.

The Armenian National Congress has never been against turning the March
1 page over which is possible only through the revelation of the real
circumstances and after the material and moral the compensation. The
Congress leader Levon Ter-Petrosyan suggested mechanisms. Those are the
release of political prisoners, independent international investigation
of the March 1, ensuring freedom of assembly and meetings. The same
proposals were made by international institutions too.

The closure of the March 1 page is a vital necessity for us, because
it is a factor that disrupts the state. No one wants to live in a
country where at night the police can attack the peacefully sleeping
demonstrators. No one wants to live in a country with such a judicial
and law enforcement system.

Danger Is Colorblind

On these days, one of the high-ranking officials of the traffic police
explained as part of the Odyssey of fastening the seatbelts who has the
right not to fasten the seatbelt. It was found out that the drivers
and the passengers of the police cars, fire engines, and ambulances,
for example, have the right not to fasten the seat belt.

Alongside with this, the prime minister calls on the police officials
to set model for drivers and fasten their seatbelts. In other words,
regardless the legal right not to fasten it, the traffic police
officials are advised to fasten the belts. We have to note that some
of the road police officials followed prime minister’s advice; the
others followed the "internal" advice not to fasten the seat belts.

The logic of this privilege is not understandable. If the seatbelt is
for safety, the type and the color of the car does not matter. Since
danger is most probably colorblind and does not distinguish the
colors. Consequently, when the danger comes it harms all the cars
independently from their color. And this means that the consequence
is the same.

Does the government think that the drivers and passengers of cars
with special coloring, such as policemen, doctors, firemen and others
do not deserve security? All of them like the other citizens and the
life of each citizen must be valuable for us. We must care about them
regardless the color of their cars.

What They Got From The "List"

WHAT THEY GOT FROM THE "LIST"

The document that the Armenian National Congress had handed to
the fact-finding group according to which a number of Armenian
high-ranking officials and oligarchs got military uniforms for their
bodyguards in order to take part in the March 1 disorders, aroused a
serious movement. Yesterday a session of the temporary parliamentary
commission to study March 1 was held to discuss the document. Since
this commission is composed of parties serving the oligarchs,
the embarrassment and the "dissatisfaction" of the commissioners
becomes clear. They were demanding to discuss the authenticity of
the document and if it is proved not to be authentic, the authors
have to be held responsible.

The authenticity of the document is to be verified by the
relevant bodies, and we had better take into account several
circumstances. First, the response it got: the high-ranking officials,
the parliament members, the oligarchs are in fact accused of having
committed a grave crime against the country and the people. The
Armenian office of prosecutor general publicly refused the report
published by the fact-finding group several days ago. The parliamentary
commission held a session in a hurry and the impression was that the
demand of the members was not to learn whether the document is true
but to do something, which is highly characteristic of the present
government.

The next circumstance is the essence of the present Armenian
government. It is not a secret that only those who do tangible favors
to the government are promoted. The essence of this favor is to
eliminate the right to vote and the constitutional devices to change
government. The people included in the list are the brilliant masters
of this work. There are several national elections in their biography,
the culmination of which is the 2008 presidential election. In
accordance with the logic of the present government, we only have
to see what the members of the list got after the presidential
elections. Hence, Hovik Abrahamyan became the speaker of Parliament
and assumed his honorable office in the politburo. Let us call so the
non-official body which in reality rules the country. Gagik Beglaryan
got the post of the mayor of Yerevan. Gagik Tsarukyan got monopoly
in exporting the production of his products. Mher Sedrakyan keeped
his Erebuni community and avoided undesirable developments. The same
goes for Member of Parliament Levon Sargsyan. As well as Samvel
Aleksanyan who kept the monopolies, the governor of Syunik region
Surik Khachatryan, Arakel Movsisyan. There is so much compromising
materials on these people that would be enought for several gangs. As
to Vachik Ghazaryan, one of the closest people of Serge Sargsyan,
the head of Serge Sargsyan’s security, no comment is needed. Serge
Sargsyan became president.

Let Them Free Citizens

The Russian national TV channels showed Dimitri Medvedev in a fishing
boat struggling against poachers when he let the fish go from the
net. It is difficult to imagine a more heroic scene. Surprisingly,
the fish was very modest and did not jump into the boat to thank the
president. Moreover, the fish could have refused freedom and stated
ready to be killed for the table of such a president because it is
an honor. In this case, the propaganda would be perfect.

However, as long as there is the Russian president, propaganda
will be carried on and improved and one day we will see him hug the
fish. In Armenia, there are people who follow the Russian president’s
propaganda. This was common when Robert Kocharyan was in office and
the same continues under Serge Sargsyan. Any propaganda trick applied
in Russia is copied in Armenia if not by 100 but at least by 70-80
percent. This means that the day when the Armenian president liberates
the fish from the nets in Lake Sevan is drawing nearer. Who knows,
our fish may turn out to be cleverer and will not wait until the
day when those responsible of the propaganda will understand that
fish must jump into the boat to thank their liberator. Our fish may
present their own initiative, especially considering the fact that
the Armenian new government promotes initiatives so they will jump
into the boat to thank the Armenian president.

It would be good, touching, encouraging and maybe the citizens
too, like the fish, will wish to hug the president. But it would be
better for the presidents of those countries where there is so-called
"sovereign democracy" to govern so that to eliminate poaching and not
to take boats to struggle personally against it. There are a lot of
bodies engaged in this job and a lot of workers. And this goes for all
the propaganda tricks which the "fathers" of the "sovereign democracy"
use to appear like kind "tsars". If they are surrounded by idle and
corrupt people they had better release the citizens from these people
instead of planting flowers and freeing fish. It would be better for
both the citizens and the fish for the flora and fauna.

Hayastan All-Armenian Fund Distributes Infant Packages In Tavush

On August 25 the Hayastan All-Armenian Fund distributed infant packages
to 30 socially vulnerable families in Armenia’s Tavush Region. The
urgently needed packages, intended for newborns up to the age of 1,
included shoes, clothes, baby formula, and various infant-care items
such as diapers.

Implemented within the framework of the Hayastan All-Armenian Fund’s
Ororots (Cradle) Project, the initiative was made possible through
a 5,000-euro donation by Mr. and Mrs. Martin Weidemann of Germany.

Project beneficiary Gohar Mkhitaryan, a resident of Berd City, said
such assistance goes a long way in terms of helping relieve the daily
burden of disadvantaged families. "It also brings a measure of warmth
into our lives," she noted.

Established in 2002, the Ororots Project provides vital infant-care
assistance to socially vulnerable families with newborn babies. The
Ororots Project is active throughout Armenia.

"Since its creation, the Ororots Project has supported 1,150 families
across the republic," said Aida Khachikyan, social and humanitarian
projects advisor to the Hayastan All-Armenian Fund’s executive
director. "I hope that concerned donors such as the Weidemanns will
continue their work well into the future, helping secure the health
and well-being of Armenia’s most vulnerable children," Khachikyan
concluded.

Independence In The Ossetian Way

The president of the Southern Ossetia, Eduard Kokoyti stated that
the Southern Ossetia wants to make Country Union with Russia. At
the same time, he stated that the Southern Ossetia is not renouncing
its independence.

The president stated that they want to form a union of country for
the Ossetian people, who live in the north and in the south, not to
have any borders.

He also stated that he imagines the noise that this event may cause
in the world. The president of the Southern Ossetia stated that they
are discussing the question of double citizenship with Russia.

Big Chinese Decline

As the news agency Bloomberg informs, on August 31 a sharp decline
of the Chinese fund market was reported, which is unprecedented in
the past 14 months. According to the agency, this is determined by
the slowing of the increase of the scale of loaning, which may hinder
the restoration of the economy.

Shanghai Composite had a decline of 6.7 percent as of August 31,
reaching 2667,75 points. This index is low by 23 percent from the
maximum reported on August 4, 2009. Shanghai Composite registered the
worst index among the 89 fund indexes in the centre of the attention
of the agency.

French President Sarkozy Welcomes Armenian-Turkish Statement

French President Nicolas Sarkozy has welcomed the joint statement made
by Turkey and Armenia outlining further steps in the normalization
of bilateral relations. President Sarkozy’s statement reads:

The President of the Republic read the news regarding the restart of
negotiations between Armenia and Turkey leading to a normalization of
relations and the opening of the border with a sense of satisfaction
and hope.

France welcomes the authorities of Armenia and Turkey for the steps
they have taken and encourages them to redouble their efforts to
quickly sign an agreement.
