"No breakthrough decision will be adopted at tomorrow’s meeting of
Presidents of Armenia and Azerbaijan", said analyst Stepan Grigoryan
today.

"Azerbaijanis’ statements that negotiations were more pleasant under
Kocharyan are positive", noted Grigoryan.

Commenting on the interest of superpowers in the soonest resolution
of the conflict, he voiced opinion that Russia’s and US approaches
to this issue are different.

"The United States and EU are for the soonest resolution of the
conflict as the South Caucasus is a very important alternative transit
region", noted Grigoryan, adding that Russia is not interested in it.

According to the analyst, for Russia it is more profitable to keep
the conflict frozen, thus influencing both Armenia and Azerbaijan.

On statements of the OSCE MG co-chairs, the analyst announced that
officials always tend to justify the money, they earn.

"OSCE MG co-chairs seem to believe that the problem solution depends
on the frequency of their visits to the region", concluded the analyst.

The Azerbaijani Foreign Ministry is working over the visit of
Azerbaijani and Armenian public representatives to Nagorno-Karabakh.

"There is no concrete agreement on this issue yet. We are still working
on this issue," Azerbaijani Foreign Minister Elmar Mammadyarov told
reporters.

Azerbaijani and Armenian ambassadors to Russia Polad Bulbuloglu and
Armen Smbatyan plan to visit Nagorno-Karabakh soon.

Armenian and Azerbaijani public representatives visited
Nagorno-Karabakh on June 28, 2007 for the last time upon the initiative
of two countries’ ambassadors to Russia.

Baku. Lachin Sultanova -APA. "Azerbaijan will continue the
investigation of Russian arm shipment to Armenia", Azerbaijan Foreign
Minister Elmar Mammadyarov told journalists, APA reports.

The foreign minister said the Collective Security Treaty Organization
(CSTO) deputy chairman’s statement that "most part of Russian arm
shipment was delivered to Belarus and Armenia in 2008" would be kept
in the focus of attention. "During his visit to Baku, Russian Foreign
Minister Sergei Lavrov denied media reports about the Russia’s $800
million arm shipment to Armenia, but we will continue the investigation
due to the CSTO official’s recent statement".

Baku. Lachin Sultanova -APA. "The meeting of Azerbaijani and Armenian
presidents in St Petersburg tomorrow will most probably have same
format with Zurich and Prague meetings", Azerbaijan Foreign Minister
Elmar Mammadyarov told journalists, APA reports.

He said traditionally the co-chairs submitted their ideas to the
presidents first of all and then the presidents held tete-a-tete
meeting, following that the co-chairs and foreign ministers were
invited to the meeting and the presidents gave instructions to
them. Mammadyarov said it was difficult to make comments on the US
co-chair Matthew Bryza’s opinion that "the co-chairs have done enough
work in the past two months and if the presidents wished they could
reach final results tomorrow". "It is important point if the co-chairs
see any positive point in the process. However I can say that Armenia
showed non-constructive position in Prague. I don’t know, may be the
co-chairs saw different points in Yerevan. It will become clear in St
Petersburg tomorrow. We consider the phase-by-phase settlement and if
we reach it, we can say that there is some progress". The minister said
the sides reached an agreement on one issue during the Prague process.

"The sides agreed that despite an agreement on some principles, they
can not speak about the agreement on the principles if all of them
are not agreed".

Baku. Lachin Sultanova -APA. "We will not allow any country to
interfere in our internal affairs", said Azerbaijan Foreign Minister
Elmar Mammadyarov reacting to the Iran officials’ recent statements
on Azerbaijan.

"Azerbaijan doesn’t interfere in the internal affairs of other
countries. Our foreign policy is based on the national interests
of Azerbaijan. The statements of Iranian defense officials cause
a question. We don’t’ discuss the visits of Armenian leaders,
high-ranking officials to Iran. We don’t’ interfere in the internal
affairs of any country and we will not allow any country to interfere
in our internal affairs".

The minister expressed opinion on the Iranian oil industry minister
Golam Hoseyn Nozari’s statement on Alov field. "Former president Heydar
Aliyev reached agreement with Iran on this issue in that time that this
field would not be developed until the final delimitation. Azerbaijan
is advocating for the soonest adoption of the Caspian legal status
convention".

Candidate of historical science Fizuli Ismaylov published a book
"Historical roots of a conflict between Azerbaijan and Armenia and
modern period", according to the press service for the National
Academy of Science of Azerbaijan.

The book was published by the publishing house "Information
technologies", functioning under the Institute of Information
Technologies at the Academy of Science.

The book studies historical roots of Armenian aggression, which
resulted in the Karabakh problem. It also contains historical fact
that Armenia wanted to establish a state at the expense of Azerbaijani
lands in the 17-18th centuries.

The book contains the texts of international treaties, which divided
Azerbaijan into two parts.

Notably, the book is ratified as a manual under decision of the
Azerbaijan Education Ministry.

Syria advocates equitable settlement of the Nagorno-Karabakh conflict,
which will meet interests of the both sides, Syrian Foreign Minister
Valid Al Muallim said in Baku.

"Our position is to find a political solution to the problem through
a direct dialogue. Prior to my visit to Baku, I went to Armenia. I
saw that the sides have the desire to sign a peace agreement, and
everything must be done to the conflict to be resolved in the near
future," Al Muallim said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian armed
forces have occupied 20 percent of Azerbaijan since 1992, including
the Nagorno-Karabakh region and 7 surrounding districts. Azerbaijan
and Armenia signed a ceasefire agreement in 1994. The co-chairs of
the OSCE Minsk Group – Russia, France, and the U.S. – are currently
holding the peace negotiations.

The sides have to show courage and political will to reach equitable
settlement of the conflict. "Syria supports the territorial integrity
of Azerbaijan," he added.

Syrian Foreign Minister is on a state visit to Baku. He have discussed
the preparations to the first visit of Syrian President Bashar Assad
to Azerbaijan that is to be made in early June.

Baku -APA. Armenians captured a resident of Gadabay Region of
Azerbaijan at about 14.00 on Tuesday, press service of the Interior
Ministry told APA.

Resident of Garavallar Village of Gadabay Israfil Hasanov was captured
by the Armenians when he pastured 200 sheep of his farm in Aghdash area
of the village. Two Armenians threatened him with a sport gun and took
away him and sheep toward Armenia. Then the Armenians released Hasanov,
but didn’t return sheep back. The fact is under the investigation.

Baku. Kamala Guliyeva – APA. Rahman Hasanov, father of Azerbaijani
soldier Rafig Hasanov, who was captured by Armenian military units on
October 8 last year, said he had not received information about his
son since April 14. Rahman Hasanov told APA that the representatives
of the International Committee of the Red Cross (ICRC) last brought
a letter from his son on April 14.

"I appealed to the representatives of the International Committee of
the Red Cross several times. Every time I was told that there was not
a translator in the ICRC office in Armenia knowing Azerbaijani. Rahman
Hasanov said he will appeal to the ICRC office in Azerbaijan in a
few days," he said.

Soldier of Azerbaijani Army Rafig Rahman Hasanov, 20, was captured
by Armenian servicemen in Gazakh region on the line of contact on
October 8, 2008.

Armenian and Azerbaijani men, who were designing false documents in
an effort to sell in Azerbaijan, have been detained in Georgia.

Georgian Interior Ministry’s Counter Terrorism Center’s officers
detained two Georgian citizens who are charged with designing and
distributing false official documents.

The detained are Gurgen Nazaryan and Azer Ibrahimov. A suit has
been filed against them, the Interior Ministry press service told
Trend News.

The detained pleaded guilty. False documents in large volumes have
been seized in their workplace.

The false documents were planned to be sold in Azerbaijan. Part of
the documents has already been sent to Baku.
