ARMENIA, TURKEY FMS AGREE TO CONTINUE THE MEETINGS

Within the framework of his visit to Helsinki, the Foreign Minister of
Armenia, Edward Nalbandian, had a meeting with his Turkish counterpart
Ali Babacan. During the meeting the parties continued the negotiations
on the normalization of the Armenian-Turkish relations. Ministers
Nalbandian and Babacan agreed to continue the meetings.

Edward Nalbandian and the Foreign Minister of Luxemburg, Jean Aselborn
discussed the Armenia-European Union relations. At the request of
Minister Aselborn, Edward Nalbandian presented the latest developments
in the negotiations on the Karabakh conflict settlement.

Minister Nalbandian later met with the Director of the Federal
Department of Foreign Affairs of Switzerland Micheline Calmy-Rey. The
Foreign Ministers discussed issues related to the further development
of relations between the two friendly countries and dwelt on regional
and international questions.

During the meeting with UN Deputy Secretary General for Political
Issues Lynn Pascoe Minister Nalbandian discussed the process of
resolution of the Karabakh issue. The interlocutors stressed the
necessity of peaceful settlement of the conflict. Ambassador Lynn
Pascoe underlined that having been a Co-Chair of the OSCE Minsk Group
and being well familiar with the issue, he considers that it can be
solved with the support of the Co-Chairs.

The Foreign Minister of Armenia, Edward Nalbandian, made a statement
at the 16th OSCE Ministerial meeting. The full text of the Minister’s
speech is presented below:

"Mr. Chairman
Dear Colleagues

I would like to begin by thanking the Finnish Chairmanship-in-Office
and Minister Alexander Stubb for the devoted and effective work
throughout the year.

Helsinki is a city whose name will be forever linked to the basic
principles governing the relations between the countries of the
OSCE area.

It would be highly symbolic if here, in Helsinki, we set the basis
for the future deliberations on the improvement of the capabilities
of our Organization, which requires truly joint effort and efficient
partnership. A discussion around an OSCE Charter and the legal
personality of the OSCE could become a good basis to test various
ideas and develop common positions through a dialogue. This is a time
for united action and I hope that we will leave Helsinki with a clear
commitment to strengthen the effectiveness of our organization.

Mr. Chairman,

Armenia is interested in continued cooperation within the OSCE in
all three dimensions.

In human dimension we are ready to continue constructive cooperation
with the OSCE/ODIHR, yet at the same time we support the re-evaluation
of the role o f the ODHIR and a higher level of its accountability
before the member states. We are ready to work with all interested
member states in this direction.

We are prepared to work towards developing a more consolidated approach
in economic-environmental dimension in order to ensure its continuity
and sustainability.

We note the importance of the dialogue on the OSCE political-military
dimension. Conventional arms control is an issue of primary
importance. The situation in our region makes the maintenance of the
Conventional Arms Control Treaty more imperative. Full implementation
of commitments is crucial for the security and stability of the area
of application.

Regrettably, Azerbaijan’s massive military build-up conducted in
violation of its international obligations has not received an adequate
reaction from the majority of the state parties of the Convention.

An arms race can lead to a resumption of a military conflict. The
situation becomes somehow classic – if there is a gun on the stage,
it has to fire.

Europe obviously needs a new security architecture, which will take
into account all the existing concerns. With this in mind, we think
that a debate over a European security treaty can provide a good
forum for the development of a commonly acceptable system.

That is why we support the proposal by Presidents of France and Russia
regarding the convening of a summit to launch the negotiations on
the 0Aimplementation of the initiative to develop a European Security
Treaty.

Dear Colleagues,

I would now like to inform you on the latest developments of the
Nagorno Karabakh peace process for which OSCE has an important
mediation role through the dedicated effort of the three Minsk Group
Co-Chairs.

The negotiations on Nagorno Karabakh settlement received a new
impetus at the Moscow meeting initiated by President of the Russian
Federation in his capacity as a Head of Co-Chair state and the
signing by Presidents of Armenia, Azerbaijan and Russia of the Moscow
Declaration. The Co-Chairs supported and approved the Declaration,
and we believed that it would intensify the peace process.

However, Azerbaijan misinterprets all the provisions of the Declaration
going as far as stating, in particular, that the peaceful settlement
does not exclude use of force. I wonder if there is any other state
here, around this table, which could have such interpretation of the
very clear notion of the ‘peaceful political settlement.’

The other vivid example of the misinterpretation of the declaration
and the whole process of negotiations, was the provocative non-paper
distorting the whole sense of the peace talks circulated yesterday
by Azerbaijani delegation, which I don’t even want to comment.

Despite this, we would want to hope that we will be able to maintain
the spirit and the positive momentum of the Moscow declaration=2 0and
will advance towards the resolution of the conflict. This was also
the vision of the declaration made yesterday by the three Co-Chair
countries in framework of our Ministerial meeting.

Dear Colleagues,

There is one more long-standing problem which needs wise approach
and political courage to be resolved. I would like to briefly touch
upon the Armenian-Turkish relations, the normalization of which will
highly contribute to the establishment of stability and security in
the whole region.

The bold steps taken by the Presidents of Armenia and Turkey
demonstrate political will and readiness to move forward. Of course,
no one expects miracles and we were pragmatic enough not to think that
all problems would be solved overnight. However, the important thing
is to achieve a tangible result and not to negotiate for the sake of
negotiations. We are looking for establishment of diplomatic relations
and opening of borders without any precondition and we expect the
same approach from the Turkish side. Parties continue to work and
negotiate and I hope that together we will achieve what I believe
is our common goal – normalize our relations and bring security and
stability to our region.

Mr Chairman, In conclusion, I would like to wish success to the
incoming Chairmanship-in-Office and to ensure my distinguished Greek
colleague, Minister Dora Bakoyanis that she can count on the support
of Armenia in all her e ndeavours aimed at reaching security and
prosperity in the OSCE area.

"PEACE AND SPORT IMAGE OF THE YEAR" AWARD TO THE PRESIDENTS OF ARMENIA AND TURKEY

During the "Peace and Sport Awards" ceremony in Monaco the "Peace and
Sport Image of the Year" Award for the best image of fraternization
through sport was awarded for a photograph of the historic handshake
between the President of the Republic of Turkey Abdullah Gul and the
President of Armenia, Serzh Sargsyan, during the qualifying match
for the Football World Cup between Turkey and Armenia, the Sports
Features Communications reported. Thanks to football, this moment
marked the end of nearly two decades of diplomatic silence.

H.S.H. Prince Albert II of Monaco presented the award jointly to
Armen Grigorian, Armenian Minister of Youth and Sport, and to Mahmut
Ozgener, President of the Turkish Football Federation, who exchanged
long greetings on stage, creating a moment of intense emotion amongst
spectators.

Joel Bouzou and David Tomatis, CEO of Sportel, acclaimed the photograph
as "a symbol of hope for two communities whose history has been marked
by hostility and pain."

In a letter sent to Peace and Sport, the Armenian President Mr
Sargsyan proclaimed himself "deeply moved to hear the Grand Jury’s
decision to attribute the Peace and Sport Image of the Year Award to
his handshake with Turkish President Mr Gul." He added that he was
convinced that "Sport is one of the best ways to overcome differences
between nations".

An Armenian Turkish seminar on "Cinema as a Means of Dialogue
and Understanding" is underway in Yerevan. Ten young Turkish
cinematographers are visiting Armenia at the invitation of the
"Golden Apricot" Film Festival. The main objective of the seminar is
to study the opportunities of joint film production by Armenian and
Turkish directors.

Creative director of the "Golden Apricot" Film Festival Susanna
Harutyunyan considers that the seminar on "Cinema as a Means of
Dialogue and Understanding" will yield positive results in the
near future.

On April 10-14 twelve Armenian cinematographers participated in the
"Cinema and History" seminar in Istanbul on the sidelines of the 27th
Istanbul Film Festival. Both parties declared the seminar was very
productive. The next step was initiated by Armenians.

Turkish film director Senem Tuzen believes that the "language of
cinema" will promote the cooperation between the Armenian and Turkish
cinematographers.

Turning to the latest events in the region, Program Coordinator of the
Anadolu Kultur Association Cigdem Mater Utku noted: "We all saw the
results of the Russian-Georgian conflict. We also understand the sense
of inviting President Abdullah Gul to the Armenia-Turkey match in =0
AYerevan. We are sons of the same region and we need no borders. We
do believe in the unifying and peace-making power of cinema."

No country of the world avoided the second, financial-economic,
stage of the world crisis, and Armenia is not an exception. Chairman
of the National Assembly’s Standing Committee on Financial- Credit,
Budgetary and Economic Affairs Gagik Minasyan believes our country
will manage to resist the crisis, especially considering that the
facts are encouraging.

According to him, the influence of the second stage of the crisis is
especially great in Ukraine, where inflation is expected to exceed
20%. The economic indices have already dropped with 15%, the currency
fell 25%.

Gagik Minasyan assures Armenia will not face that problem. He predicts
the crisis will decline starting from the second half of 2009 and
will, possibly, come to an end. However, before that it is necessary
to work out programs.

According to Gagik Minasyan, the establishment of the Pan-Armenian
Bank will keep Armenia away from the world financial-economic
crisis. "Embracing the Armenian, Diaspora and not only Armenian
capital, the Bank will provide an opportunity to direct the financial
means toward the implementation of Armenian programs."

Today the Prime Minister of Armenia left for Moscow to meet his Russian
counterpart. According to Gagik Minasyan, the solution of financial
problems may be a topic of discussio ns, since the two countries are
closely cooperating in all spheres.

ARMENIA RATIFIES AGREEMENT ON MANAGEMENT OF CSTO FORCES

YEREVAN, December 4. /ARKA/. Armenian Parliament ratified the agreement
on establishing a management system in the collective security forces
of the Collective Security Treaty Organization (CSTO).

The agreement was signed by Armenia, Belarus, Kazakhstan, Kyrgyzstan,
Russia, Tajikistan and Uzbekistan in Dushanbe on October 6 2007,
Armenian Deputy Minister of Armenia Ara Nazaryan reported.

The aim of the agreement is to create an efficient management system
in the collective security troops both in peace time and wartime
and ensure reliable cooperation between the coalition troops and the
defense ministries of CSTO-member countries, he said.

The agreement determines bodies to implement centralized management
functions and the procedure for completing the staff.

The CSTO was founded in May 1992. Its member states are Armenia,
Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and
Uzbekistan.

YEREVAN, December 4. /ARKA/. RA Premier Tigran Sargsyan received the
delegation of the European Bank for Reconstruction and Development
(EBRD) on Thursday. The delegation members are head of EBRD Yerevan
office Michael Weinstein, directors of the bank in a number of
countries, representatives the European Investment Bank and European
Community in Eurobank’s Council of Directors.

According to the governmental press-service, Premier Sargsyan expressed
his assurance that the visit of EBRD delegation will contribute to
bilateral solid and deep relations between Armenia and the Bank.

Sargsyan noted despite earlier mentioned problems of implementing some
EBRD programs in Armenia, large-scaled works have been carried out
in the country to reach to a new level of cooperation with the Bank.

Sargsyan attached high importance to cooperation with the private
sector.

Touching upon Armenia’s priorities in collaboration with EBRD, he
stressed enlargement of assistance to small and medium businesses,
development of infrastructures, specifically of energy and road
construction, assistance in forming free economic zones in the
territories bordering on Zvartnots airport and the one in the city
of Gyumri, as well as development of capital market.

The Premier briefed delegation members on Armenia’s current economic
situation and programs for next year, the country’s potential to
resist =0 D world financial and economic crisis.

He noted that Armenia’s advantages are taken into consideration
while developing and implementing crisis management activities
and information on the country’s stability and attractiveness for
investments is supplied to the world community.

The delegation members produced their stand in the issues touched upon,
briefed on Bank’s activities under world financial and economic crisis.

Armenia became a member of EBRD on December 7, 1992, with â~B¬10mln
of share.

The Bank’s portfolio in Armenia is over 100mln EUR this year, and
EBRD intends to increase the sum by 60-70mln EUR.

EBRD currently takes part in the capital of four Armenian banks,
namely Byblos Bank Armenia CJSC, Armeconombank OSJC, ProCredit CJSC
and Araratbank OJSC.

EBRD is one of Armenia’s largest investors and placed â~B¬202mln
through realization of 52 programs.

Global Financial Crisis Has No Effect On Tourism Growth In Armenia

YEREVAN, December 4. /ARKA/. Global financial crisis has not affected
the tourism growth in Armenia, Head of Tourism Department of Armenian
Ministry of Economy Mekhak Apresyan said Thursday.

Today tourism growth tends to decline all over the world and the same
trend is seen also in Armenia, but no crisis is expected in the tourism
field in Armenia. Tourism sector continues developing in Armenia
despite the March events in the country and the Russian-Georgian
conflict in August," Apresyan said.

According to the statistics, 402,000 tourists visited Armenia in
January-September – a 10.1% increase against the same period of
last year.

Armenians living abroad constitute 62% of the tourist flow in
Armenia. The remaining part is tourists from Russia, Georgia,
EU countries, the USA and Iran. The stable growth of the number of
tourists visiting the country is the result of a consistent government
policy, Apresyan said.

According to the preliminary information, about 600,000 tourists are
to visit Armenia in 2008.

Apresyan said that Armenian autumn is particularly popular among
tourists and many tourists visit the country in September and October.

Today, over 70 hotels function in Armenia. According to the statistics,
since 2001 average annual growth of tourist visits has been 25%.

Particularly, 318,000 tourists visited Armenia in 2005, 381,000 in
200620 and over 500,000 in 2007.

YEREVAN, December 4. /ARKA/. Starting December 4, the Armenian Stock
Exchange (Armex) will extend its trading hours for corporate securities
from one hour to four, NASDAQ OMX Armenia told ARKA News Agency.

"This means that exchange trading in equities and corporate bonds
will now take place each business day from 11:00 to 15:00 – just
like exchange trading in currency and Government bonds", the press
release says.

According to the press release, this significant improvement has
become possible thanks to the deployment of new software modules that
help automate pre- and post-trade processes. The modules developed
by NASDAQ OMX Armenia are fully integrated with the clearing and
settlement system operated by the Central Depository of Armenia (CDA).

"As part of the new streamlined pre-trade procedure, orders to block
securities received by the CDA from Armex member companies prior to
the opening of the exchange trading are now automatically entered
into the CDA’s securities settlement system.

After the close of trading, the obligations of the parties resulting
from the trades are determined and compiled into electronic payment
orders with no manual intervention, and then transmitted to the
Central Bank of Armenia for final settlement", the press release says.

The introduction of this improved proc ess ensures a more convenient
and technologically capable trading environment for Armenian investment
companies and banks, and represents yet another step on the path
chosen by NASDAQ OMX Armenia – to continuously develop the Armenian
securities market through innovation, technology improvement and
close cooperation with all stakeholders in the market.

YEREVAN, December 4. /ARKA/. Armenia’s private sector and government
should combine efforts to soften the negative impact of the global
crisis on the country, RA Prime Minister Tigran Sargsyan said opening
today the parliament’s session.

"The government is capable of supporting the private sector," the
premier said, adding the ministries should be well aware of the
economic situation to be able to tackle possible recession.

The committee for coordination of economic programs under the prime
minister’s supervision will respond promptly to challenges presented
by the global recession.

The committee will discuss proposals made by the private sector,
and the government will be guided by the complex anti-crisis program
while assisting local businesses, Sargsyan added.

The prime minister previously talked about the new instruments that
would help the government tackle the crisis. The government will
grant state subsidies to local enterprises if necessary.

The private sector can submit their programs and proposals to the
government to help them meet possible challenges. "The government
should help enterprises draw up and implement effective business
programs," Sargsyan said.

He did not rule out the government’s share in private enterprises. This
will contribute to effective implementation of state programs, the
0D premier concluded.
