UK WELCOMES HIGHLY SKILLED MIGRANTS

On 27 November 2008, Tiers 2 and 5 of the points based system (PBS)
that deals with immigration to the UK went live. The Tiers sweep
aside the old work permit system.

TIER 2 ensures that only those workers that UK needs will be able to
come to the UK. To get in under Tier 2 skilled workers must have a
grasp of English language, prospective earnings of more than £24,000
per annum or have a decent qualification, and enough money to support
themselves for the first month of their stay. The list of occupations

U nder Tier 2, UK companies must pass the Resident Labour Market test
by proving they cannot fill the post with a resident worker before
they can bring in someone from outside the EEA.

TIER 5 covers those travelling temporarily to the UK for primarily
non-economic reasons, such as sportspeople, entertainers and charity
workers. The entertainers coming to the UK for gigs or festivals
will be assessed under visitor visa rules. New visa application
forms that apply to different types of visitors are available at

>From 27 November foreign non-EEA nationals granted leave to remain in
the UK as a student or on the basis of marriage will be issued with an
IDENTITY CARD containing their facial image and fingerprints. Identity
cards will be mandatory for foreign nationals, and will provide
evidence of an individual’s nationality and status in the UK. It
will confirm the holder’s right to work and the services to which
the person is entitled.

This card will replace the sticker that would have previously been
placed in the person’s passport. People applying for leave to remain in
other categories will continue, for the moment, to receive a sticker.

The head of the special investigation group looking into the March
1-2 events, Vahagn Harutiunyan, stated December 17 that the criminal
proceedings against the Leader of the Republic Party, Aram Sargsyan,
Leader of the All-Armenian Movement Ararat Zurabyan, ex deputy
Speaker of the National Assembly Karapet Rubinyan and ex deputy
head of the National Security Service Gurgen Yeghiazaryan has been
suspended. Vahagn Harutiunyan added the reason for the dismissal is
the lack of evidence.

The Monitoring Committee of the Parliamentary Assembly of the Council
of Europe is still discussing the report and draft resolution on
the process of accomplishment of Resolutions 1609 and 1620 on the
functioning of democratic institutions in Armenia presented by
co-rapporteurs on Armenia Georges Colombier and John Prescott.

Leader of the Heritage Party Raffi Hovannisyan also participates in
the sitting. Note that Mr. Hovannisyan suspended his participation
in Committee sittings after the PACE adopted a soft resolution on
Armenia this June. He pledged to abstain from the sittings until
"Europe exercises its rights and values."

Today FIFA published the ranking table of national teams of different
countries. Compared with the previous month Armenian national team
retreated by three places and is currently on 113th horizontal in
FIFA ranking table.

The leaders of the ranking table are Spain, the Champion of Europe,
then Germany and Netherlands. Hence the top ten of the table is
as followed: 1. Spain (1663 points), 2. Germany (1381 points),
3. Netherlands (1338 points), 4. Italy (1326 points), 5. Brazil

Next year Armenia and Iran start the construction of oil pipeline
from Tabriz to Yeraskh, announced the Minister of Energy and Natural
Resources Armen Movsisyan during a meeting with the Foreign Minister
of Iran Manucher Motaqi.

The Minister said that fuel and diesel oil will flow though the
pipeline to Armenia. According to him the establishment of Armenian
Consulate in Tabriz will contribute to the development of cooperation
between the two countries.

"We welcome any project which is aimed to develop the industrial
field of Armenia," said the Iranian Foreign Minister.

Mesrop Harutyunyan, the expert of Yerevan press club says that he hates
any violence against homo sapiens, all the more, as it is done against
the journalists. According to him once, when independent Armenia has
been declared, Armenians were not used to it and journalists were not
attacked. In the middle of 90th, when the media became numerous, the
situation was changed. The expert said that he has noticed two types
of violence against journalists – hidden and manifest. "There is no
difference who committed the violence the only responsible body for
that is the authorities, moreover when the crime remains undiscovered
they are also responsible for that," said Mesrop Harutyunyan.

Journalist Armen Hakobyan also condemns both physical and psychological
violence committed against the journalists. "I think that the problem
would not become so critical if from the very beginning when our
independent state has been declared all those crimes were revealed and
the guilties punished. In fact not a single case of violence since
then is revealed. I am afraid; I can’t remember any single case,
except Tigran Naghdalyan’s murder, when the criminals stand beyond
the court. It is for hundred percent obvious that unrevealed crime
leaves as aftermaths another crime," said Armen Hakobyan.

Both Mesrop Harutyunyan and Armen Hakobyan say they are not sure
the recent attack against the editor of "Hetq" online publication
Edik Baghdasaryan will be revealed, though some guy named Karen has
announced that he did the crime. "Attack against the journalist is
an attack against the society," concludes Armen Hakobyan.

Hayk Gevorgyan the editor and publisher of "Armenian Times" daily is a
journalist who has been attacked by a governmental representative. In
April 12, 2004 the Deputy Chief of Police Hovhannes Varyan beat the
journalist and broke his photo camera. "Journalists are attacked in
this country because the authorities are not able to stop them in
the frames of the law. When a journalist reveals their dark pages
publishing an article, they try to "solve the problem" as they are
used to. In civilized countries the authorities are not vulnerable,"
says Hayk Gevorgyan.

"Different governmental links commit violence. And violence is
committed because the journalists reveal their illegal activities. And
this is the main reason why the authors of those crimes are not
discovered," says Aram Abrahamyan, the editor of "Aravot" daily. He
says that, of course, there were cases when the authorities have
nothing to do with certain crimes. Abrahamyan remembers when he was
attacked just near his apartment in October 19, 1994. "That time the
authorities were not standing behind that case," assures Abrahamyan
and adds: "According to ARF the organizers of the attack were the
members of "DRO".

In 1994 the former reporter of "Yerkir" oppositional newspaper Gagik
Lazarian, who is currently the editor of "Hayots Ashkharh" found
recording equipment in his home telephone. Lazarian says that being
an oppositional journalist, he published "unveiled mafia" series
of articles. In 1995 when working at "Golos Armenii" Lazarian was
attacked, next year, in 1996 in the period of presidential elections
he was kept in the cellar of National Security for 15 days.

According to him nothing is changed since then, journalists were
attacked before and they are attacked now. "Currently the cases happen
more often. Then I have always felt the psychological pressure on me,"
says the editor of "Hayots Ashkharh".

Find below some popular cases of violence committed against journalists
in different years.

In December 28, 1994 the officers of National Security entered the
editorial office of "Yerkir" newspaper of the Armenian Revolutionary
Federation and smashed everything there and put under arrest the
equipments. The attack was made by the order of the First President of
Armenia Levon Ter-Petrosyan and it was targeted to stop the activities
of ARF.

In March 7, 1997 some people broke into "Yerevanyan Orer" newspaper’s
editorial office and ordered the editor in chief Michael Hayrapetyan
to stop the publication of the following paper. Hayrapetyan rejected
the demand and was seriously beaten. The case is still unrevealed.

At the night of April 3, 2002 A1+ TV station was dismissed from its
right of broadcast. Since then the TV station does not manage to
recover its license of broadcast.

In October 22, 2002 an attempt was made against the life of the
deputy director of Caucasus Institute of Mass Media publicist Marc
Grigoryan. After that the journalist could not find any certain reason
to explain the case but said that he was going to publish an article
on the court procedure of October 27, 1999 in a London bulletin of
Covering War and Peace. Since then the authors of the crime are free.

2002 was crucial for Armenia. In 2002 36-year-old Tigran Naghdalyan
the journalist of Public TV was murdered. A criminal case was started
by the investigative department of the General Prosecutor’s Office,
250 thousands USD was promised for the assistance to reveal the
case. Later it was discovered that the brother of former Defence
Minister Vazgen Sargsyan, Armen Sargsyan ordered the murder. Armen
Sargsyan was imprisoned for 5 years and then set free by the decree
of the President of the RA in 2008.

In April 29, 2003 Mher Ghalechyan, the reporter of "Fourth Power"
newspaper was beaten. It is known that Gegham Petrosyan and Sevak
Sevoyan committed the attack, but they were set free as the criminal
case started against them was soon shortened.

"Freedom House" international organization published a report on
freedom of speech in 2002. Armenia was announced a country were the
freedom of speech was not free. Before, in 2001 and 2000 the same
organization announced Armenia as partially free. Note that in 2007
Armenia was again listed as a country where the freedom of speech
was not free.

At the night of April 13, 2004 during the oppositional rally in front
of the building of National Assembly journalists of "Armenian Times"
Hayk Gevorgyan and Avetis Babadjanyan, the operator of Russian Public
TV Levon Grigoryan and the journalist of "Fourth Power" newspaper
Mher Ghalechyan were beaten. Hayk Gevorgyan announced that he was
beaten by the Deputy of Chief of Police Hovhannes Varyan.

In August 24, 2004 in Tsaghkadzor the photographer of "Photolur"
agency Mkhitar Khachatryan and the reporter of "Aravot" daily Anna
Israelyan were attacked by four people, while they were trying
to follow the cutting down of trees near an elite cottage. Later
a criminal case was applied and it was found out that a citizen of
Yerevan Gagik Stepanyan who was arrested before was the author of the
attack. Stepanyan was imprisoned for 6 months but soon he was set free.

In March 1, 2008 in the Freedom Square the photographer of "Fourth
Power" and "Aravot" daily Gagik Shamshyan was seriously beaten.

In August 11, 2008 reporter of "Armenian Times" daily Lusine
Barseghyan, in August 18, 2008 coordinator of "Liberty" radio station
Hrach Melqumyan, in November 17, 2008 the editor in chief of "Hetq"
online publication Edik Baghdasaryan were attacked and beaten.

In our reality there have been cases when the "terrorists" tried
to frighten the heads of this or that mass media and damaged their
properties.

In November 22, 2005 "VAZ-2121 Niva" car which belonged to "Armenian
Times" was fired.

In March 31, 2006 in Goris the car of "Syunyats Yerkir" editor in
chief Samvel Alexanyan was fired.

In February 7, 2006 the car of editor of "Photo Plus" weekly Suren
Baghdasaryan was fired.

In February 8, 2007 at 20:15 "Nissan Extra" car which belonged to
the owner of "My Right" and "Panorama.am" Ara Saghatelyan was fired.

It is remarkable that the officials have promised for several times
to do everything to reveal these and all those cases which were not
listed here. But, in fact, they have been just words to be said under
the pressure of certain situations. Those who commit violence are
not punished.

The final court hearing on the case of attempted murder of Armenian
political scientist Levon Melik-Shahnazaryan will be held in the
North criminal court of Abovyan city on December 17, says a press
release of the Armenian prosecutor general’s office.

"It was revealed during the previous sessions that accused Arshak
Agababyan in fact tried to fulfill the instructions of the leadership
of Azerbaijan and kill the political scientist", said in a report.

During the session on December 17 the political scientist will make
a speech after which he will be ready to answer journalists’ questions.

According to the prosecutor general’s office, it was revealed that
in early April of 2008 Agababyan and his friend Kondzhoryan met with
Azerbaijani Akhan in the Marneuli region of Georgia.

During the meeting Akhan offered them to kill Melik-Shahnazaryan
for his critical speeches about the internal and external policy of
Azerbaijan and the leadership of this country in press and on websites,
offering them $10,000.

Agababyan is charged under article 34-305 (attempted murder of the
state, political or public figure, committed for cessation of his
activity) and second paragraph of article 235 (illegal purchase,
sale, storage, transportation or carrying arms, committed by a group
of person by a preliminary plot). The second participant of the case
is wanted.

The Armenian media states that the recent visit of Prime Minister
Tigran Sarkisian to Moscow was undertaken for one major reason, to
ask Russia for USD 200 million in assistance to help it overcome the
problems created in Armenia by the world financial crisis. Prior to
this visit Armenia widely disseminated the idea of coordinating moves
to overcome the crisis with Russia.

Armenia did not receive the money. Russian Premier Putin underlined
that Russia has already invested USD 1.6 billion in Armenia. Armenia
tries to acquire assistance from the World Bank as well but this
process will take several months. There was hope in Armenia that
either plan would be successful.

This is a popular Russian saying. We are using it here because
this column concerns Russia’s conduct in the occupied territories
of Georgia.

Since Russia occupied parts of Georgia in August it has continually
reinforced its occupying army and is now introducing even more troops,
tanks and other assault weapons onto Georgian territory. Neither
Georgia nor the Western powers can do anything to stop this. This
already serious situation is being further aggravated by information
spread in the Georgian media that there is a real possibility of
Moscow repeating its aggression in a very short while, maybe before
the new US Administration starts fully functioning.

Some days ago Georgian news agency Media News reported that Putin had
recently considered two different plans to attack Georgia. One was
submitted by the Russian Defence Ministry, another by the External
Intelligence Service. The Defence Ministry plan was proposed by the
head of the General Headquarters of the Russian Armed Forces, Nikolai
Makarov, and envisages the storming and taking of Tbilisi as quickly
as possible, because if Georgia manages to introduce an efficient air
defence system Russian aviation will lose its effectiveness. Makarov’s
plan envisages a sudden attack by airborne forces under the command
of General Evtukhovich and Russian paratroopers from the Tskhinvali
region town of Akhalgori, which would take approximately 3 hours. Other
Russian paratroopers will take Tbilisi International Airport and other
important sites in and around the capital, so that within the first
few hours of the conflict they will suppress the resistance of the
Georgian Armed Forces. At the same time, Russian troops will block
the Georgian central highway so that Georgian troops in the Western
part of the country will not be able to relieve Tbilisi.

Makarov’s plan is confident that street fights and severe resistance
will take place in Tbilisi, but even in such a situation the Russian
political leadership should not take the decision to stop fulfilling
its intention.

The head of the External Intelligence Service, Mikhail Fradkov, has
greatly criticised Makarov’s plan, saying that it may have no fault
from the military point of view but is politically unacceptable. The
Russian Intelligence Service is sure that storming Tbilisi will be
militarily successful, but Moscow must then forget about installing a
pro-Russian government in Georgia. The Russian Intelligence Service
also thinks that such a storming of Tbilisi might give the USA and
Turkey legal grounds to assist Georgia militarily. Its bosses have
offered Putin an alternative plan: a blockade of Tbilisi. According
to this, Russian paratroopers will occupy Poti and block the
Tbilisi-Gori highway so that Georgian troops cannot reach the
capital. Simultaneously Russian troops deployed in Armenia will
block all the roads entering Georgia from the south, thus preventing
humanitarian cargo from reaching Tbilisi through Batumi and Turkey. At
the same time, serious pressure will be put on Azerbaijan, to prevent
it sending humanitarian assistance to Georgia. This plan envisages
creating a humanitarian catastrophe in the capital within a fortnight,
and the fall of Tbilisi, bloodlessly, in a few days.

Georgian commentators think such a thing is possible. Military analyst
Irakli Sesiashvili told Versia newspaper that he suspects this idea
of Russia’s intentions is close to reality, and could become so in
a shorter period than we could imagine. It should be said that if
Georgia takes some serious and efficient steps immediately, Russia’s
plans will be frustrated. But Georgia will suffer if Moscow starts
implementing either plan. Both these options are wicked, and one more
barbaric than the other.

Maybe we could suggest that such speculations about external threats
are being deliberately broadcast to divert people’s attention from
internal problems. But in late spring and early summer of this year
the Georgian media disseminated information about a possible Russian
attack in August. This warning was ignored by our Western friends,
but the attack happened. Russia again has the means to create any kind
of provocation, its politicians are sure they can persuade European
leaders not to interfere, and the US is in the process of transition
from old to new administration.

The Russians say it – No smoke without fire.

At last I am relieved. Peter Gabriel, a singer I enjoyed very much
during his "Genesis" days, but whose ethnic obsession I find it
difficult to understand, has joined the campaign "to apologize to
Armenians".

He apologizes on behalf of us, "Turks", to the Armenians for the bad
things that "we Turks" did to the Armenians.

I was considering whether to join the campaign or not. I was relieved
when I read the news about Gabriel.

Since he apologizes to the Armenians on our behalf, Turks, then I
apologize to the Indians, the Pakistanis and to the indigenous people
of former colonies in the Far East on behalf of the "Brits".

For the bad things that "those Brits" did to these people.

The formula for the historic solution of the Armenian issue has been
found. People from different countries apologize to the people of
some other country for the bad things that another country did to them.

In addition the country’s parliaments have been taking over the
authority of "rewriting history" or vice a versa for the bad things
that one country did to some other nation.

In that case, for us, as Turks there is no problem. As for the
Armenians; we now have a chance to solve this problem via proxies.

Let’s leave aside the amusing aspect of it. I consider this "apology
campaign" started by some Turkish intellectuals as a huge joke.

The text they had prepared is wonderful!

Now I am waiting with some trepidation to see just how many Turks join
the most romantic campaign in the history. A million people? Maybe two,
three, five million?

What if the number of people who sign does not reach the 47 percent
that presents the national will?

Think about it: "The national will definitely does not apologize…"

We would be disgraced in eyes of Armenians.

Since Peter Gabriel has joined, I think we should place on the table
all the issues that need apologizing for.

For example, who is going to apologize for the Turkish diplomats
murdered by the ASALA terror organization?

We should find people from other countries since no Armenian, either
from Armenia or the diaspora has come forward to do that.

I propose an appeal to Mick Jagger. He will sign it for sure.

We should knock on Germany’s door to get apologizes for the Turks
and Kurds who were slaughtered by the Armenian gangs in 1915, but
the Germans have another apology issue to deal with.

What about the Turkish civilians who were killed in Thessaloniki during
the Balkan Wars, despite the fact they had laid down their weapons.

Who is going to apologize of their behalf?

Do you think a Canadian might do it?

Leonard Cohen, for example.

No he won’t – since he loves the Greeks and lived on a Greek island
for years.

Maybe it would be possible to find someone from Asia.

Let me warn you: It is easy to find someone who would come down hard
on Turks but it is not so easy to find someone who to apologize for
the Turks that were slaughtered.

Still it is a good thing to have a few Turkish intellectuals who
would apologize on behalf of Turks.

In the future we will stand up in front of the whole world and say
"Look, we have people who apologize. But there is not even one
representative from them."

I sincerely support this campaign only to say that.

And I promise to give my full backing, as Peter Gabriel has done,
to signature campaigns that are launched for the all bad things that
the Brits and French have done.
