"The issues discussed during the meeting with the Russian Defense
Minister related only to bilateral cooperation, as well as
military-technical issues within the framework of the CSTO," told
"A1+" today RA Defense Minister Seyran Ohanyan.

Let us recall that Armenian and Russian Defense Ministers Seyran
Ohanyan and Anatoli Serdiukov met on October 3 and according to the
presses, Serdiukov brought with him the maps of liberated territories
and discussed the issue concerning the dislocation of Armenian forces
from those territories and the allocation of other forces.

"There has been no discussion on any issue relating to the territories
or Nagorno-Karabakh," clarified today Seyran Ohanyan.

As far as the rumors going around about the establishment of a new
Russian military base in Ijevan are concerned, Ohanyan replied:

"The discussions on the military bases regard the complete functioning
of the existing military bases; in other words, in war or peace, they
must be able to solve the issues through mobilization and corresponding
resources. There has been no discussion on allocation because they
have their site for allocation," told "A1+" Seyran Ohanyan.

TEHRAN (Alik)–It is unacceptable to be a part of the Turkish-proposed
Caucasus stability pact without the participation of Iran, said
Armenian Revolutionary Federation Bureau chairman Hrant Markarian
during a town hall meeting at the Sukerian Hall of the Nairi Armenian
Cultural Society during his three-day visit to Iran this week.

"For us it is unacceptable to take part in Turkey’s proposed Caucasus
pact without the participation of Iran, because we believe that
without Iran such a pact would not be balanced and would endanger
Armenian interests," said Markarian.

The ARF leader also discussed Armenia-Turkey relations, reiterating his
party’s firm stance that under no circumstances should any compromises
should be made based on Turkish demands, since Armenia, for years, has
called for the establishment of diplomatic ties without pre-conditions.

"The Turkey-Armenia border was open until 1993, but was closed in that
year with three pre-conditions laid out by Turkey for its re-opening:
a) the withdrawal of Armenian forces from Karabakh; b) ending the
pursuit of the international recognition of the Armenian Genocide;
and c) the recognition of Turkish borders by Armenia. However, the
leadership of Armenia has always advocated the opening of borders
without any preconditions," explained Markarian.

Finding any compromise on that issue unacceptable, Markarian also added
that Turkey should never become involved in the Karabakh conflict
resolutions process, in any capacity, including playing a mediation
role in Armenian-Azeri relations.

In discussing the status of the Caucasus region in general, Markarian
said that since the collapse of the Soviet Union, the West attempted
to infiltrate the region in an effort to establish spheres of
influence. The West was able to penetrate public and governmental
structures by utilizing and financing non-governmental organizations,
which played key roles in the various "colored revolutions" in
the region.

Marakrian added that the West was attempted similar efforts by
attempting to influence the last presidential elections.

"When we were deciding whether to join [the coalition government] we
were considering various scenarios and issues, including the increase
of foreign intervention, which was threatening our self-governance
and independence. That is why we joined the coalition to counter
these elements and until such time that it continues–that we have
work to do–we will remain in the coalition," said Markarian.

"When we are unable to impact policy, let no one believe that we will
stay in the coalition. We have two key issues in Armenia: to maintain
national policies within the government’s political posturing and to
establish justice in the country," added Markarian.

Abu Dhabi: Christina Aguilera confided to reporters at Emirates Palace
here that her life wasn’t always full of happiness and success.

There were reasons, she said in a press conference on Thursday,
for everything that she’s done in the past.

"As a woman I think it’s important to be expressive of all facets of
myself including my sexuality, so it’s an empowering thing for me,"
said the Latina diva ahead of her Back to Basics concert on Friday
at Emirates Palace.

"As an artist I would never hold back expressing myself in ways I
see fit, especially now that I’ve become a mother. It’s important
to maintain the person that I was before I became a mother so I can
share with my son (Max) everything that I’m about and proud of."

She said she is glad that she was able to go through the experience so
that "I can teach my son not to be closed minded and give women the
respect that they deserve as far as being able to express themselves
and not feel that they have to live up to society’s certain standards".

For several years, she has been involved in charity work to help
children and bring awareness to domestic violence.

"Growing up in a household that had a lot of that going on, it is
something I’m very passionate about trying to get back and bring
awareness to," the 27-year-old pop star said.

Talking about her music, she said her new album will present all new
material. She’s also releasing a Greatest Hits record in November
with three bonus tracks which give a sneak peak of the new album,
"a 180 from the last record Back to Basics, going into the old and
paying tribute to the soul, jazz and blues music that inspired me
and that I love so very much," she said.

The new album is inspired from pop art, including Andy Warhol, and
the visual direction that comes with it.

"I never like to do the same things twice, period – either creatively
or personally. I continue to be inspired by new things that I can
in turn experiment and push forward with new and innovative ideas. I
find to not change is very stifling and I get bored easily.

"As much success as I ever feel fortunate enough to have received
in my life, working hard for it, there are still so many more things
that I have yet to do and goals to accomplish. Staying hungry is very
important for me," Aguilera said.

"I’m thrilled to be giving my first concert here tomorrow night. It’s
going to be a great show, for the whole family, for your friends. It’s
a feel-good show," she said.

Los Angeles musician Taleen Kalbian, 21, who will open the concert
for Aguilera, was present at the press conference.

Half-Armenian and half-Palestinian, Kalbian said she is a big fan of
Aguilera and opening for her is a dream come true.

Below we present some interesting episodes from yesterday’s "heated"
parliamentary debate over the changes envisaging a broader scope of
competences for the opposition.

Head of "Heritage" faction

"The authorities need a counterbalance on the political arena. And
that role should be vested in the opposition. The Government
is actually making all the steps which it is required to. The
opposition should be vested with the competences that imply supervisory
functions. In particular, the Parliament may have committees dealing
with financial-credit and budgetary affairs, defense issues, human
rights etc.

The Government brings the Budget to the Parliament, receives the
approval of the document and executes it. The opposition should
be responsible for supervising the Budget. The Supervisory Chamber
should be headed by a representative of the opposition. The Head and
the members of the National Committee on Television and Radio should
also be representatives of the opposition.

The Head of the Central Election Commission should also be a
pro-opposition figure, because no matter how much the opposition
may desire to falsify the election results, it can’t do that as it
doesn’t have relevant resources. The resources are in the hands of
the authorities."

"There can’t be pro-opposition authorities or a pro-government
opposition. By trying to involve the human resources of the
pro-opposition parties in the state government system we eliminate
rather than assist the opposition. If we give positions to all the
members of ‘Heritage’ party" a question will arise as to whether
"Heritage" is a pro-government or a pro-opposition faction. In this
way, we’ll mix up everything.

I have been against the idea from the outset and continue saying that
we have chosen the option of setting up a parliament and forming a
government through elections, and any attempt of deviating from this
path is unconstitutional.

A party may be a pro-opposition faction during and after the campaign
or before it. If a party which represented the opposition during
the campaign participates in the formation of the Government after
the elections, and its program is included in the program of the
Government, how can it be a pro-opposition party? Should we enlarge
the resources of the opposition? Of course, we should. Should we
strengthen it? Sure, but not in that way. This is not the way of
strengthening the opposition. By doing so, we will only suppress it.

483 Happy And Unhappy Students In Yerevan State University

483 HAPPY AND UNHAPPY STUDENTS IN YEREVAN STATE UNIVERSITY

This year the Yerevan State University started a new system of
rotation. Currently 483 students of the YSU having full scholarships
to study have passed into chargeable system and another 483 are awarded
full scholarships, said Hrant Zhamharyan from YSU to Panorama.am.

To the question whether the new system is a successful one, he said
"This system is an effective one as feeling real competition encourages
the students to study with perfect marks to be transferred in free of
charge system. And those students who do have full scholarships are
deprived from that opportunity is they don’t study with appropriate
marks."

According to student Liana Grigoryan the current system is a real
success "but still the students of the same group are jealous with
each other. Everybody tries hard to get full scholarship, if once we
helped each other during the exams now we don’t do it."

Papazian speaks on "The Enduring Legacy of Armenian Genocide." Nine
decades later the hostility remains and Dr. Papazian says now is
the time for Turks and Armenians to reconcile. "The excessive and
destructive nationalism found both among Armenians and Turks has
severely distorted and corrupted their souls and it has inflicted
damage upon their cultures and civilizations." To overcome ghosts of
the past, Papazian says Armenia and Turkey must transform nationalism
into a moderate and noble form of patriotism.

Russian President D. Medvedev’s two-day visit to Yerevan became the
successive manifestation of the Armenian-Russian leaders’ sincere
willingness of maintaining and extending the serious achievements in
both countries’ relations.

It is well-known that beginning the early 1990’s, the steady
progressive development of the Armenian-Russian relations continued,
irrespective of the shift of government in both states. Moreover,
the top figures of the two countries always played an important
role in the extension of those relations. Therefore, with the new
negotiations, Russian and Armenian new Presidents D. Medvedev and
S. Sargsyan reiterated their willingness to consistently extend the
Armenian-Russian ties, having inherited the rich traditions of the
mutual cooperation between the two states.

This is a strictly important and fundamental issue because before the
Russian President’s recent visit so many contradictory and conflicting
opinions were expressed in our reality in this connection that the
uninformed people were already under the impression that there had
started a deep crisis in the Armenian-Russian relations.

The most important result, as mentioned by the Russian President after
the talks, was "the mutual desire to develop the strategic partnership"
between Armenia and Russia.

And the evidence of such summary conclusion was the thorough discussion
of the whole palette of the bilateral relations. The Russian side
expressed special satisfaction with the strictly effective cooperation
between the two countries within the frameworks of the CIS and its
Collective Security Treaty and underlined Moscow’s serious willingness
to further extend such cooperation, especially in the frames of the
Collective Security Treaty Organization.

The next important issue discussed during the negotiations concerned
the further extension of the economic cooperation. The continuous
comparisons of the volumes of the Armenian-Russian political-military
cooperation have already led to a situation in which the Russian
investments and even the bilateral good circulation has surpassed or
come close to the boundary of one billion dollars, which is quite an
impressive sum for a small country like Armenia.

The broad cooperation between the two countries in the spheres of
education and culture is also obvious. In this respect, the Armenian
President attached a special importance to the activity of the
Armenian-Russian (Slavonic) University and the transmission of the
Russian "Kultura" (culture) TV Channel in Armenia.

During the talks held in Yerevan, both countries’ Presidents had
a thorough discussion over the various aspects of the situation
in the South Caucasus following the recent Russian-Georgian armed
conflict and, in that context, paid attention to the prospects of
the settlement of Karabakh issue. Undoubtedly, the chief intrigue of
the negotiations and the main motive of looking for a "black cat" in
the Armenian-Russian bilateral relations were "hidden" here. However,
what we heard from the Presidents was just two fundamental conclusions
and one proposal.

The first was the Armenian President’s special willingness to proceed
with the talks in the frameworks of the OSCE Minsk Group (based on
the Madrid principles) and the second was the RF President’s proposal
addressed to the Armenian and Azeri Presidents for organizing a
trilateral meeting in Moscow. A question arises as to what happened to
the ominous predictions heard in our reality prior to the talks. We
believe the issue should be touched upon by the authors of such
predictions. First of all, we mean L. Ter-Petrosyan.

The fact that Armenia attaches importance to the issue of proceeding
with the talks in the frameworks of the OSCE Minsk Group testifies
to our country’s unwillingness to make unilateral concessions to
Azerbaijan. As to Russia’s current initiative, it is also advantageous
to Armenia, first of all as a counterbalance to the trilateral meeting
recently organized by Turkey with the involvement of the Azeri,
Turkish and Armenian Foreign Ministers.

All the rest are simple fairytales and ordinary gossips that have
emerged for a very simple reason. The real "battle" over the Karabakh
issue is, as a matter of fact, taking place between Russia and the
United States vs. Armenia and Azerbaijan. Each side is trying to
impose its separate formula upon the parties. This increases Armenia
and Azerbaijan’s chances of making maneuvers between them because the
Minsk Group never coordinates everything in advance. What happens
is just the contrary: two of its key members simply "torpedo" each
another’s initiatives.

Therefore, there is no threat to the Armenian-Russian strategic
cooperation.

As to the Karabakh issue, a lot of things are expected to happen in
that regard.

The foreign political agendas of Armenia and Russia mostly
coincide with each other, said Deputy Armen Ashotyan in a TV Bridge
today. Russian experts have also shared his opinion. Konstantin
Zatulin, the Deputy of State Duma of Russia agreed that Armenian and
Russian interests in many regional, international questions coincide,
besides the sides have common doings to meet Nagorno Karabakh conflict.

of Mass Media Caucasus Institute, professor Vladimir Zakharov of
Moscow International Relations State University were taking part in

Turkish Foreign Minister Aly Babajan announced that the negotiations
between Armenia and Turkey would be "tranquil".

"The diplomatic contacts with Armenia started last year. By the visit
of Turkish President Abdullah Gyul to Armenia these contacts turned
into a political dialogue. Because it is a really sensible issue for
both societies, it will continue without hullabaloo."

In response to the question whether or not the Foreign Ministers of
the two countries will meet in the framework of the Black Sea Economic
Conference to take place in Tirana, Babajan said, if Armenian Foreign
Minister participates in the conference, it is not excluded that they
will meet.

"There is no longer any obstacle for similar meetings," Turkish
Foreign Minister added.

The visit of the President of Russian Federation Dmitry Medvedev
to Armenia was on time and necessary, said Professor Vladimir
Zakharov of Moscow International Relations State University during
TV Bridge. According to him it is high time for Russia to take the
initiative to regulate the Nagorno Karabakh conflict. By that Russia
tries to oppose the West influence.

According to V. Zakharov in common cases the initiative of
United States to solve a problem results in what happened in South
Ossetia. "That’s why Russia takes the initiative and I can evaluate
it positively. As I know in November the Presidents of three countries
will have a meeting," he said.
