Ministers of the Organization of Black Sea Economic Cooperation will
take place in Tirana on October 23.

"Armenia will assume chairmanship in the organization during the
meeting," Tigran Balayan, the RA MFA media relations division head,
told a PanARMENIAN.Net reporter.

The BSEC includes Azerbaijan, Albania, Armenia, Bulgaria, Greece,
Georgia, Moldova, Russia, Romania, Serbia, Turkey and Ukraine.

of Bulgarian Orthodox Church and posted an offending message on the
front page.

Presently, the website is unavailable. The administrators promise to
recover it within several days.

It is supposed that the attack was undertaken because of the
condolences the Bulgarian Orthodox Church extended to Catholicos
of All Armenians over an anniversary of the Armenian Genocide,

are small and have no outlet to the sea, said Dominique de Buman,
co-chair of Armenia-Switzerland parliamentary friendship group, which
was formed after the Swiss National Council recognized the Armenian
Genocide in 2004.

"The main goal of our group is to develop a political dialog between
Yerevan and Bern," he said stressing the necessity of establishment
of the Swiss diplomatic outpost in Armenia.

"The Yerevan meetings originated an idea to form an Armenian-Swiss
chamber of commerce that will promote bilateral economic ties. Swiss
investors may show interest in tourism, public health and environment
protection," he said.

basis of Madrid proposals was discussed during the meeting with
Elmar Mammayarov and Sergei Lavrov, Armenian Foreign Minister Edward
Nalbandian said in Bishkek.

"As to the statements that some provisions have been already
coordinated, I should say that the key issue is the status of Nagorno
Karabakh which should be determined by Karabakh people through a
referendum," he said, the RA MFA press office reported.

"As to the opinion that Armenia is in an unfavorable condition,
it’s nothing but an invention," the Minister emphasized.

Commenting on the impending presidential election in Azerbaijan,
Minister Nalbandian said that it will not halt Karabakh talks. "Quite
the contrary, a new meeting between the Armenian and Azerbaijani
President may be organized," he said.

friendship group met in Yerevan with representatives of Nagorno
Karabakh.

"Switzerland stands for a peaceful resolution of the Karabakh
conflict. We welcome all initiatives for protection of rights and
security of Karabakh people and for establishment of stability in
the region," Ueli Leuenberger, co-chair of the friendship group,
told a news conference in Yerevan.

In the framework of the visit, the Swiss MPs attended the Armenian
Genocide Memorial, met with the RA President and Parliament Speaker
as well as with opposition representatives.

For the second time throughout its history Nagorno Karabakh found
itself a hostage in the clutches of the Caspian oil, and it is quite
natural that present Russian Government shouldn’t act against its
interests.

The latest interview of RF Foreign Minister Sergey Lavrov seems to have
sobered up part of the Armenian society, who still cherished hopes
for a fair settlement of the Nagorno-Karabakh conflict with the help
of Russia. Moreover, the RF Foreign Minister made it blunt-clear that
regulation is practically impossible without Turkey’s assistance. In
the light of the latest regional events Lavrov’s statements are quite
explicable: cunning as the high-ranking diplomat may be, Russia did
not aim to protect residents of South Ossetia, but restored its power
in the Caucasus.

political ways out. As soon as the Nagorno-Karabakh conflict is
settled, Turkey will be willing to help Armenia to set up normal
ties with the external world, naturally through establishment of
official, diplomatic relations between Ankara and Yerevan. Still
before the Caucasus crisis there appeared a good chance to advance
in the Nagorno-Karabakh conflict regulation through direct meetings
between the Presidents of Armenia and Azerbaijan with assistance of
mediators, the so-called Co-chairs of the OSCE Minsk Group: Russia,
France and the United States. There has been developed a substantial
document including almost all settlement principles and mechanisms,"
Lavrov stated.

Most interesting in the above citation is the phrase Â"the so-called
Co-chairsÂ". Indeed, the OSCE Minsk Group has long ceased to be a
regulating mechanism, and it is quite sorrowful that Armenia was the
last to realize it. When Baku first spoke of changing the format
of negotiations Armenian diplomats and politicians persistently
convinced their people or even themselves that such an approach was
erroneous. However, time showed that Yerevan was rather mistaken
setting hopes on her Â"strategic allyÂ". Thereupon, it would be
appropriate to repeat Lavrov’s statement claiming that stability
of Azerbaijan is the guarantee of stability of the whole region. No
wonder! For the second time throughout its history Nagorno Karabakh
found itself a hostage in the clutches of the Caspian oil, and it is
quite natural that present Russian Government shouldn’t act against
its interests. Back in 1918 the Bolsheviks needed oil for fighting
against the whole world, and now, 90 years later, we face the same
situation. What we’ll be faced with next is not a difficult guess: a
second Moscow Treaty and move on through history! Meanwhile Azerbaijan
is successfully flaunting its energy resources, achieving prosperity
and political power in the world, as well as obtaining instruments for
exerting pressure on the basic participants of the Nagorno-Karabakh
conflict regulation process.

"Armenia is, in fact, blocked due to the Nagorno-Karabakh conflict; it
has great difficulties in communicating with the external world. Thus,
it should be in the vital interests of Armenian people to find a
soonest solution to the problem. Turkish stirring up in the region is
obviously connected with the abrupt intensification of geopolitical
consequences of the Caucasus crisis," assures Lavrov.

Even without the Georgian-Ossetian-Russian conflict, the USA and
Russia would enter into a war in the Caucasus territory, the Caspian
energy resources being the cause of it. By the way the Karabakh
variant would be quite probable too. Just in this case the war
would have an unpredictable result and would evidently end to the
detriment of the world powers. In the light of the world financial
crisis and collapse of oil price, the region is gaining special
geopolitical significance. There is absolutely no doubt that the
Azerbaijani Presidential Elections will be recognized democratic,
even if they end up with a mass scuffle in the center of Baku, and
Ilham Aliyev will be the security guarantor of the present and future
oil-pipelines for another 5 years. Domination in the region would
actually mean control over oil and gas, which, under the scenario of
Baku, are the main trump cards of Azerbaijan in the process of the
Nagorno-Karabakh conflict settlement.

However, this proves to be the scenario of the OSCE Minsk Group too,
as there can be given no other interpretation to Mathew Bryza’s
statement to the BBC Russian Service. "The principle of territorial
integrity of Azerbaijan is a basis in the resolution of the Karabakh
conflict," he said. Quite probably France will soon make a statement
too. According to Baku experts the outcome of the Nagorno-Karabakh
conflict depends on the ways of exporting the Azerbaijani oil and
gas. All the countries, especially the potential mediators in the
Nagorno-Karabakh conflict, which, by the way, grew more in number
than ever, are diverging from their own interests, initially from
economic ones. "Our oil is a delicious tidbit, that irresistibly
attracts nations making them forget even about Â"strategic alliesÂ"",
considers Baku and she is right…

YEREVAN, OCTOBER 10, ARMENPRESS: The opening ceremony of the exhibition
dedicated to the 100th anniversary of a well known intellectual
and church figure, Catholicos of All Armenians Vazgen I (1908-1995)
took place today in the Armenian National Archives.

Head of the National Archives Amatuni Virabian noted that Vazgen I
was not only one of the most famous figures of our church, but also a
well known figure of peace movement of the 20th century, an authority
beloved by the people and who became the first clergyman to deserve
state medal during the soviet years.

Life of the Holly Father was also remarked in conditions of independent
Armenia. He became the first Armenian National Hero and had a great
contribution to the consolidation of our new homeland.

Member of ecclesiastic council of the Holly See Vladimir Barkhudarian
described Vazgen I as an educator of the nation, the Catholicos of
all Armenians was also highly assessed by senior priest Yeghishe
Sargsian, clergyman Asoghik Karapetian, Doctor of historical science
Emma Kostandian. Catholicos of All Armenians Karekin II blessed the
organizers and participants of the exhibition.

The exhibition is rich with numerous documents and photos, the
photos of Vazgen I with Gohar Gasparian, William Saroian, Avetik
Isahakian, Paruyr Sevak, Aram Khachatrian, Mstislav Rostropovich,
Charles Aznavour, head of the soviet government Nikolay Rizhkov and
with others.

There are a number of interesting documents including the October 24,
1964 letter of Vazgen I to the head of council of Armenian Church
affairs K. Dallakian in which he asked to permit the construction
of memorial on the memory of victims of the Genocide in Holly
Etchmiadzin. There is the inscription of K. Dallakian on the letter:
"Comrade Kochinian permitted" (the latter was the first secretary of
central committee of the Armenian Communist Party during those times).

Armenian Minister of Culture Hasmik Poghosian, other officials,
representatives of the Armenian Church were present at the
exhibition. It is organized by the Armenian National Archives and
Holly See.

in the session of the council of the heads of the CIS countries. As a
chairman of the Executive Committee of CIS I was glad that during it it
was spoken about the deepening of cooperation within CIS, improvement
of the establishment. Neither of speakers put the purposefulness of
further cooperation under doubt. It was noted for many times that with
joint efforts within the frameworks of CIS we will be able to overcome
the existing difficulties," the chairman of the Executive Body of CIS
Sergey Lebedev said at a press conference followed after the signing
ceremony of a number of documents by the heads of the CIS countries.

>From January 1, 2009 Moldova assumes the chairmanship of CIS. President
of Moldova Vladimir Voronin noted that he assumes the chairmanship with
great responsibility. The next session of the council of heads of the
CIS countries will take place in Kishinev in 2009 in October. After
the session of the council more than 20 documents have been signed
and particularly the most important one – the strategy of economic
development of CIS until 2020.

President of Kyrgyzstan told in the press conference that the
implementation of the points of the strategy will help to ensure the
development of integration processes, use the full potential of each
of the CIS member country in the economic sphere, expand the mutually
beneficial cooperation, create conditions for entering international
community.

On the second half of the day the session of the council of the
Eurasian Economic Association’s inter-state council took place with
participation of the President of Armenia Serzh Sargsyan. In this
organization Armenia has a status of an observer.

BISHKEK, OCTOBER 10, ARMENPRESS: The session of the council of heads
of the CIS countries kicked off today in Bishkek in which President of
Armenia Serzh Sargsyan also takes part. Georgia, which has declared
of withdrawing its membership from CIS, is not participating in
the session.

On October 9 in the session of the council of foreign ministers of the
CIS countries a technical decision was made on quitting the membership
of Georgia to the organization.

Azerbaijani President Ilham Aliyev and Ukrainian President Victor
Yushchenko are not participating in the session either: the
Azerbaijani president – because of coming presidential elections,
and the Ukrainian president because of inner-political situation in
the country. Azerbaijan is represented in the session by the prime
minister of the country and Ukraine by the secretary of the National
Security and Defense Council.

During the session the participants will discuss 20 draft documents,
and the focus will particularly be made on the project of the strategy
of social-economic development by 2020. It is a comprehensive document
which reflects the views of the member-states over the social-economic
development, and their prospects taking into consideration the
integration processes taking place within the CIS. They will also
refer to the issues on overcoming the consequences of international
financial crisis.

On the second half of the day Serzh Sargsyan will participate in the
works of the session of Inter-State Council of the Eurasian Economic
Association.
