ArmInfo. "Baku will continue the policy of Armenia’s isolation until
it stops occupying Azeri lands", Azeri President Ilham Aliyev said,
Monday.

He stressed that the policy of total attack on Armenia will be
continued in diplomatic, political, economic, transport, military,
and other spheres "as long as our lands are still in occupation. No
cooperation with Armenia or no participation of Armenia in a regional
project is possible until the Karabakh conflict is settled. And
we’ll do our best to maintain the current situation and deepen
Armenians’ state in isolation for them to realize what their future
is connected with". Aliyev said that in order to quickly resolve the
Nagorno-Karabakh conflict Azerbaijan was strengthening its army with
over $4.5bln invested in defense in the last five years. Azerbaijan
will continue spending big money of its army. Aliyev said that
despite certain progress there were no specific results in the
Nagorno-Karabakh peace process yet. He said that Baku was ready to
consider some promising proposals but the resolution of the problem
was being delayed.

ArmInfo. The Central Bank of Armenia continues toughening
monetary-credit policy because of slowdown in economic dramization
rate due to growing inflation in Jan-June 2008.

In July-Sept 2008 almost all monetary-credit indices dropped as
against 2007. AMD supply grew by just 35.1% against 63.9% in 2007. AMD
deposits grew by 44%, circulating AMD cash by 28.7%, monetary base
by 31.6%. Currency deposits in USD equivalent grew by 25.9% while
deposits in AMD equivalent by 13.8%.

By the end of this year the annual growth in money and AMD supply
is expected to make up 21%-24%, monetary base – 9%-11%, AMD deposits
and AMD cash in circulation – 32%-34% and 12%-14%, respectively. The
growth in USD deposits will make up 23%-25% against 8.6% in 2007.

ArmInfo. National rating agency AmRating, the member of the rating
agencies group Global Rating (GR) has given the ‘BB+’ credit rating
to Armeconombank with a prediction ‘possible growth’.

As ArmInfo was reported from press-service of GR, such rating is
conditioned by good quality of assets, strong market position,
supporting by the main shareholders, including the institutional
investor in the name of EBRD and soundness to the ‘stress’
situations. As the bank analyst of the agency Karina Melikyan said,
here are the factors which control the rating: sensibility to the
political risks and big share in the credit portfolio of the retail
credits, to which big risk is peculiar.

As executive director of AmRating Emmanuil Lazarian said, prediction
of rating is conditioned by reduction of the political risks affect and
expectation of restoration of positions at the market. He also added
that openness of the owning structure is an important circumstance of
high mark of the bank. The fact that the bank joined EBRD shareholders
in 2005 has reduced the dependence risks on the main shareholders
and the influence level of political risks on the bank. The main
shareholders are interested in development of the bank and can show
comprehensive financial support to it. The management quality of the
bank is also positively assessed. Its partnership with EBRD positively
affects quality of the corporative management, sources of funding of
the active operation and its market positions. The main management
procedure are well developed in the bank and are within the frames of
modern standards, which positively reflects stability of the client
and resource base. He also emphasized, that in connection with the
political events, in the middle of 2008 the bank found itself among the
‘medium’ banks by the size of assets, but it already has a tendency
of correcting the situation and returning to the leading five of the
banking market as soon as possible.

To note, Armeconombank is a private, universal bank with a developed
clientele base and regional network. The bank’s activity includes
serving large corporate clients, programs on small and medium-sized
business financing, market of plastic cards, consumer crediting,
including mortgage programs. The bank efficiently operates in the
sphere of international trade financing and banking guarantees. The
bank also has developed relations with foreign financial institutes.

GlobalRating Group unites national rating agencies in the CIS
countries.

There are currently rating agencies in Russia (RusRating), Armenia
(AmRating), Kazakhstan (KzRating) and Azerbaijan (AzeriRating). The
agency focuses on awarding credit ratings to banks and leasing
companies, as well as to their debt instruments. The agency also draws

YEREVAN, Armenia, Oct. 13 (UPI) — Armenian officials Monday denied
claims from Iran it started receiving natural gas shipments from the
Islamic Republic, saying transports were weeks off.

Iranian energy officials said last week natural gas would reach
Armenia through a recently completed pipeline by Oct. 13. Both sides
had agreed to a deal in which Armenia would trade electricity in
exchange for natural gas.

Armenia gets around 7 billion cubic feet of natural gas from Russia
each year and is expected to continue at that level for some time,
satisfying most of the domestic demand, Radio Free Europe/Radio
Liberty reported. The gas from Iran would be converted to electricity
and traded back to the country.

"So there is no need to import additional gas," said Lusine
Harutiunian, a spokeswoman for the Armenian Energy Ministry.

Armenian President Serzh Sargsyan hailed the September unveiling of the
pipeline with Iran, saying it contributed to regional energy security.

"Thank God, the gas pipeline has already been built, and we can
receive gas from the Islamic Republic of Iran as early as tomorrow,"
he said. "Work on enhancing the capacity of that pipeline will likely
end in late October or early November."

Macarius of Jerusalem: Letter to the Armenians, AD 335, released by
SVS Press this month, already attracted international attention a
year before its publication. Dr. Terian identifies the author of the
brief letter as the early fourth-century Bishop Macarius of Jerusalem,
making this the oldest surviving writing pertaining to the Armenian
Church, and one of a handful of surviving documents that illuminate
baptismal and eucharistic liturgical practices in the early centuries
of the Christian church.

"There is no doubt in my mind that this work will be Professor Terian’s
most important contribution to Christian scholarship to date," said The
V. Rev. Dr. Daniel Findikyan, Dean and Professor of Liturgical Studies
at St. Nersess Seminary, and a friend and colleague of Dr. Terian. "The
importance of this work not only for Armenian Studies, but for the
early history of the Eucharist and other sacraments of the Church can
hardly be overestimated. It has shaken the foundations of assumptions
about the early church, since it describes liturgical practices in the
fourth century, within a generation of St. Gregory the Illuminator,"
Fr. Daniel added.

The new volume is the fourth book in the AVANT: Treasures of the
Armenian Christian Tradition series, a joint venture of St. Nersess
Armenian Seminary and St. Vladimir’s Seminary Press, begun in
2005. Terian is also the author of the second book in the series,
Patriotism and Piety in Armenian Christianity: The Early Panegyrics
on Saint Gregory. All of the books in the AVANT series are available
for purchase from St. Vladimir’s Seminary Press.

The reception was hosted by Archbishop Khajag Barsamian in his
dual roles as Primate of the Eastern Diocese of the Armenian Church
of America and President of the Board of Directors of St. Nersess
Seminary. The reception took in the Haig and Alice Kavookjian Hall
of the Armenian Diocese.

St. Vladimir’s Seminary Dean, The Rev. Dr. John Behr, delivered
a congratulatory address at the reception. Calling Dr. Terian "a
scholar, churchman, and friend," and noting his prolific and careful
scholarly work in such fields as early church and Intertestamental
studies, and his translation of works by Philo, Fr. John agreed
that Dr. Terian’s translation and commentary on the Letter to the
Armenians had the potential to "radically change our understanding of
this time period, which itself was a crucial turning point" in the
life of the Church. Summing up Dr. Terian’s scholarly life’s work,
Fr. John commented, "He has saved the best wine for last."

Moreover, Dean Behr thanked Dr. Terian for his "stable and experienced
hand as Academic Dean of St. Nersess," which, he said, had immensely
enhanced the cooperative efforts between St. Vladimir’s and St. Nersess
in integrating the curriculum between the two sister schools.

Currently, there are six students studying concurrently on the campuses
of St. Vladimir’s and St. Nersess. One of them, Ryan Tellalian,
honored Dr. Terian by reflecting on his "humility that knows no equal
in academia," and calling him a "living witness and exemplar of the
faith, in word and speech, in action and truth." Seminarian Tellalian
told the gathering that Dr. Terian had taught his class a vital lesson
about theological study: "Our faith informs our intellect."

A highlight of the evening was the honor bestowed upon Dr. Terian by
Catholicos Karekin II, current head of the Holy Armenian Apostolic
Church and Catholicos of All Armenians at the Mother See of Holy
Etchmiadzin, through an encyclical greeting, read by the Chancellor
of the Eastern Diocese of the Armenian Church in North America,
Fr. Haigazoun Najarian. Dr. Terian also was given the "Ss. Sahak and
Mesrop" award, in recognition of his outstanding academic and literary
contributions and service to the Armenian Church, by His Holiness,
Karekin II.

Reflecting on the "evening of surprises," Dr. Terian expressed his
gratitude to his friends and colleagues, and attributed his church
and scholarly achievements to "the two most important women in my
life": his mother, who had persuaded him to invest his talents in the
Armenian Church, and his wife, Dr. Sara Karkkainen Terian, a retired
Professor of Sociology, who supported him in his academic career.

Thanking the three deans under whose headship he served, he urged
the seminarians present to continually serve the Armenian people and
the Armenian Church. He ended by noting the lasting historical impact
of well-researched books by Christian scholars, which keep alive the
memory and tradition of the earliest Christian communities.

Dr. Terian had served as Academic Dean and Professor of Armenian
Patristics at St. Nersess for eleven years. He grew up in the Armenian
compound of St. James in Jerusalem, where he received his early
education. For six years he was a professional tour guide throughout
the Holy Land. In addition to a Bachelor’s degree in history and
ancient languages and a Master’s degree in archaeology and history
of antiquity, he holds a Doctorate in Theology from the University
of Basel, Switzerland, specializing in Early Christianity and its
Jewish and Hellenistic backgrounds.

Before coming to St. Nersess in 1997, he was Professor of
Intertestamental and Early Christian Literatures for twenty years
at various universities in the U.S. and abroad, and for four years
a recurring Visiting Professor for both Classical Armenian and
Hellenistic Judaism at the University of Chicago. He has published
six books and more than fifty articles in historical, philological,
and literary periodicals and monographs.

On the occasion of his retirement from full-time teaching, Terian
was granted the title, "Emeritus Professor of Armenian Theology and
Patristics" by the St. Nersess Board of Directors.

"Darchinyan is talking too much because he’s scared of me. Jorge
Arce talked a lot of trash too and I shut him up. I’ll do the same
with Darchinyan.

"Everyone knows I’m the smarter fighter. I learn new things all the

The Directorate General of Press and Information of the Office of
the Prime Minister has published a book with translations in nine
languages to better introduce Turkey to foreign countries.

The book, "Turkey 2008," aims to provide foreign countries with
broad information on Turkey’s natural beauty, historical and cultural
wealth, political and democratic structure, and economy along with
its society. The book also includes detailed information about events
of World War I in eastern Anatolia, which Armenians claim amounted to
systematic genocide of the Armenian population by the Ottoman Empire,
and Turkey’s long-standing fight against terrorism and the outlawed
Kurdistan Workers’ Party (PKK).

Among the other issues covered in the book are Turkey’s bid to join the
EU, its policy on northern Iraq and the country’s relations with the
US and Russia. "Turkey 2008" has been published in Turkish, English,
French, German, Arabic, Russian, Japanese, Spanish and Chinese,
and studies are ongoing for publication in Portuguese for next year.

Ilham Aliyev at an expanded session of the government by results of the
socioeconomic development of the country within nine months of 2008.

"Until our lands are under occupation, we will continue the policy
of total attack against Armenia both in the diplomatic sphere and
in the political, economic, transport, military and other spheres",
said Aliyev.

"Any cooperation with Armenia and their participation in any regional
project is impossible until the Karabakh conflict is settled. We will
spare no efforts for the further isolation of Armenians for them to
realize what their future depends on", said the head of the state.

According to Aliyev, Azerbaijan is fortifying its army for the soonest
resolution of the Karabakh conflict and $4.5 bln has been invested
into the defense sector of the country through the past five years.

A group of people who identify themselves as "Friends of Hrant"
released a press statement yesterday, as the seventh hearing in the
murder case of Turkish-Armenian journalist Hrant Dink took place at
the İstanbul Criminal Court.

"The one who pulled the trigger is being tried, but who are the real
owners of this gun? During the Ergenekon operations, we read about
a senior police officer saying, ‘This organization is the one who
killed Hrant Dink, but we cannot prove it.’ Should we keep hoping
that the truth will be revealed some day?" the group asked.

Some suspects in the Dink case have been linked to the Ergenekon gang,
a shadowy network believed to have been attempting to carry out a
number of high-profile assassinations.

The statement also talked about the testimony of Capt. Husamettin
Polat, who said at a separate hearing that Col. Ali Oz persistently
refused to deal with information about the murder plot. He also
claimed that Oz wanted the informant, CoÅ~_kun Igcı, to be warned to
"not talk about this incident" after the murder.

The lawyers of the Dink family said the cases were interrelated and
wanted them combined, a demand denied by the court. In addition, the
court did not allow for interrogation of the officers at İstanbul
police headquarters.

Meanwhile, Yasin Hayal, a suspect in the Dink murder case, shouted a
slogan while the gendarmerie transferred him to the court’s holding
cell from the prison vehicle.

Dink was shot dead outside the offices of the Agos newspaper in
İstanbul in January 2007. Police arrested the suspected gunman,
Ogun Samast, and his alleged associate, Hayal, within days. There
are a total of 20 suspects in the case, eight of whom are currently
under arrest.

In the last hearing, Hayal’s uncle, Igcı, stated that he worked
hard to dissuade Hayal from plotting and going through with the
assassination.

U.S. Deputy Secretary of State John Negroponte recently visited
Azerbaijan. He said the United States and Azerbaijan share important
interests and cooperate closely on many issues.

The U.S. and Azerbaijan are partners in working for regional and global
stability. American and Azerbaijani soldiers stand side by side in Iraq
and Afghanistan. "The contributions of Azerbaijan to these security
priorities," said Mr. Negroponte, "are greatly appreciated by the
American government and the American people." The United States will
continue to assist Azerbaijan in reforming its defense establishment
under NATO’s Partnership for Peace program.

U.S. and Azerbaijan are also strategic partners in expanding the
supply of energy links between the Caucasus region and Europe. The
U.S. is working with Azerbaijan to pursue the Turkey-Greece-Italy
and Nabucco natural gas pipelines, as well as expand oil transit
opportunities. All these ventures help achieve the goal of diversifying
and thereby securing energy supplies in European and global markets.

Azerbaijan will soon face a test of its democratic progress, as the
country prepares to vote in presidential elections on October 15th. In
addition to incumbent President Ilham Aliyev, six other candidates
are running for office.

The upcoming election, said Deputy Secretary Negroponte, "represents an
opportunity for Azerbaijan to demonstrate its commitment to democratic
reform by holding an election that is assessed by it own people and
the international community to be free, fair, and transparent." Since
1993 no election in Azerbaijan has fully met international democratic
standards.

In light of Russia’s unprovoked and unjustified invasion of
Georgia, U.S. Deputy Secretary of State Negroponte stressed that the
U.S. and its European allies "support the sovereignty, independence,
and territorial integrity of Georgia, as well as Azerbaijan, and
Armenia." In this environment, said Mr. Negroponte, the U.S., now
more than ever, wants to help Azerbaijan find a peaceful solution to
the ethnic conflict in the breakaway region of Nagorno-Karabakh.

The United States will continue to support the well-being and security
of Azerbaijan and its neighbors in the South Caucasus.
