Arminfo. The newly appointed Extraordinary and Plenipotentiary
ambassador of Belarus to Armenia Stepan Sukharenko delivered his
credentials to the President of Armenia Serzh Sargsyan, Wednesday.

As press-service of the president reported, having congratulated the
Belarus diplomat Serzh Sargsyan mentioned high level of the political
dialogue between the two states, effective work in international
structures and positive dynamic of the economic cooperation
development. He also added that when establishing their relations
Armenia and Belarus take into account the fact that both of them are
a part of the single security system and members of the Collective
Security Treaty Organization.

For his part, Stepan Sukharenko said fortification of the
Armenian-Belarus relations is his main task. He also added he is going
to draw special attention at using of the economic potential."Belarus
is a reliable and stable partner for Armenia", – he said.

Armenian president assured the ambassador of Belarus the Armenian
party will fully support his initiatives.

Azatakan party.

According to the Article 29 of the Law on political parties, the
Justice Ministry of Armenia made the relevant entry in the state
register book for legal persons, the press service of the Progressive

ArmInfo. In March 2009, Armavia’s air park will be replenished with
a new A-319 airbus produced in France, Deputy Director of Armavia
Rafael Avetikyan said during the ceremony of awarding a prize to the
company’s 500 000th passenger in 2008. He recalled that in 2009 two
more SU-100 SuperJet planes may enter Armenia, and the third one –
later. In May 2008 Armavia acquired an A-320. Avetikyan added that the
negotiations with Airbus consortium and Boeing company on acquisition
of A- 330 airbus and negotiations, he added.

At the moment, Armavia’s air park has 8 planes: two A-319 airbuses, two
A-320 airbuses, a Boeing-737, a Yak-42, an Il-86, and a CRJ-100. In
2007 Armavia carried a total of 572300 passengers by egular and
charter fights, this index being by 21% higher than in 2006.

ST. PETERSBURG, October 15 (RIA Novosti) – Members of the Commonwealth
of Independent States have agreed to conduct joint air defense
exercises in the summer of 2009, the Russian defense minister said
on Wednesday.

"The joint exercises with live firing, dubbed Combat Commonwealth-2009,
will be held in June-September 2009," Anatoly Serdyukov told a news
conference after a meeting of CIS defense ministers.

The Council of CIS defense ministers held its 55th meeting in
St. Petersburg on Wednesday, focusing on the role and activities of the
collective CIS peacekeeping force in the Georgian-Abkhazian conflict
zone, and improving the integrated air defense system of CIS countries.

The CIS, a loose alliance of former Soviet states, comprises Russia,
Belarus, Kazakhstan, Kyrgyzstan, Azerbaijan, Armenia, Moldova,
Tajikistan and Uzbekistan. Ukraine is a founding and participating
country but technically not a member state. Turkmenistan holds
associate status.

An integrated air defense network was set up by 10 CIS member countries
on February 10, 1995.

You Can’t Come To Power By Playing Mom-Dad

Director of the independent center of sociological studies "Sociometer"
Aharon Adibekyan responds our questions.

"It is too early to speak about colored or flowered revolutions in
Armenia during the coming 1-2 years. Because there are no objective
reasons for that. No matter how some try to operate the subjective
reasons, to create tension by means of provocative actions, they have
always failed in it and will always fail. Anyhow there are certain
objective problems around which the developments can theoretically
serve as a signal for similar manifestations.

The first one is the settlement of Karabakh conflict, which, in the
context of the general regional developments, can be the only realistic
solution to the created situation. As you know politics is the art of
possibility. Which means the solution can be on the plane of mutual
concessions and pragmatism other than false dreams and illusion,
which leads to a deadlock.

If in the near future the two sides reach an agreement a question
will naturally come out, to what extent is that mutual concession
acceptable for society. Considering the fact that Serge Sargsyan,
the bearer of the top power in the country has direct connection with
the heated Karabakh struggle and has taken ma ny important decisions,
the stance of Karabakh people will be more essential. If the proposed
settlement gives rise to serious counteraction in Karabakh this fire
can shift to Armenia.

The second pivotal issue is to what extent can the government manage
to fulfill their promises. Which means – to improve the country’s
economic situation, to raise the incomes of those who are nourished
from the budget – the salaries of the state employees, the pensions,
and allowances, to fight corruption and shadow. Thus creating favorable
conditions for the flow of investments."

"What do you think the radical society must do? To wait until the
social-economic sphere deteriorates? Or to wait until we reach an
imposed "agreement" in Karabakh issue?"

"The best thing that they can do is to raise their own authority. For
example they can have a role in the same Public Council. Secondly
they can be active in the elections of Self Governmental Bodies. The
European experience displays that if the opposition has really got
a potential and authority they must try to be a success at list on
this plane, to convince their electorate that they have certain weight.

Thirdly, they must shift from the field of total rejection into the
constructive one. In our case the activity of the radical opposition
reminds of childish games – "give back my toys otherwise I will
not p lay with you", or "if I’m not the "dad" I will not play with
you". This is not constructive."

"Ter-Petrosyan promised to "sincerely" introduce the future tactics and
strategy of the "movement" during the forthcoming meeting. Do you think
the revolutionary activists will hear something new from their leader?"

"It is the most primitive form of street democracy. Levon Ter-Petrosyan
is well aware that similar things are usually done during inter-party
or "group" negotiations, rather than meetings. In such cases they
must organize discussions, appear with their personal approaches
and programs, "make an inventory" of their personal powers and
opportunities. It must be done behind the closed doors, around the
negotiation tables. In case of reaching an agreement they elaborate
a united platform and a program of joint actions, after which they
can address the public and introduce their strategy and tactics. In
this case we haven’t got such example. Our opposition continues to
hold demonstrations, firstly on advocacy purposes.

Secondly it is a function aimed at demonstrating to overseas that we
are here and we will continue our struggle. Similar mode of action
hasn’t brought anyone to power.

Armenia is not the country of colored or flowered revolutions. We
lack lots of preconditions for that and the preconditions become le
sser and lesser.

Ter-Petrosyan must know from his own experience that in our
reality the power reproduces itself from inside, because once their
companions-in-arm other than the street opposition have seized power
from them. And if they want to come to power by means of a coup d’état
they must become part of them. How to do that? This is another topic."

Secretary of ARFD parliamentary faction Artashes Shahbazyan was the
guest of "Hayatsk" club yesterday.

The questions directed to the MP who is involved in the works of the
temporary committee investigating March 1-2 developments were related
to the activity of the committee.

Underscoring that the fact-collecting group will be set up by the
order of the President, A. Shahbazyan said: "The principle is to set
up a committee of independent specialists, which means that the work
is pure professional and it would be right to involve specialists
there. This fact-collecting group must have the possibility to collect
all the necessary facts. They must be able to make use of all those
documents, which are linked with these developments. They must have
possibility to meet with all those people who have connection with
"March-1" developments.

It is presumed that two candidates from the coalition, one candidate
from Armenian National Congress and one candidate from "Heritage"
party will be involved in the committee. The Human Rights Defender will
also be represented in the fact-collecting group. "It is the problem
of the opposition whether or not they will participate in the works
of the group, I will not make predictions. Anyhow in case of th eir
participation if they have desire to publish certain facts found by
themselves, no one can stop them. I don’t see any obstacle here.

According to Shahbazyan their investigations are based on the morning
of March-1 developments: "We must make investigations of the same
volume and profundity, regarding the other parts of the day as
well. Maybe time will give us possibility to go deep into the facts.

The expansion of the time is also good because the court proceeding
will soon start and the conclusions will soon be clear for
everyone. Maybe this time-expansion is not very good for society,
but in my view the process will benefit from it. The information base
will become complete for us."

As regards the adequateness of the actions taken by the police, the
member of the committee states that for better assessments "we need
better investigation of the facts."

He assured us that the competent bodies that can help find the complete
picture of March 1 developments will be invited to the sessions of the
committee. "It is not excluded that the ex Chief Police Officer and
other officials be invited in the session. But we can invite these
people only after we have clear questions to ask them. The work is
not over yet.

But it will happen because we don’t have any complications regarding
that issue."

With Alik asking for "cigarettes"

Recently, the press supporting the Armenian Pan-National Movement
also touched upon the intercepted phone conversations of ex-Foreign
Minister Alik Arzoumanyan, Head of L. Ter-Petrosyan’s campaign
headquarters, and stated with an utter degree of excitement that
the intercepted information was the conversation of an employee of
the US Embassy. No need to "look more catholic than the Pope". The
United States, a country considering itself the sower of democracy,
recently enshrined the right of intercepting the conversations of
its citizens in the legislation (with security considerations).

So, this message envisaged for foreign countries will not arouse any
surprise in the United States. It’s just a constituent part of their
everyday life. It is only in our reality that the measures aimed
at overthrowing the government by way of staging a coup d’état are
considered as previously planned steps towards shifting the government,
and after the failure of the attempts to achieve the desired result,
the preparatory activities change into spontaneous demonstrations
where one can see a lot of heaters, gas balloons and reduction gears
ordered previously by LTP’s campaign headquarters.

Below we present the details of the pho ne conversation between Alik
Arzoumanyan and some Volodya Hovhannisyan so as the reader will have
a clearer picture of the serious activities carried out by the Head
of LTP’s campaign headquarters.

Volodya Hovhannisyan: "It’s Volodya speaking; so say something,
old man."

Alik Arzoumanyan: "Oh, yes Volodya, my dear. You had 9
um… (stammering) cigarettes; I will need them."

V. H. "Alik, my dear, organizing the whole stuff will take much time,
so we’ll hardly manage to do that today."

A. A. "But I asked you to have everything prepared on the 20th,
didn’t I?"

V. H. "Yes, that’s true. But I was at the polling station. And the
all people were at polling stations. So, what’s the problem?"

A. A. "No problem at all, Volodya. All these are interrelated
questions."

V. H. "I got it. I’ll tell my guys to do something; I’ll try to find
some solution. If I manage, I’ll solve the problem. Is that OK?"

A. A. "You could have told me what was needed, and I’d have found
everything. But you try. Try to find it today!"

V. H. "You know, I have asked quite a lot of people to get those
things, but it’s difficult to find them in Armenia now."

A. A. "Never mind, I beg you to solve that question today."0D

V. H. "All right, I’ll see what I can do, Alik, my dear."

So, what’s the message of this conversation? Anyone will understand
that the word "cigarette" which serves as a kind of password is not
absolutely what Alik Arzoumanyan wanted. "Do you have 9 um…?"

Head of LTP’s campaign headquarters says to Volodya, first reluctant to
give any name to what he wants and then stammers the word "cigarette".

What was it that he needed? What was it that he didn’t want or feared
to give the name of? Naturally, it wasn’t with the purpose of warming
the demonstrators (who spent the nights on the Theatrical Square)
that Alik Arzoumanyan wanted 9 "cigarettes". It isn’t as though we
might think that the so-called "cigarette" must be some kind of arm
or ammunition.

Anyway, it’s obvious that we are dealing with an explosive; otherwise,
why should the two people have talked to each other, using the
morse code?

Furthermore, V. Hovhannisyan seemed to be raising the price of what
he was going to find and making it clear to Alik Arzoumanyan that
"It is now difficult to find them in Armenia". Probably, those things
were easy to find during the years of the war or in the period when
the Armenian Pan-National Movement was ruling the country.

During the next phone conversation, A. Arzoumanyan gav e other tasks
to V. Hovhannisyan and clearly said what he wanted, i.e.

called the things by their names, since the conversation was no longer
about arms, but rather – the items envisaged for the demonstrators.

V. H. "We need balloons weighing 10 kilograms, together with their
reduction gears.

But I have instructed that the guys start working now, so I’ll give
you information in an hour or an hour and a half."

A. A. "Both items are on sale, darling."

V. H. "Yeah, I know they are, but we have to find the place in order
to buy them. But it’s winter now."

A. A. "Just ask a couple of guys to do that."

V. H. "I have taken care of that, Alik my dear. Tigran is now getting
the affair done."

A. A. "All right."

Alik Arzoumanyan had his next phone conversation with Volodya
Hovhannisyan on February 20, at 21:41 p.m. This time, the phone
operator was Karapet Roubinyan, i.e. Mr. Arzoumanyan first contacted
him. Judging by all, Hovhannisyan had managed to get the so-called
"cigarette".

A. A. "Young man, will you tell me Volodya’s phone number?"

Karapet Roubinyan: "I am passing the phone to him."

A. A. "Hey guy, what’s new?"

V. H. "Everything’s all right. Everything’s ready, so we’ll move it
when you ask.E2

A. A. "You wanted nine, didn’t you?"

V. H. "Yeah."

A. A. "OK, then I’ll say everything tomorrow evening."

V. H. "All right."

This is how the pro-Levon activists were preparing for a coup, having
previously given instructions to special people and performing their
activities on a high level and in an utterly spontaneous manner.

ARTASHES SHAHBAZYAN, member of the NA Interim Committee investigating
the March 1-2 incidents, yesterday said that the Committee was not
going to submit its conclusion before the scheduled time-limit,
i.e. October the 25th. "We have already applied to the National
Assembly with a legislative initiative, proposing it to extend the
time-limit of the Committee’s work for 2 months.

We decided that extending the time-limit would be logical because
the fact-finding group which is going to be set up will have time
for working as well as providing us with information."

"I am against the idea of holding extraordinary elections. Each
election becomes a kind of disgrace for us. Each time society makes
uproar, and unpleasant practices become common. Why do we need
extraordinary elections?

And besides, why should we hold extraordinary elections? Yes, I am
dissatisfied both with the National Assemblies existing at present
and the ones that existed before (with the exception of the Supreme
Council). Their staff is really disgraceful. Among more than 100 MPs,
only 20 people are respectable individuals. The rest are not active
members; they are just statuettes. The quality is low, whereas the
Parliament has to be the ‘brain’ of the country. Notwithstanding
all this, I consider the idea of holding extraordinary elections
inappropriate."

of the population. L. Ter-Petrosyan pretends to 20-23 percent of
votes; all the rest are waiting for a ‘third force’ which can express
its ambitions and support its viewpoints. In all these cases, there
emerges the necessity of having a united leader. To push this issue
to the background, it is necessary for the unification to be based
upon certain programs and ideas vs. individuals. An opposition which
becomes united on the basis of some sympathies or antipathies is doomed
to failure," sociologist AHARON ADIBEKYAN said in an interview with
our correspondent.
