GYUMRI, OCTOBER 16, ARMENPRESS: Day of Gyumri will be celebrated
October 18. Responsible for public relations of Gyumri municipality
Lilit Aghekian told Armenpress that the re-opening of the central
square of the town is the basis of the celebration.

The square has been repaired for three months, the 3,700 sq. meters
of it is entirely covered with three-colored basalt stones. A group
of bronze statues dedicated to the heroes of Vardanank will be placed
here by October 18 in the center of which will be Vardan Mamikonian
on a horse with Ghevond Yerets and Catholicos Hovsep Vayotsdzortsi
on both sides, and Mamikoniants Great Lady and prince Kamsarakan.

According to the author of the monument, Artush Papoyan, the work is
unique in its essence and will make the appearance of the central
square complete. Rizhkov street which was also covered with stones
will also open on the Day of Gyumri.

On the same day honorable prizes of the year – "Honorable Citizen",
"Honorable Master", "Best Investor of Gyumri" will be handed in
"October" cinema. The ceremonies of the day of town will continue
till late at night and will end with a concert and fireworks.

SESSION OF ARMENIAN-GEORGIAN INTER-GOVERNMENTAL COMMISSION TO TAKE PLACE OCTOBER 27-28 IN GEORGIA

YEREVAN, OCTOBER 16, ARMENPRESS: The session of the Armenian-Georgian
inter-governmental commission will take place October 27-28 in Georgia.

Armenian Prime Minister Tigran Sargsian said that during the visit
to USA the Armenian side also met with the Georgian Prime Minister
Lado Gurgenidze who was also participating in the annual gathering
of World Bank and IMF.

The prime ministers of the two countries clarified the issues of
the agenda of the session which particularly refereed to the customs
legislation, cooperation in the customs sphere, transport and culture
issues.

YEREVAN, OCTOBER 16, ARMENPRESS: President of Armenia Serzh Sargsyan
received today newly appointed ambassador of Ghana Edward Atau Sentey
(residence Moscow).

Presidential press service told Armenpress that during the meeting
the president said that Armenia is interested in the development
of relations with the African countries and in that pre-context
underscored the establishment of mutually beneficial partnership
with Ghana.

Serzh Sargsyan also highlighted the importance of making the two
peoples know each other and noted that in that case common edges for
cooperation will be found by all means.

The sides pointed out also the importance of cooperation within the
international institutions and particularly within the framework of UN.

French-Armenian Organizations Start Protest Marches

Armenian Genocide

Several French-Armenian youth organizations will go on protest marches
every Wednesday demanding to involve the draft law on condemning the
denial of the Armenian Genocide in the agenda of the French Senate.

As Head of French-Armenian "New Generation" organization Armen
Serobian told "Armenpress", the protest marches aim at showing that the
French-Armenian youth condemn denial and consider that it contradicts
the values of the Republic of France.

The youth will rally round a slogan "We won’t allow" and make
information camps in front of the Luxemburg Palace (Senate is settled
here) to present the harms caused by the denial of the Genocide.

On February 29 RA French Consul had held talks with French Armenian
liberation fighter, film director and citizen of France Sargis
Hatspanian and had advised him to leave Armenia. Does this mean that
the French Consul knew what was going to happen on March 1? In response
to ethnographer Hranush Kharatian’s question, Hatspanian refused to
reply and only said that the conversation is recorded, can’t be found
in Armenia and that he has promised to keep it top secret.

During a press conference today, Hatspanian announced that he is going
to stay in Armenia longer than Robert Kocharian and Serzh Sargsian and
that he has lived in Karabakh longer than both presidents. Hatspanian
noted that he has no problems with Kocharian and Sargsyan, but said
that he can’t stay on the sidelines.

"I can’t put up with the fact that the authorities disrespect the
people’s voice and I have made an announcement on that on February 20
at Freedom Square. The Armenian people received an awakening thanks
to Levon Ter-Petrosyan and proof of that was Freedom Square, which
was the last poll where the people had come to vote. There has never
been anything more legal in the history of independent Armenia."

After the beatings in Freedom Square on March 1, Hatspanian’s friends
helped him move to Nagorno-Karabakh where he stayed until August 20. He
was forced to leave for Paris on August 21 due to his parents’ poor
health conditions. He returned to Yerevan on October 9 and found out
that Robert Kocharian had decided to deny Hatspanian RA residency
status when Yerevan was still in a state of emergency on March
10. Police chief of the Kentron police division Arthur Mehrabian handed
Kocharian’s decision to Hatspanian without a stamp. As an attorney,
Hatspanian stressed that he still doesn’t have the original copy of
Kocharian’s decision, which means that the decision is illegitimate
and nobody has the right to exile him from Armenia.

In 1997, when Kocharian came to Armenia and took the post of Armenian
Premier, Hatspanian also came to Armenia and applied to receive RA
citizenship; however, three months later he received a denial. In
1995, Hatspanian got married to RA citizen Hasmik Poghosian and has
two children and, according to RA legislation, he may always reside
in Armenia.

Tomorrow the session of Public Services Regulatory Commission of
Armenia will take place. According to the official web site of the
Commission the question to provide "France Telecom" license is included
in the agenda.

According to the decision of the chairman of the commission, "France
Telecom" will be recognized as the winner of the tender of the third
cellular operator in Armenia. The Commission will discuss other
relevant questions regarding the company.

On October 18 Gary Kesayan Jazz Quarter and famous American singer
Indeya will have a concert in Yerevan. The jubilee concert is dedicated
to the 70th anniversary of Armenian Jazz, said G. Kesayan in the
press conference and added the organizers of "Armenian Jazz 70"
project have not invited him and this concert is not included in the
frameworks of that project.

"I did not get any invitation, but still I dedicate this concert to
the jubilee. I’d like to introduce Armenian audience to American jazz,
bluses," said the musician.

Note that the concert is supported by VTB Armenian bank and "ArmenTel"
company.

Prime Minister About His American Visit

PRIME MINISTER ABOUT HIS AMERICAN VISIT

The Prime Minister of Armenia Tigran Sargsyan summed up the results
of his visit to America in a press conference. The Prime Minister
differentiated his visit into three groups – meetings with the
Administrative officers of the US, meetings with the representatives
of the World Bank and International Monetary Fund, and meetings with
Armenian lobbyist originations.

The Prime Minister signified the meeting with the Vice President of
the US Dick Chainy. He said that the world economic crisis has been
assessed by the Vice President and a few other questions discussed
on Nagorno Karabakh conflict and Armenian-Turkish relationship.

A common meeting took place with the State Secretary of the US
Condoleezza Rice.

Remind that Prime Minister Tigran Sargsyan made a working visit to
the United States of America on October 9-15. He took part in the
annual conference of World Bank and International Monetary Fund.

Ministry Of Healthcare To Control Food Products Advertisement

MINISTRY OF HEALTHCARE TO CONTOLE FOOD PRODUCTS ADVERTISEMENT

According to the law on "Security of food products" it is forbidden
to advertise the useful characteristics of initial food products
without making agreements with the authorized bodies. The Ministry
of Healthcare announced that by a decision of the Government of
Armenia Ministry of Healthcare is the authorized to control those
advertisements.

Hence, the useful characteristics of any food product, in particular
baby food will be advertised by the agreement of the Ministry of
Healthcare.
