According to ARTHUR AGHABEKYAN, "No statesman sitting in his office
is now competent to decide which of the liberated territories can
be handed over to any of the parties. It is only up to the Armenian
people to decide whether they have anything to hand over to others,
and whether any concessions are necessary.
Every single inch of the land of Artsakh is of vital importance
for its people. As a Commander, I haven’t occupied any territory,
but I have liberated ones. I have always considered those lands as
liberated territories."
