in South Ossetia and Abkhazia, Russian Security Council Secretary
Nikolay Patrushev told a news conference in Yerevan today.

Georgia’s aggression against South Ossetia give up for lost Georgia’s
image of "democracy stronghold."

"Saakashvili’s regime has proved that democracy and development
in Georgia is out of the question. Russia has never denied
territorial integrity of any state but we oppose certain ways
of its maintenance. Saakashvili perpetrated genocide against the
South Ossetian people and I think the International Court will give
assessment to this 5-day war," he said. "Georgia is armed by many
countries and we all know that U.S. ships supply Saakashvili with
arms but not humanitarian aid."

As to recognition of Abkhazia and South Ossetia, Patrushev said,
"Russia will never press on its allies to recognize independence of
Abkhazia and South Ossetia."

tremendously ineffective the Russian war machine is, according to an
Armenian expert.

"But it also showed that Georgia doesn’t have an army, despite
up-to-date armament and long-term trainings of the personnel. Georgian
soldiers failed to defeat 350 Russian peacekeepers, 200 Ossetian
policemen and 200 servicemen," Caucasus Institute Director Alexander
Iskandaryan said during a round-table discussion today.

Russia’s will always be present in South Ossetia, according to him.

"Georgia will recover from the collapse but its image of "democracy
lamp" has been buried forever. Moreover, no Georgian leader will dare
to attempt to resolve the South Ossetian and Abkhazian conflicts by
use of force.

/PanARMENIAN.Net/ Russian Foreign Minister Sergei Lavrov yesterday
accused NATO countries of arming Georgia, while at the same time
praising the stance of Turkey – itself a member of the alliance,
the Turkish Daily News reports.

Although Lavrov admitted that Turkey and Russia have different
approaches with regards to Georgia’s territorial integrity, he
nevertheless voiced support for the Turkish proposal for a regional
cooperation mechanism. On a one day visit to Istanbul, Lavrov offered
concrete proposals to solve the problems facing Turkish exporters
by Russian customs. In a joint news conference with his Turkish
counterpart Ali Babacan, Lavrov denied that stricter Russian controls
on Turkish imports are politically motivated. The checks resulted
in hundreds of Turkish trucks being stranded at Russian border posts
over the past few weeks. They raised questions about whether Russia was
punishing NATO member Turkey for allowing U.S. warships carrying aid to
Georgia to pass through the Bosporus. Lavrov said some countries had
breached customs regulations, prompting Russian authorities to take
more stringent measures. "We are not discriminating against Turkey,"
assured Lavrov. "We offered a more simplified method for Turkish
goods," he said, adding that the custom authorities will meet soon
to discuss the issue.

Despite his criticism of NATO countries arming Georgia, Lavrov said
Turkey’s alliance commitments were not an obstacle for Turkish-Russian
relations. "Turkey never used its NATO membership at the expense of
violating international principles. While being loyal to its NATO
commitments it does not forget its commitments to the UN or OSCE,"
said Lavrov, also expressing satisfaction with Turkey’s position on
the maritime regime in the Bosporus and the Black Sea.

While Babacan emphasized the importance of Georgia’s territorial
integrity, his Russian counterpart said the recognition of the
independence of Abkhazia and South Ossetia is the only way to secure
the existence of the people in these two regions. "We need to respect
our differences," said Lavrov when asked about the divergence of view
between Russia and Turkey. "The difference of view between Russia
and Turkey is that, this does not create hysteria. This does not pose
a threat to our relations. We take it as a matter of fact," he said
recalling how Turkey recognized the independence of Kosovo. "Russia
is loyal to the principle of territorial integrity. But there are
commitments to the security of the people too," he said.

Voicing support for the Turkish proposal for a Caucasus Stability and
Cooperation Pact, Lavrov said Russia appreciates Turkey’s efforts to
defuse the tension. Lavrov added that the two countries officials will
cooperate to set the framework of the new mechanism. "This initiative
is based on common sense," he said, adding that countries of the
region should deal with their problems rather than wait for others
to impose their own solutions.

holds discussions of Turkish President Abdullah Gul’s forthcoming
visit to Armenia.

"There are opponents and supporters of Turkish President’s visit to
Armenia," Head of the Working Group, MP Nizami Jafarov said, adding
that relations between Turkey and Azerbaijan will not change.

"The development of events shows that Turkish President has made a
tactical move. This does not change attitude towards Azerbaijan. Our
country will not change its attitude towards Turkey either. The
point is that a new period in relations has already begun. But I do
not think that Turkey will make concessions to Armenia or change its
policy under pressure," Jafarov said, Trend Azeri news agency reports.

not been informed in advance and that the approach does not include
a major Western component, the Turkish Daily News reports.

"I was surprised by this announcement of a Caucasus stability pact by
the Turkish government," said Matt Bryza, deputy assistant secretary
of state for European and Eurasian affairs. "I hadn’t been briefed
that that was going to happen. We have a partnership with Turkey on
the Caucasus, and I presume that we’ll be able to work together very
closely now with our allies in Turkey since we do have clearly shared
interests, not to mention values, throughout the Caucasus with our
Turkish ally." Another U.S. diplomat said later, "We don’t think that
the effort is realistic, plus our strategic partnership [with Turkey]
should normally require closer consultations with us."

Following the hostilities in South Ossetia, Ankara offered a Caucasus
stability pact that could unite Armenia, Azerbaijan, Russia, Turkey
and Georgia.

The Georgian-Ossetian conflict threw the uni-polar world and the US
supremacy into collapse, for which America will hardly be grateful
to Saakashvili.

The outrageous 5-day war is now over. Everyone lost: Georgia, Russia,
the West, and the region. And you would be wrong to think that
either the West or Russia was able to achieve anything through the
war. Saakashvili’s expectations were all subject to failure too, as he
wished far too much and set hopes on the USA, which could hardly desire
to fight for Georgia, whose location on the world map was unknown to
an average American before the war broke out in South Ossetia.

/PanARMENIAN.Net/ Russia did not achieve anything through the conflict
either, especially what is called "democracy" in the West. However,
you can hardly call democratic the steps, directed at encouraging the
"restoration of territorial integrity of Georgia". All this is over
now and each of the parties is presently trying to find the best
way out of the situation, provoked by the unfortunate actions of
the Georgian President. In this connection it should be noted that
Saakashvili will have to forget about the "territorial integrity of
Georgia". The recognition of Kosovo, whose inadmissibility was widely
discussed by Vladimir Putin and Sergey Lavrov, delivered a hard blow to
the West. Moreover, the blow was struck from the side least expected.

Let us recall the process of conflict development. On the night of
August 8 Georgia launched a military operation against South Ossetia,
practically destroying the capital of the Republic, Tskhinvali and
other populated areas, and killing, according to the official data
by South Ossetia, more than 1,5 thousand peaceful residents. In
reply, Russia brought her forces into South Ossetia to protect the
Russian residents living there. Meanwhile, it drew its coastguard
ships to the shores of Abkhazia to prevent aggression and killings
of peaceful citizens, including the Russians that were on holiday
in the Republic. On August 12 Russia announced about the completion
of the operation under compulsion of Georgia to keep peace, and ten
days later it declared about the complete withdrawal of its armed
forces. Presently Russian peacekeepers are in the buffer zone of
South Ossetia and Abkhazia. Their disposal has been anticipated
by earlier agreements on the regulation of the Georgian-Ossetian
and Georgian-Abkhazian conflicts and does not contradict the
"Medvedev-Sarkozy" plan, signed by Russia.

The declarations of the US Administration and the EC countries were
more likely calculated for the public, rather than for reflecting
the actual state of affairs. The U.S.A. is far and Russia is near,
and no one in Europe wants to find himself hungry in the energy pica
before the coming winter. More than half of the EC energy supply goes
through Russia and it is enough for the EC countries to simply limit
themselves to declarations condemning Russia for disproportionate
use of force. And no matter how hard the Russian Federation tries
to convince that she will never make use of the energy factor for
exerting pressure, practice proves the contrary. The Georgian-Ossetian
conflict threw the uni-polar world and the US supremacy into collapse,
for which America will hardly be grateful to Saakashvili. America is
presently busy with the pre-election campaign and McCain, together
with his admirers, was badly in need for the victory of the Georgian
Army. However, it did not happen and Vice-President Cheney’s visit to
Georgia, Azerbaijan and Ukraine can hardly change the turn of events.

Still, the situation is not so bad. Western nations have decided
to fight against the presence of Russia in Georgia’s territory and
their weapon is cash. The International Monetary Fund is set to
reach a preliminary deal this week that will throw the former Soviet
republic a $750 million credit line, according to officials close
to the negotiations. Both the U.S. and Europe are also working on
big assistance packages that Georgia hopes will provide $2 billion
or more. The money aims to calm the nerves of foreign investors —
crucial to Georgia’s economic stability — and help Georgia finance
the repair of war damage. More important, Western cash will help
shore up the pro-Western government of President Mikhail Saakashvili,
notes the Wall Street Journal.

As some experts consider, the U.S.A. might step up military assistance
to Georgia by supplying more military trainers. More broadly, according
to the representative of the US Administration, Washington is seeking
"a long-term strategic framework" for the region. However, Foreign
Minister of Russia Sergey Lavrov called on the USA and its allies
to stop the support of the Â"Saakashvili regimeÂ". According to him,
the USA makes a "historical mistake" by taking Saakashvili’s side.

One thing is clear: for the world powers South Caucasus is only a
territory on which world supremacy is raffled. According to the adviser
of the Nagorno Karabakh Foreign Minister Arsen Melik-Shahnazarov
"the latest events showed that like the Ossetians and Abkhazians,
citizens of Nagorno Karabakh are not considered humans by the
world "gamblers". Small nations are simply rubbish for the latter
and hinder their egocentric plans on controlling the oil and gas
flow. Accordingly, we have to make our own conclusions," he declared.

YEREVAN, SEPTEMBER 3, ARMENPRESS: The session of the secretaries of
security councils of the CSTO member countries kicked off today in
Yerevan. Secretary of the Armenian Security Council Arthur Baghdasarian
greeted the participants, expressing hope that the work of the session
will be effective.

During the session the secretaries discussed tendencies of development
of military-political situation of the CSTO member countries,
2008-2009 programs directed towards increase of efficiency of the
further activity of the establishment.

The participants also discussed issues connected with the
implementation of the decisions adopted during the previous
sessions. The secretaries of the security councils also referred
to the situation in South Ossetia. They were informed of the steps
Russia is carrying out for the restoration of destroyed settlements
of South Ossetia.

Secretary of Kyrgyz Security Council Ismayil Isakov informed that
the first sessions of the council coordinating the works on fighting
against illegal migration in CSTO and council of emergency situations
will take place September 10-12 in Bishkek. During this session
Armenia assumed the chairmanship of CSTO.

received today special delegate of the Turkish President Abdullah Gul,
Ambassador Unal Chevikyoz.

Presidential press service told Armenpress that during the meeting
the sides referred to the visit of the Turkish President Abdullah
Gul to Yerevan at the invitation of the Armenian president to watch
Armenia-Turkey football game scheduled for September 6.

Serzh Sargsyan positively assessed the visit of the special delegate
to Armenia, and said that it creates an opportunity to speak about
regulation of bilateral relations, exchange thoughts over regional
developments and issues. The president said that events taking place
in Caucasus demand great responsibility and create serious issues
and commitments.

The interlocutors discussed Turkey’s initiative on creation of Union of
Caucasian Stability and Security. Noting that Turkish prime minister
has initiated a very difficult but important step, S. Sargsyan said
that he is for the discussion of any issue.

"Armenia always greeted and greets all the efforts directed towards
consolidating atmosphere of trust in the region, establishment of
stability, cooperation and security," S. Sargsyan said presenting
his views over the establishment of the union.

EU Resolution Focuses Rather on EU-Russia Relations, than Georgia
Itself

On September 1 the members of the EU gathered and discussed the
consequences of the conflict in South Ossetia, which burst on August
8. The EU adopted a resolution, consisting of a number of articles,
which, although relieved of sharp phrasings, are rather clear.

Thus, the EU shall henceforth have a permanent representative for
Georgia, and shall try to insure its energetic security by all
available means, including deeper diversification of energy sources
and routes of their import.

In the meanwhile the European union expresses its displeasure with
the armed conflict, which received an inadequate response from
Russia’s side. The EU condemns Russia for one-sided recognition of
the independence of South Ossetia and Abkhazia, and welcomes the
Russia-France-Georgia agreement.

The EU is willing to contribute the peace and final settlement of the
conflict as well as to assist Georgia in restoring its authority over
South Ossetia and Abkhazia.

The resolution has a plenty of beautiful phrasings on European
partnership, reducing the tension in the region, the so-called Eastern
partnership, and, of course, the EU-Ukraine summit, which is to take
place next week.

As the EU-Russia relations faced a stalemate as a result of the recent
events, Europe made a decision to intensify its collaboration with the
Russian Federation, also taking into account that the latter would
never suffer its full isolation from Europe. However, the EU-Russia
talks on a new strategic partnership agreement are to be suspended
until Russian troops return to positions they had held by August
7, 2008.

Russian representative to the EU Vladimir Tchizhov replied to this
that those who desire Russia to withdraw its forces from Georgia are
knocking at an open door, as Russian armed forces are left only in
the buffer areas and in the area of conflict.

Prime Minister of Russia Vladimir Putin in his turn said with "typical
Russian boldness" declared that foreign warships in the Black Sea shall
have the proper answer and that other states are not following Russia
in recognizing South Ossetia and Abkhazia does not mean a crisis.

On the other hand, Georgia renounced a number of Russian-Georgian
agreements on South Ossetia. "Novosti Gruzii" agency informs that
the Joint Commission on the South Ossetia conflict was dissolved and
Russia’s peacekeeping mandate in South Ossetia suspended.

VP NOMINEE REITERATES SUPPORT FOR ARMENIANS AT DEMOCRATIC CONVENTION

Now that both political parties have selected their presidential and
vice presidential nominees, we can better judge which side is more
supportive of Armenian issues.

As the Democratic National Convention came to a close last Thursday
night, Presidential candidate Sen. Barack Obama and his running mate
Sen. Joe Biden, briefly met at a private reception with a large and
enthusiastic group of supporters.

As they were hastily making the rounds and shaking the hands of
supporters, my young son, Aram, told Sen. Biden: "Thank you for your
commitment to the Armenian community." Sen. Biden, looking squarely in
his eyes, emphatically replied: "I don’t know anybody more committed
than me."

Those who have followed Sen. Biden’s distinguished career in the
U.S. Senate have no doubt about the accuracy and sincerity of
his statement. Not surprisingly, ever since his vice presidential
nomination over a week ago, the Turkish press has published dozens of
hysterical articles about Sen. Biden’s long-standing "anti-Turkish"
and "pro-Armenian" positions.

Topping Sen. Biden’s solid pro-Armenian record, Sen. Obama himself
has repeatedly made supportive statements on Armenian issues,
which explain why Turks and Azerbaijanis prefer Sen. McCain who
refuses to acknowledge the Genocide. The best example of Sen. Obama’s
strong commitment to the truth manifested itself during his visit to
Baku in 2005, when he was harassed by Azeri journalists for having
sent a letter to Pres. Bush asking him to recognize the Armenian
Genocide. Instead of ducking the issue, Sen. Obama boldly told the
irritated Azeris that the Armenian Genocide was a historic fact and
that "killing civilians anywhere in the world should not be allowed."

Although we need to be weary of promises made by politicians,
Armenian-Americans no longer need to beg presidential candidates to
acknowledge the Genocide. That was already accomplished by Pres. Reagan
back in 1981. Just as the Jewish community does not ask presidential
candidates to say Holocaust, Armenians do not need to ask them to say
Genocide either. However, should a candidate refuse to acknowledge
the Armenian Genocide, as is the case with Sen. McCain who voted
against a Senate Resolution on this issue sponsored by Sen. Bob Dole
in 1990, Armenian-Americans should condemn him rather than support
him. In a statement Sen. McCain issued earlier this year, he referred
to the Armenian Genocide as "painful experiences," "tragedy" and
"brutal murder." How many American Jews do you think would vote for
a presidential candidate who would dare to call the Holocaust mere
"killings" or a "massacre?" Since Sen. McCain is adamantly refusing
to acknowledge the Armenian Genocide in a close race when he needs
every vote to win, the chances slim to none that he would use the
term "genocide," after he becomes President! Therefore, voting for
Sen. McCain should be out of question for any self-respecting Armenian
who cares about the Armenian Cause. As to Sen. Obama, we should expect
him to do much more than merely acknowledge the Armenian Genocide. He
should be asked to increase foreign aid to Armenia and Artsakh,
pressure Turkey and Azerbaijan to lift their blockades of Armenia,
denounce the violations of civil, cultural and religious rights of the
Armenian minority in Turkey, urge Turkey and Azerbaijan to preserve
Armenian historic and religious monuments, and appoint qualified
Armenian-Americans to senior positions in his administration.

In my opinion, there is a clear contrast between the two presidential
candidates. Sen. Obama stands for change, while Sen. McCain is for
the continuation of Pres. Bush’s failed policies.

Those who vote for Sen. McCain, they would be voting for four more
years of Armenian Genocide denial by the White House and the State
Department, continued blockade of Armenia by Turkey and Azerbaijan, and
an increased threat to Artsakh’s survival by an emboldened Azerbaijan.

Beyond Armenian affairs, Sen. McCain’s election would negatively impact
important issues affecting America and the world, such as: U.S. troops
remaining in Iraq indefinitely; possible American military involvement
in new wars in Iran and Georgia; more U.S. soldiers losing their lives
around the globe for no good reason; trillions of dollars added to
the national debt; millions of Americans joining the poverty rolls;
more Americans without health insurance; and more terrorism around
the world.

Sen. Obama may not be able to deliver on all of his promised changes,
but at least he won’t make the situation any worse than it is now!
