SEVAN ISSUE: WHAT’S THE PROBLEM?

Years ago when composer Yuri Sahakyan was creating `Arpa-Sevan’ he
could not even imagine that the song will become a tool to defend the
Lake Sevan at the building of the Ministry of Diaspora. The matter is
that yesterday the National Assembly of Armenia adopted the project to
get more water from the lake for the irrigation.

Concerned with the matter citizens have been collected at the building
of Foreign Ministry and were aimed to express their attitudes towards
the issue to the representatives of the Diaspora.

The reveal of water from the lake is unacceptable and there is not
scientific proof that the natural climatic changes caused the
decision. Experts found out that drier weather has been fixed a few
years ago. Current decision is under the interest of a few
businessmen, said Sona Ayvazyan, the executive director of
`Transparency International anti-corruption organization’. The
participants of the meeting are aimed to visit the closing ceremony of
`One Nation, One Culture’ festival and by this to inform the society
of Diaspora.

HUNTING SEASON OPENED

80% of Armenian authorities and the second President of Armenia Robert
Kocharyan are the members of `National Union of Armenian Hunters’ NGO,
said Grigor Grigoryan, the chairman of the organization in the opening
ceremony of hunting season. According to him not all the
member-authorities take part in organized hunting as they are busy.

By the decision of the minister on August 11 hunting season will be
announced open on August 23. This time the hunting period is longer `
till March for some types.

Note that the type and quantity of the animals have been specified
before.

Russia suspends military cooperation with NATO

NATO has received a note from Moscow saying that Russia would break
off military cooperation with the west’s military alliance.

The British `Guardian’ reports that the move is the latest fallout
from Russia’s short, sharp war with Georgia.It appeared to be a
tit-for-tat response to NATO’s announcement this week that there could
be "no business as usual" as long as Russian forces remained in
Georgia. Foreign ministers meeting in Brussels had decided that the
NATO-Russia council would no longer meet for the time being.

The council, set up in 2002, paved the way for cooperation on several
projects. They included the participation of Russian warships in NATO
Mediterranean counter-terrorism patrols, sharing expertise to combat
heroin trafficking from Afghanistan and developing battlefield
anti-missile technology.

An alliance spokeswoman, Carmen Romero, today said NATO had received
notification through military channels that Russia’s defense ministry
had taken a decision "to halt international military cooperation
events between Russia and NATO countries until further instructions".

The Russian foreign minister, Sergey Lavrov, suggested that NATO
needed Moscow more than Moscow needed NATO.

He said Russian cooperation with NATO efforts against militants in
Afghanistan could be jeopardized, adding: "Russia’s help is critical
for NATO." Lavrov added that after this week’s emergency meeting in
Brussels, during which NATO "adopted a sharp but not very concrete
document" on how to deal with Russia, "leading alliance members came
to us and whispered in our ears, hoping that we do not halt
cooperation with NATO on Afghanistan"."Everything depends on NATO – if
their priorities go to the unconditional support of the bankrupt
Saakashvili regime to the detriment of partnership with NATO, it’s not
our fault."

The US played down the significance of the Russian decision, saying
NATO had already effectively frozen cooperation in protest at Russia’s
continued military presence in much of Georgia.

NATO warships entered the Black Sea for what the alliance said were
long-planned exercises and routine visits to ports in Romania and
Bulgaria. NATO said the exercises were not linked to the conflict in
Georgia, which lies on the eastern shore of the Black Sea, around 550
miles from the Romanian coast. The three warships – from Spain,
Germany and Poland – sailed into the Black Sea today and are due to
joined by a US frigate, the USS Taylor, later this week.

The move could irritate Russia, which has deployed ships from its
Black Sea fleet to the Georgian coast.

RICHARD HAGOPIAN AND ZAKIR HUSSAIN TO PERFORM LIVE IN LOS ANGELES

Winners Richard Hagopian and Zakir Hussain will perform live at
California Plaza, Los Angeles on August 24.

Richard Hagopian was born in the small town of Fowler in the San
Joaquin Valley of California. He demonstrated his musical interest and
immense talents early, at 11 he took up the oud. By 13, Hagopian
started studying the oud with the internationally renowned Armenian
artist Kanuni Garbis Bakirgian. He also learned the clarinet and the
dumbeg and the kanoun, essential elements in a traditional Near Eastern
orchestra, and he mastered the accompanying musical theory, notation
techniques, and both the classical and folk repertoires. He was given
the title "Oudi" in 1969 by the internationally famous virtuoso Oudi
Hrant, a blind master. This is the highest honor an oudist can receive.

ArmInfo. A lot of almost 1,500 tons of petrol belonging to Flash, one
of the biggest oil traders in Armenia, is among the goods that cannot
get to Armenia from Georgia, says the deputy director of Flash Musheg
Elchyan.

The company still has petrol for sale but the problem is that it is
receiving no new quotas for petrol import from Iran. Presently the
company is importing diesel fuel from Turkmenistan via Iran. "Last time
we imported almost 400-500 tons. We are planning to import the fuel
once in 3-4 days," says Elchyan. He points out that they are spending
much more to transport this fuel than they did when importing fuel from
Russia – 10% against just 3%-4% of fuel’s cost. "We hope that the
deliveries via Georgia’s sea ports will be shortly resumed," says
Elchyan.

Today, the Armenian market is running increasingly short of petrol and
diesel fuel. Most of the filling stations are standing idle. This
situation has been caused by the Aug 16 explosion of the railway bridge
in Caspi and the stoppage of the railway communication between Armenia
and Georgia.

Turkey intends to involve Armenia in Caucasian Alliance through
Russia’s mediation

ArmInfo. Turkish Foreign Minister Ali Babacan is going to continue his
talks with Russian FM Sergey Lavrov over Turkish Prime Minister Recep
Erdogan’s initiative to create a platform of stability and cooperation
in the Caucasus.

Referring to Aksam, Trend reports that Babacan and Lavrov will decide
when they will continue their talks. Turkey hopes for Russia’s active
mediation under this project. Particularly, Lavrov is supposed to
convey the proposal to the Government of Armenia. If the Armenian
authorities accept the initiative, Turkey will send its FM official,
Ambassador Unal Cevikoz to Yerevan.

The talks with Armenia are scheduled for Sept. During the next UN
General Assembly session Babacan is planning to discuss the initiative
with his Armenian counterpart Edward Nalbandyan.

ArmInfo. The democratic youth movement of Turkey "Young Civilians" has
called on authorities to open Turkey’s border with Armenia for 24 hours
on Sept 6 in connection with the Armenia-Turkey FIFA 2010 qualification
match in Yerevan, reports Today’s Zaman.

The Movement says that this will make it easier for supporters to get
to Yerevan. "We just want to see the game and then return home," say
the youth and note that this match is an excellent chance for Turkey
and Armenia to normalize their relations.

ArmInfo. President of Armenia Serzh Sargsyan has ratified the
amendments to the Program of Restoration, Preservation and Reproduction
of Lake Sevan Ecosystem approved by the Parliament on Thursday.

While presenting the bill to the Parliament Chairman of the State
Committee of Water Management, Ministry of Territorial Administration,
Andranik Adreasyan said that it was carefully discussed and a consensus
was achieved. Thus, the water release quota was increased to 240
million cubic meters from 170 million cubic. However, due to severe
droughts, the government had to request more flush for agricultural
needs. Thus, another 120 million cubic meters (to 360) are required to
provide about 200,000 farms with water.

The 90 million cubic meters Aparan water reservoir is full by one-third
and even half of the 70 mln cubic meter Azatek reservoir is not full.
The necessary 100 million cubic meters will be released from Sevan.
Hrazdan River supplies 110 as against 160 million cubic meters of
water. The law will be effective till 1 December 2008. Afterwards the
flush will be reduced to the former 170 million cubic meters.
