ARMENIA’S PRESIDENT CONGRATULATES FELLOW CITIZENS ON 18TH ANNIVERSARY OF DECLARATION OF INDEPENDENCE

YEREVAN, August 25. /ARKA/. Armenia’s President Serge Sargsian
congratulated last Friday his fellow citizens on the 18th anniversary
of the Declaration of Independence.

On August 23, 1990, Armenia’s Supreme Council declared the independence
of the Republic of Armenia, the Armenian people shaping their own
destiny, the President said.

The declaration expressed the united will of the Armenian people who
fought for their national dignity in Artsakh, Armenia and in other
countries populated by Armenians, according to President Sargsian.

The declaration was the first document to help Armenia integrate into
the world community, Sargsian said in his speech.

"I congratulate us all on this symbolic day that makes us once more
think about the road we have passed and get united for the progress
of our country," the President said.

On August 18, 2008 the third and fourth stages of "Rubezh 2008"
were started in the military school after H. Bakhramyan.

The RA Defense Minister Seyran Ohanyan attended it and in his speech
greeted and congratulated the participants of the military exercises.

The Minister noted that the aim of the military exercises was to
unite the forces, for being able to answer the possible aggression
of enemies. He also stressed that the first and second phases of the
exercises had military-political meaning.

After the opening ceremony there were discussions about the preparing
works of closing.

To remind, this year in October military games will be held in which
the general military department will participate.

The Final Stage Of "Rubezh-2008" Took Place

On August 22, 2008 the last forth phase of "Rubezh-2008" took place
at the military school after H. Bakhramyan. The RA President Serzh
Sargsyan, RA Defense minister S. Ohanyan, the Secretary General of
Collective Security Treaty Organization (CSTO) Nikolay Borduzha and
other officials were present.

Before the beginning of the military exercises the whole military
technique included in the exercises were presented to the guests and
militaries. The guests with great interest examined especially the
ammunitions produced in the military-industrial offices of Armenia.

Colonel-Lieutenant Miqael Grigoryan informed that about 2500 servicemen
from Armenia and Russia, 496 points military technique etc took part in
the exercises. "Such military exercises are being held in our country
for the first time. The exercises consist of four phases with three
levels – military, operative and strategic", the RA Defense Minister
Seyran Ohanyan said and noted that the bodies of state governance of
Armenia were also included in the exercises.

During the exercises the participants expressed high psychological
qualities, readiness and professionalism. So the relationship between
the member countries of CSTO is more tightened.

It was a very important step in providing the region by collective
security.

The armed forces of the CSTO member countries got a new quality.

Tthe Secretary General of the CSTO Nikolay Borduzha said that the
fourth phase of exercises was the most difficult one. Generally
"Rubezh-2008" was a great experiment for the participants and the
organization. To the question if CSTO will help its member countries
in the case of menace Nikolay Borduzha answered that it is a technique
question and will depend on the thing how CSTO will be able to prepare
its armed forces.

At the end of the exercises there was a solemn march. The RA
President greeted first the Armenian-Russian united army then gave
them encouraging gifts.

the conflict potential contained in some frozen conflicts may be,
Russian President Dmitry Medvedev said during a meeting with Moldavian
President Vladimir Voronin in Sochi. The Russian president stressed
that as a result of aggressive actions, "after which the Georgian
leadership "was off its trolley", all these problems became tenser
and resulted in military confrontation", the "Mayak" radio station
reports. According to Medvedev, "this is a serious warning for
everybody, and it is in this context that one should approach to
consideration of other problems".

ArmInfo. The "Apaven" transport company has completed the process of
delivering petrol to Armenia, Executive Director of "Apaven" Gagik
Aghajanyan told ArmInfo correspondent, Monday.

"All our petrol tankers (about 37 tankers), which were included
in the first column organized by us, arrived in Yerevan on Friday
through Bavra customs point. So, we have completely carried out our
obligations before the Armenian government by having delivered over
513 tons of petrol to the republic from Batumi", he said.

Touching upon the deficit of petrol in the republic, he noted that
the "Apaven" company has received no further suggestions from the
Armenian government. In this connection, the second column preparing
to go to the oil-loading terminal in Batumi was dissolved. "We are
just a small part of the transportation spectrum in the sphere of
petrol delivery, and I have no information who is currently engaged
in petrol delivery to Armenia and whether petrol is being delivered
in general", Aghajanyan said.

To recall, as of the previous week’s state of affairs, there were about
1800 tons of petrol in Batumi. At the moment, it is impossible to buy
over 20 liters of petrol at the filling stations in Yerevan. Petrol
is sold only by coupons.

ArmInfo. About 417 tonnes of flour have been delivered from Iran
to Armenia, executive director of "Apaven" transport company Gagik
Agajanyan told ArmInfo correspondent.

‘The flour was delivered by 20 lorries of our company from the customs
point in Agarak where it was overloaded from the Iranian lorries
to ours>, – he said and added that Apaven has been implementing
this cargo transportation according to the arrangements made with
Armenian government.

of national minorities, chairman of CAW Azhdar Tagizade said, as

‘Our compatriots living in Borchali (Kvemo-Kartli region in Georgia,

native language are broken’, – he added.

of which are always displeased with the attitude of central authorities

ArmInfo. It is very much possible that Russian president will keep the
problem of recognition of Abkhazia’s and South Ossetia’s independence
hover, Armenian political expert, director of "Kavkaz" institute
Aleksandr Iskandaryan told ArmInfo correspondent when commenting
on today’s statement of Russian Federal Council. ‘The issue will
be taken by the president to observe but will be delayed because of
some reasons. Several factors are evidence of this, as recognition of
these two republics’ independence first of all depends on development
of relations between the USA and Russia’, – he said.

He also added that in case of worsening of the relations with the USA
Russia may immediately recognize independence of Abkhazia and South
Ossetia. In that case almost all the states, which are unfriendly to
the USA, will follow Russia’s example.

Today morning Federation Council of Russia applied to President
Dmitriy Medvedev with an application to recognize independence of
South Ossetia and Abkhazia.

ArmInfo. German Federal Chancellor Angela Merkel announced an idea
of holding a conference of the European Union with participation of
Georgia’s neighbor states. Deutsche Welle reports Ukraine, Armenia,
Azerbaijan, Moldova, Kazakhstan and Turkmenistan are in question. The
German Government made a relevant proposal to France. It’s up to the
French presidency of the EU to decide if this conference will take
place, as well as when and who will be invited, spokesman Thomas
Steg said.
