The NKR permanent representatives of Armenia, Germany and France
met in Stepanakert with Head of the Artsakh Investment Fund Karen
Yesayan, within the events dedicated to the 15th anniversary of the
NKR MFA establishment.

The meeting aimed at the examination of the fund’s projects for
further establishment of mutually profitable cooperation by means of
the republic’s representations.

Having presented the fund’s programs, Karen Yesayan noted that
he expected the NKR representatives’ assistance abroad in their
realization. He also underlined that they would guarantee the mutually
advantageous cooperation with the investors.

Heads of the Nagorno Karabakh Republic permanent representations noted
that the fact that the NKR is not in need of humanitarian aid any more,
but in cooperation is the best evidence of its viability. At the same
time they spoke about the necessity of purposeful activities on gaining
the potential investors’ confidence, of the NKR’s participation in
international exhibitions, etc.

The meeting participants promised to render every assistance to the
fund in attracting foreign investments into the NKR economy.

The Foreign Ministers of Armenia and Azerbaijan Edward Nalbandian
and Elmar Mammadyarov met in Moscow today.

Press and Information Department of RA MFA informs that before that
Edward Nalbandian had a meeting with the OSCE Minsk Group Co-Chairs
Bernard Fassier (France), Yuri Merzlyakov (Russia), Matthew Bryza
(USA) and the Personal Representative of the OSCE Chairman-in-Office
Andrzej Kasprzyk.

During the meeting of the Foreign Ministers the discussions focused
on continuing the talks the basis of the proposals presented to the
sides in Madrid, trying to bring the positions of the parties closer
on non-coordinated issues.

Following the meeting the two Foreign Ministers assessed the talks
as constructive and expressed willingness to continue the talks.

ArmInfo. The residents of Nagorno-Karabakh will decide the fate of
the unrecognized republic through a referendum, US Deputy Assistant
Secretary of State for European and Eurasian Affairs Matthew Bryza
said during a press-conference in Moscow on Friday, Aug 1, after the
meeting of the foreign ministers of Armenia and Azerbaijan.

There will be a referendum and the residents of Nagorno-Karabakh will
decide their fate themselves, Bryza said.

ArmInfo. During an opposition rally today the leader of the Armenian
opposition, the first president of Armenia Levon Ter-Petrossyan
criticized President of Armenia Serzh Sargsyan and demanded his
resignation.

He said that the key slogan of the unyielding Armenian opposition
was the resignation of President Sargsyan and the conduct of mid-term
presidential and parliamentary elections.

Ter-Petrossyan accused Sargsyan of usurping power through electoral
fraud on Feb 19 2008, participating in the organization of the Mar
1 massacres in Yerevan, wrecking the investigation of the events and
fully criminalizing the government agencies.

ArmInfo. During a rally today the Armenian opposition formed an
Armenian National Congress. For the moment, the Congress comprises
15 political parties and the Alternative public-political organization.

ArmInfo’s correspondent reports that the goals of the congress are
restoration of constitutional order in Armenia and triumph of basic
human rights and freedoms. The key tasks for the near future are
liberation of all political prisoners, restoration of the freedom
of speech, conduct of truly independent investigation into the Mar 1
events and involvement of independent international experts in this
process. The key demand of the congress is early conduct of mid-term
presidential and parliamentary elections.

All the parties that have joined the congress are independent and
can run in elections on their own. The plan of action of the congress
will be adopted shortly.

Among the signatory parties are the People’s Party of Armenia led
by Stepan Demirchyan, the Hanrapetutyun (Republic) Party led by Aram
Sargsyan, the Armenian National Movement led by Ararat Zurabyan.

The first president of Armenia Levon Ter-Petrossyan has also signed
the declaration.

The congress is open to other opposition political forces.

MBT), announces that today, with AMD 25 million assistance from
VivaCell, 3 new recreation grounds have been opened in the city
of Charentsavan. VivaCell allocated the funds based on its goal to
promote active sport among children and make it a permanent part of
their lifestyle, VivaCell reports.

In line with its Corporate Social Responsibility policy, Armenia’s
leading mobile operator VivaCell makes social contributions in the
spheres, which, in the long run, will have positive impact on the
quality of life of people by reducing health-related risks. One of
such spheres is the promotion of healthy lifestyles and creation of
respective conditions. The construction works were realized through
co-financing agreement between VivaCell and the Municipality of
Charentsavan, having contributed AMD 25 and 12 million respectively
for the construction of recreation grounds in 3 different districts of
the city. As early as this spring VivaCell General Manager expressed
his willingness to include Charentsavan in the list of VivaCell CSR
activities in 2008. After a time, the Mayor of Charentsavan Hakob
Shahgaldyan initiated a series of community discussions to identify
the sphere where the funds provided by VivaCell would be spent. As a
result, it was decided to direct the financial assistance of VivaCell
toward building recreation grounds in 3 districts of the city with
the goal to promote sport and at the same time to create a place
for recreation for teenagers. As of July 25, the construction works
were over.

The ceremony of opening the recreation grounds was attended by
VivaCell General Manager Ralph Yirikian. Congratulating the residents
of Charentzavan, VivaCell General Manager Ralph Yirikian said:
"On behalf of the whole company I would like to congratulate the

AP. TACOMA, Wash.: Victor Darchinyan took the IBF junior bantamweight
title from Dimitri Kirilov on Saturday night with a fifth-round
knockout in a fight that Darchinyan dominated from start to finish.

A left hand by the 32-year-old Darchinyan sent Kirilov to the mat
for the second time in the fifth round, and Kirilov was unable to
get back to his feet. The bout at the Emerald Queen Casino ended at
the 1:05 mark of the fifth.

"I lost my title one year ago, and I’ve now returned to the
championship," said Darchinyan, (30-1-1 with 24 knockouts), who
took the fight to Kirilov (23-4-1, 9 knockouts) from the opening
bell. "I never underestimate my opponents. I’ve learned a lot in my
last several fights."

The left-handed Darchinyan set the tone in the opening round with
several solid hooks, then scored more with jabs during the second
round. He continued his assault with several quick, successive
punches to the head during the third round, while Kirilov had trouble
connecting with anything.

"I took the wrong approach," Kirilov said. "(Trainier) Freddie Roach
told me to move to my left, but I wasn’t doing that. I was trying
to hit him with one big punch. I was not able to throw combinations,
because I was just not able to do the work I normally do."

Kirilov seemed to get back into the fight in the fourth round. But
Darchinyan came out strong in the fifth, throwing three quick punches
and sending Kirilov to the mat for the first time 30 seconds into the
round, resulting in a standing eight count. Kirilov, who ended the
fourth round bleeding from the left side of his nose, came right back,
but not for long, as Darchinyan pushed him back toward the ropes,
then ended it with a left-handed shot to the head.

Kirilov got to his knees and grabbed the rope, but was unable to get
back to his feet by the end of the 10 count.

Darchinyan, born in Armenia and now living in Australia, dominated the
super flyweight division, successfully defending his title six times,
five inside the distance before losing in an upset to Norito Donaire
last July. He is now 8-1 with seven knockouts in title bouts.

Darchinyan fought to a 12-round draw against Zey Gorres on Feb. 2. In
an elimination bout for the right to fight Kirilov, Gorres was cut
badly and was unable to train while healing, thus giving Darchinyan
the mandatory challenge.

In the co-main event, 2004 U.S. Olympic bronze medalist Andre
Dirrell scored a fourth-round TKO against Mike Paschal in a battle
of undefeated super middleweights. The 24-year-old Dirrell raised
his record to 16-0, while dropping Paschal to 17-1-1 with four KOs.

A special resolution of the National bank of Azerbaijan blocked the
activity of the Western Union and MoneyGram monetary transfers systems
in the country.

In line with the decree, the transfers and receipt of money by
Western Union and MoneyGram systems were fully stopped in all banks
of Azerbaijan.

It should be reminded that on July 24 Today.Az posted a material
"Big monetary transfers system Western Union assists to Armenian
diaspora in transferring money to Nagorno Karabakh separatists" and
"Another bigger monetary transfers system MoneyGram assists to Nagorno
Karabakh separatists", in which we covered the problem of transfers
of money to Nagorno Karabakh from all countries of the world, which
is considered to be the assistance to separatists of the said area.

In these articles we called on all the authorized structures of
Azerbaijan to react to this fact in the duly manner.

Fortunately, the National Bank of Azerbaijan timely interfered with
this issue.

It should also be reminded that Day.Az informed the public that Migom
monetary transfers system promote money transfers to separatist of
Nagorno Karabakh.

After the material was posted, head of department of Migom monetary
transfers Lev Chugunov told Day.Az that respecting the sovereignty
of Azerbaijan, as well as the history and culture of our country,
Migom ceased monetary transfers in the direction of Nagorno Karabakh.

In turn, we are confident that we should not stop on it.

Day.Az calls on the Azerbaijani Foreign Ministry, Finance Ministry,
National Bank, Cabinet of Ministers, Banks Association to study the
details, connected with cooperation between the Russian VTB bank and
Artsakhbank and the "shutdown" of the VTB bank affiliate in Nagorno
Karabakh.

opposition took the streets in Yerevan today to join a regular
unauthorized rally at Matenadaran, the Depository of Ancient
Manuscripts.

The demonstrators demanded investigation into the March 1 events and
release of arrested oppositionists.

A declaration on formation of Armenian Opposition National Congress
was also signed.

Today’s rally was preceded by an uninterrupted sit-in of opposition
supporters in the center of Yerevan.

The ‘Raging Bull’ Vic Darchinyan of Australia has captured the IBF
superfly crown by dethroning Dimitri Kirilov of Russia with a 5th
round knockout at the Emerald Queen Casino in Tacoma, Washington today.

The power-punching, wild-swinging Armenian born Darchinyan dominated
the defending champion from Russia who put up little resistance
throughout the contest. A flurry from Darchinyan sends Kirilov to the
canvas for the first time in the the first 30 seconds of the fifth
round and a big left a bit later finishes off Kirilov as he failed
to beat the referee’s count.

The 32-year-old Darchinyan is now 30-1-1 with 25 KOs while Kirilov
absorbed his fourth loss for a 29-4-1 (9 KOs) record. Darchinyan’s
only loss came at the hands of current Filipino flyweight champ Nonito
Donaire, Jr. after Donaire dethroned Darchinyan with a spectacular
knockout on July 7, 2007 in Bridgeport, Connecticut for the IBF
flyweight title fight.

Darchinyan last fought Z Gorres of the Philippines to a draw at
the Waterfront Hotel in Cebu City in February this year in a title
eliminator for Kirilov’s crown. With Darchinyan ranked higher than
Gorres and because Gorres was cut and needed some time to heal,
Darchinyan got the title shot against Kirilov.

The Darchinyan camp had earlier promised Gorres a title shot and a
rematch if he wins against Kirilov today but other lucrative fights are
also on the horizon for Darchinyan including a rematch with Donaire
or a unification fight with WBO superfly king Fernando Montiel or
WBA/WBC titlist Cristian Mijares.
