ArmInfo. The main task of Armenia is observation of the interests of
the state in the tense situation created in the region, vice-speaker
of Armenian National Assembly, representative of ARF Dashnaktiutyun
Hrayr Karapetyan said at today’s press-conference in Hayatsk club.

He also added that the last events in Georgia have shown that the
war way has no prospect. Touching on Armenia’s possible recognition
of Abkhazia and South Ossetia he said Armenia must not hurry in this
matter. ‘The CSTO summit will take place on 5 September. We have to
wait for the statements made at the summit and then make conclusions’,
– vice-speaker said.

whereas on the other hand it sharply criticizes the initiative of
the authorities to invite Turkish president to football match in

president, he said.

ARFD has repeatedly announced an intention to organize protest actions

President Serzh Sargsyan has received the ambassador of Rebublic of
China Khun Tziu today.

The President expressed gratefulness for the respectful attitude
and warm welcome to Armenian delegation during Olympic Games in
Beijing. Sargsyan has appreciated China’s efforts in making the 29-th
Olympic Games unforgettable for all sportmen and fans. But most
outstanding in the Games, according to Sargsyan, was hospitality,
attentiveness and courtesy of Chinese people.

President Sargsyan also mentioned our sportsmen’s successful
participation in the Games stressing the fact that the better our
economy is, the more attention is paid to development of sport.

The realtions between two countries were also discussed during this
meeting. The government of Republic of China pays great significance
to its relations with Armenia and is convinced that the two states’
relations have great future, Chinese ambassador said.

Russia in the Caucasus

The Russians and the Georgians have long had a testy relationship. The
Russians absorbed Georgia, along with Armenia and Azerbaijan, into the
trans-Caucasus region of the old Russian Empire in the first decades
of the 19th century. The Bolsheviks invaded in 1921 and annexed
the independent statelet into the Soviet Union for the next several
decades. So, sadly, Russian suppression of Georgia is nothing new.

The Soviets were more interested in forging a buffer for their
Communist state while also creating like-minded Socialist governments
along their borders. Lenin and Stalin struck against neighbors in
order to give the Russian Communist regime space and time to evolve.

In terms of geopolitics, Prime Minister Vladimir Putin thinks like
Lenin and Stalin. He foresees the recreation of a Russian Empire
with client states that allow Russia to pump oil and gas and control
the region.

In Georgia, Putin appears to have won in the short-term. But he should
remember what happened to comrades Lenin and Trotsky when they invaded
Poland, which struck back and knocked the Red Army out of the country.

Russia’s actions in Georgia might stoke resistance and separatist
sentiment within Russia itself.

Independence for Abkhazia and South Ossetia would not resolve
very much. The bulk of Abkhaz and South Ossetian grievances
stem from the fact that they have been in political and economic
isolation despite being functional de facto governments since the
early 1990s. Unrepresented internationally and with no diplomatic
relations, the Abkhaz and South Ossetian governments have turned to
Russia for support.

The solution to the conflict may be simpler than it seems. The
diplomatic dilemma here is not between independence and territorial
integrity. Rather, it is in the gray area between statehood and
isolation. The international community, in this conflict and in others,
must find a way to engage nonstate actors and de facto governments in
international human rights forums, diplomatic negotiations, at the UN,
and in international law.

The violence in the Caucasus is a reflection of the sorry state of
affairs for millions of unrepresented groups in the world. It is
only when states learn to engage nonstate actors diplomatically,
without being alarmed by calls for separatism and independence,
that there can be a lasting solution here.

ARMENIAN GOVERNMENT APPROVES PROGRAM ON SOCIAL PROTECTION OF DISABLED FOR 2009

YEREVAN, August 28. /ARKA/. Armenian Government approved the program
on social protection of the disabled for 2009 and the respective
schedule of measures.

Armenian Minister of Labor and Social Issues Arsen Hambartsumyan said
that the main target is ensuring equal opportunities for the disabled
in all fields of activities.

The program provides for legislative reforms, medical and social
guarantees, training and encouragement of employment in private
companies among the disabled, the Minister said.

Under the program, works are to be carried in nine main directions. It
contains 70 measures; some of them have already been started. The
national commission on the disabled will hold its first sitting this
October, Hambartsumyan said.

The Labor Minister reported that "Sun" program for the visually
impaired is under implementation: the disabled participate in
computer training courses and then are provided with personal
computers. Priority is given to students of higher and vocation
schools and to scientists.

The Minister said that Armenian Government has already adopted a
decision to provide the disabled with phonation devices, prostheses,
including ocular ones. Currently all the disabled are provided with
wheelchairs and devices, the Minister said.

Over 158,700 disabled had been registered by January 1 2008 with
able-bodied population=2 0constituting 61% of them. Yet, according
to the Ministry of Labor, only 8% of able-bodied handicapped people
were employed.

should be placed on the same footing as high treason, Armenian Premier
Tigran Sargsyan said.

"Not learning we reduce the potential of our nation and destruct
our future. We should cultivate wish to learn starting from school,
and the responsibility for this lies with teachers first of all,"
the Premier said.

According to him, salaries paid to teachers by Armenian Government
are high even compared with salaries paid in the National Academy
of Sciences. Hence, the Ministry of Education should raise also the
requirements to teachers in secondary schools and professors in higher
schools, the Premier said.

Intellectual abilities are number one resource of Armenia, yet
Armenian society underestimates importance of education and science,
the Premier said.

ArmInfo. The visit of Turkish President Abdullah Gul to Armenia
will boost the diplomatic ties between the two countries and open
new windows of opportunity, Armenian President Serzh Sargsyan said
in an interview with the Turkish daily Radikal, Thursday.

The newspaper recalls that Sargsyan invited Turkish President Abdullah
Gul to watch a football match between the two country’s national
teams on Sept.

is yet to make a decision on accepting the invitation, Radikal
adds. "Establishing diplomatic relations is the best solution. As
a result of this, a lot of sub- committees and groups can be formed
under the umbrella of a commission created within both governments,"
Sargsyan told Radikal when asked about the solution regarding the
1915 incidents. Sargsyan said it was unlikely any Armenian could be
found that would say that he or she does not believe in "genocide"
adding that they were not taking the approval of "genocide" as a
pre-condition in improving ties with Turkey. "Besides, we say that
we are ready to establish diplomatic relations with Turkey without
any pre- conditions." Sargisyan also said that they, as Armenia,
was hopeful to find a solution for the Nagorno-Karabakh problem with
Azerbaijan and added that the meeting he had with Azerbaijan President
Ilham Aliyev in Saint Petersburg on June 6 was very positive. "We
both gave directions to our foreign ministers to work on the Madrid
Principles. So far, they have come together three times. I hope we
will find a solution in the near future", Sargsyan said in conclusion.
