AKHALKALAK, AUGUST 12, ARMENIANS TODAY – NOYAN TAPAN. The situation in
Georgia’s Samtskhe-Javakhk region populated by Armenians is calm but
the local Armenians are storing up food. A-Info news agency reported
that in connection with military hostilities in South Ossetia, the
young men subject to call-up have been forbidden to leave Georgia.

By unofficial information of A-Info, so far 12 Armenian policemen
from Akhalkalak and Ninotsminda regions have gone to the war zone,
and almost all the policemen of Aspindza and Akhaltskha regions have
been moved to Tbilisi.

There is a panic among Turkish experts and builders of Kars-Akhalkalak
railway. Early on August 10 they took their equipment and left the
region for Turkey.

ARMENIAN SPORTSMEN WIN THEIR FIRST MEDALS AT BEIJING 2008 GAMES

BEIJING, AUGUST 12, NOYAN TAPAN. Armenian sportsmen today won their
first medals at the Beijing Summer Olympic Games. Greco-Roman wrestler
Roman Amoyan won the bronze medal in men’s 55 kg weight category,
while weightlifter Tigran Martirosian took third place in men’s 69
kg weight category.

According to Radio Liberty, Roman Amoyan beat Cuba’s Yagniel Hernandez
(3-0, 5-0) in the wrestling match for 3rd place. In the semi-final
match R. Amoyan was beaten by Rovshan Bayramov (Azerbaijan) – 2-7, 1-4.

In the 69 kg category (weightlifting), Liao Hui (China) won the gold
medal, while French wrestler Vencelas Dabaya won the silver.

USING GEORGIA TO TARGET RUSSIA

After the Soviet Union’s 1991 dissolution, Georgia’s South Ossetia
province broke away and declared its independence. So far it
remains undiplomatically recognized by UN member states. It’s been
traditionally allied with Russia and wishes to reunite with Northern
Ossetes in the North Ossetia-Alania Russian republic. Nothing so far
is in prospect, but Russia appears receptive to the idea. And for
Abkhazia as well, Georgia’s other breakaway province. The conflict
also has implications for Transdniestria, the small independent
Russian-majority part of Moldova bordering Ukraine, and for
Nagorno-Karabakh in Azerbaijan.

Tensions arose and conflict broke out in late 1991. It resulted in
a 1992 ceasefire to avoid a major confrontation with Russia, but
things remained unsettled. Moscow maintains a military presence in
the province as well as in Abkhazia and exerts considerable political
and economic influence.

Throughout the 1990s, intermittent conflict erupted but nothing on
the order of early August 7 when Georgia acted with aggression against
the S. Ossetian capital, Tskninvali.

US, Allies Weigh Punishment For Russia

WASHINGTON (AP) — Scrambling to find ways to punish Russia for its
invasion of pro-Western Georgia, the United States and its allies
are considering expelling Moscow from an exclusive club of wealthy
nations and have scrapped plans for an upcoming joint NATO-Russia
military exercise, Bush administration officials said.

But with scant leverage in the face of an emboldened Moscow, Washington
and its friends have been forced to face the uncomfortable reality
that their options are limited to mainly symbolic measures, such as
boycotting Russian-hosted meetings and events, that may have little or
no long-term impact on Russia’s behavior, the officials said Tuesday.

With the situation on the ground still unclear after Russian President
Dmitri Medvedev on Tuesday ordered a halt to military action in
Georgia, U.S. officials were focused primarily on confirming a
cease-fire and attending to Georgia’s urgent humanitarian needs
following five days of fierce fighting, including Russian attacks on
civilian targets.

"It is very important now that all parties cease fire," Secretary
of State Condoleezza Rice said. "The Georgians have agreed to a
cease-fire, the Russians need to stop their military operations as
they have apparently said that they will, but those military operations
really do now need to stop because calm needs to be restored."

At the same time, however, President Bush and his top aides were
engaged in frantic consultations with European and other nations over
how best to demonstrate their fierce condemnations of the Russian
operation that began in Georgia’s separatist region of South Ossetia,
expanded to another disputed area, Abkhazia, and ended up on purely
Georgian soil.

"The idea is to show the Russians that it is no longer business as
usual," said one senior official familiar with the consultations among
world leaders that were going on primarily by phone and in person at
NATO headquarters in Brussels, where alliance diplomats met together
and then with representatives of Georgia.

A senior U.S. official, speaking on condition of anonymity to describe
confidential conversations among the leaders of other nations,
said European and other leaders have been blunt with Russia that
it must withdraw its forces. Russian leaders have said they do not
plan a long-term occupation, the official said. The official was not
specific about whether Russia has offered a timeline for withdrawal.

"People are saying, ‘You know you cannot stay,’" the official said. "We
have been hearing from Russia, ‘We don’t want to stay.’"

For now, the Bush administration decided to boycott a third meeting
at NATO on Tuesday at which the alliance’s governing board, the
North Atlantic Council, was preparing for a meeting with a Russian
delegation that has been called at Moscow’s request, off icials said.

In addition, a senior defense official said the U.S. has decided to
dump a major NATO naval exercise with Russia that was scheduled to
begin Friday.

Sailors and vessels from Britain, France, Russia, and the U.S. were
to take part in the annual Russia-NATO exercise aimed at improving
cooperation in maritime security. But the official said there is no
way that the U.S. could proceed with it in the midst of the Georgian
crisis.

The naval exercise began a decade ago and typically involves around
1,000 personnel from the four countries, officials said. The Pentagon
also is looking at a variety of ways it could respond to humanitarian
needs in Georgia, but officials have not yet made any final decisions.

In the medium term, the United States and its partners in the Group of
Seven, or G-7, the club of the world’s leading industrialized nations
that also includes Britain, Canada, France, Germany, Italy and Japan,
are debating whether to effectively disband what is known as the G-8,
which incorporates Russia, by throwing Moscow out, the officials said.

Discussions are also taking place on whether to revoke or review
the May 2007 invitation to Russia to join the 30-member, Paris-based
Organization for Economic Cooperation and Development, which consists
primarily of established European democracies, the officials said.

The officials spoke on condition of anonymity because no decisions
have yet been made and=2 0consultations with other countries involved
are still under way.

Bush spoke on Monday and Tuesday with fellow G-7 leaders as well
as the heads of democratically elected pro-Western governments in
formerly Eastern bloc nations, some of which are among NATO’s newest
members and have urged a strong response to Russia’s invasion of a
like-minded country.

On Monday on his way home from the Olympics in China, Bush talked
with British Prime Minister Gordon Brown, Lithuanian President Valdas
Adamkus and Polish President Lech Kaczynski. He then called Georgian
President Mikhail Saakashvili, the White House said. On Tuesday, he
spoke with Italian Premier Silvio Berlusconi and German Chancellor
Angela Merkel.

Rice, who returned early to Washington late Monday from vacation
to deal with the crisis, held a second round of talks with foreign
ministers from the Group of Seven countries in which they were briefed
on European Union mediation efforts led by French President Nicolas
Sarkozy, who met Tuesday with Medvedev in Moscow.

"They believe that they have made some progress and we welcome that
and we certainly welcome the E.U. mediation," Rice told reporters at
the White House.

Later, Saakashvili told reporters that he accepted the cease-fire
plan negotiated by Sarkozy.

Despite the flurry of activity, there was still uncertainty about
whether Russia had in fact halted its military action in Georgia,
with reports of conti nued shelling of civilian and military sites.

The State Department on Tuesday recommended that all U.S. citizens
leave Georgia in a new travel warning, saying the security situation
remained uncertain. It said it was organizing a third evacuation
convoy to take Americans who want to leave by road to neighboring
Armenia. More that 170 American citizens have already left Georgia
in two earlier convoys.

Just hours after Bush said in a White House address that the invasion
had "substantially damaged Russia’s standing in the world" and demanded
an end to what he called Moscow’s "dramatic and brutal escalation"
of violence, Medvedev said he had ordered an end to military action.

ArmInfo. A new Liberal Party of Armenia has occurred in Armenia. The
founder and chairman of the party Hovhanness Hovhannisyan told media
Wednesday that the constituent congress of the party is scheduled
for 16 August.

‘At present the party has over 4000 like-minders. Liberal Party
has maintained all our principles including our stance in foreign
policy. The party structure has undergone so significant changes’,
he said.

At the same time, he said, LPA members have always been loyal to the
Armenian National Congress. As soon as the Justice Ministry registers
the party, it will join the ANC.

‘LPA aims to care about ordinary citizens and their welfare. We pay
special importance to state elections as the unique instrument for
achieving this welfare’, he said. Earlier, H. Hovhannisyan headed
Liberal Progressive Party of Armenia that has split-up recently.

but is not reacting to the global tendencies for application of
modern information technologies in retail trade. This is seriously
complicating the work of local supermarkets.

"None of the 100 types of cash and sales check systems registered by
the Tax Service of Armenia suits a modern super-market as they can
carry out several dozens rather than several thousands transactions
a day and can be used in small shops only," Kerobyan said. He noted
that local IT companies were unable to design software for issuing
sales checks in Armenian. "Meanwhile, our super-markets apply the
best technological solutions in the world," Kerobyan said.

He advised the Government and the Tax Service of Armenia to cooperate
with retail companies and to consider their recommendations on how
to improve the reform rather than just impose it on them. "We have
repeatedly asked the authorities to legalize the best international
technologies we apply in our super-markets: they minimize human factor
and would make tax administration much easier. However, the Tax Service
refuses to accept them," Kerobyan said. He pointed out that cooperation
between the Government and businessmen would enhance the transparency
of retail trade and would stimulate the growth of direct investments.

To remind, one of the shareholders of STAR super-market network,
established in 1998, is the European Bank for Reconstruction
and Development (28.3% stake), The STAR network consists of 11
super-markets: 10 in Yerevan and 1 in Hrazdan.

ArmInfo. ‘ Food products in Armenia will be enough for 1-1.5 month’,
Vahan Kerobyan, Executive Officer of STAR network of supermarkets
told ArmInfo when commenting on possible suspension of food product
supply to Armenia via Georgia.

‘We are seriously concerned over the situation in Georgia. From the
viewpoint of retail and supply of products nothing threatens us so far.

However, our company together with suppliers is searching for new
ways to supply products including via Turkey and Iran. In particular,
in cooperation with transport companies we will implement a pilot
project today by supplying food products via Bandrabas-Meghri. If the
project is a success, we will offer it to other vendors as well’,
he said. V. Kerobyan believes the government must conduct serious
consultations to avoid problems with supply of food products and to
ensure on-line connection with businessmen especially producers of
foodstuffs. ‘I do not think that the government will temporarily open
the boundary with Turkey. As regards Iranian road it is rather narrow’,
he said. He underlined that STAR will do its best to maintain retail
prices if wholesale prices rise.

At the same time, Armenian Minister of Transport and Communication
Gurgen Sargsyan said 60 carriages of cargoes were supplied to Armenia
from Georgia last night including 10 carriages of petrol, 12 carriages
of aviation kerosene, 4 carriages of grain and other commodities.

ArmInfo. An exhibition of well-known Armenian painter Ruben Gabriyelyan
has taken place in the Union of Artists of Armenia on the occasion
of his 80th birthday.

In a talk with ArmInfo’s corespondent Gabriyelyan said that it was his
second exhibition in Yerevan but it was the first time his works were
exhibited in the Union of Artists of Armenia. The previous exhibition
of Gabriyelyan was held on the occasion of his 75th birthday.

87 works are exhibited this time with most of them about
Nagorno-Karabakh.

Gabriyelyan says that he is planning to shortly exhibit his works
in Stepanakert.

Anyone looking on Google Maps at Georgia in recent days for further
information about the conflict with Russia in the past few days will
have drawn a blank.

Google Maps doesn’t currently display cities or roads in Georgia or
its neighbors Azerbaijan and Armenia, for the simple reason that the
data Google isn’t good enough, the company explained.

"We never launched coverage in those countries because we simply
weren’t satisfied with the map data we had available," said Dave
Barth of Google.

"We’re constantly searching for the best map data we can find, and
sometimes will delay launching coverage in a country if we think we
can get more comprehensive data," Barth continued.

However, feedback the company has received about the blank maps has
caused Google to have a rethink.

"We’re hearing from our users that they would rather see even very
basic coverage of a country than see nothing at all. That certainly
makes sense, and so we have started preparing data for the handful
of countries that are still blank on Google Maps," said Barth.

NEW "10TH ANNIVERSARY OF COURT OF CASSATION" COIN PUT INTO CIRCULATION IN ARMENIA

YEREVAN, August 12. /ARKA/. The Central Bank of Armenia (CBA) put a
commemorative golden coin "10th anniversary of Court of Cassation"
into circulation, the CBA Press Service reported.

According to the report, 500 pieces of the coin have been minted
with 10,000Drams nominal value each. The coin is made of gold of 900
standard with its diameter being 22mm and weight being 8.6 grams.

Armenia’s national emblem is depicted on the obverse of the coin.

Themis (goddess of Justice) is depicted on the reverse.

The coin is minted by the Poland Mint. The coin is designed by Eduard
Kurghinyan.
