YEREVAN, AUGUST 12, NOYAN TAPAN. The recent events in Georgia have
not affected in any way the Armenian railway’s work, and the import
of goods into Armenia and their export out of the country proceed as
usual, the RA minister of transport and communication Gurgen Sargsian
stated at the August 12 press conference. In his words, there is no
shortage of any commodity in Armenia so there is no cause for panic.

The minister said that all actions to sell a limited amount of fuel
at filling stations of the country are artificial.

According to him, 60 wagons of goods were transported from Georgia
to Armenia since 2 am August 12. All goods at Bagratashen border: 10
wagons of gasoline, 12 wagons of aviation kerosine, 11 wagons of diesel
fuel, 4 wagons of wheat, and 23 wagons of various goods were moved into
Armenia. 18 wagons of wheat which was unloaded in the port of Poti 2
days ago and put into railway wagons are being transported via Georgia.

G. Sargsian said that there are no problems with passenger
transportation either: the carriage of passengers is being done in a
usual way, including by Yerevan-Tbilisi and Yerevan-Batumi trains. The
trains from Armenia are mainly empty, while those coming back from
Georgia are completely full.

The minister announced that the majority of Armenian citizens who were
in Georgia have already come back to Armenia. About 400 people will
return on August 12, nearly 250 ones arrived at night. The Armenian
side meets them at Bavra and moves in buses to Armenia. By the way,
the transportation by Armenian buses to the country is free of charge.

YEREVAN, AUGUST 12, NOYAN TAPAN. The tax legislation of Armenia
does not respond to the challenges faced by retail trade in recent
years – to the introduction of information technologies and the
best IT equipment, as a result of which the work of self-service
supermarkets becomes either extremely difficult or impossible. Vahan
Kerobian, executive director of Star company owning "Star" network
of supermarkets, stated this at the August 12 press conference. In
his words, his statement was prompted by the fact that in accordance
with the Law on Suspension of Operation of Cash Register Users, the
work of several shops in Yerevan was suspended for 5 days recently
by the State Tax Service (STS).

Welcoming the government program on most transparent and open
reforms in the economy, "Star" at the same time urges to cooperate
with businessmen with the aim of improving the legislative
field. V. Kerobian said that the government and the STS view tax
reforms only from the punitive point of view which rules out the
tendency to cooperate with business circles and perceive their needs
and proposals.

In particular, it was proposed legalizing the technological
solutions used at "Star" supermarkets. According to V. Kerobian,
it will faciliate administration by STS. He expressed confidence
that the solutions proposed by the RA ministry of trade and economic
development concerning the use of cash registers cannot be applied
in Armenia. 100 types of cash registers envisaged for small shops are
allowed for use in Armenia. "We propose also legalizing cash registers
intended for use in supermarkets," V. Kerobian said, adding that this
proposal has received no response.

Besides, it was proposed to give some time to ensure "Armenization"
of checks of the cash registers used in supermarkets so that the
requirements of the RA Law on Language will be fulfilled. There was
no response to this proposal either.

By forecasts of V. Kerobian, the share of supermarkets in retail
trade will continue to grow and their operation will extend beyond
Yerevan. According to him, 5-7% of food retail trade in Armenia
is conducted at supermarkets, while half of supermarket trade is
conducted at "Star" supermarkets. "Star" supermarket network employs
1,400 people. The average daily amount of sales per an employee of
the network makes 55-60 thousand drams (3-200) exceeding several fold
the same index of shops and fairs.

responsibility for the assault made on reporter of "Armenian Time"
daily Lusine Barseghian on August 11, is said in the August 12
statement of "Asparez" Club of Journalists (city of Gyumri).

According to a statement issued by "Hima" youth initiative,
L. Barseghian was always noted for her bold articles revealing the
antidemocratic and criminal nature of the Armenian authorities.

In particular, the articles with scandalous information
about the property of the head of Yerevan’s Erebuni community
Mher Sedrakian (whose nickname is Tokhmakhi or Boshi Mher) –

the property of the chief of the presidential staff, former
prime minister Hovik Abrahamian (nickname: Mouse of Mkhchian)

for supposing that the assault was made at the order of one of the
above mentioned persons, taking into account the fact that in the
past these men showed a bandit inclination to settle scores with
journalists," is said in Hima’s statement.

"This cowardly attack on the reporter – a defenceless woman by
thick-necked skinheads charactertizes the nature of the robber
state ruling in Armenia and demonstrates the deepening anarchy and
permissiveness in the country. We are sure that like many other such
cases, this case will not be disclosed.

Today the law enforcement bodies fulfil only one function in Armenia:
political persecution of the opposition section of the population,
so, by carrying out the orders given to them, they organize and
cover up such crimes. We condemn this wicked act and we state that
the ringleaders of the regime bear full responsibility for it,"
the August 12 statement of the Center of the People’s Movement reads.

Chairman of "Sumpreme Council – Deputy Club" NGO Ruben Torosian
believes that such permissiveness is caused by the authorities’
inaction which is "also a result of the illegal elections".

Taking into account the current situation in journalistic activity,
he proposed unifying all human rights forces working in this field
and creating a "Republican Council for Protection of the Rights
of Journalists".

MOSCOW. (RIA Novosti economic commentator Vlad Grinkevich) – In
international conflicts economic levers are sometimes more effective
than military moves.

Blockading supplies of strategic raw materials, freezing money
transfers, and strikes at the businesses of the national Diaspora may
deal as much damage as tank attacks and air strikes. Since coming to
power Georgian President Mikheil Saakashvili has repeatedly complained
about Russian economic pressure, and has done much to separate the
economies of the two countries.

Today, economic relations between Russia and Georgia have been reduced
to the minimum. In conditions of tough confrontation, not to mention
armed conflict, this situation is in many respects favorable to
Georgia because it reduces the threat of economic pressure.

Georgia needs about 1.8 billion cubic meters of gas per year, but
unlike many countries in the region it does not depend on Russia for
it. It receives almost all of its oil and gas from Azerbaijan. However,
a pipeline pumping Russian gas to Armenia passes through Georgian
territory. This year, Armenia is to receive 2.1 billion cubic
meters of gas. Georgia gets 10%, or 210 million cubic meters,
as a transit fee. Despite the recent conflict the supplies have
not been stopped. Georgian Minister of Energy Alexander Khetaguri
said at a news conference that there is no threat to the pipeline at
all. However, on August 11, Georgian gas workers reduced supplies by
30%, later explaining that this was because they needed to conduct
some tests. Armenia, meanwhile, has no grievances against either
side. The reductions do not affect its consumption, and the deficit
can be compensated by gas from its underground depot.

If the conflict escalates, however, Georgia may lose 210 cubic meters
of gas, which amounts to 11.6% of its consumption. The Armenian
economy would lose much more.

There have been no reports of fuel shortages in Georgia. After Georgia
reported a bombing in the vicinity of the Baku-Tbilisi-Ceyhan oil
pipeline, Azerbaijan’s state oil company announced it would suspend
oil imports through sea ports, but the pipeline’s operator BP did
not confirm this report, and it later transpired that at least one
tanker was ready to go to Georgia.

Until the end of the last year, Russia was the main supplier of
electricity to Georgia, which received 100 megawatts of electricity
per year via the Kavkasioni transmission lines. But after the electric
power station in Inguri reached capacity last November, Deputy Minister
of Energy Archil Nikoleishvili reported that Georgia would not need
supplies from Russia anymore.

Nonetheless, Saakashvili has failed to break all links between
our economies. Like most former Soviet republics, Georgia is
relatively overpopulated, and various estimates say up to one
million Georgians live in Russia. Migration alleviates the burden
borne by the Georgian economy, and earns it considerable money in
remittances. The Russian Central Bank estimated that $142 million
was sent from Russia to Georgia in the first quarter of this year
alone. That is more than three times the official volume of trade
between the two countries. Last year the figure was $558 million,
which is 50% more than Georgia’s military budget.

Russia toughened its stance on Georgian immigration during a bilateral
row two years ago. After the Georgian authorities detained Russian army
servicemen in the fall of 2006, Vyacheslav Postavnin, deputy director
of the Federal Migration Service (FMS), said: "The majority of Georgian
migrants stay in Russia illegally. Last year, about 321,000 people from
this area crossed our border for different purposes and a mere 4,500
of them work in Russia legally. We will toughen measures against them,
up to deportation." Representatives of Georgian Diaspora complained
that innocent people suffered due to some misunderstanding between
political leaders. However, after the FMS statement, followed by the
deportation of only a couple hundred, out of hundreds of thousands
of illegal migrants, the conflict was resolved rather quickly.

Today, the Russian authorities have not yet resorted to deportation,
though the Russian Communications Ministry announced discontinuation
of postal service and money transfers from Russia to Georgia for
technical reasons. However, Saakashvili is pushing Russia to tougher
measures with his increasingly hysterical rhetoric.

For instance, his statement about Russia being at war with his
country requires an adequate response. If two countries are at war,
established practice should prompt Russia to immediately deport
all the enemy’s citizens with diplomatic immunity, as well as women
and children, and declare all men of military age prisoners of war
and intern them. Needless to say, their property should also be
confiscated. Formally, however, Russia and Georgia are not yet in a
state of war.

who took entrance exams this year, 10,001 ones entered universities,
including 2,242 ones for paid education places, 3,358 – for free
education places, and 4,401 – for education without the right of
postponement. The RA minister of education and science Spartak
Seyranian stated at the August 12 press conference that after the
entrance examinations 2 free vacant places, 34 paid vacant places
and 300 vacant places for those without the right of postponement
remained. According to the minister, the Republican Entrance Commission
(REC) has already redistributed the vacant places so no additional
competition will be held and no new lists of entrants will be complied.

The minister said that this year the lowest passing scores were
raised for the specialities where the major examination subject was
mathematics. "The lowest passing score was mainly raised for Yerevan
State University’s departments of information science and economics,
and for a number of specialities of Yerevan University of Economics,
" S. Seyranian said, adding that the lowest passing scores for the
other specialities were either lowered or left the same.

In the words of Ruben Topchian, director of the REC Data Center, this
year the number of entrants who received the highest 18-20 points
has declined as compared with last year. The number of appeals and
that of scores changed as their result has declined as well.

Decision to leave CIS is Georgia’s own business, said deputy
Foreign Minister of Azerbaijan Hafiz Pashayev, according to
Interfax-Azerbaijan.

"Each country has a right to take a decision independently", said
Pashayev Wednesday, commenting on the decision of President Mikhail
Saakashvili to leave CIS.

According to the diplomat, such a decision is adopted on the basis
of discussions on the high political level and "probably Georgia’s
decision should also be approved by the parliament".

Commenting on the recent developments around South Ossetia, Pashayev
confirmed Azerbaijan’s support to territorial integrity of Georgia.

"As it was announced earlier, we support the territorial integrity of
Georgia. We have always considered this principle the most important
and we are confident that it should be the key one in the international
relations", noted the Deputy Minister.

The diplomat noted that events in South Ossetia should underline for
the world society the need for the soonest resolution of all conflicts
in the region, including Nagorno Karabakh conflict.

It should be noted that an international conference "Azerbaijanis
and Americans, as we see each others" opened in the capital of
Azerbaijan. It is organized by the diplomatic academy of Azerbaijan,
led by H.Pashayev. Events in Georgia are one of the main topics of
discussions at the conference.

Invasion: Russian tanks make their way towards Tskhinvali in the
breakaway Georgian province of South Ossetia, where fighting has
killed thousands A family from North London on holiday in Georgia were
forced to flee 200 miles in a taxi after war broke out with Russia,
it has been revealed.

Brand consultant Chris Willis, his wife Melissa and their teenage
daughters were due to spend two weeks in Tusheti, northern Georgia.

But they abandoned their plans after the start of the conflict and,
after struggling to get a flight from the bombed-out airport, took
a taxi 200 miles to Armenia.

Mr Willis, 51, from Highbury, said: "Our guide told us a war had
started not far away. We could not believe it. Our Georgian friends
told us in no uncertain terms to leave as soon as possible.

"There was no option but to arrange a taxi and head for the Armenian
capital of Yerevan nearly 200 miles away."

He and his 49-year-old jewellery designer wife and their daughters
India, 17, and Iona, 15, were due to stay just 20 miles from
Tskhinvali, the capital of South Ossetia.

Brand agency Rufus Leonard said the family were "safe and well" after
their escape and Mr Willis had called his colleagues to reassure
them. The family is due to return home on Thursday.

Rufus Leonard chief executive Neil Svensen said: "We were relieved
to hear from Chris. It sounds like the family have had quite an
experience. We wish them a safe and speedy return home."

The RA Prime Minister Tigran Sargsyan accepted the President of Russian
"Kristal" company Maksim Shkadov and his delegacy. During the meeting
they discussed questions referring to the cooperation between Russian
"Kristal" and Armenian "DCA". TigranSargsyan noted that Armenia is
interested in importing and working over the Russian raw materials. He
assured that the appointments about profitable cooperation between the
two countries will be realized successfully. The President of "Kristal"
company stressed that in Armenia, where jewelery has historical roots;
there is no lack of skillful specialists. Maksim Shkadov noted that in
the near future the first group of Russian diamond will be delivered
to Armenia. During the conversation the interlocutors talked about
eliminating the problems for productive cooperation. At the end of the
meeting they assured that the cooperation between the two countries
has a promising perspective.

The RA Embassy in Georgia and the RA General Consulate in Batumy go
on helping the citizens of Armenia to return from Georgia to their
Motherland.

The return of other 4450 citizens was organized. About 750 foreigners
(diplomats, collaborators of international companies and their
families) entered Armenia without any hindrance. The citizens of
Armenia didn’t suffer from the events in Georgia in August 12 at 17:00
o’clock. It is the fifth day in the RA FAM hot lines are working and
there are many telephone calls from Armenia and foreign countries.

La position de l’Arménie reste très délicate dans ce conflit.

D’un côté elle comprend très bien la position des Ossètes du Sud
qui comme celle des Abkhazes, est en conflit larvé avec le pouvoir
central géorgien. L’analogie avec le conflit du Karabakh vient bien
sÃ"r a l’esprit.

Elle ne peut non se mettre a dos Tblissi en prenant fait et cause
pour les provinces dissidentes ou en soutenant ouvertement les
revendications des Arméniens du Djavaghk. Pas plus d’ailleurs sur
l’activité de la Russie dans ce coin du Sud-Caucase. Il y va, et de
son économie et de son ouverture vers le monde extérieur, hélas. Le
bon fonctionnement de ses liaisons commerciales est directement lié
a la fin des hostilités russo-géorgiennes.

Reste a souhaiter que le Président Saakashvili ne réitère pas ses
pulsions militaires. Pulsions dont son voisin occidental concernant le
Karabakh, est très souvent sujet. La notion d’intégrité territoriale
est a manier avec prudence et parcimonie.

Mais a quelque chose malheur est bon. Les événements de ces derniers
jours montrent qu’en cas de reprise des hostilités par l’Azerbaïdjan,
l’accord militaire arméno-russe risque de jouer un mauvais tour
a l’assaillant.

Le ministre de la Défense Seyran Ohanian a assuré mardi a un haut
diplomate géorgien que la Russie n’a pas et n’utilisera pas le
territoire arménien pour ses opérations militaires en Géorgie,
condamnées par l’Occident.

L’Arménie a des accords de défense avec la Russie et accueille
une base militaire Russe a Gumri de plusieurs milliers d’hommes et
disposant d’une douzaine de chasseurs MIG-29.

Le Ministère de la Défense arménien dément catégoriquement
les informations parues la semaine dernière dans les médias
azerbaïdjanais et géorgiens qui suggéraient que des bombardiers
russes avaient décollé de terrains d’aviation militaire
arméniens. Un porte-parole du ministère a rejeté ces allégations
les qualifiant de "provocations" azerbaïdjanaises concues pour
dégrader les relations entre la Géorgie et l’Arménie. Il a fait
remarquer que les MiG-29 ne sont pas des chasseurs-bombardiers et
donc inefficaces pour des frappes aériennes.

L’ambassadeur de Géorgie en Arménie, Revaz Gachechiladze, a commenté
les allégations, non repris par le gouvernement géorgien, lors d’une
réunion avec S.Ohanian. Une déclaration du Ministère de la Défense
indique que Gachechiladze a confirmé que les avions militaires russes
stationnés en Arménie n’ont pas été impliqués dans les attaques.

La déclaration précise que : "Pour sa part, S.Ohanian a assuré
l’ambassadeur que le territoire arménien ne sera pas utilisé comme
tremplin militaire pour des hostilités contre la Géorgie, exprimant
l’espoir que des moyens seront trouvés pour normaliser la situation
en Géorgie". Ohanian a également fait part de sa sympathie pour les
"victimes innocentes" des combats de ces derniers jours.

La déclaration indique également que la rencontre a été sollicitée
par Gachechiladze afin de présenter au ministre de la Défense le
nouvel attaché militaire de la Géorgie a Erevan, le colonel Murtaz
Gujejiani.

L’Arménie reste très prudente sur le conflit Russo-géorgien,
compte tenu de l’importance des deux pays pour la sécurité
nationale. Vendredi, Le ministère des Affaires étrangères arménien
s’est dit gravement préoccupé par la reprise des combats en Ossétie
du Sud, mais a évité de blâmer l’une ou l’autre des parties,
au pire de la crise régionale, et ce depuis le début des années
1990. Erevan n’a pas encore réagi a l’avancée profonde des troupes
russes en territoire géorgien, avancée condamnée par toutes les
puissances occidentales.

Le gouvernement arménien a également réfuté qu’il ait autorisé un
avion chargé d’instructeurs militaires américains a destination de
la Géorgie, d’atterrir a l’aéroport international de Zvartnots. Le
Vice-ministre des Affaires étrangères, Kégham Gharibjanian, a
