YEREVAN, May 19. /ARKA/. Armenia attaches importance to cooperation
development with the USA, RA Prime Minister Tigran Sargsian said
Friday during his meeting with Coordinator of US Assistance to Europe
and Eurasia Tomas Adams.

The RA Premier told the US official the country focuses on the
productive activities of Armenian-US intergovernmental working group
on economy, the RA Government’s press service reports.

Sargsian thanked the US Government for supporting Armenia after the
country declared independence. "We realize that some sectors still
need serious reforms and that we will settle all the issues thanks
to the US assistance," the Prime Minister said.

Sargsian introduced Adams to the country’s current macroeconomic
situation and the tax and legislative reforms in Armenia. He assured
the US official that the reformed fields will help solve a number of
social and economic problems.

The Premier said the reforms will be made public soon, so as society
could control government activities. He told Adams Armenia also
focuses on small and medium business development and anti-corruption
programs. The RA Government is cooperating with international
organizations which observe the country’s activities to find weak
points in implemented programs.

The Prime Minister said people are sick and tired of empty promises. He
assured Adams the Government is ready to carry out broad reforms in
the country. "We are in search of principles that unite us today,"
Sargsian said.

In his turn, Adams congratulated the Prime Minister on his appointment,
saying he has been cooperating with Sargsian since he was Chairman
of the Central Bank of Armenia.

Adams assured the Premier he will be able to achieve success in
his activities.

The US official approved of the current tax reforms in Armenia,
saying the country has progressed in that field.

According to Adams, Armenia still has problems with democracy building,
supremacy of law and entrepreneurship. He assured the Prime Minister
the US Administration will help Armenia become more attractive to
foreign investors.

ArmInfo. Union of Russian Armenians [URA] supported and took part in
the meeting dedicated to the memory of the Armenian genocide victims
in the Ottoman Turkey. As ArmInfo was informed from press-service
of the URA, the meeting was organized by the Greek community in the
centre of Moscow, on 18 May.

The day of 19 May is marked as a memory day to the victims of 350,000
Pontic Greeks.

Vice-president of the URA Levon Manukyan made a speech at the
meeting. He said, in particular, that "genocide is a crime without
term of limitation, and Similar protest action took place on 24 April,
at the memory day of the Armenian genocide near the Turkish Embassy
in Moscow.

The Armenian Assembly of America (Assembly) recognized Nancy K. Kaufman
and the Jewish Community Relations Council (JCRC) of Greater Boston
for their continued leadership and support in the affirmation of
the Armenian Genocide during an award reception, May 9, at the Grand
Hyatt Regency in Cambridge, MA. The emcee for the evening was ARAMAC
Massachusetts State Chair Herman Purutyan.

Assembly Executive Director Bryan Ardouny said that the Assembly has a
"unique opportunity to advance the fundamental principles and ideals of
human rights, democracy and truth and justice." Ardouny added that the
Assembly accomplishes this by its advocacy on Capitol Hill and through
"outreach to like minded individuals and organizations," drawing the
parallel between the shared vision with Kaufman and the JCRC.

"The Assembly commends the leadership Ms. Kaufman and the JCRC has
demonstrated standing up against denial and for firmly articulating
the record on the Armenian Genocide this past year," said Assembly
Public Affairs Chair Anthony Barsamian. "This award is presented in
Boston to honor Nancy and the JCRC for the organization’s continued
leadership in the affirmation of the Armenian Genocide. This leadership
is greatly appreciated by the Armenian-American community."

Mayor of Newton David B. Cohen also attended and spoke about his
belief that acknowledging an indisputable truth, the truth of the
Armenian Genocide, is very simple. "Together, the Assembly, JCRC
and men and women of conscience throughout the country will continue
to fight until we recognize the reality and horror of the Armenian
Genocide. We will continue to struggle until that time."

Henry Morgenthau, III, grandson of U.S. Ambassador to the then Ottoman
Empire Henry Morgenthau, compared Kaufman to his grandfather and said
that "she is indeed a worthy and courageous descendant of the spirit
of my grandfather and the spirit of those non-Armenians who stood-up
at difficult times and spoke out. I congratulate her and all of us
for honoring her."

In accepting the Assembly’s honor, Kaufman asked the question, "What
would have been if Nazis remained in power after WWII and there were
no Nuremberg trials? ‘The Nazis, just as the Turkish government does
today, would have undoubtedly denied the accusations and the memory
of what had taken place might have faded into history.’"

During her remarks Kaufman quoted Professor Elie Wiesel who said,
"we know that for the dead it is too late, but it is not too late
for today’s children – ours and yours – and it is not too late to
remember the forgotten genocide and remind the world that it should
never happen again."

Kaufman closed by saying "all I did was speak the truth. I will
continue to speak the truth. We will never forget the Armenian
Genocide."

The Diocese of the Armenian Church of Canada announces the commencement
of the building of the Laval Armenian Community Center and Holy
Cross Church on 5001 Blvd. de Souvenir. Extensive planning and
consultations during the past two years have finally brought the
Diocese, the steering committee and the Laval Armenian community
closer to realizing this long awaited dream.

Under the auspices of His Eminence Bishop Bagrat Galstanian, Primate
the Steering Committee is organizing the Groundbreaking Ceremony,
to be held on May 31.

Through the establishment of the Holy Cross Armenian Apostolic Church
and the Community Center, the Diocese and the faithful of the community
together are working to provide a home for the future generations. As
the project to build an Armenian Church and Community Center evolves,
the total sum of donations, to date has surpassed the target set by
the Steering Committee.

Presently the Building Fund for the Holy Cross Armenian Church of
Laval has reached $2.3 million. The total project is expected to be
completed at a current estimated cost of $6.5 million.

The steady growth of the Armenian community of Laval necessitated
an action plan to evaluate its future alternatives. Following the
recommendations of that study, the Parish Council started negotiations
with the Commission Scolaire des Ã~Icoles Catholique de Laval for
the purchase of a property on Blvd. des Souvenirs in Laval. After
lengthy negotiations, the land purchase process was realized.

On Saturday, May 31 2008 the most anticipated construction plans
will begin.

The property holds the full potential of housing a church and a
Community Center for the Laval community. While the Church will serve
the spiritual needs of the community, the Community Center will play
an essential role in the mission to serve the Laval residents by
helping them evolve both, culturally and educationally.

will be headed by ex-Speaker of Parliament Vahan Hovhannisyan, and
"Orinats Yerkir" will be headed by Heghine Bisharyan, former secretary
of the faction. Chairman of the National assembly Tigran Torosyan
declared at the regular four-day sitting that corresponding decisions
were taken during the sittings of the factions. Newly elected MP
Khachik Harutyunyan will be the Secretary of "Orinats Yerkir" faction.

The position of the leader of the "Orinats Yerkir" faction was
left vacant after Arthur Baghdasaryan was appointed Secretary of
the National Security Council at RA President’s Office. Head of the
Dashnaktsutyun faction Hrayr Karapetyan will compete for the position
of the Vice-Speaker of the National Assembly during the elections
scheduled for the next four-day meeting.

WASHINGTON (AP) — Rep. Howard Berman keeps a big Thermos behind his
desk. That way, he never has to ask anyone to fetch coffee for him.

The new House Foreign Affairs Committee chairman also picks up his
own dry cleaning and drives his own car.

It is a self-sufficiency that Berman has carefully nurtured over his
13 terms in Congress. Now that he has ascended to one of the most
influential posts on Capitol Hill, he still rejects the trappings of
power, and prefers to keep operating as a behind-the-scenes player.

He even barred an Associated Press photographer from taking his
picture for this story.

"Sometimes the best things are done when the media doesn’t know
about it, because then a lot of other people don’t know about it,"
Berman said. "The media is a conduit of information to the people
who wouldn’t like what I was doing."

It’s not that Berman has anything to hide, friends say.

"He’s much more interested in accomplishing things than being out
front and visible," said Rep. Henry Waxman, D-Calif., who’s known
Berman since their college days at the University of California,
Los Angeles. They presided over a famously effective Democratic
machine in Southern California in the 1970s and 1980s that helped
elect like-minded politicians to local and state offices.

Berman’s committee has oversight over policies in Iraq, Afghanistan
and the rest of the globe’s hotspots. He was in Israel over the weekend
with House Speaker Nancy Pelosi on his first overseas trip as chairman.

Outside of Washington, Berman had his fair share of political
scrapes. In 1980, he made a grab for the speakership of the California
Assembly but was outfoxed by Willie Brown, who went on to become
California’s longest-serving Assembly speaker and mayor of San
Francisco. In 2001, he drew ire when his congressional district was
redrawn in a way seen by some Latinos as diluting Hispanic voting
power. Berman was able to emerge from the episode with strong Latino
support due to his long record as a champion of farmworker and
immigrant rights.

In Washington, he’s thrived on an understated, collaborative
approach. His leadership style is far different from that of his
predecessor, California Democrat Tom Lantos, who died of cancer in
February. As Congress’ only Holocaust survivor, Lantos’ personal
history, dignified bearing and eloquent oratory made him one of
Congress’ most recognizable figures.

Berman, by comparison, is unprepossessing. His graying, curly hair
is rumpled. His speaking style is halting and thoughtful. He doesn’t
have a press secretary.

A photo in Berman’s office attests to the fact that he visited a grand
cathedral in St. Petersburg, Russia — wearing a Hawaiian print shirt.

"He combined a real passion with a tremendous eloquence," Berman
said of Lantos. "That’s just not my strong suit. I’m more of an
inside animal."

Berman makes up for his lack of style with substance. He’s praised for
a piercing intellect, keen memory and grasp of arcane topics. His
recent legislative efforts included reforms to the country’s
byzantine patent system. He also proposed removing apartheid-era visa
restrictions against Nelson Mandela and expanding President Bush’s
foreign aid program for HIV/AIDS victims.

"He is able to provide creative solutions or additional solutions
if the first don’t work," said Sen. Dick Lugar of Indiana, top
Republican on the Senate Foreign Relations Committee. "They talk
about show horses and work horses and Howard is clearly in the work
horse category par excellence."

When Lantos was Foreign Affairs chairman, he presided over dramatic
hearings and votes. He denounced Yahoo Inc. executives as moral pygmies
for cooperating with Beijing and he passed a controversial resolution
condemning the World War I-era killings of Armenians as genocide.

Berman’s goals seem dull by comparison: Regularly completing routine
but necessary legislation authorizing State Department programs,
rebuilding support for foreign assistance and public diplomacy,
addressing nuclear proliferation, examining dependence on Middle
East oil.

Berman’s most high-profile outing to date was an April hearing on
Iraq. An early Iraq war supporter who stuck behind it far longer than
most Democrats, Berman tried to draw out his witnesses, Gen. David
Petraeus and U.S. Ambassador Ryan Crocker, on how to effectively
withdraw troops if U.S. voters choose that approach in November.

When Petraeus and Crocker demurred, Berman remarked, "Well, then I’m
not going to beat that horse anymore," and changed topics.

Berman doesn’t support the firm withdrawal deadlines backed by many
of his Democratic colleagues. He says he would never have supported
the war knowing what he knows now, but blames himself, not the Bush
administration, for making an error in judgment.

"The lesson learned for me was challenge yourself and your own
predispositions more on some of these things, and challenge the
evidence more. I wasn’t sufficiently skeptical," Berman said.

Democrats and Republicans say Berman takes a collaborative approach. He
negotiated $20 billion more in foreign HIV/AIDS assistance than the
White House requested, according to Rep. Donald Payne, D-N.J. The
proposal passed the House and is pending in the Senate.

Rep. Lamar Smith, R-Texas, said that when Berman approached him about
the Mandela’s visa restrictions, his initial reaction was that the
U.S. should be adding people to the terror list, not taking them
off. Berman talked him around.

"He knows how to negotiate," said Smith. "He’s willing to take half
a loaf rather than a full loaf, and then come back for more later on."

NKR President said.

"Nagorno Karabakh Republic is the main party to conflict and it has
priorities like other foreign states," Bako Sahakian said.

According to NKR Prime Minister Ara Harutyunyan, population density
will become the principal goal of the republic’s national security
doctrine, Vedomosti Russian newspaper reports.

"Azerbaijani Foreign Minister Elmar Mammadyarov insists on
determination of Karabakh’s status within Azerbaijan after ‘withdrawal
of Armenian troops from the seized territories’. The U.S. Department
of State said in April it will not recognize Karabakh’s sovereignty,"
the edition says.

"The intention to secure high population density could be prompted
by the rumors that Armenia is ready to cede a part of Karabakh to
Azerbaijan," NKR parliament member Gegham Baghdasaryan supposed.

"According to official data, the population of Nagorno Karabakh makes
some 150 000, what is ten times less that in neighbor Armenia. The
government’s goal is to bring this figure up to 500 000 within
shortest terms.

Birth rate is also going up, with 14 children per 1000. Boost of
population can also help recognition of independence, as it was in
Kosovo," Ara Harutyunyan said.

Earlier, Armenia’s Foreign Minister Edward Nalbandian said that
Karabakh’s status will be determined through a referendum.

Meanwhile, deputy chair of the RF Duma international committee Leonid
Slutskiy said that Moscow stands for a solution under international
mediation.

Arzumanian’s Detention Prolonged For Two Months

Today women gathered in front of the RoA Appellate Court chanted
"Free Alik," "Free and Independent Armenia" for two hours. Meanwhile,
the Appellate Court rejected Advocate Hovhannes Arsenian’s claim
and decided to prolong Arzumanian’s term of detention for another
two months.

Advocate Hovhannes Arsenian had requested the Court to change the
restraint for a pawn as there are such precedents in the court
practice. The Court considered the Advocate’s claim during a closed
sitting.

"Alexandre Arzumanian was chased in 2007 as well. But he wasn’t
detained then," the said indignant advocate.

"They know quite well that Arzumanian has committed no crime. Courts
are fully defamed in Armenia. People no longer trust them. The
authorities show by their steps that they control courts." H

Hovhannes Arsenian is going to appeal to the European Court of
Human Rights.

On learning the Court decision the women gathered in the yard began
shouting "Shame on you!"

"Everything is clear. Our courts execute the orders of their
Excellencies Serzh Sarkissian and Robert Kocharian. Real criminals
are in freedom while innocent people are imprisoned," said a woman.

Arzumanian’s wife Melissa Brown wasn’t taken aback by the decision. "I
am confident that all political prisoners will be set free by
a political decision as they are detained for their political
dissent. Today’s court sitting was a farce, a circus show. Everybody
knows who the real lawbreakers are. The political prisoners are simply
punished for loving their country.

The participants of the Armenian women movement directed to the court
of general jurisdiction of Kentron and Nork-Marash communities to
hear the verdicts of the other political prisoners.

Orphange Leavers Face Serious Problems

Six leavers of the "Huys" Orphanage, Gyumri, have been involved in
the "Programme of Orphanage Seniors" of the RoA Ministry of Labour
and Social Affairs.

The director of the orphanage Ruben Markossian says that the programme
covers two phases. Some leavers will get flats by July, others –
by the turn of the year.

The programme of providing the orphanage leavers with dwelling
places was passed long ago but so far only one senior got a flat. The
orphanage after Fridtjof Nansen has got six leavers but they still
live in the building which, according to the director, arouses
problems between children of various ages in view of communication
and dwelling space. The director says that the children’s fate is
also most concerning.

Three of them go to college, the other two have finished a
hairdresser’s course. 17-year-old Samvel Bernetsian works in the
orphanage as an educator.

The orphanage will have seven more leavers next year and they will
face more problems, say the director.
