ANTELIAS, MAY 22, ARMENIANS TODAY – NOYAN TAPAN. The sixth
international conference of the Dialogue of Religions was convened in
Doha, the capital of Qatar, on May 13-15 under the patronage of Qatar
Emir and with the participation of over 200 guests, who had arrived
from 30 countries. The conference was organized by the Interreligious
Dialogue Center of Doha.

The Catholicosate of the Great Cilician House, which was represented
by Archbishop Sepuh Sargsian, the Primate of the Armenian Diocese of
Tehran, was also invited to the conference. The main subject of the
conference was "The religious values with a prospect for peace and
respectful life."

Primate Sepuh took an active part in the proceedings of the conference,
at the same time met with the representatives of the delegations
arrived from different countries, telling them about the positive role
of the Catholicosate of the Great Cilician House in the development
of the interreligious dialogue and increase in productiveness.

Means From State Budget To Be Allocated To Ra Former President Rober

YEREVAN, MAY 22, NOYAN TAPAN. A certain sum will be allocated from
the 2008 state budget to Robert Kocharian, the former President of
the Republic of Armenia, for building a private house on his own
right. In addition to this, the Mayor of Yerevan has been ordered to
give office space and corresponding sum for reconstructing the space
to Robert Kocharian. This statement was made by Karine Kirakosian,
the Head of the Department of the State Property Management under
the RA government, at the May 22 sitting of the RA government.

It should also be mentioned that the allocations will be made
according to the amendment recently made to the law on "Payment,
Service and Security Provision of the RA President". According to
another amendment of the same law, RA former presidents will be given
life pension, which will make the 80 instead of former 75 percent of
the salary of the current president.

YEREVAN, MAY 22, NOYAN TAPAN. The RA National Assembly on May 22
approved the annual report on execution of the 2007 state budget with
84 votes for and 4 votes against. In accordance with a previously
expressed position, the members of "Heritage" faction voted against
the report’s approval.

The National Assembly adopted in the first reading the bill on property
of members of an apartment cooperative society with invalid foundation
documents and the bill on status of private residential houses in
Yerevan with no documents confirming their right. The latter bill,
in particular, solves the issue of further status of 15-20 thousand
residential houses and annexes, which were registered as of May 15,
2001 and the documents confirming the right of these houses and
annexes are either not retained or absent.

of Mr. and Mrs. Veideman was held in the RA Embassy of Germany on
April 25.

As they inform from the Hayastan All-Armenian Fund, receiving the
guests Karine Ghazinian, the Ambassador of the Republic of Armenia
to Germany, expressed gratitude to Mr. and Mrs. Veideman for the
assistance they have shown to Armenia for the past years. These
donations, which are directed at the educational and health programs
in Armenia and Artsakh, are being implemented through the Hayastan
Fund local body of Germany.

Jilber Momjian, the Chairman of the local body of Germany of the Fund
once again thanked the benefactors for supporting Armenia, handing
a silver plate to Mr. and Mrs. Veideman on behalf of the local body
of Germany of the Fund as a sign of gratitude.

Representatives of the local body of Germany of the Hayastan fund and
the Armenian community of Germany also took part in the event. "We feel

semi-final of the Eurovision – 2008 international contest, which was
held late in the night of May 20, entered the final stage. Among the
representatives of the 19 countries, which took part in the first
semi-final stage, the representatives of 10 countries, including
Russia, Norway, Israel and Azerbaijan, gained access to the final
stage due to the sms messages and calls of TV watchers.

It should also be mentioned that the second semi-final of the contest
will take place on May 22 and the final one on May 24.

UAF’S 147TH AIRLIFT DELIVERS MILLION OF AID TO ARMENIA

GLENDALE, MAY 22, ARMENIANS TODAY – NOYAN TAPAN. The United Armenian
Fund’s 147th airlift arrived in Yerevan on May 17, delivering over
million of humanitarian assistance.

The UAF itself collected .9 million of medicines and medical supplies
for this flight, donated by the Catholic Medical Mission Board (.4
million); AmeriCares (.4 million) and Direct Relief International
(,000).

Other organizations which contributed goods for this airlift were: Dr.

Stephen Kashian (,000); Foundation Semra Plus of Switzerland (,000);
Orthopedic Technique & Rehabilitation of Switzerland (,000); Gregory
H.J Park (,000); Harut Chantikian (,000) and Howard Karagheusian
Commemorative Corp. (,000).

Also contributing supplies to this airlift were: Armenian Relief
Society (,000); Fund for Armenian Relief (,000) and Armenian General
Benevolent Union (,000).

Since its inception in 1989, the UAF has sent 6 million of humanitarian
assistance to Armenia on board 147 airlifts and 1,575 sea containers.

Institute Assessing Influence Of New Laws On Public Interests To Be

INSTITUTE ASSESSING INFLUENCE OF NEW LAWS ON PUBLIC INTERESTS TO BE INTRODUCED IN ARMENIA

YEREVAN, May 22. /ARKA/. An institute assessing the influence of new
laws on public interests will be introduced in Armenia on January 1,
2009. This is the first such institute in Armenia, RA Minister of
Justice Gevorg Danielyan said.

"We have been talking of the necessity to introduce such an institute
for quite a long time. The concept of the institute first appeared
about two years ago, and Armenia will be the first country in the
region and CIS to introduce it," Danielyan said at the government
meeting.

According to the Justice Minister, once the law takes effect all the
new laws and government decisions will pass eight special examinations
for corruption risks, consonance with the Constitution and other laws,
possible environmental and social influences, as well as the influence
on small and medium-sized businesses. Corresponding ministries will
provide their assessments within 15 days.

"De facto this system is operating in Armenia today but it needs to
be fixed de jure," the minister said.

Prime Minister Tigran Sargssyan stressed the necessity of such an
institute which is sure to change the activity of ministries making
them work with higher responsibility with draft laws. However, this
should not be a fictitious institute so it needs a great deal of
serious preparation work, the premier said.

Sargssyan said only high-class professionals will be hired since it
is not quite easy to give such a serious assessment.

"Often calculations show that a new law should not be adopted, since
it takes more expenses than produces positive influence.

Government unveils long-term energy plans, but public is angered by
rising gas prices.

Raisa Gabrielian, who lives in Stepanakert, the capital of Nagorny
Karabakh, tries not to think about next winter. Her monthly salary
of 65,000 drams, or 210 dollars, is the only income for her family
of four. Now that the price of gas is going up, she says, the money
will only cover basic household expenses.

>From June 4, the price of gas in Nagorny Karabakh will rise from
59 to 84 US cents per cubic metre. Although the government of the
unrecognised republic is planning to diversify its energy sources to
make the region less reliant on gas imported from Armenia, the steep
price hike will hurt the population in the short term. For ordinary
consumers, gas will now cost nearly three times as much as in Armenia.

Artsakhgaz, the region’s gas supplier, announced the price rise on
May 1, but failed to inform the Nagorny Karabakh government commission
that regulates public utilities.

The director of Artsakhgaz, Maksim Mirzoyan, told IWPR that the
price increase was a result of the ending of government subsidies –
a process that parallels what the authorities in Armenia have done –
rather than because of the international price of gas.

After Artsakhgaz’s announcement, taxi-drivers in the local capital
Stepanakert, who run their cars on compressed natural gas, raised
fares from 100 to 120 drams per kilometre, with the minimum cost of
a ride going from 500 to 600 drams.

Vache Adamian, who chairs the public utilities commission, said the
far rises were "patently illegal" as taxi drivers had not in fact
been hit by any price rise.

He added, "Taxi services are not yet under our control and we can’t
intervene."

Stepanakert resident Vardges Babayan said there was little people
could do about the taxi fares.

"I know I’m paying this money for no good reason, but there’s nothing I
can do," said Babayan. "Who can you complain to that you’re being made
a fool of? They’ll just say that they are a private [taxi] business
and that if you don’t want to pay the money, don’t get in the car."

Above a set volume, bulk consumers of gas will continue paying the
old price, but domestic users, taxi drivers and the like do not use
enough to qualify for the reduction.

Artyusha Karapetian owns a shop selling household goods in
Stepanakert, and predicts that his customers will become less keen
on gas appliances.

"Gas stoves used to be a very popular product," said Karapetian. "But
after the price rises, people will probably stop heating their
apartments with gas."

Gas is the commonest fuel used for heating in Nagorny Karabakh,
which has been isolated from the outside world and can only be
reached Armenia since the end of the war in 1994. Around 70 per
cent of the population use gas, with the rest who tend to live in
the more remote villages mainly heating their homes with firewood,
which is widely available.

To make Nagorny Karabakh more self-sufficient, prime minister Ara
Harutiunian has announced plans to compensate citizens and to exploit
other sources of energy.

"The government will try to ease the burden on gas consumers with some
kind of compensation," he said. "In the future, gas will no longer
be the main energy source for Karabakhis. Over the next few years,
we will become a country that produces its own energy, allowing us to
sell electricity to our citizens at a reduced price and also perhaps
to neighbouring countries, thereby circumventing the rise in gas
prices on the international market."

On May 13, Harutiunian announced that the Mataghis reservoir, located
in the north of Nagorny Karabakh and currently in a very poor state
of repair, had been handed over to the Artsakhges company, which will
construct a series of five small hydroelectric power stations over
the next two to three years. The intention is the power stations will
provide for all of Nagorny Karabakh’s energy needs.

In the meantime, other products are also becoming more expensive.

Prime Minister Harutiunian said this was good news for Karabakh
farmers. "We are an agricultural country but we often hear complaints
from farmers that they cannot sell their crops at a reasonable price
and aren’t earning a profit," he said. "Because of the price rises,
our farmers are now pleased with the results of their work."

Seventy-year-old pensioner Karo Gevorgian is furious.

"How can I be happy? What are they doing with people?" he asked. "They
put up the pension by a tiny amount and everything else has become
many times more expensive. How can I live like this? They are driving
people to their graves."
