YEREVAN, 30.04.08. DE FACTO. Preparations for the celebration of May
9 – the Day of the NKR Defense Army, 16th Anniversary of liberation
of the town of Shoushi and Victory in the Great Patriotic War –
are being held in the Nagorno-Karabakh Republic.

The celebrations will start on May 8 by holding a solemn meeting in
Stepanakert. On May 9 the representatives of the Republic leadership,
supreme commanding officers of the Defense Army and public will visit
the Memorial complex of the NKR’s capital city and honor the memory
of the killed in the Great Patriotic and Karabakh wars.

The delegation of the NKR officials will also visit Shoushi and put
flowers at the monument to the tank, which was the first to burst
into the town during its liberation in May 1992, to the Monument to
Vazgen Sargsian and visit the Khazanchetsots Church.

In the evening the NKR President Bako Sahakian will hold a solemn
reception at the NKR government.

The meetings of the Great Patriotic War’s veterans and the Artsakh
war’s participants, sport competitions and festive gatherings in the
streets will also be held within the frames of the festivities. The
celebrations will finish by a concert and fireworks at the Stepanakert
Revival Square.

/PanARMENIAN.Net/ The hearing for the 19 suspects in connection to the
murder of Hrant Dink, the editor-in-chief of Agos bilingual newspaper,
continued in Istanbul’s 14th High Criminal Court.

It is being investigated into whether Veli Kucuk, arrested as suspect
in links with Ergenekon, visited Yasin Hayal in prison.

The attorneys for the Dink family stated that Veli Kucuk visited Hayal
in jail after the event. The attorneys asked Hayal: "Did you get to
know him after meeting with Veli Kucuk in jail?" Hayal responded:
"They also know that this did not happen." It was stated that a
letter was sent to both the Istanbul Bayrampasa and Trabzon prisons
to receive detailed information on Veli Kucuk’s visit to see Hayal.

The court has decided to send a written request for the investigation
into the claim that Veli Kucuk met with Yasin Hayal, while he was
serving time for the McDonalds bombing, Sabah Turkish newspaper reports

confirmed official Yerevan’s willingness to continue Karabakh talks
on the basis of OSCE MG recent proposals.

Addressing the National Assembly today, the Minister remarked that
"Azerbaijan’s readiness is also essential for continuation of the
peaceful process."

"The statement adopted by the Armenian parliament is appropriate,
since the recent moves of the Azeri side could not but cause an
adequate reaction," he said, adding that passage of the Azerbaijani
resolution in the UN General Assembly "has become an obstacle in the
peaceful process," Mediamax reports.

YEREVAN, 30.04.08. DE FACTO. According to a decree of the
Nagorno-Karabakh Republic government, in connection with the Day
of the NKR Defense Army, the 16th Anniversary of the liberation of
the town of Shoushi and the Victory in the Great Patriotic War the
process of granting lump sum monetary assistance to separate groups
of population started in the NKR.

The invalids of the Great Patriotic War and the persons equating with
them will be given 16,000 drams each, the participants of the Great
Patriotic War’s combat operations – 13,000 drams each, the persons
equating with the participants of the Great Patriotic War and widows
of the killed in this war – 11,000 drams each. Besides, the families
of the servicemen killed during the NKR’s defense will be given 16,
000 drams each.

The persons, who became invalids while serving in the NKR, will receive
10,000 drams each, single non-working pensioners – 5, 000 drams each.

90 million 114,000 drams have been allocated to the NKR Ministry of
Social Security from the NKR state budget with that end in view.

April 30 (Bloomberg) — Turkey’s parliament altered a law to ease
curbs on freedom of speech, a step designed to advance the nation’s
bid for European Union membership.

The assembly in Ankara approved the changes to article 301 of the
penal code today by 250-65, Deputy Speaker Meral Aksener told lawmakers
after the vote in a televised address.

Article 301 has drawn criticism from the EU after prosecutors used it
to try hundreds of people for "insulting Turkishness," including Nobel
Prize-winning novelist Orhan Pamuk and Armenian editor Hrant Dink,
who was later shot and killed by a Turkish nationalist. The EU says
it may halt Turkey’s membership talks if it fails to meet the bloc’s
standards for democracy.

"This is certainly a step in the right direction, but I think a lot of
people in the EU would have liked the clause to have been withdrawn
altogether," said William Hale, author of a 2002 history of Turkish
foreign policy, in a telephone interview from Istanbul. "It all depends
how the law is applied. Other countries in Europe have similar strange
laws on their statute books, but they are rarely, if ever, applied."

Parliament today removed the reference to "Turkishness" in the
law, instead inserting a clause allowing court prosecutors to try
defendants if they insult the Turkish nation. Prosecutors must seek
approval from the Justice Ministry before starting an initial probe
which might lead to charges.

Trade Embargo

Turkey is inching toward EU membership and has started talks in six
of 35 policy areas and completed one. The EU blocked discussion of
eight of these so-called "chapters" to protest Turkey’s trade embargo
against the Greek-speaking Republic of Cyprus, an EU member.

The European Commission, the EU’s executive arm, welcomed the "step
forward" and "looks forward to further moves to change similar
articles in order to ensure that ungrounded prosecutions stop,"
said EU Enlargement Commissioner Olli Rehn.

"Now the Turkish authorities should focus on implementation of the
reform to guarantee full freedom of expression for Turkish citizens,"
Rehn said in an e-mailed statement issued by his office in Brussels.

Turkey is facing opposition to its membership in the EU from
politicians including French President Nicolas Sarkozy, who says the
nation isn’t European enough in terms of its geography.

`Half Hearted’

Human rights groups say the changes to 301 don’t go far enough and
say the article should be struck from Turkey’s law books altogether.

"The government’s half-hearted revision is a real disappointment,"
said Holly Cartner, Europe and Central Asia director at New York-based
Human Rights Watch, in a statement on the group’s Web site on April
17. Turkey "has missed an important opportunity to reinvigorate the
reform process and underscore its commitment to free speech."

People convicted of crimes under article 301 will now face a jail
sentence of between six months and two years, down from three years
in the old law. Judges may suspend the sentences.

The article has been used by Turkish prosecutors targeting people who
question Turkey’s denial of the so-called genocide of Armenians by
Ottoman Turks during World War I, or who criticize Turkey’s treatment
of its ethnic Kurdish minority.

Insulting parliament, the government, judiciary, the military or
the security forces still carries a jail term, according to the
amendment. Mere criticism of those institutions is not a crime,
the law states.

President Abdullah Gul must approve the legal changes before they
can be implemented.

Movsisyan met with head of the European Affairs Department at the
Chinese Ministry of Commerce, co-chair of the Armenian-Chinese
intergovernmental commission Sui Tunkaya, the RA MFA press office
reported.

Noting the potential of bilateral relations, the officials discussed
the first-ever Armenian-Chinese business forum to be held in Beijing
in June with participation of over 20 major Armenian companies.

They also referred to cooperation in energy, construction and heavy
engineering industry.

The commodity turnover between Armenia and China is reported to have
increased by 15%

countries don’t solve Nagorno-Karabakh, they’re going to end up
falling further and further behind the region because the region
is moving on," Condoleezza Rice, US Secretary of State, said in the
Peace Corps universal conference in Washington.

"Now, one of the problems has been that because of the situation in
Nagorno-Karabakh, all kinds of bad policies are tolerated, let me
put it that way, or excused by political leaders," she said.

She said there is still an important work to be done there to bring
that part of the Caucasus closer to standards that we thought they
were once meeting.

"I would love to see more volunteers in that part of the world, both
in places that are starting to move up and places that are still
mired in the kinds of problems that you have in Azerbaijan," Rice said.

The Turkish parliament early Wednesday passed amendments to the
infamous Article 301 of the criminal code which criminalizes "insulting
Turkishness" and which has been strongly criticized by the European
Union and human rights groups, reported the dpa.

Hundreds of writers and intellectuals have been charged under Article
301, the most prominent being Nobel laureate Orhan Pamuk and ethnic
Armenian journalist Hrant Dink who was murdered after being found
guilty of "insulting Turkishness".

The amended law replaces "insulting Turkishness" with "insulting the
Turkish nation", reduces the highest penalty that courts may give
from three years to two years imprisonment and makes it a requirement
that the justice minister must give approval for any court cases to
actually begin.

The European Union and human rights groups have long campaigned
for the law to be amended, but first reactions suggest that further
pressure will be put on the Turkish government to relax restrictions
on freedom of speech.

"This is just lipstick for the European Union", Eren Keskin of the
Human Rights Association told the Deutsche Press Agentur. "The guts
of the new article show no real changes that might affect the outcome
of a trial."

Keskin, who was found guilty in March under Article 301 of "insulting
the armed forces" for suggesting that the military has too much
influence in Turkey, said that with the new requirement that the
justice minister give permission for court cases to begin meant that
investigation periods will now be longer.

"I do not want changes. I want the article annulled," Keskin
said. "Stating your opinion will still be a crime".

Journalist and rights campaigner Ertugrul Kurkcu also criticized the
new law saying that there has not been any significant change.

"It still leaves a lot of space for judges to decide and give their
own definition of the demarcation line between criticism and insult,"
Kurkcu said. "The article should have been annulled, leaving no space
for prosecution of writers and intellectuals."

hopeful that that his upcoming meeting with the Azerbaijani Foreign
Minister Elmar Mammadyarov will be rich in content.

"This will be a familiarization but I hope that the meeting will
end in agreement to continue talks," Minister Nalbandian told the RA
National Assembly Wednesday.

He said he will inform the MPs of the details of the meeting.

Mr Nalbandian also remarked that concerns over the boost of
Azerbaijan’s defense expenses are not interference in internal affairs
of that country.

"In one of interviews I expressed doubt that the international
community will turn a blind eye to tenfold increase of a country’s
military spending.

Azerbaijan described my words as interference in its internal
affairs. However, the defense budget is not meant for domestic use,"
the Minister said, Novosti Armenia reports.

Boxing: Darchinyan Title Fight Put Back

April 30, 2008 VIC Darchinyan’s challenge to Russia’s IBF Super
flyweight world champion Dimitri Kirilov has been pushed back four
weeks to August 2, but the Australian will make an appearance of a
totally different kind next month.

Sydney-based Darchinyan, the current IBO super flyweight world champion
and former IBF and IBO flyweight world titleholder, was originally
scheduled to challenge Kirilov on July 5.

Their Las Vegas clash has been deferred four weeks to allow another
big super flyweight fight to appear on the card.

Filipino Glenn Donaire, the only professional to defeat Darchinyan,
is also scheduled to fight on the new date.

Darchinyan’s manager Elias Nassar revealed Donaire could challenge WBO
super flyweight world champion Fernando Montiel in the main support
bout on the card, which still has to be locked into a specific venue.

The deferral will give Montiel some extra time to recover from his
May 3 title defence against former Darchinyan victim Luis Maldonado.

Nassar revealed Darchinyan would be one of the boxers in the new
Prize Fighter Don King computer game which goes on sale next month.

He added that Darchinyan was the first Australian boxer to appear in
a computer game.

Darchinyan has spent the last month training in Armenia the country
of his birth and will return to Australia shortly.
