The Armenian market is preparing to appear before the world joint stock
community

The placement of the Armenian Stock Exchange (Armex) and the Central
Depositary of Armenia (CDA) under the auspices of the
American-Scandinavian stock exchange operator, NASDAQ OMX, was the key
event for the Armenian financial market participants last year. The
initiator of the deal, the Central Bank of Armenia, perfectly realized
that the market needed a push. So, it decided to usher the local
capital market into a new `commercially-oriented’ phase of development.
The market has rejected its `spoke-in-the-wheel’ self-regulation
principle and is looking forward to new work style under the world
renowned brand and most advanced technologies. The coordinator of the
reforms at Armex and CDA, representative of NASDAQ OMX Johan Fredholm
has told an ArmInfo correspondent about the development plans of the
market.

– Mr.Fredholm, as far as I know, your work in Armenia is part of your
policy on Eastern Europe and the Caucasus. NASDAQ OMX has obtained a
stake in the IXSP (International Exchange St.Petersburg) and is
negotiating for entering the market of our neighbor, Georgia?

– We are interested in expanding in Eastern Europe, in general. We are
talking to different stakeholders in many different markets and Georgia
is one of them.

In Armenia, we are actively reforming the market: there have been
changes to the charter of the companies Armex and CDA to transform them
into open joint stock companies. Now further changes are required
because of the new securities law: Armex and CDA have to submit new
rules before the end of June this year. But most importantly we will
improve the way Armex and CDA work, and work with other stakeholders to
develop the market.

– Are you planning changes in the listing and trading rules?

– We will develop them over time. For us it is very important that the
rules are adapted to the market development level and as the market
develops the rules will also be changed, but it is not possible to use
exactly the same rules in Armenia as in the Untied States or in Sweden.
We will review the rules many times and will make sure that they suit
the market at any given time.

The important thing is that this will make it possible for
international investors to invest in Armenia. For them, the most
important thing is that they trust the companies they invest in and
they trust the stock market they invest in. NASDAQ OMX will improve the
processes, enforce the rules and make sure that Armex and CDA are
trusted and work just as any other NASDAQ OMX company anywhere in the
world, . We will also have high requirements on the companies that list
here – they have to be transparent and provide good information. We
also have to make it easy for foreigners to invest from technology
point of view and from rules point of view

– What do you think, is the Armenian market attractive for foreign
investors?

– Already today there are lots of foreigners who are prepared to invest
in Armenia, but the big problem is actually that there are not enough
transparent, interesting companies with enough shares available to buy
on the stock exchange. Today, brokers have foreign investors who want
to buy shares but there is nothing to buy.

There are lots of foreign funds and other investors who specialize in
Eastern Europe. They are interested in finding investments here but
they cannot find shares to invest in.

An interesting example is IXSP (International Exchange
St.Petersburg)where we own a 33.3% stake. To a large extent, the same
kind of investors are interested in investing in Russia through IXSP
and in Armenia through Armex. The similarity between these two projects
is that there is trust in NASDAQ OMX and in what we do. We create good
markets where we operate and therefore we are interesting for listing
companies and for investors.

– How tough will your listing requirements be? I think they must be
tough lest investors might face unjustified risks?

– We will have high requirements for listing. In fact, we already have
different levels of listing, but unfortunately, today there are no Ð?
listed companies (with the toughest listing requirements). We will have
high requirements and it will also be in the interest of the issuers:
if you have high requirements and provide good information the
investors trust the company and will pay more for its shares. This is
the way we do listing, not just B or C listing but A listing with
highest requirements. It will give the issuers the highest price for
their shares. We will encourage them to do that and we will help them
to comply with these high requirements and this will make it much
easier for them to attract foreign capital.

– Quite recently you introduced a new investment instrument ` corporate
bonds. But the trade in these bonds is not very active. Why?

– Last year was very positive. We got bonds of five companies. Before
that we had zero. So, in that way it has been positive growth. Of
course, I hope there will be more bond issues. I also hope that the
companies issuing bonds will take the next step and issue shares. From
volume prospective and the stock exchange perspective, there is usually
much more activity in trading in shares than in bonds. Especially for
foreigners, investing in shares is much more interesting than in bonds
and there is much more capital to be found if you list shares.

– Are you satisfied with the clearing and settlement system?

– We are going to improve clearing and settlement as now it is too
complicated and will discourage investors and make the activity lower.

We will develop it first by improving the rules. We will then also use
technology solutions to make improvements. We will do all this. We are
right now planning exactly when and how we will do it. It is important
to improve the functions of the depository and the clearing settlement
process.

We have to move from pre-deposition to T+3 settlement, which is the way
we work on other NASDAQ OMX markets. This will be important.

– When will our market be ready for attracting investments?

From our side, we will do everything we can to improve the exchange and
depository. We also need companies who are prepared to list, and
release more shares and not only trade a very small percentage. There
are already companies who want to raise capital on the exchange. When
they do that we will help them with the listing procedures. We will do
what we can to help and convince them that it is a good idea.

– Will the currency exchange remain under the control of the Central
Bank?

– I cannot answer for the Central Bank. Of course, they are controlling
this sphere. What we can do is to make sure that we provide good
platform for currency trading, which is working well already now, and
we can provide a good platform for securities trading, and we think
investors will want to use that platform. The CB sees that it is useful
for the market and we make sure that the services we provide to the
market are working well

way to settle the conflict with Internet providers, Economy Minister
Nerses Yeritsyan said at an IT-Forum in the resort town of Tsakhkadzor
on 3 May.

He said that any restriction will lead to a relevant response by the
company and it is necessary
evaluate ‘whether we will win or lose’. He is sure that providers do
not think ‘globally’ when expressing their dissatisfaction with
ArmenTel. He assured those present that the government aims to form an
IT-society, which requires revealing and settling the key problem. It
is necessary to carefully analyze the demand and supply in the market
before making any specific decisions, the minister said. ‘Maybe it
would be reasonable for the providers to combine efforts to create an
alternative telecommunication network’, the minister said. The
government will not attract investments in creation of an alternative
network for it is the business of private companies. ‘It is already the
third or the fourth discussion in this format and no consensus has been
found so far. Unfortunately, we failed to interest either ArmenTel or
VivaCell and I think that such meetings should be continued>, N.
Yeristyan said.

The event organizers were the Union of IT Enterprises, Ministry of
Economy, and Competitive Armenian Private Sector Project (CAPS) funded

ArmInfo. "ArmenTel" CJSC keeps on retarding development of the
telecommunications market in Armenia even after voluntary refusal of
monopolies since October 1, 2007. The leaders of information and
telecommunication services of Armenia came to such a conclusion during
the forum held in Tsakhkadzor on May 1-3. The forum was organized by
the Union of IT enterprises, the Economy Ministry and the USAID
programme "Competitive Armenian Private Sector " (CAPS).

During the discussions, the forum participants said that after refusal
of the monopoly, "ArmenTel" began to refuse the Internet-providers of
letting its communication channels on lease, explaining this by the
fact that it also needs these channels for development. In fact,
refusal of monopolies released "ArmenTel" of any liabilities in
delivery of the communication channels, that incurred the providers’
displeasure. The problem is that there is one telecommunications
network in the republic which belongs to "ArmenTel" Company, which also
launched a provider business. Although the monopoly in the
telecommunications market has been cancelled de-jure, however it still
exists in fact. The forum participants call on the Armenian authorities
to impose legislative restrictions on the monopolist’s actions. In
particular, they offer to liberalize the so-called "last mile" –
connection from
"ArmenTel" network to the final user.

During the discussions, there were also other proposals on creation of
an alternative network as another way of the problem solution. The
proposals on use of the satellite and radio-relay communication were
not admitted by the forum participants, as it is more expensive and not
so reliable as the fiber-optic one. It was marked that such a
communication may be used only for the big corporate clients or in the
remote regions of Armenia, where there is no communication at all.

During the forum, the problems of the customs and tax legislation and
administration, the network security and education in IT-sphere were
discussed as well.

ArmInfo. Imagine Cup Software Design Interoperability Award will take
place at Tigran Mets hall of Armenia-Marriott Hotel on 5 May.

The event organizers are Micrsoft Armenia, Enterprise Incubator
Foundation (EIF), and the Competitive Armenian Private Sector Proejct
(CAPS) program of assistance funded by USAID. This year’s theme of the
competition was "Imagine a world where technology enables a sustainable
environment." For the first time this year the Armenian regions were
also involved into the event. As a result, 5 of the 9 developer teams
entered the final. Three best teams will be announced at the ceremony.

The winner will get an opportunity to represent Armenia at Imagine Cup
international competition in Paris in summer.

Representatives of the Armenian Government, the local and international
IT-sector, and rectors of local universities will participate in the
awarding ceremony.

ArmInfo. Public Services Regulatory Commission of Armenia (PSRC)
registered a fact of gambling on a rise of tariffs for liquid gas in
Armenia for the last 2-3 days by NGV-refuelling compressor stations due
to the stoppage of state subsidizing of internal gas tariffs on May 1.
By preliminary data, the sale price is much higher than the purchase
price.

There are 207 NGV-fuelling compressor stations in Armenia. The total
annual sale of liquid gas exceeds 285 million cubic meters.

Turkey may use Russian S-300 systems to build missile shield

TURKEY MAY USE RUSSIAN S-300 SYSTEMS TO BUILD MISSILE SHIELD

ANKARA, April 30 (RIA Novosti) – Turkey is planning to build its own
ong-range missile defense network by 2010 and may choose Russian-made
S-300 air defense systems as its main component, a local news agency
said on Wednesday.

The Turkish missile shield would include at least eight anti-missile
batteries meant to protect strategic targets from theater-range
ballistic missiles. The project includes an initial off-the-shelf
procurement of 4 batteries in a tender that will be announced in the
near future, the ANKA news agency said.

According to ANKA, the four candidates are Russia’s S-300,
U.S. Patriot PAC-3, Chinese FT-2000 and Israeli Arrow air defense
systems, all capable of destroying tactical ballistic missiles.Turkey
has already launched preliminary talks with the United States, Russia,
Israel and China regarding its plans to purchase its first missile
defense systems, worth over $1 billion.

"Russian [air defense] systems have many advantages over the
U.S. systems," the agency said. However, another Turkish media source,
the Turkish Daily News newspaper, said the U.S. Patriot "is seen as
the strongest candidate for Turkey, given the system’s success and
popularity and the close relationship between Turkey and the U.S."

The Patriot is the world’s only combat-proven tactical ballistic
missile defense system. It was widely used by U.S. troops during the
1991 Persian Gulf War.

Turkish Daily News said, however, that Russia had also offered Turkey
its latest S-400 air defense systems, which are used to protect the
skies over Moscow and other strategically important locations in
central Russia.Turkish officials have not confirmed the media reports.

Russia’s S-400 Triumf is a new air defense missile system developed as
an upgrade to the S-300 family. It has been designed to intercept and
destroy airborne targets at a distance of up to 400 kilometers (250
miles), or twice the range of the MIM-104 Patriot, and 2.5 times that
of the S-300PMU-2. The system is capable of destroying stealth
aircraft, cruise missiles and ballistic missiles with an effective
range of up to 3,500 kilometers (2,200 miles) and a speed of up to 4.8
kilometers (3 miles) per second.

Armenological Research Program of Michigan University (Ann Arbor) is
going to hold an international conference under heading "Georgia. The
making of a national culture".

The conference will be held in Michigan University International
Institute, on May 15-18, 2008.

More than 30 specialists from Georgia, Armenia, Russia, Turkey, Japan,
Canada and United States will participate in the conference.

It is informed that the conference will be held in the Series "Armenia
and its Neighbors", and sessions are open to the public.

VALMAR EXHIBITION OPENED

In the Armenian National Gallery Valmar’s (Volodia Margarian) works
exhibition opened yesterday.

Armenian Prime Minister Tigran Sargsian, Culture Minister Hasmik
Poghosian and many artists and art lovers participated in the opening
ceremony of the exhibition.

The PM mentioned that Armenia will become a culture center in the
region.

Valmar mentioned that he is going to exhibit his works abroad but
first of all he wanted to show them his people in order to warm their
souls.

Valmar was born in 1948 in Gyumri (Armenia). He is one of the students
of Ervand Kochar. He is a Member of the Union of Artists in Armenia
since 1976, also a Member of International Union of Artists (UNESCO)
since 1994.

Valmar’s works have been exhibited in the galleries and museums of
Armenia, Russia, USA, Italy, Japan and France.

During his 30-year creative life he has presented his works in 40
personal and 120 group exhibitions.

NKR PRESIDENT RECEIVED PILGRIMAGE GROUP

Today the president of the NKR received the group of
pilgrimage. The Meeting took place in the house of
culture and youth in Stepanakert. The member of the
pilgrimage were blessed by the Supreme Patriarch of
All Armenians and reached Shushi Saint Savor Church.

The president of the NKR said it is nice to meet
Armenians from all over the world in the group.
`History is the evidence of the fact that Armenians
managed to meet any problem when they were together
and joined. This initiative covers that element of
being together. It symbolizes the relation among
state-society-church,’ said the president.
