Azerbaijani and Armenian Ambassadors in Georgia to Meet in Central
Election Commission

Georgia, Tbilisi / Trend News corr. N.Kirtskhalia / On 5 May, a
meeting of Azerbaijani and Armenian Ambassadors will be held in the
Central Election Commission (CEC) in Georgia. According to CEC, the
Ambassadors will get acquainted with the situation of Azerbaijanis and
Armenians thickly populated in Georgia.

Ambassadors are interested to hold the free and democratic elections
in the regions and also to remove the pressure on Azerbaijani and
Armenian origin Georgian citizens.

Several incidents have already been observed in the Azerbaijanis and
Armenians residing regions and supporters of different political
forces.

The electorate registration process will also finish on 5 May.

On 21 May, the parliamentary elections will be held in Georgia.

OSCE to Monitor over Border Regions

Azerbaijan, Baku, 5 April / Trend News corr. G.Jabiyev / The
monitoring will be held by the personal representative of
Chairman-in-office of OSCE in the border regions located near the
Afatli village of Agdam region on 7th May, the Azerbaijani Defence
Ministry reported to TrendNews.

The conflict between the two countries of the South Caucasus began in
1988 due to Armenian territorial claims against Azerbaijan. Since
1992, Armenian Armed Forces have occupied 20% of Azerbaijan including
the Nagorno-Karabakh region and its seven surrounding districts. In
1994, Azerbaijan and Armenia signed a ceasefire agreement at which
time the active hostilities ended. The Co-Chairs of the OSCE Minsk
Group ( Russia, France, and the US) are currently holding peaceful
negotiations.

In 1994 Armenia and Azerbaijan signed a ceasefire agreement, and peace
negotiations are currently ongoing between the countries.

From the Azerbaijani side, the monitoring will be held by Pieter Ki
and Antal Herdich- Personal Representative of OSCE Chairman-in-Office.

From the Armenian side, the monitoring will be held by Imre
Palatinus, Irji Aberli and Jaslan Nurtazin- the Field Assistant to
Personal Representative of OSCE Chairman-in-Office.

Armenian armed forces fire on positions of Azerbaijani Army in several
directions

violated the ceasefire, Azerbaijani Defence Ministry’s Press Service
told APA.

Divisions of Armenian armed forces fired on the positions of
Azerbaijani Armed Forces near Gazakh and Tovuz regions with machine
and submachine guns from their posts in Chinari village of Berd region
and Noyemberyan region from 08.30 till 21.50 on May 4, Kuropatkina
village of Khojavand Region from 16.00 till 01.10 on May 5,
Tapgaragoyunlu village of Goranboy Region from 16.40 till 16.50.

The enemy has been silenced by reprisal fire. No casualties

Classmates and the heads of a Bristol academy and a primary school are
backing an Armenian family to stay in the city.

Anna Vardanyan and her children Mariam, 14, Norik, 11, and Gayana,
six, face being deported after living in Bristol for six years.

They were taken to an immigration centre at Gatwick airport after a
7am raid on their home in St George.

During their five-day detention, Mariam, a pupil at Bristol’s City
Academy, and her mother tried to commit suicide.

The family are currently back in Bristol awaiting instructions from
the Home Office.

A petition with more than 900 names has been collected from the City
Academy urging the Home Office to allow the family to stay.

Letters have also been sent from academy principal Ray Priest and
Mandy Milsom, head teacher at Summerhill primary school in St George
which Norik and Gayana attend.

The family, who have lived in Bristol since 2002, were due to be
deported to Azerbaijan – a country with which they have no connection
– on Tuesday, but were temporarily released after intervention from
the Armenian embassy.

Ms Vardanyan, 32, is terrified that if she is sent to Azerbaijan she
will be killed because of tensions between there and Armenia.

And she is worried they would be persecuted in Armenia because of her
family’s links with Turkey, two countries locked in conflict.

Ms Vardanyan said: "I will kill myself if I have to go back to Armenia
or to Azerbaijan.

"I am better off dead if it means that my children can have a good
life here.

"We are so happy in Bristol. Everyone is very friendly, and my
children go to school and are well-disciplined.

"Gayana was only two months old when she came here and Norik only
speaks English.

"This is our country now, and they can’t just take us away."

Ms Vardanyan told the Evening Post of the terrifying moment when eight
police officers came to take them away.

She said: "We were all asleep and suddenly there was a loud banging on
the door. Police came in carrying truncheons, gave us bags and told us
to pack our clothes up.

"Then they put us into a van with bars on it, like a cage for
animals. My children are not criminals – why treat them like that?"

Ms Vardanyan said the detention centre was "like a prison".

She said: "We were kept in one tiny room, but we couldn’t sleep and we
were frightened because we couldn’t lock the door.

"Norik cried for four days and said he would remember it all his
life. Mariam tried to cut her wrists with a pair of scissors and I
tried to stop the blood in my arm.

Since their return to Bristol the family has been championed by
Paulette North, a teacher at the City Academy and a member of Bristol
Defend The Asylum Seekers Campaign.

Ms North said: "This is an appalling case. We will be seeking to prove
that the family should stay here because they are part of our
community.

"They have been here for six years and should have the right to a
private and family life here.

"A solicitor is now making representations and a fresh application for
the family to stay."

A spokesman for the UK Border Agency said: "We do not comment on
individual cases.

"The Government has made it clear that it will take a robust approach
to removing people from the country where they have no legal right to
be here."

US State Department says Armenia is a country potentially vulnerable
to money laundering and terrorist financing schemes

Counterterrorism at the U.S. Department of State has issued Country
Reports on Terrorism 2007, which contains keen opinions about Armenia,
APA US Bureau reports.

The Armenia Report says: "Armenia’s warming relations with neighboring
Iran continued, with Armenia hosting official visits by Iranian
President Mahmoud Ahmadinejad in October and Iranian Defense Minister
Musrafa Mohammad Najjar in November. In addition to fostering closer
diplomatic ties, these visits served to solidify previous bilateral
commitments to develop joint energy and transportation projects. This
closer cooperation has made Armenia more reluctant to criticize
publicly objectionable Iranian conduct or join other UN member states
in advocating for sanctions on the Iranian regime. Although Armenia
continued to strengthen its counterterrorism capabilities and enhanced
its counterterrorism cooperation with the United States and other
international security organizations, its geographic location, porous
borders, and loose visa regime still provided ample opportunities for
traffickers of illicit materials, persons, and finances. Furthermore,
endemic governmental corruption, a significant organized crime
presence, and a large shadow economy made the country potentially
vulnerable to money laundering and terrorist financing schemes."

Earlier White House and State Department stated that they were
thinking about sanctions against Yerevan for its suspicious relations
with Iranian officials.

Azerbaijani and Armenian Foreign Ministers to have first meeting
tomorrow

Baku. Lachin Sultanova-APA. Foreign Minister Elmar Mammadyarov will
pay a business visit to Strasbourg tomorrow.

APA reports that the aim of the visit is to participate in the 118th
plenary meeting of the Council of Europe Committee of Ministers on May
7. Foreign ministers and secretaries of states of over 30 countries
will attend the meeting. The meeting will focus on the situation in
the south-east of Europe, Council of Europe’s recommendations on the
stability and security in Europe.

Slovakia will hand over the chairmanship of the Committee of Ministers
to Switzerland for six months.

On May 6 Elmar Mammadyarov will have first meeting with his Armenian
counterpart Edvard Nalbandyan. The ministers will exchange views on
the settlement of Nagorno Karabakh conflict. OSCE Minsk Group
co-chairs mediating in the settlement of the conflict will also attend
the meeting.

Armenian people should always be ready to resist any threat.

The due announcement was made by Armenian Defense Minister Seyran
Oganyan, visiting military parts in Tavush region of the country on
the Azerbaijani border.

"The people of Armenia should realize that this is our reality, we
locate in such a geopolitical region and are in such
military-political situation that we should always be ready to resist
any threat", said Oganyan.

Oganyan noted commenting on the announcements of the Azerbaijani side
about readiness of return the lands occupied by Armenians that their
purpose is "to prepare their people and settle internal political
problems".

"In this connection, we do not underestimate their activity and
transformations in their army. On the contrary, we draw certain
conclusions, in particular, for raising the combativeness of our armed
forces", said the Defense Minister.

According to the Armenian Foreign Minister, Armenian side maintains
the balance of powers in the sense of quality. Owing to this quality,
we have once won the war for national independence", said Oganyan.

Armenian Defense Minister: "Citizens, detained in Azerbaijan, tried to
escape from Armenian police"

Armenian citizens, detained in Nakhchivan (Azerbaijan) a week ago will
be deported to their country.

The due announcement was made by Armenian Defense Minister Seyran
Oganyan commenting on the detainment of four Armenian citizens on
April 28.

The Defense Minister announced that the detained are citizens of
Armenia, who arrived in one of the frontier military divisions of
Armenia, to meet their friend.

According to Oganyan, the incident was caused by the personal problems
between the servicemen-one of them invited his friends to settle these
problems. The clash occurred after their arrival and police was
called.

"After police came these people tried to escape. One of the cars
directed to the front positions and losing its way, found themselves
in Nakhchivan", said Oganyan.

"We have contacted the leadership of the due Azerbaijani military
part. The citizens of Armenia feel well and will be deported following
definite procedures", said Oganyan.

The Minister said that due conclusions should be drawn from the
incident, in particular, raise control over the educational works and
level of discipline, especially in interpersonal relations. "We are
ready to make conclusions. Criminal case has been investigated and
those responsible will be punished", said Oganyan.

Majesty King Abdullah II of Jordan gave an exclusive interview to
Azerbaijan State Telegraph Agency, AzerTAc, on the eve of his trip to
Azerbaijan. Here is the full transcript of the conversation:

Your Majesty, how do you evaluate the current relations between Jordan
and Azerbaijan?

King Abdullah: I would like to express my great satisfaction with the
strong brotherly relations between us that we have always been keen to
strengthen in all sectors in order to benefit our peoples. I feel our
enthusiasm is also shared by his Excellency President Ilham Aliyev,
whom I hold in great regard. I appreciate his relentless efforts to
achieve progress and prosperity for the Azeri people.

As you know I was honored to visit your country in August 2006, and in
July 2007 we were delighted to welcome President Aliyev to Jordan. We
are satisfied with the level of our bilateral relations, and we are
determined to advance and deepen them in all sectors, especially in
the economic and commercial fields.

During your visit to Azerbaijan two years ago, which you already
mentioned, and during President Aliyevs visit to Jordan last year,
several documents and agreements were signed. How do you evaluate the
impact of these agreements on cooperation between the two countries,
especially in the economic field? And in general what are the fields
where wider cooperation could be achieved?

As I mentioned before, the two visits were great opportunities to
define the areas where we could expand cooperation between our two
countries. The two visits reflected the mutual interest in building
strong, cooperative relations in all vital sectors, and the bilateral
agreements signed lay the ground for this constructive cooperation.

There are great possibilities to intensify and enhance cooperation in
the economic and investment fields, and to establish mutual projects
that make use of the two countries assets, expertise, and
distinguished geographical location, and that build effective
partnership between the Jordanian and Azeri private sectors. Jordan in
fact could be a springboard for Azerbaijan to Middle Eastern and
European and US markets. At the same time, we think that your country,
at the heart of Asia, could be connection point between the two
regions. I strongly believe that we have valuable unprecedented
opportunities to realize mutual benefits for us and to serve the
peoples of our two countries. We are still at the starting point, and
we hope to move with faster steps in this field.

Azerbaijan is considered an economic corridor between Europe and Asia
because of its distinguished geographical location. The importance of
its role will increase when the Baku-Tbilisi-Kars railway is
operated. What benefits could Jordan reap from this corridor?

We in Jordan realize the importance of your countrys geographical
location. This is a very important feature for strengthening the bonds
of economic and commercial cooperation between Jordan and Azerbaijan,
especially for increasing the volume of trade exchange. We think that
since the Asian and European continents possess tremendous recourses
and great natural riches, the states in these two continents should
strengthen the bridges of cooperation between them, especially as the
world copes with difficult economic challenges due to huge increase in
oil prices and the increasing demand on basic foodstuffs which have
also experienced unprecedented price increases.

To confront these challenges, we believe that intensifying cooperation
between our two countries in the first place, and between states in
the two continents, in the second place, is now a must and highly
desirable.

Our two countries play an important role in this regard.

Your Majesty, your friendship with his Excellency President Ilham
Aliyev is very strong. Does that strong friendship play a role in
strengthening bilateral relations between the two countries?

I am proud of my personal friendship with President Aliyev. We both
agree in our vision for providing a better future for the Jordanian
and Azeri peoples and realize their aspirations for progress and
development. We also share the belief that our two countries can
employ their capabilities in the service of our mutual interests. This
is always emphasized during official discussions, whether at the
summit level, or at the level of senior officials in the two
countries. In this context, I am looking forward to my upcoming visit
to Azerbaijan and to meeting President Aliyev to take another step on
the path of strengthening cooperation between our two brotherly
countries and dealing with all the issues that concern the Muslim
nation.

Your Majesty, how do you see the efforts exerted to realize peace in
the Middle East and South Caucasus areas, especially that Your
Majestys efforts in this field are highly appreciated in Azerbaijan?

It is common knowledge that the Palestinian problem is the core issue
in the Middle East conflict, and it is our conviction that solving the
other interrelated issues in our region depends on our ability to find
a just and permanent solution to the conflict in Palestine. Failure to
realize this goal will only bring more turbulence, violence and
destabilization to the region. We are in continuous contact with all
the concerned parties to encourage Palestinians and Israelis to
overcome obstacles to negotiations on all the final status issues, in
order to establish an independent Palestinian state in the West Bank
and Gaza. In this context, we emphasize that the permanent and just
peace we seek should be based on international resolutions and the
Arab Peace Initiative. This means Israel should refrain from adopting
unilateral policies. Paramount among the things that need to happen is
that Israel needs to stop its aggression against the Palestinian
people in Gaza, to end the siege, and to immediately stop settlement
activities on Palestinian land, so that conditions will be appropriate
for resuming negotiations between the two parties. We hope, at the
same time, that the international communitys support of peace efforts
in the region will continue, including support from the members of the
Organization of the Islamic Conference.

As for the developments related to consolidating security and
stability in South Caucasus, we support every serious endeavor to
ensure that this strategically important region enjoys security and
stability. In this context, we understand Azerbaijans position
regarding the Nagorno-Karabakh problem, and we support every sincere
endeavor to find a peaceful solution for this territory that would be
acceptable to the conflicting countries, and that is based on
dialogue, understanding and reaching a common ground between
Azerbaijan and Armenia that guarantees their respective rights.

Ex-inmate argues with Dubai judge in warden case

Dubai: A frightened former inmate from Egypt and a judge had an
argument in court on Sunday because the former inmate was afraid he
would not be sent back to Egypt if he had to testify now.

The Egyptian completed his sentence last week and will be deported.

The judge warned the 28-year-old Egyptian that his imprisonment would
be extended if he refused to testify before the Dubai Court of First
Instance’s bench of three judges.

The argument between the frightened inmate, S.J., and Presiding Judge
Fahmi Mounir lasted about five minutes.

S.J., who is an essential prosecution witness in the case of 25 prison
wardens being tried for abusing their authority and beating inmates,
persistently told Presiding Judge Mounir: "I repeat the statement I
made before the Public Prosecution. I don’t want to testify because I
just completed my punishment and I want to get deported. I am afraid
if I testify I won’t get deported."

"You have to testify. The court and the Public Prosecution are
different things. I will extend your detention if you keep on
refusing," warned the judge.

Eventually S.J. agreed, and testified: "I was hit by three suspects. I
was forced to lie on my stomach while they beat me."

When asked by the judge to identify who beat him from among the 25
wardens who were present at courtroom four, he pointed at two of the
defendants.

Defence lawyers, including Khalifa Al Salman, Ali Mosabah, Amal Bakri,
Kawthar Marwan, Samir Jaafar and Nabih Badr, also questioned
S.J. during the 9am hearing.

The Public Prosecution charged some of the accused with abusing their
power and beating 41-year-old Armenian inmate, S.K., who was later
deported. He sustained a ten per cent permanent disability to his
spinal cord.

Other building

"I didn’t see anyone beat S.K. because he was detained in another
building. Some inmates alleged that S.K. was beaten, while others
claimed he fell down the stairs," said the Egyptian witness.

The accused, excluding the former director of the prison, were all
charged with injuring inmates by using excessive force against
them. The former director and one of the lieutenants were charged with
inciting the others to commit violent and abusive acts.
