RA Foreign Minister Edward Nalbandian left for France today upon the
invitation of the Foreign Minister of France Bernard Couchner.

In the framework of the visit Minister Nalbandian will have a meeting
with the Foreign Minister of France Berbard Couchner to be followed by
a joint press conference. The Minister will also meet with the
President of the French Senate Christian Poncelet.

On May 6 Edward Nalbandian will leave for Strasbourg to participate in
the 118th session of the Committee of Ministers of the Council of
Europe, where he will deliver a speech.

The same day Minister Nalbandian will meet the Co-Chairs of the OSCE
Minsk Group and the Foreign Minister of Azerbaijan Elmar Mammadyarov.

During the stay in Strasbourg Edward Nalbandian will have meetings with
the OSCE Secretary General Marc Perrin de Brichambaut, the Secretary
General of the Council of Europe Terry Davis, the President of the
Parliamentary Assembly of the Council of Europe Luà – s Maria de Puig and
the President of the European Court of Human Rights Jean Paul Costa.
Minister Nalbandian is also expected to meet with the EU Commissioner
for Human Rights Thomas Hammarberg and members of the Ago Monitoring
Group of the Council of Europe.

Minister Nalbandian will have meetings with a number of Foreign
Ministers of Council of Europe member states.

ArmInfo. Armenian Parliamentarian from Heritage opposition party
faction Zaruhi Postanjyan advises President of Armenia Serzh Sargsyan
to propose Parliament to declare amnesty for all the arrestees on the
case of 1 March unrest.

The parliamentarian said at Pastark Debate Club that the necessity of a
dialogue between the authorities and the opposition is much spoken off
at present. Nevertheless, not only opposition activists but also their
relatives and friends and even the relatives of the killed on 1 March
are called to the Police and subjected to tiring interrogations. Some
of the relatives of the 10 killed on 1 March intend to appeal to the
European Court for Human Rights in Strasbourg. ‘If the authorities
really want to display their readiness for a dialogue, the president
should declare amnesty’, Postanjyan said.

At the request of ArmInfo to comment on the continuing verdicts on
conditional punishments on the 1 March criminal case, Z. Postanjyan
called this ‘an artificial demonstration of good will by the
authorities. Amnesty is necessary since even conditional punishments
are punishments and may become areason for appealing to the European
Court’, she said.

Z. Postanjyan stressed that Levon Ter-Petrosyan’s supporters also
intend to appeal to the European Court for Human Rights against the
official result of the presidential election in Armenia.

Postanjyan expressed indignation with May 5 statement of the ruling
political coalition. To recall, one of the items of the statement
expressed regret "in view of the refusal of "Heritage" party leader
Raffi Hovannisian to take part in the work of the interdepartmental
working group created in view of adoption of PACE Resolution N 1609".

Commenting upon the this statement item, at ArmInfo’s request, Z.
Postanjyan said that R. Hovannisian was invited for participation in
the work by phone by Head of RA president’s administration Hovik
Abrahamyan. For his part, "Heritage" party leader said that he will
absent from the republic during the group’s work, for family and
professional reasons, Z. Postanjyan said.

Nevertheless, R. Hovannisian expressed readiness to enter a dialogue
with the president and the formed working group, if necessary.
Moreover, R. Hovannisian proposed the candidacy of the faction
secretary Stepan Safaryan for participation in the daily work, the
parliamentarian said. "Having not responded to Safaryan’s candidacy,
the authorities have immediately disseminated an information, according
to which we allegedly refuse of cooperation. And who says that this
working group should be represented just by Raffi Hovannisian?", Z.
Postanjyan expressed her indignation.

Dmitry Medvedev has been sworn in as Russia’s third president since the
collapse of the Soviet Union in 1991.

The inauguration ceremony was held in the Kremlin front of 2,400
guests. Mr. Medvedev, 42, won a landslide victory in the March
elections.

The inauguration ceremony was held in the Kremlin’s magnificent St
Andrew’s Hall.

It began with an honour guard bringing in the symbols of the
presidential office.

Vladimir Putin then made a short speech, describing the handover of
power as "a hugely important stage" for Russia.

"It’s extremely important… to continue the course that has already
been taken and has justified itself," said Mr. Putin, referring to his
eight years in power.

Mr. Medvedev then took an oath on a red-bound copy of the Russian
constitution.
In a brief speech, he pledged to work for "a better" Russia, ensuring
"civil and economic freedom."

Mr. Medvedev also stressed he would "pay special attention to the
fundamental role of the law".
He also thanked Mr Putin for his personal support, saying he hoped he
would enjoy such backing in the future.

A 30-gun salute was then fired from the Kremlin embankment to mark Mr.
Medvedev’s inauguration.

Barack Obama has scored a clear win in the Democratic presidential
primary in North Carolina, while Hillary Clinton has narrowly won the
Indiana primary.

Senator Obama won 56% of the vote in North Carolina, while Senator
Clinton won 51% of the vote in Indiana.

Both votes were the final major Democratic primaries which help decide
the party’s White House candidate.

Neither scored a knock-out blow, but analysts say Mr. Obama’s lead
looks increasingly unassailable.

Mr. Obama is leading the race in delegates who will choose the
presidential nominee by 1,840 to 1,684, according to the Associated
Press news agency.

President Serzh Sargsyan today received members of members of the
Committee of Veterans and the Council of Veterans of the Great
Patriotic War. Addressing the veterans, the President said: `First, I
want to heartily congratulate you on the occasion of the Victory Day
and congratulate all those who participated in achieving that victory.

Of course, in such cases we first of all address those who struggled
against the evil and achieve victory for all of us.

"We have met many times, you know my opinion. I have always been saying
that if there wasn’t your example during the Great Patriotic War, the
example of our grandfathers, we would not manage to defend out
Motherland, defend our independence and territorial integrity in the
contemporary history. Thus, I’m very grateful to you for your service
and the work you have been doing after the war in educating, bringing
up the younger generation. Your personal example is very important in
their patriotic upbringing.’

The veterans discussed with the President a number of issues connected
with their social security. They stated that the attention and care for
the veterans has considerably increased over the past years. Serzh
Sargsyan assured that the remaining problems will also find solution
soon.

MOSCOW, May 7 (RIA Novosti) – Russia’s President Dmitry Medvedev, who
was inaugurated earlier in the day, has submitted Vladimir Putin’s
candidacy for prime minister to the State Duma, a presidential
spokesman said on Wednesday.

Medvedev has also signed a decree for the government to resign in line
with the Russian Constitution. However, the government will continue
performing its duties until a new Cabinet is formed.

At least 226 votes are required to confirm the former president’s
appointment to premier.

The ruling pro-presidential United Russia party, which has 315 seats in
parliament, the ultranationalist LDPR party and the Kremlin loyalist, A
Just Russia party, with 40 and 38 votes, respectively, have already
promised to support Putin. The Communist Party, which has 57 seats,
announced on Tuesday that the probability that they would vote against
was quite high.

If approved for the post of premier Putin will have to submit to the
president proposals on the structure of federal executive bodies and
candidatures for deputy prime ministers and federal ministers within a
week.

Medvedev asked Putin to take up the premier’s post last December on the
condition that he was successful in the March 2 presidential polls.
Putin agreed to accept the proposal after the votes had been counted.
The lower house of parliament will consider his nomination on Thursday.

Later on Wednesday, Putin will hold consultations with the leaders of
Duma factions and groups.

Putin will also become head of the ruling United Russia party, and
analysts are at a loss as to how this ‘power-sharing’ will play out.

MOSCOW. (RIA Novosti political commentator Tatyana Sinitsina) – The
last day of Vladimir Putin’s presidency, May 6, was crowned with an
impressive achievement – Russia and the United States signed an
agreement on civilian uses of nuclear energy.

This is an extraordinary event – the two sides waited for it for over
18 years. Experts consider this document very important and believe
that it can take bilateral energy relations from the political to the
economic sphere.

The agreement was signed by the head of Rosatom (Russian Federal Atomic
Energy Agency), Sergei Kiriyenko, on the Russian side, and by the U.S.
Ambassador to Russia, William Joseph Burns, on the American side. This
is a framework agreement, which creates a legal foundation for
normalizing bilateral cooperation in civilian uses of nuclear energy.
The Russian company Tekhsnabexport will be able to directly supply U.S.
nuclear power plants with uranium produced from plutonium.

Few people know that almost half of American nuclear power plants run
on Russian fuel, and have already become addicted to it because of its
high quality and cheap price. This practice started in Soviet times,
during perestroika. Russians were not charging exorbitant prices, which
was attractive to American nuclear business, but serious trouble
started in 1991. It was provoked by Russia itself, which supplied a lot
of uranium to the world market, thereby sharply reducing prices. This
resulted in an anti-dumping campaign against Russia, which led to trade
restrictions and a prohibitive 112% tax by the U.S. Department of
Commerce.

As a result, Russian uranium is currently being supplied to the United
States only through the USEC Corporation, an American intermediary.
Supplies were delivered under the Russian-U.S. HEU agreement, which is
valid until 2013 (the agreement on the conversion and sale of uranium
extracted from nuclear weapons). This situation was not good for either
side – both Americans and Russians understood that it was better to
deal with each other without intermediary agents.

Two years ago, Kiriyenko started talks with the Americans in order to
get direct access to Tekhsnabexport’s American partners. At the same
time, the matter was brought to court, which was a success – uranium
conversion was recognized as a service rather than product, and could
not be subject to an anti-dumping investigation. The court ruled that
the 112% tax would become invalid in 2011. Obeying the verdict, USEC
cancelled the anti-dumping investigation against Russian uranium
supplies, which had lasted for 18 years.

Credit for this goes to the two presidents – Vladimir Putin and George
W. Bush. Acting in the interests of their countries, they instructed
their governments after the St. Petersburg summit in 2006 to find a way
out of this predicament. Yet, the Americans did not hurry too much. The
way out was found only two years later, on the last day of Putin’s
presidency.

Vladimir Zhidkikh, a member of the sub commission on nuclear energy of
the Federation Council Committee on Natural Monopolies, said, "In the
past, the development of mutually advantageous partnership between the
United States and Russia in civilian uses of nuclear energy was
inhibited by political restrictions, but now fears of the Iron Curtain
no longer restrict their cooperation."

The world community welcomes any agreement on cooperation between the
two great powers (which are seen as rivals anyway) because this is a
gesture in favor of peace. Apart from the pragmatic bilateral
component, the new agreement has a global achievement – it reduces the
risk of the proliferation of nuclear weapons.
