The prices of houses in Karabakh are soaring. Since the end of the
previous year the value of one sq m in Shushi has gone up from 95.5
to 182 dollars, or by 80.1 percent.

According to the NKR State Cadastre, the prices have jumped in
Stepanakert, almost by 41.6 percent. The price per sq m has gone up
from 524 to 742 dollars. An almost 30 percent growth was reported
in Askeran, from 131 to 170, 27 percent in Martuni, 25.4 percent in
Martakert and 23.1 percent in Hadrut.

It turns out that the cheapest houses are in Martakert where you have
to pay 81.5 dollars for each sq m. And the most expensive apartments
are in Stepanakert and Shushi.

During the meeting of the members of the Hayrenik delegation to the
parliament Prime Minister Ara Harutiunyan told about large-scale
programs in the energy sector. He said in 2008 about 800 million
will be invested and small water power plants will be built. The
prime minister said ordinary citizens can become shareholders of the
business projects. He also said the country may start to export energy.

Since we were absent at the meeting we do not know whether the
prime minister was asked the following questions: is there a stock
exchange where the pensioners of Karabakh can buy shares? After all,
in Karabakh we speak about the stock market with great reservations.

Secondly, which countries is Karabakh going to sell electricity? To
Azerbaijan which is at war with us or Iran which is building together
with Armenia a major water power plant on the Arax?

Prime Minister Ara Harutiunyan met with the members of the Hayrenik
faction which he used to head before appointment to the post of
premier. During the meeting the prime minister noted that the only
way to slow down the growing prices of food is the development of
local production.

For this purpose, according to Ara Harutiunyan, the government makes
effort to develop production of wheat.

On May 16 President Bako Sahakyan met with a group of veterans of
the Great Patriotic War led by the chair of the Council of Veterans
of War and Work Aram Martirosyan.

The president informed that from July 1 the monthly bonus to their
pensions will be raised. By the way, a few days ago the Armenian
government decided to raise the bonus from 10 thousand to 20 thousand
drams.

Nagorno-Karabakh Republic had a great contribution to the Great
Patriotic War. Each third inhabitant of Karabakh which is 45 thousand
people participated in the war. Of them only 22 thousand returned.

Of those 22 thousand veterans only 1050 are alive now. Of them 307
live in Stepanakert.

The apartment buildings built on Tumanyan and Azatamartikneri streets
in Stepanakert over the past few years comply with seismic regulations,
said the deputy director of the Eastern Service of Seismic Protection
Arkady Grigoryan in an interview with Karabakh-Open.com. He also
noted that the Business Center which is being built not far from
the foreign ministry, as well as the nine-story building on Tumanyan
and the houses for army officers near the military registration and
enlistment office in Stepanakert.

Arkady Grigoryan says the conclusion is made after a corresponding
checking.

In answer to the question if there were any breaches and if so, what
action is taken, Arkady Grigoryan said seismic regulations were ignored
in the construction of the house of the National Assembly. According
to the project, there was to be a dome weighing 100 tons which was
a breach of seismic regulations. After the conclusion of the service
the dome was replaced by a lighter one.

Arkady Grigoryan also told about the apartment building for officers in
Martuni. The building did not comply with the regulations. Currently
a new project is being worked out, which takes into consideration
the requirements of seismic protection.

The deputy director thinks that construction projects must be studied
by the seismic service. According to him, last year the service
received 55 requests for conclusion on reconstruction projects from
citizens last year.

On May 17, 2008 the first forum of the Karabakh-based NGOs will take
place in Stepanakert which will analyze the activities of NGOs in
Karabakh, discuss the prospects of their development in NKR, and
priorities in shaping a civil society in Nagorno-Karabakh Republic.

The Forum will bring up the issues of the role and participation of the
civil society in solving national problems NKR is facing. Proceeding
from this, the main topics of the Forum are the NGOs and the democratic
process in NKR, the NGOs and social and economic development in NKR,
NGOs and external relations of NKR, NGOs and the government.

The Forum is held with the assistance of the NKR government, the
initiative and financial participation of several NGOs and the NKR
Center of International Cooperation.

FROM SPRINGS TO TAPS: STEPANAKERT MUNICIPALITY PROMISES RESIDENTS WATER SUPPLY

In early May Stepanakert municipality announced a tender for a
reconstruction project of the city’s water supply system and promised
the residents to have all the documents ready for modernization of
the system within the coming months.

Stepanakert’s water supply system, inlayed in the 1930s, has long
ceased to meet the needs of the city with a population of 50,000. The
majority of residents have running water for 2 hours every other
day. In rainy weather water gets turbid, in winter pipes freeze,
in summer, when rivers becomes shallow, the city is left without water.

Four Armenia-based organizations applied for the tender, with their
projects of how to provide Stepanakert with steady water supply.

A joint project of Yerevan Engineering University and Armvodproekt
Institute won the tender, however it’s not clear yet how the project
is going to be funded. It is only known that the project will be
carried out by state budget and other means.

This year the water situation in Stepanakert has been especially
bad. Most of the city hasn’t had water since the New Year- when
the weather got unusually cold for Karabakh. Not only pipes, but
water mains froze. It was only after the spring thaw that people had
water again.

"We carry water from nearby springs," says Narek Grigoryan, a resident
of Armenavan region in Stepanakert. "We have two 40-liter canisters
ready in our basement. We use them both in summer, when we have running
water only once a week, and in winter. This winter we didn’t have
tap water for two and a half months. Then the whole street was dug,
and never asphalted again. Now we are waiting for summer again. They
say it’s going to a hot one."

The presence of water tanks on roofs or in basements, as well as
of pumps, has become a symbol of prosperity and comfortable life
in Stepanakert.

However even those are of little help in a winter as severe as the
past one.

Frozen tanks broke, and water burst out, flooding upper stories of
the houses.

During every election or appointment of the capital’s mayor loud
promises were made about water. Some 10 years ago the municipality
tried to solve the issue by means of creating a circular plumping
system and construction of new pump stations. But no tangible results
have been felt so far.

Vodokanal (water channel) company has drawn the authorities’ attention
to the dilapidation of the whole system (some facilities were built
in 1930) and spoke about a cardinal solution of the problem.

Mayor of Stepanakert Vazgen Mikayelyan stressed that works will be
carried out at the filtering stations, reservoirs, as well as the
main Gaybalin water supply system. All the pipes will be replaced by
new ones. The open sectors of Gaybalin water supply system will be
inlayed on a depth that matches defined norms.

Recently businessmen from Moscow visited Stepanakert and promised
to make major investments in the water supply system. "Hayastan"
All-Armenian Fund also promised to assist the project.

The city authorities promise that by summer residents will have
running water every day for 6 hours, and round-the-clock supply-
sometime in the future.

The director of Vodokanal Vladimir Arzumanyan says that Stepanakert
water comes from rivers Traget, Meghraget, Vararakn. Besides, the
city has 3 pump stations supplying water to several districts of
Stepanakert.

"The city gets from 78-80 liters of water/second, residents have 1,5
hours of running water per day," he says.

Arzumanyan says that the population uses water wastefully: "Of
course people have tap water only every other day and have to store
water. They install tanks, don’t watch how much water they use, and
water goes to sewage, when a part of the population doesn’t get water
at all."

"The issues can be solved by installing mass water meters," he says.

"We haven’t managed to complete the installation process yet, as the
pipes are old, and accidents happened at the water stations all the
while." Loss of water makes 70-80 percent because the pipes are in
a pitiful state.

During the war (1991-94) subversive acts were one the means of
putting pressure on Stepanakert. All water sources (river heads)
were located near Azeri villages. Or, rather those villages were
built near the sources.

Before Shushi was reclaimed by the Armenians, the Gaybalin filtering
station was blown up three times. People were forced to carry water
from springs under the hail of shells and bullets.

"We would reuse the same water 3 times. First we bathed our children,
then made the laundry in that water, then washed the floors with
it. Later the situation improved, but I am dreaming of a day, when
I don’t have to run home from work at 6 p.m. because it’s a ‘water
day’," says a resident of Stepanakert Anna Avagyan.

a daughter company of "COMSTAR-Obyedinenniye TeleSystems" (Comstar
United Telesystems) in Armenia launched services on registration of
domain names in Armenia’s .am national zone, the Press Service of
"COMSTAR-Obyedinenniye TeleSystems" reported.

"Cornet-AM" signed a contract with AMNIC registrator (Armenia Network
Information Centre) entitling the Armenian operator to independently
register top-level country domain names in .am zone, says the press
release.

"Today most of our users are corporate clients who attach importance
to high-quality service and a set pf additional interesting services,"
the General Director of "Cornet-AM" Boris Demirkhanian said.

According to him, modern companies often need to have a webpage. "We,
being one of the biggest Internet operators in the country, can offer
this service now," Demirkhanian said.

Domain.am is the official domain of Armenia established in August 1994.

According to AMNIC, over 1,000 websites are currently registered in
the .am zone.

"COMSTAR-Obyedinenniye TeleSystems" (COMSTAR-OTS, LSE: CMST) is the
biggest operator of united telecommunication services in Russia and
the Commonwealth of Independent States.

On May 16 RA Foreign Minister Edward Nalbandian received the US
Assistance Coordinator for Europe and Eurasia Thomas Adams.

Greeting the guest, the Foreign Minister attached importance to
the development of multifaceted relations with the United States
and taking steps towards the deepening of friendly partnership and
cooperation between Armenia and the US.

The interlocutors discussed the programs implemented by the US Agency
for International Development and the Millennium Challenge Corporation
and their perspectives.

Reference was made to the post-election developments in Armenia. In
this regard, Tom Adams underlined the necessity for unbiased and
correct assessment. For his part, Minister Nalbandian reconfirmed
the resoluteness of the Armenian authorities to implement democratic
reforms, since it is the path of development chosen by the Armenian
people.
