ARMENIAN PREMIER SAYS TAX AND CUSTOMS OFFICERS SHOULD ABANDON OLD WORKING METHODS

YEREVAN, May 16. /ARKA/. Armenian Prime Minister Tigran Sargssyan
said Armenian tax and customs officers should no longer use their
old working methods.

"The priority task is to overcome the psychological complex of tax
and customs officers. They must learn to work with new methods giving
up the old ones, including those with direct business involvement,"
Sargssyan said at a meeting of premier-affiliated Business Support
Council.

When tax and customs officers come to a mutually beneficial agreement
with businessmen, it is then the government that suffers most.

"This psychological complex should be overcome which is quite a
difficult task" Sargssyan said. The government is going to toughen
the punishment for abuses meanwhile sharply raising the salaries paid
to the employees of these services.

A social package ensuring a long-term job and high salary will
be suggested to the employees, the premier said. "It is much more
preferable to have a stable and long-term job than jeopardize their
jobs and succumb to temptations," the premier emphasized.

Among other participants of the meeting were Vahram Barseghyan,
Chief of the State Tax Service and Acting Chairman of the State Tax
Committee, Ashot Shahnazaryan, Chairman of the State Commission
for Economic Competition Protection, as well as AEPLAC Armenia
Office Director, EBRD Armenia Office Director, Chairman of the
Armenian-Canadian Chamber of Industry and Commerce, Chairman
of the NKR Union of Manufacturers and Businessmen, Armenian
businessmen and representatives of different associations and public
organizations.

At 10:30 today morning employees of Panorama.am information website
found the gate of their office at 34 Khorenatsi unlocked. One of the
banisters was broken into pieces.

They immediately realised that the office had been robbed.

The coordinator of the website Lala Ghazarian told A1+ that some
computers, equipment, photographic apparatus and the computer holding
the archives had been stolen.

She also informed us that they saw no grounds for the robbery.

"This is a mere robbery. I don’t want to draw conclusions. The
investigation will reveal the details," said the editor of the website
Ara Saghatelian.

Presently the police are making inquires on the spot.

Assistant superintendent takes job in Pasadena

Educator who has been with Glendale Unified for 30-plus years calls
move her `toughest decision.’

GLENDALE – Alice Petrossian, the assistant superintendent who oversees
educational services for the Glendale Unified School District’s 20
elementary schools, will leave the district this summer to take a
position as chief academic officer of the Pasadena Unified School
District, the districts announced Friday.

Petrossian, who has been with Glendale Unified for more than 30 years
and has been in her current position for 11, will oversee everything
on the education side, from prekindergarten to secondary education, in
her new role in Pasadena, she said.

The move is a promotion for Petrossian, as her new position is akin to
that of a deputy superintendent, a position that Glendale Unified does
not have, according to Glendale school officials.

But it wasn’t an easy one for her to make, Petrossian said, as she has
such a long-standing connection to Glendale schools as a professional
and parent.

`It was probably the toughest decision in my life,’ she said of her
recent career move.

Pasadena officials started pursuing her about the job more than a
month ago, and were patient with her while she made up her mind, she
said.

`They finally convinced me that there was a lot that needed to be
done, and I was the one to do it,’ she said.

Pasadena Unified Supt. Edwin Diaz’s vision was an important factor in
her decision to take on the new post, she said.

`He would like to make sure that the students in Pasadena have access
to the most rigorous curriculum and the opportunity to achieve and
meet their potential,’ she said.

`Those are the kind of things we’ve worked on in Glendale.’

Petrossian’s new job is a `key leadership post critical to the
execution of academic improvement strategies to raise student
achievement,’ according to Pasadena Unified.

The job entails working with the superintendent to realize student
achievement, working with stakeholders to refine instruction, and
target services to meet all students’ needs, according to the school
district.

Petrossian’s decision won’t likely be easy for others in Glendale
schools whom she has advised and mentored.

`It’s always hard to replace people who have really grown up with the
district and have really led the way,’ said Joanna Junge, the
district’s director of special projects and intercultural education,
who has worked with Petrossian for years.

Junge views Petrossian as a mentor.

`I just admire so much everything she’s done for the English learners
in the district in particular,’ Junge said.

Petrossian started her education career as a teacher in Northern
California.

She has been with Glendale Unified since 1977, as a specialist in
bilingual education and as the director of intercultural education,
among other positions.

She has helped bring a diverse community together, school board
President Joylene Wagner said.

And she has always maintained her commitment to putting children
first, said Janet Buhl, principal of Verdugo Woodlands Elementary
School.

`We’re going to miss her dearly,’ Buhl said.

Petrossian will certainly aid Pasadena in reaching its goals, as she
has done in Glendale, Supt. Michael Escalante said.

`Alice has done a tremendous job for the district over many, many
years,’ he said.

`This is a great opportunity for her to move to the next level.’

YEREVAN, May 15. /ARKA/. The Yerevan Brandy Factory intends to purchase
at least 30,000 tons of grapes in 2008, Executive Director of the
Yerevan Brandy Factory closed joint stock company Cedrik Retailleau
said at his meeting with Armenian Minister of Agriculture David Lokian.

In 2007, the company purchased about 30,000 tons of grapes and this
year the purchase volume will not be less impressive, Retailleau said
as quoted by the Press Service of the Ministry of Agriculture.

The Executive Director of the company said that the sales of Armenian
cognac have substantially grown especially in Russia, Kazakhstan,
Ukraine and a number of European countries. The factory plans to
increase the grapes purchase volume this year, particularly in Tavush
region where a workshop will be established for preliminary processing,
he said.

The meeting participants stressed the importance of passing a law
about production of alcoholic drinks made of grapes to review the
current wine-making technical regulations. Retailleau proposed to
set up a wine-making association using the French experience.

According to Armenia’s Ministry of Agriculture, 240,000 tons of
grapes crop is expected this year against the last year 220,000 tons,
including 144,000 tons purchased by processing enterprises.

The Yerevan Brandy Factory was founded in 1887. The current factory
complex was put in operation in 1953. In June 1998 the factory joined
the Pernod Ricard group, an international corporation owning a number
of famous trademarks of alcoholic drinks and ranking the second in the
world in production and sales of alcoholic drinks. The Pernod Ricard
purchased the Yerevan Brandy factory for $30mln at an international
tender.

today calling on the President and Secretary of State to urge Turkey
to lift its 15-year blockade of Armenia and outline concrete steps
taken by the Administration in that effort, reported the Armenian
National Committee of America (ANCA.)

Titled the "End the Turkish Blockade of Armenia Act," the legislation
notes that "Turkey’s ongoing blockade of Armenia does not promote
regional security and prosperity, thereby undermining the short-term
and long-term policy objectives of the United States." It goes on to
cite that the "Department of State has estimated that the blockade is
inflating Armenia’s transportation costs by between 30 and 35 percent,
thereby stifling its trade and economy.

" The resolution, in addition to calling for the immediate lifting of
Turkey’s blockade, would mandate that the Secretary of State "submit
to Congress a report that outlines the steps taken and plans made by
the United States to end Turkey’s blockade of Armenia," within thirty
days of the bill’s passage.

"We need to step up pressure on Turkey to lift the draconian blockade
of Armenia, permitting Armenian businesses to fully participate in
the global economy and assisting Armenia’s integration into Europe,"
explained Rep. Schiff.

"Turkey’s illegal blockade of Armenia represents a violation of
international law, a clear hindrance to U.S. regional interests, and
an immoral action intended to economically isolate and impoverish the
Armenian people," stated ANCA Executive Director Aram Hamparian. "We
welcome Rep. Schiff’s leadership in demanding Congressional oversight
of any concrete steps the Administration has taken to pressure Turkey
to lift its blockade."

The Schiff resolution is similar to legislation introduced in the
109th Congress (H.R.3103), which secured 14 cosponsors. In the
110th Congress, Rep. Schiff is lead author, along with Reps. George
Radanovich (R-CA), Anna Eshoo (D-CA) and Congressional Armenian
Caucus Co-Chairs Frank Pallone (D-NJ) and Joe Knollenberg (R-MI)

President Serzh Sargsyan received Tom Adams, Coordinator of the
US assistance to the countries of Europe and Eurasia at the State
Department, President’s Press Office reported.

The President of Armenia stressed the importance of strengthening
relations with the United States incorporating them in the context
of economic development, strengthening of democracy and regional
stability.

The two sides spoke about the post-election situation in Armenia
and stemming issues. They also spoke about the future activities
of the Millennium Challenge Corporation. Tom Adams noted that the
American side has some apprehensions regarding possible changes in
the indicators which serve the base for this program.

Noting that program-supported projects have been designed by the
Government and are mainly directed toward the reduction of poverty
and leveling down the uneven development of the city and rural areas,
President Sargsyan said that we wish to continue our cooperation with
the Millennium Challenge Corporation.

Speaking about the economic and political indicators, which define the
eligibility for the program, Serzh Sargsyan said that regarding the
economic indicators there are no setbacks. Tom Adams agreed, noting
that macroeconomic indicators have been good indeed and continue to
remain as such.

The parties discussed the political indicators and current political
processes. The President of Armenia stressed the importance of
assessing the situation accurately. Tom Adams underlined the necessity
of conducting in-depth analyses regarding the indiscretions which
took place during the elections and post-election events.

Addressing the President of Armenia, the high-level American
official said, "The Administration of the United States want you to
succeed. Washington has high expectations regarding your performance
and we are confident that you can be a strong leader who will undertake
significant steps to move the country forward."

The Memorial erected in the French city of Valence in memory of the
1 500 000 victims of the Armenian Genocide of 1915 in the Ottoman
Empire, was desecrated in the night from 14 to May 15, 2008. An
illegible inscription painted in black covers the monument base,
independent French correspondent Jean Eckian informed Radiolur.

Coordination of the French Armenian Organizations from Drome-Ardeche
area’s (COADA) took a complaint to the Police station of Valence.

In November 2005, Valence became the stage for clashes between the
Turkish and Armenian communities.

Since January 2008, seven Armenian memorials have been vandalized
in Saint-Chamond, Creteil, Lyon, Valence (France); Cardiff (UK.),
Budapest (Hungria) and Lvov (Ukraine).

to participate in the Elite Round of the UEFA European Under-19
Championship together with the teams of Armenia, Spain and Turkey. The
tournament will kick off on May 22.

the State Kremlin Palace in the framework Days of Armenian Culture
in Moscow festival.

French singer of Armenian origin Charles Aznavour, actor Armen
Jigarkhanyan, writer Andrey Bitov and conductor of the Russian National
Philharmonic Orchestra Vladimir Spivakov received the award for their
contribution to development of Armenian culture and art.

The renowned French singer could not attend the ceremony. The statuette
in form of a vine will be handed to him later, in the Russian Embassy
in Paris.
