`AZERBAIJAN DOES NOT DARE TO TAKE A BOLD STEP’

`Armenia and Azerbaijan do not come to an agreement on some
inadmissible questions. None of the sides can take a step without
distinct political will-power. The Azeri side doesn’t want to
demonstrate political will-power. They don’t dare to take a bold step
to break the ice between bilateral relations, RA Foreign Minister
Vartan Oskanian said on June 29.

Vartan Oskanian condemned Azerbaijan’s militaristic announcements.

The sides get into contact through mass media, and it affects the
negotiation process, he said.

`It is well known that the sides did not come to an agreement on the
Minsk group Co-Chairs’ proposals made in St. Petersburg. I am
convinced that the foreign ministers will soon meet to decide their
further steps.’

Vartan Oskanian did not refute that the dispute has reached a
deadlock. `We should move ahead sticking to the document
provisions. The document covers all the principles of the conflict
resolution – status, security issues and territories. None of them
should be left out. The principles must be admissible for the two
sides. I won’t speak of any issue unless the NKR sovereignty and
status are determined.’

Today the National Assembly passed the amendments to two laws which
endanger RFE/RL’s further activity. This controversial government
bill can end RFE/RL’s Armenian-language broadcasts. The bill has
aroused great public concern and claims amid the opposition and mass
media.

fate.

During our previous polling we tried to find out whether Armenian
residents will vote for oppositionists’ joint candidate whoever it
might be.

59% of our respondents will vote for and 33 % against the joint
candidate.

Over 8 % couldn’t give a definite answer.

On June 29, 2007, the US Embassy in Armenia dedicated the installation
of four Laser Shot shooting simulators at the Training Center and
Police Academy of the Republic of Armenia. The dedication ceremony took
place at the Police Training Center in Kanaker. Present at the ceremony
was Artashes Andriasyan, Head of the Training Center, Eduard
Chibukhchyan, Head of the Training Department of the Police Academy,
William Douglass, Transnational Crime Affairs Officer at the US Embassy
in Yerevan, and representatives of Laser Shot, Inc.

The US Government invested over $95,000 dollars to purchase the
simulators and provide training for technical personnel at the Academy
and the Induction Center through the US Embassy’s International
Narcotics and Law Enforcement Affairs Office.

The Laser Shot simulator systems donated by the US Embassy will be the
first in Armenia. Police personnel will use live-action videos to
simulate life-threatening situations. The trainees will use laser guns
to simulate live fire exchanges. The systems will train Armenian law
enforcement personnel in tactics, marksmanship and combat skills in a
safe, controlled environment.

This project is only one part of the US Government’s comprehensive law
enforcement assistance program in the Republic of Armenia. The U.S.
Embassy in Yerevan was the largest contributor by far to the renovation
of the Kanaker Police Induction Center and is the biggest contributor
to the development of new curricula in that facility. The Embassy has
renovated a number of other buildings in Armenia’s law enforcement
community, such as the National Bureau of Expertise, the Border Guards
Training Facility in Yerevan and the Vanadzor Customs House training
center. The Embassy has donated equipment for training in many areas,
such as physical conditioning, and we have also donated equipment for
the computer infrastructure in all these facilities. The Embassy is
working with the Government of Armenia to establish a nationwide,
computerized border management information system and a nationwide
computer network for the police. The US Embassy’s International
Narcotics and Law Enforcement Affairs Office provides about $3 million
a year in law enforcement assistance to Armenia.

Commenting on Azeri President Ilham Aliyev’s meeting with a group of
Armenian and Azerbaijani intellectuals, Azeri political scientist
Zardusht Alizade declared: `It’s a positive fact that the head of state
left aside the completely ineffective policy of ignoring the Armenian
society and started doing what the Azerbaijani society has been doing
for a long time, i.e. launched a dialogue with representatives of the
Armenian society.’

`It will help accelerate the resolution of the Karabakh conflict,
abolish the tension and hostility, restrict the opportunities of
various Western and Russian forces to play on the hostility between the
Armenian and Azerbaijani peoples,’ he told Novosti-Azerbaijan. In
Zardusht Alizade’s words, `at least the two peoples will be given a
small chance to better understand each other.’

Armenian Foreign Minister Vartan Oskanian assessed as `extremely
positive’ the visit of the Azerbaijani Ambassador Polad Bulbuloghlu to
Nagorno Karabakh and Armenia. The Foreign Minister declared this at a
press conference today.

`One of the obstacles of the talks is the lack of trust between the two
peoples. It must be restored by all means. Without restoration of trust
it will even more difficult to reach concessions. I view the
Ambassador’s visit in this context and positively assess the
delegation’s visit to Stepanakert, Yerevan and Baku, the Minister
noted. In his words, the Armenian delegation returned from Baku early
morning. The Minister said Armenian Ambassador to Russia Armen Smbatyan
also highly appreciates the joint visit. `I hope that this initiative
will be continues,’ the Minister added.

RA CC will continue hearings on the claim of a deputy candidate from
the 36th single-mandate district Mushegh Saghatelyan.

To recall, the hearings on the claim of M. Saghatelyan, who required to
cancel the results of voting in the 36th district and call reelection ,
started on June 25.

During the hearings, representative of the claimer Gevork Minasyan said
that according to the decision of the district election committee from
May 17, 2007, a non-party Mkhitar Varagyan, who
gathered over 14,000 votes, was announced a winner at the election, the
second place was taken by representative of the "Prosperous Armenia"
party Mushegh Petrosyan, who gathered over 13,000 votes, the third
place was taken by a non-party Mushegh Saghatelyan, having gathered a
bit more than 7,000 votes. As the claimer’s representative said, the
true number of inaccuracies during the
voting is not 131, as indicated in the final Protocol of the 36th
election committee, but 9 632, i.e. more than the difference in the
votes among the candidates, that is a good reason to cancel
the voting results and call a reelection. However, during the hearings,
the claimer’s representatives could not give a distinct answer to the
question of CC Head Gagik Haroutyunyan: "What these digits are
confirmed by, where have they been taken from". Having heard the
defendant’s party, RA Constitutional Court announced a three-day
interval to study the final protocols of the voting in 26 of 59 polling
stations of the 36th single-mandate district in RA Shirak region.

An Interview with Head of OSCE Yerevan Office, Ambassador Vladimir
Pryakhin

Activity of Yerevan Office of the Organization for Security and
Co-operation in Europe (OSCE) is considered most successful among the
OSCE participating States. It has become possible due to your personal
merit, particularly, your active involvement as the Head of the OSCE
Yerevan Office, and your successful co-operation with local authorities
. How effective do you consider Office activities nowadays?

Over the last 3.5 years activities of the Office have expanded and
become effective, which is evident not only from office activities’
indicators, but in the first place due to Armenia’s current state.
Armenia is a full-fledged national and sovereign state, enjoying
authority, respect and recognition of the world community. Significant
(positive) changes are observed in the country: the country has
reformed its state and political structure turning from a country with
strong presidential system into a parliamentary-presidential republic.
This is, undoubtedly, a progressive step forward in line with the
present political realities. The country politically has become more
stable and the authority of the government has considerably grown,
which is a positive moment, indeed. In future, I’d like to see
development of the civil society and mass media, so that they can find
their place in the political process. Speaking politically, Armenia
needs to make another step towards development of pluralistic forms of
statehood and democracy.

The best guarantee of the Office’s success is the mutual desire of the
OSCE and the Republic of Armenia on the state and public levels for
cooperation, adoption and dissemination of OSCE values and standards
throughout Armenia, for democracy and freedoms, as well as new
democratic institutions, cannot be imposed from outside. It requires a
serious, deep and sincere desire for modernization, integration to
European values, which is evident here. There is no political force in
Armenia that would be against this. Naturally, it helps the Office`s
work.Which were the priority areas of the OSCE’s activity in Armenia
when you headed the Office? What essential tasks have you accomplished
during these years?

The Office contributed to the structural reforms in the country. We had
worked with the Armenian authorities on the Constitutional amendments
for a long time. Now, 1.5 a year later, one can say that it was a
successful contribution to the country’s development in very
complicated conditions. The Constitutional amendments have made the
country’s political structure more advanced despite of some subjective
factors. Besides, the request of the Armenian authorities and many OSCE
participating States for increasing the economic and ecological
component of our Office’s activity has been largely met. Now, more than
one-fourth of our budget is spent on economic and ecological projects.
Aarhus movement, the so-called `green democracy’ movement, has been
successfully implemented in Armenia because the right to environmental
information is one of the fundamental human rights. Currently, we have
9 Aarhus Centres throughout Armenia opened with our support.Moreover,
we have responded to the request of the Armenian authorities to assist
in elimination of rocket fuel component nicknamed mélange, which has
been stored in Armenia since 1989. We have succeeded in the
implementation of this project due to close co-operation with local
authorities and support of the international community. The
implementation of this project is nearing completion. It is 872 tons of
environmentally hazardous substance. By eliminating melange Armenia has
become an example for other states, also as solving global problems.

The Office also has its contribution to the work on electoral
legislation. Does the present Electoral Code meet the European
standards or it needs further improvement? Yes, the Office contributed
to the country improving the electoral legislation. Now, it allows
conducting free and fair elections if there is a political will. It
does not mean that the document needs further improvement. One should
not overdo it, as continuous changes may become an obstacle to the
election process itself, the work of commissions, and even to voters.

What do you think of the present political culture in the context of
the past elections? How would you assess the general political and
social situation in the country?

The situation is more stable, people are more confident in their
future, in general. I’d call the situation as favorable. Despite the
disagreements between isolated political segments, there is a national
consensus on basic issues of the country’s development. It is positive,
indeed. However, there is also a negative part or a task for the
future.

Thus, the system of political pluralism in the country needs
improvement in order for both the parliamentary and non-parliamentary
political forces have an influence on the political process and
decision-making. Returning to the one-party system of the past years,
which brought nothing good should not happen. At present Armenia has
grown to the level where the fight for power can and should take place
through making comparisons of constructive programmes of
social-economic development of the country. Thus, just declaring
conceptual views of the policy, and particularly, the social policy,
and a proposal for raising pensions and improving the electricity
supply system, for instance, are not enough. Such programmes must be a
basis for comparison of political platforms and a serious claim for
power. From this point of view, I think that all the political parties
in Armenia face heavy tasks. Moreover, Armenia is speeding up the
process of integration into Europe. The political culture in Armenia is
one of the highest in the post-Soviet area due to the local traditions.
Nevertheless, Armenia still has much to do. Despite their good
political insight, Armenians are using it in the Soviet archaic form,
which is outdated. Now, it needs to follow progressive experience of
various democracies, and Armenia succeeds in it, especially in the
legislative sphere. However, much is still to be done to fulfill the
new legislation.

Do you think the 15-percentage gender quota in the parliament is enough
for strengthening women’s role in it?

It seems it has not changed much in reality since there were 7 women in
the parliament of the former convocation, and they are 12 now. No, it
is an essential change. The women in the parliament grew in number
almost twice. Every vote is 1.3% of the total; so 12 votes are
additional 6-7%. My view on it is that `little pigeons can carry great
messages.’ In principal, the quoting has not received a unique-estimate
even in different OSCE participating States. Our position is that
Armenian women must participate in decision-making especially in
politics and in the parliament. Therefore we positively considered the
new quota and the amendment to it saying that women must not go last in
the party list. I know all the women elected to the parliament. These
are active and well-prepared participants to the political process. I
think it has seriously strengthened the parliament.

New persons, particularly, businessmen, have come to replace many
politicians who had formed the country’s political culture for years.
What impact it will have on big politics?

Frankly speaking, we have not yet looked at the increase of businessmen
in the parliament, as it is not essential for us. It is more important
that they are elected through free and fair election. The material
welfare of deputies should not be regarded when assessing them as
political figures. After all, a man can use his/her authority, wealth
and brain for the welfare of the country.

What would you advise to your successor? Can you name him already?

The chairmanship is currently selecting the candidates. I know that
these are rather competent candidates. I’d like my successor to
continue what has been started. The project `Melange’ must be
successfully brought to an end within the coming months. Moreover, the
police reform project aimed at creating a new democratic police needs
further attention. Much has already been done, but the police needs to
acquire new democratic skills of dealing with people, so that they feel
themselves as servants of the people rather than their supervisors. We
are very grateful to the donor-states, particularly, to Belgium,
Finland, Norway, Switzerland, Germany, Holland, USA, Canada, which
contributed to both the `Melange’ and the Police Assistance Programmes.

The foreign minister of Armenia Vardan Oskanyan told news reporters on
June 29 he is ready to help the next president of NKR to participate in
the negotiations on resettlement. `I am sure the next president of NKR
can get acquainted with the state of the talks and participate in the
discussions if necessity occurs,’ Vardan Oskanyan said.

With regard to the problem of Kosovo, the minister said Armenia does
not view it as a precedent for the settlement of the Nagorno-Karabakh
conflict. The minister said the developments regarding Kosovo cannot be
forecast. According to him, if Kosovo’s independence is recognized,
this precedent may be the last for the international community.
Afterwards, the international community may state it will disagree to
help the other sides of the issue of independence. If Kosovo’s
independence is not recognized, the international community may say it
did not make this move despite the wish of some countries, the minister
said. According to him, neither of the two is favorable for
Nagorno-Karabakh, which moves towards progress. Karabakh has de facto
independence, recognition remains, Oskanyan said.

At the June 29 press-conference, Armenian Foreign Minister Vardan
Oskanyan said that he tried to familiarize his Turkish colleague with
Armenia’s position on the Nagorno- Karabakh conflict during a meeting
with Abdullah Gul in Istanbul on June 25. The meeting was held beyond
the scope of the BSEC summit.

According to the Minister, the meeting with Gul covered chiefly two
group of questions: the bilateral relations, to be more precise, the
lack of the relations, and the Nagorno-Karabakh conflict. During the
meeting V.Oskanyan confirmed Armenia’s position about willingness to
normalize Armenian-Turkish relations without preconditions. At the same
time, the Minister recalled that Turkey knows Azeri position
better, and Oskanyan presented Armenia’s position for Ankara’s
assertion to be more objective. As for Turkey’s position on the
bilateral relations, it has undergone no changes. Though there are
behind-the- scenes conversations about possible changes of Ankara’s
policy after the election in Turkey, V.Oskanyan doesn’t believe these
rumors. "There were such conversations before, too, but there has been
no progress yet," the Minister noted.

V.Oskanyan told about his meetings with the Serbian, Georgian and Greek
Foreign Ministers in Istanbul. He also expressed his impressions from
communication with media representatives. "As soon as I arrived in
Istanbul, I received so many requests for interview that we decided to
hold a press-conference. Over forty Turkish journalists participated in
it, and the press-conference was interesting enough," the Minister
noted. According to him, the journalists’ questions concerned mainly
the Armenian-Turkish relations and the Nagorno-Karabakh conflict.
