ARMENIAN PARLIAMENT REJECTS FOREIGN MEDIA BILL

The Armenian government unexpectedly failed to push through parliament
on Tuesday controversial draft legislation that could have led to a
de facto ban on Armenian-language broadcasts of RFE/RL.

The National Assembly dominated by government supporters lacked
only one vote to make a quorum and pass a package of relevant legal
amendments in the final reading. Failure by some pro-government
lawmakers to take part in the crucial vote and its boycott by the
opposition minority were decisive for the surprise development.

Under Armenian law, the parliament passes laws by a simple majority
in votes involving most of its 131 members. Only 65 deputies chose to
make their final judgment on the government bill, 63 of them voting
for it and the two others abstaining.

The 15 or so opposition deputies were about to vote against the
bill when one of them, Victor Dallakian, noticed a worse-than-usual
attendance of Tuesday’s parliament session by majority members.

Dallakian, who is not affiliated with any party, persuaded his
colleagues representing the opposition Zharangutyun and Orinats Yerkir
parties to opt for a boycott instead. As a result, they blocked the
draft amendments that would ban state radio from retransmitting of
news programs of foreign broadcasters and impose heavy fees on private
networks engaged in such retransmission.

"Thank God, my calculation proved right," Dallakian said afterwards.

"I congratulate Radio Liberty. The parliament minority has proved that
what matters is quality, and not quantity. This will be a lesson for
the parliament majority, which will have to respect one of the most
important rights, liberty."

The proposed changes are widely believed to be directed against
RFE/RL’s Armenian service that has long been using state radio’s
broadcasting frequency to make its popular news programs accessible
to the vast majority of Armenians. The Armenian opposition and local
and international human rights organizations believe that they would
further restrict press freedom in the country.

Parliament speaker Tigran Torosian and other senior members of Prime
Minister Serzh Sarkisian’s Republican Party (HHK) have insisted all
along that the retransmission ban would not be applicable to RFE/RL.

However, Justice Minister Gevorg Danielian indicated the opposite as
the parliament wrapped up heated debates on the issue on Monday.

The differing interpretations are construed by some observers as
an indication of differences within Armenia’s leadership over the
future of RFE/RL broadcasts which President Robert Kocharian believes
feature too much criticism of his administration. The failure by
some pro-government deputies to show up for the final vote on the
bill may have been another sign of such disagreements.

Particularly glaring was the absence of the majority of deputies
affiliated with the HHK’s junior coalition partners, the Prosperous
Armenia Party (BHK) and the Armenian Revolutionary Federation
(Dashnaktsutyun). Only 11 of the 25 BHK legislators took part in the
vote and backed the bill. One of them, Aram Safarian, said six of
his absent colleagues did not show up for "health reasons."

"I have no information about the others," Safarian told RFE/RL. "You
should ask them about their motives for not voting," he added.

Dashnaktsutyun attendance of the session was even poorer, with only
two of its 16 deputies deciding to vote. One of them, former Deputy
Labor Minister Artsvik Minasian, backed the proposed restrictions,
while the other, Alvard Petrosian, abstained. The latter had voted for
the bill, along with virtually all other members of Dashnaktsutyun’s
parliament faction, in the first reading on Friday.

Petrosian explained on Tuesday that she had mistakenly pressed a
wrong button and supports continued RFE/RL broadcasts. "But I don’t
think that our life, our freedom of speech, sense of liberty hinges
on Radio Liberty and that if we closed Radio Liberty Armenia would
be destroyed," she said. "I just think that if we listened to Liberty
in Soviet times, we should also be able to listen to it now."

Dashnaktsutyun has still not expressed its official position on the
amendments in question.

Also absent were six deputies from the HHK. Another Republican
lawmaker, former Justice Minister David Harutiunian, abstained during
the vote.

Leaders of the HHK faction declined to comment on the resulting
fiasco. "I take this as a fait accompli," said its secretary, Samvel
Nikoyan. "This bill did not garner sufficient votes and was not
passed. Period."

It was not immediately clear whether the government will re-introduce
the bill and, if so, whether it will call another emergency session
of the National Assembly or wait until the start of the parliament’s
regular autumn session in September. In the latter case, the bill
would have to discussed and approved by a relevant parliament committee
before being again put to the vote.

Opposition minority leaders, meanwhile, welcomed what they see
as a boost to free speech. "The fight for liberty continues," said
Zharangutyun leader Raffi Hovannisian. "We thwarted the first attempt
at capital punishment and must continue our fight until liberty
prevails in our country."

"This was a good example of our joint work aimed defense of free
speech," said Orinats Yerkir leader Artur Baghdasarian. "I want to
hail all those people who stood by liberty. As you saw, even in the
majority there were people who did not vote."

"This is a victory for liberty," agreed another Orinats Yerkir deputy,
Mher Shahgeldian. "This is extremely important for freedom of the
media, human rights and the development of democracy in Armenia."

Baku: Nato Can Help Clearing Nagorno Karabakh From Mines

"Peaceful solution to the Nagorno Karabakh conflict may help to
eliminate the threats posed by mines and unexploded ordnances (UXO),"
General Manager of NATO Maintenance and Supply Agency (NAMSA), Major
General Karl-Heinz Munzner told journalists, APA reports.

"We support peaceful solution to the problem. We can participate in
the solution to the conflict, if required. NATO participates in the
project on clearing mined territories on Turkey-Syria border," he said.

Spokesman for Foreign minister Khazar Ibrahim said that clearing
territories from mines will be the priority after the conflict
is solved.

"Azerbaijani government wants both NAMSA and other international
organizations to help us," he said. /APA/

Fresno Restaurateur Vaughn Rustigan Dies.

FRESNO RESTAURATEUR VAUGHN RUSTIGAN DIES

Over the years, Vaughn Rustigan and his brothers attracted the late
Eleanor Roosevelt, Sen. Robert F. Kennedy, columnist Herb Cain and
U.S. Sen. Pierre Salinger to their signature Iran Restaurant at Tulare
and U streets in Fresno.

Mr. Rustigan died Thursday of congestive heart failure at 94.

His wife, Varse "Vi" Rustigan, daughter Janie Holland and son-in-law
V.L. Holland on Monday recalled a man born and raised in the
neighborhood of Fresno then known as Armenia town. He graduated
from the old Emerson Elementary and Longfellow Junior High schools,
then starred in basketball at Fresno High School, where he graduated
in 1931.

Mr. Rustigan played at 5-foot-10, tops, yet was the second tallest
hoopster of the starters, his wife said, pointing to an old photo.

His team won the Valley Championship. He was his team’s high scorer
and won selection to the All-City and All-Valley teams.

Arthur Rustigan co-owned the Iran Restaurant with Mr. Rustigan and
their brother Burt. Art Rustigan said Monday that the three hired
the Irishman Mark McCoy to cook.

"I tell you, he was a top chef," said Arthur Rustigan, who approaches
his 101st birthday and still drives.

"I’ll show you my license," he offered by phone.

Mr. Rustigan’s family changed its name from Rustigian because of
widespread prejudice in the San Joaquin Valley against Armenians.

His father, Jacob, helped lay the foundation of Holy Trinity Armenian
Church on Ventura Street, not far from where Mr. Rustigan grew up.

Jacob Rustigan never learned to speak or write English fluently; he
bought land outside of town, recognizing that fertile soil and long,
hot summers would nurture crops as they had in Armenia.

Jacob Rustigan and his family lost almost everything during the
Depression, Vi Rustigan said, but managed to rent a house on N Street
for $12 a month.

"He was very proud of his father’s achievements," Vi Rustigan said
of her husband.

After graduating from Fresno High, Mr. Rustigan opened Rusty’s Texaco
Service Station at Ventura and O streets, not far from the church,
selling gasoline for 5 cents a gallon.

He met Vi Merzoian at a Fresno dance, knew he would eventually marry
her and did, in 1939, before the outbreak of World War II.

Mr. Rustigan failed his physical, so he could not fight in the war.

His brother, Bart, got a job with another famous restaurateur, former
Fresnan George Mardikian, in his renowned Omar Khayam’s restaurant at
O’Farrell and Powell streets in San Francisco. The Rustigan brothers
figured they could run their own place but decided to do it at home
in Fresno.

The Iran, as people came to call it, featured Saturday night
belly-dancers and drew revelers from far and near, Mrs. Rustigan
remembered.

The Iran also catered lavish celebrations, including Gov. Edmund G.

"Pat" Brown’s second inaugural dinner in Sacramento. The brothers
were known for spinach salad and for shish kebab. Their bar was a
Valley hangout for politicos and conventioneers, a place to eat and
relax before and after meetings of the liberal California Democratic
Council and conservative California Republican Assembly.

Asked the secret to Mr. Rustigan’s fabled spinach salad, Vi Rustigan
smiled, confiding that "the secret was the secret."

Mr. Rustigan left The Iran and opened Von’s Coffee Shop at Kern and
L, known also as "the lunch spot" downtown and featuring the Von’s
Burger. It won an award for best Fresno hamburger.

Janie Holland remembered her father telling about the author William
Saroyan, young, single and living just around the corner.

"I heard these stories over and over again," Holland smiled.

"He was so proud of his family, this country, coming without the
language, reading or writing," Vi Rustigan said. "He made himself
known because of his work."

Graveside services will begin at 10 a.m. today in Ararat Cemetery.

caused anxiety amongst the Armenians.

Ibrahimov noted that the Armenian media are daily observing the
Azerbaijani Diaspora’s activities. " Armenia media covers the
Azerbaijani Diasporas’ activities more broadly than the Azerbaijani
press does. By taking such steps they are being alarmed. The Armenian
media wishes to widen activities of their Diasporas. The Azerbaijani
Diaspora united with Turkish and Jewish Diasporas can stop Armenian
Diasporas’ many years of propaganda. The Azerbaijani Diaspora has
already begun to destroy the Armenian propaganda," the chairman said.

Ibrahimov stressed that, as stated by the President Ilham Aliyev,
Azerbaijan possesses a huge potential for using attack tactics.

Ibrahimov noted that alongside with patriotism, the Azerbaijani
Diaspora possesses co-ordination. "The Azerbaijani Diaspora can
implement State policy without our participation," Ibrahimov added.

representatives of Azerbaijani intelligentsia to the Nagorno-Karabakh
and Armenia was the right step, the Chairman of the State Committee

"Occupied Azerbaijani territories will one day be liberated anyway,
but the Azerbaijani Government wants to resolve the matter peacefully,
Ibrahimov noted.

According to the chairman, Armenia should understand that Azerbaijan
will never cede its territories and living in peace with Azerbaijanis
is the best way for the Armenian community.

"I consider the visit to be the right step. Such contacts should also
be established in the future. These contacts should be based on ideas
voiced by the Azerbaijani President and should correspond to national
interests," he clarified.

Ibrahimov added that if necessary Azerbaijan would demonstrate its
power as the strongest country in the South Caucasus and would liberate
its lands from occupation.

Policy pursued by Azeri authorities hampers international
community’s efforts on Karabagh conflict settlement, NKR President
Arkady Ghoukassian stated in Yerevan on Tuesday in his report
"Nagorno-Karabagh: Perspectives of Settlement", speaking at the
Summer school acting under the aegis of Russian-Armenian (Slavonic)
University July 1-8.

"Year by year the Azerbaijani leadership has been increasing
expenditure on the army’s technical equipment and accession of
professional mercenaries, without ceasing anti Armenian propaganda
via official mass media", he stated.

According to Ghoukassian, international practice is quite flexible
in searching for the options of the settlement of the situation
characterized by acuteness of territorial problems.

"Unfortunately, Azerbaijani authorities have not done anything to form
the state’s positive image before the NKR people", he said adding it
could result in the establishment of confidential relations.

The President noted because of official Baku’s counteraction OSCE
could not bring the talks’ format in line with its own configuration
of the conflict fixed in the basic documents of the organization’s

YEREVAN, July 3 (RIA Novosti) – Armenia’s gross foreign debt grew
by $45.2 million in the first three months of 2007, to $2.1 billion
as of April 1, the national statistics service of the South Caucasus
republic said Tuesday.

The Armenian government’s foreign debt stood at $1.0 billion, the
private sector’s foreign liabilities amounted to $367.5 million,
monetary authorities owed $185.1 million and commercial banks $201.5
million, while direct foreign investment in the form of loans totaled
$292.1 million, the service said.

Long-term liabilities accounted for 68.9% ($1.4 billion) of the
republic’s foreign bill.

Armenia’s gross foreign assets increased by $27.3 million in the
reporting period to $1.4 billion as of April 1, the statistics
service said.

As a result, Armenia’s net foreign debt grew by $72.5 million, to
$718.4 million in the reporting period, the statistics service said.

Assembly of the Council of Europe, arrives in Yerevan.

Meetings with the representatives of NGOs are envisaged during
the visit.

Holiness Garegin II, Catholicos of All Armenians, Mr. Tigran Torosyan,
President of the National Assembly, will receive the President of
the Parliamentary Assembly of the Council of Europe.

Meetings with the members of the NA Standing Committee on European
Integration and with the heads of the factions of the National Assembly
are also envisaged.

On July 4 the results of the visit will be summed up by a press
conference at the National Assembly.

On July 5 Mr. Rene van der Linden, President of the Parliamentary

the largest in the Transcaucasia ammunition storehouse was located
in Saloglu. As a result of a fire in 1991, uninterrupted explosions
continued for four days in Saloglu.

Another direction in the activities of NAMSA is its participation
in implementing the project on the neutralization of MELANJ missile
fuel. "NAMSA is satisfied with the co-operation from the Azerbaijani
Government in these projects and is interested in further co-operation
in different projects," Munzer noted.
