YEREVAN, APRIL 9, NOYAN TAPAN. At the start of the official agitation
campaign the National Unity Party came up with a new anti-crisis
program. As Party Chairman Artashes Geghamian stated at the April 9
press conference, it is not the repetition of 2002 program, but is
revised and modernized taking into consideration foreign political
changes of past five years and the expected challenges. It was
mentioned that on the basis of this program the party will revise
national projects in various spheres.

The National Unity, which, as A. Geghamian affirmed, will make the
majority at the next parliament, is going to adopt 42-43 laws in 100
days within the framework of the program. He said that after Franklin
Roosevelt’s assuming the post of the President in 1932 more laws were
adopted in U.S. within 11 days than during the previous 70 years.

The National Unity leader said that the proposed program will be
the highlight of party’s preelectoral strategy. As he affirmed, the
people is tired of both the authorities and the opposition. People,
in A. Geghamian’s words, wish to see a way of coming out of the
situation created in the country and the National Unity is going to
show this way.

In A. Geghamian’s words, when forming the government the National Unity
will be guided by the principle of professionalism and is ready to
involve the specialists who are in the staff of the government today.

YEREVAN, APRIL 9, NOYAN TAPAN. At the April 8 sitting RA CEC
established the order and schedule of giving right of speaking for
preelection agitation on Public Television and Radio to 24 parties and
1 bloc taking part in the parliamentary elections by the proportional
system. The schedule was established through drawing of lots with
the presence of representatives of political forces.

According to this, from April 10 to May 10 inclusive, with the
exception of April 24, Commemoration Day of Genocide Victims, each
political force will have the right to speak on Public Television
60 minutes free of charge and up to 120 minutes on paid basis and
on Public Radio 120 minutes free of charge and up to 180 minutes on
paid basis.

Broadcast time for preelection agitation on Public Television will
be given from 17:15 to 21:00 and on Public Radio from 13:30 to 16:00
and from 21:40 to 23:50.

>From April 10 to April 23 each political force will have the right to
speak on Public Television 2 minutes free of charge and up to 3 minutes
on paid basis each day and from April 25 to May 6, respectively, 2
minutes and up to 7 minutes, on May 9-10 2 minutes and up to 8 minutes.

Each political force will be given the right to speak on Public Radio
twice for two minutes free of charge and up to three minutes on paid
basis every day.

Yerevan Mayor’s Office "The Town Rules of Distribution of External
Advertisement in Yerevan" and "On Approving Criteria of Distribution of
External Advertisement in Yerevan," equal conditions will be provided
for preelectoral agitation implemented through advertisement materials
(placards, posters, electronic screen, etc.) and other advertisement
printed materials for the May 12 parliamentary elections. Grigor
Melkumian, Head of Staff of Yerevan Mayor’s Office, stated this in
answer to NT correspondent’s question.

These rules and criteria relate to all territories, buildings,
premises, constructions, electric columns (supporting columns) and
transport means where external advertisement should be placed. In
G. Melkumian’s words, for placing external advertisement those wishing
to place advertisement should submit applications to the head of the
district community. The sketch of advertisement with the respective
picture and notes is attached to the application, which mentions
advertisement’s size, way of placing advertisement (signboard, placard,
picture, etc), technical solutions of placing advertisement, as well
as the written agreement of the owner of the territory, on which
(or by using which) the advertisement will be placed.

In G. Melkumian’s words, compulsory requirement for placing external
advertisement is coordination of advertisement sketch with the
Architecture and Urban Development Department of Yerevan Mayor’s
Office. Advertisement-giver also presents written obligation attached
to the application about observing rules of development of the given
territory in case of placing and exploitation of the advertisement,
as well as about removing these materials and bringing the territory
to the proper condition in the established term.

Besides the above mentioned rules and criteria, the advertisement
should also meet the requirements of RA laws "On Advertisement,"
"On Language," and of other legal acts.

YEREVAN, APRIL 9, NOYAN TAPAN. At the first sitting of regular four-day
session that started on April 9 RA National Assembly adopted 18 bills
and legislative packages discussed previously. With the exception of
the bill "On Investigation Activity" adopted in the second reading,
another bills were adopted in the final reading and completely. The
prevailing majority of the latters related to making amendments and
additions to the acting laws.

"I think this parliament did its important mission and completes its
activities with efficient votings," RA NA Speaker Tigran Torosian
stated adding that in fact, the four-day session finishes ahead of
the schedule due to lack of issues on the agenda.

Noyan Tapan from RA government Information and Public Relations
Department, congratulatory telegrams continue to be received in
connection with Serge Sargsian’s appointment to the post of RA Prime
Minister.

The telegram of French Prime Minister Dominique de Villepin, in
particular, read: "After Andranik Margarian’s painful death, I
have no doubt that you will be able to strengthen the work of your
predecessor and to continue leading Armenia by the way of economic
and political reforms with the same resolution and with the same
spirit of co-thinking."

The telegram of German Chancellor Angela Merkel mentioned: "I am
convinced that Armenia will resolutely continue its reforms in the
direction of establishment of democracy, legal state and market
economy. On that way henceforth Germany will continue supporting
Armenia within the limits of its forces."

Nikolay Rizhkov, member of RF Federal Council, Co-chairman of
Interparliamentary Commission on Cooperation between RA NA and RF
Federal Council, in his congratulatory speech said: "Your profound
knowledge of programs of state scale, your choice of right ways
of fulfilling them cause great respect and no doubt permit you to
successfully solve the complicated problems of country’s socio-economic
development. Your great experience on the post of country’s Defence
Minisrer, your certain consistent steps as Chairman of Armenian-Russian
Intergovernmental Commission for Economic Cooperation are a firm basis
for development of good-neighborly relations between our peoples. I

Nikolay Bordyuzha, Secretary General of Collective Security Treaty
Organization, also addressed his congratulatory speech to Serge
Sargsian. "During your previous activity you had a great contribution
in the issue of strengthening Armenia’s statehood, securing its
defence efficiency and security. I express confidence that in the
future you will also devote your efforts in the interests of Armenian
people providing active participation of Republic of Armenia in the
issue of strengthening peace and stability within the framework of
Collective Security Treaty Organization."

The congratulatory telegram of Vladimir Rushaylo, Chairman and
Executive Secretary of CIS Executive Committee, in particular, read:
"I am sure that your experience, purposefulness and knowledge will
be a guarantee for the sake of prosperity and well-being of Armenian
people. Let me also express the hope that your experience on the post
of RA Prime Minister will be the best stimulus for development and
strengthening cooperation within the framework of CIS."

NKR President Arkady Ghoukassian in his congratulatory speech expressed
the hope that on the high and responsible post of RA Prime Minister
S. Sargsian will use his rich experience, knowledge and devotion for
the sake of prosperity of Armenian people, successful implementation
of all national problems and programs.

YEREVAN, APRIL 9, NOYAN TAPAN. The RA Constitutional Court recognized
Article 231.1 Point 2 of the RA Civil Procedure Code (edition of
July 7, 2006) regarding the return of cassation compaliants as
not corresponding to the RA Constitution. Due to not envisaging
a mandatory condition for motivating a decision on returning the
cassation complaint, therefore due to not ensuring real guarantees
of efficiency and sufficient access to justice, the above mentioned
article was recognized as contradicting the requirements of
constitutional articles and as invalid.

To recap, the case was examined by the RA Constitutional Court based
on 27 applications of 33 citizens.

"Elpas" Automated System Of Electronic Document Circulation To Be In

"ELPAS" AUTOMATED SYSTEM OF ELECTRONIC DOCUMENT CIRCULATION TO BE INTRODUCED IN 12 MUNICIPALITIES OF YEREVAN BY LATE APRIL

YEREVAN, APRIL 9, NOYAN TAPAN. The "Elpas" automated system of
electronic document circulation, which was introduced in Yerevan
mayor’s office in 2006, has promoted the transparency of the work of
the mayor’s office. Head of the Mayor’s Office Staff Grigor Melkumian
stated this at the April 9 press conference. The system enables
citizens to follow the process of examination of their letters and
complaints filed to the mayor’s office.

G. Melkumian said that "Elpas" system will also be introduced in 12
communities of Yerevan by late April. According to him, citizens may
leave their complaints at respective offices of the municipalities
and then receive replies from there. The speaker noted that the
municipality employees have already received special qualification.

In the words of G. Melkumian, in 2005, Yerevan mayor’s office
received 16,068 applications, after the introduction of "Elpas" –
in the second half of 2006, it received 16,084 applications, while
in the first quarter of 2007 – 10,354 applications.

YEREVAN, APRIL 9, NOYAN TAPAN. Since March 1, the "New Format"
Consulting Center" NGO has been implementing the program on monitoring
of the 2007 parliametary elections’ coverage by the Armenian
press. The chairman of the NGO Movses Demirchian said at the April
9 press conference that the monitoring to be conducted until June 1
includes such periodicals as "Haykakan Zhamanak" ("Armenian Time"),
"168 Hours", "4th Power", "Iravunk" ("Law"), "Zhamanak Yerevan",
"Pakagits" ("Brackets"), "Hayots Ashkharh" ("Armenian World"), "Aravot"
("Morning"), "Hayq" and "Azg" periodicals. According to him, the choice
of these newspapers was conditioned by the results of a social study
conducted at the request of thier center, according to which these
periodicals have the largest number of readers. M. Demirchian said
that the website was created to ensure the program’s
publicity. Besides, monitoring results are published weekly in the
insert "New Format" of the newspaper "168 Hours". It is envisaged to
publish the summarized information on the 2007 parliamentary elections’
coverage by the Armenian press in a book.

The speaker noted that the total cost of the program makes 2.7 million
drams (about 7.4 thousand USD). It is implemented with resources
of the grant provided to NGOs from the RA state budget – with the
assistance of the "Social Dialog and Developments Center" NGO.

AKHALTSKHA, APRIL 9, NOYAN TAPAN – ARMENIANS TODAY. The "United
Javakhk" democratic alliance recently issued a statement, in which
it condemned the murder of Misha Kirakosian, an Armenian resident of
Akhaltskha, who became the next in turn victim of the atmosphere of
anti-Armenian intolerance in Georgia.

According to Javakhk-Info, the alliance demanded taking immediately all
measures stipulated by law in order to bring those guilty to justice.

"The alliance calls on the international community to keep the trial
and the process of the sentence’s execution in the center of attention,
taking into account the previous mild sentences passed on Georgian
citizens for this crimes and their release from prison ahead of time,"
the statement reads.

A U.N. exhibition on the 1994 Rwanda genocide, scheduled to be opened
Monday by Secretary-General Ban Ki-moon, has been postponed because of
Turkish objections to a reference to the murder of a million Armenians
in Turkey during World War I.

James Smith, chief executive of the British-based Aegis Trust, which
works to prevent genocide and helped organize the photo exhibition,
said the U.N.

Department of Public Information approved the contents and it was
put up on Thursday.

A Turkish diplomat complained about the reference to the Armenian
murders, he said, and Armenia’s U.N. Ambassador Armen Martirosyan
went to see the new Undersecretary for Public Information Kiyotaka
Akasaka and they agreed to remove the words "in Turkey."

Martirosyan said Akasaka invited him to the exhibition’s opening,
but late Sunday "I was informed that the opening would be postponed,
or delayed, or even canceled." He blamed Turkish "censorship" and
the country’s refusal "to come to terms with their own history."

On Monday, the exhibition in the visitor’s lobby had been turned around
so it could not be seen by the public. Smith said he was still hoping
for a diplomatic solution to the dispute.

"We are very disappointed about it because for us, this was meant to be
about the Rwandan genocide, and the lessons from the Rwandan genocide,"
and to engage the secretary-general on the pledge by world leaders to
protect civilians from genocide, war crimes and ethnic cleansing, which
Smith said was not happening in Sudan’s conflict-wracked Darfur region.

U.N. associate spokesman Farhan Haq confirmed Turkey complained about
the exhibition, but he said "the basic concern" was that the review
process for U.N. exhibitions, which takes into account "all positions,"
was not followed. He said there were other concerns which he refused
to disclose.

"The exhibition has been postponed until the regular review process
is completed," Haq said.

Smith told The Associated Press the exhibition refers to the Armenian
murders to help explain the word "genocide," which was coined
by Raphael Lemkin, a lawyer of Polish-Jewish descent. Lemkin was
inspired by what happened to the Armenians and other mass killings,
and campaigned in the League of Nations _ the precursor of the United
Nations _ against what he called "barbarity" and "vandalism."

Historians estimate up to 1.5 million Armenians were killed by Ottoman
Turks around the time of World War I, an event widely viewed by
genocide scholars as the first genocide of the 20th century. Turkey,
however, denies the deaths constituted genocide, saying that the
toll has been inflated and that those killed were victims of civil
war and unrest.

Smith said a small panel on Lemkin in the exhibit "says that during
World War I a million Armenians were murdered in Turkey." It goes on
to explain that Lemkin first used the word genocide in 1943, and then
focuses on the Rwanda genocide, lessons from it, and the responsibility
of the international community to prevent future genocides, he said.

Haq said "the U.N. hasn’t expressed any position on incidents that
took place long before the United Nations was established" after
World War II.

"In any case, the focus during the anniversary of the Rwanda genocide
should remain on Rwanda itself," he said.

Rwanda’s genocide began hours after a plane carrying President Juvenal
Habyarimana was mysteriously shot down as it approached the capital,
Kigali, on April 6, 1994. The 100-day slaughter, in which more than
500,000 minority Tutsis were killed by Hutu extremists, ended after
rebels ousted the extremist Hutu government that orchestrated the
killings.

Smith said the panel on the origin of genocide could have been done
without referring to the Armenians.

But once the Armenian reference "was there and approved, we felt as a
matter of principle you can’t just go around striking things out. It
is a form of denial, and as an organization that deals with genocide
issues, we couldn’t do that on any genocide, and we can’t do this,"
he said.

"If we can’t get this right, it undermines all the values of the
U.N. It undermines everything the U.N. is meant to stand for in terms
of preventing (genocide)," Smith said. "You can’t learn the lessons
from history if you’re going to sweep all of that history under the
carpet. And what about accountability? What about ending impunity
if you’re going to hide part of the truth? It makes a mockery of all
of this."

Haq said Ban planned to meet with Rwanda’s U.N. ambassador late Monday,
and he read a message from the secretary-general who recalled the
"personal impact" of his visit to Rwanda last year to pay his respects
to victims and survivors of the genocide.

"On this 13th anniversary of the genocide in Rwanda, two messages
should be paramount," Ban said. "First, never forget. Second never
stop working to prevent another genocide."
