I Catholicos received on April 16 at the Antelias Patriarchate former
Ambassador of Lebanon to the U.S. Simon Karam.

As Noyan Tapan was informed by the Great House of Cilicia
Catholicosate, the theme of the discussion was the present political
crisis of Lebanon, issue of the sides’ willingness to come to mutual
agreement and uncertainty existing in the country because of different
foreign influences.

His Holiness mentioned as the only saving measure for all the sides
is unification round the supreme interests of Lebanon which must be
thought highlier than all types of secondary interests.

functioning in Armenia met on April 14 with citizens of Javakhk
participated in the Artsakh liberation struggle. According to
A-Info, during the meeting the organization co-chairmen awarded
"Azatagrum-Artsiv" (Liberation-Eagle) gold medals to 12 citizens of
Javakhk participated in the Artsakh liberation struggle.

the Lebanese Army Commander sent on April 12 a special delegation
formed of four high-ranking servicemen headed by General Panos Manjian
to His Holiness Aram I Catholicos of the Great House of Cilicia. Noyan
Tapan was informed about it by the Press Services of the Great House
of Cilicia Catholicosate.

A number of important issues Lebanon is interested in, in which
the Lebanese Army has its decisive role, were discussed during the
meeting. His Holiness Patriarch estimated the patriotic service of the
Lebanese Army and re-affirmed support of the Great House of Cilicia
Catholicosate and Armenian community of Lebanon to the Lebanese Army
as the hegemony and stronghold of independence of Lebanon.

Aram I Catholicos of the Great House of Cilicia received on April 12
Secretary General of the Christian-Islamic Dialogue World Committee
Yusef Faran. Noyan Tapan was informed about it by the Press Services
of the Great House of Cilicia Catholicosate.

During the meeting the Catholicos of the Great House of Cilicia touched
upon the Christian-Islamic and in general interreligious international
conferences organized at the Antelias Cathedral and in other countries
during the previous years. Y. Faran in his turn presented the present
state of the Christian-Islamic dialogue at the international level,
informed about a number of programs to be implemented in future.

Newest council member declines a surprise nomination for mayor,
delivers rebuke to council.

GLENDALE – The ceremonial swearing in ceremony of the city’s new
mayor turned into a near stalemate on Tuesday before Councilman Ara
Najarian notched the final nomination, and handed out olive branches
to the new council.

The meeting was not short of surprises.

Among them was the nomination of newest addition to the Council, John
Drayman, to the mayoral seat by both Councilmen Frank Quintero and
Bob Yousefian. Yousefian also nominated Najarian, himself, Councilman
Dave Weaver and, jokingly, "Tony Soprano."

Drayman declined the nomination, insisting that he was not ready
for the position and that Yousefian – who, as the current chair of
the Redevelopment Agency was considered a likely candidate for the
position – had made a donation to the Drayman campaign.

In abstaining, Drayman also issued his new colleagues a challenge –
one of the four councilmen would have to vote across the Armenian and
non-Armenian ethnic line, which he also referenced in his acceptance
speech.

Najarian nominated Yousefian.

"I would urge you to put your faith in Mr. Yousefian," Najarian said.

"I’m confident that Bob could run a heck of a meeting."

Weaver and Quintero each nominated Najarian and declined to reconsider.

In what appeared to be the first stalemate of the new council during
their first deliberation, Yousefian urged Drayman to reconsider his
decision to abstain.

"Unless you reconsider your vote, nobody is going to ‘walk through
that door,’" Yousefian said.

Drayman declined, and chastised the council.

"This is your little red wagon," Drayman said. "You guys are pulling
it, I’m not going to climb in. This is just part of the business as
usual … that I and many of the voters don’t understand."

To avoid the stalemate – and a situation that would have required
the council to elect a mayor pro-tem on a weekly basis – Yousefian
reconsidered and shifted his vote to Najarian.

Najarian spoke out at length about bridging any cultural gaps that
have conflicted the council in the past and closed the meeting by
pulling out olive branches, symbols of peace, and handing them to
his new colleagues.

Newly elected Glendale Community College District Board Trustees Tony
Tartaglia and Vahe Peroomian were also sworn in, as was new Glendale
Unified School District Board of Education member Nayiri Nahabedian.

Mary Boger, who was re-elected to the board, was sworn in at the
board meeting Tuesday afternoon.

Priest Ordaining Held At Mother See

PRIEST ORDAINING HELD AT MOTHER SEE

ETCHMIADZIN, APRIL 17, NOYAN TAPAN. Priest ordaining and anointment
was held at the Mother See of Holy Etchmiadzin on April 15. Karekin
II Catholicos of All Armenians presided the holy ceremony. During the
liturgy twelve deacons got priest’s ordaining from Archbishop Hovnan
Terterian, the primate of the U.S. Western Diocese. The ordaining Holy
Father renamed newly-converted priests with new spiritual names. Noyan
Tapan was informed about it by the Information Sevices of the Mother
See of Holy Etchmiadzin.

On the same day, during the divine service, ceremony of becoming
headgears also took place. Two clergymen, as monastic priests, got a
headgear and completed rows of the congregation of the Mother See of
Holy Etchmiadzin. After finishing the fourty-day period of lent at
the Mother See, the clergymen will be called to pastoral service at
dioceses of the Armenian Apostolic Church and different structures
of the Mother See.

ADDITIONAL VACCINATION OF PERSONS AGED 6-27 AGAINST MEASLES AND GERMAN MEASLES TO BE DONE IN ARMENIA IN AUTUMN

YEREVAN, APRIL 16, NOYAN TAPAN. Armenia has joined the World
Health Organization’s (WHO) global policy of eradicating measles
and German measles in Europe by 2010. Head of the RA National
Immunoprevention Program Gayane Sahakian stated this at the April
16 press conference. According to her, cases of measles and German
measles are seldom registered in Armenia. She said that despite it,
a new outbreak of measles or German measles is not ruled out in the
country, which is typical of these diseases.

G. Sahakian said that a draft 2007-2010 national strategical program
has been developed with the aim of eradicating cases of measles and
German measles and controlling mumps and congenital symptom of German
measles in Armenia. The program envisages additional vaccination of
persons aged 6-27 against measles and German measles in the autumn. It
was noted that WHO, UNICEF, Vishnevskaya-Rostropovich Foundation have
contributed to implementation of additional vaccination.

CHILDREN’S PILGRIMAGE AT MOTHER SEE OF HOLY ETCHMIADZIN

ETCHMIADZIN, APRIL 17, NOYAN TAPAN. The Gevorgian Theological
Seminary of the Mother See of Holy Etchmiadzin organized on April
15 a pilgrimage with participation of about 220 pupils of eleven
different institutions (orphanages, special schools, etc.).

As Noyan Tapan was informed by the Information Services of the Mother
See of Holy Etchmiadzin, young pilgrims first stopped at the Surb
(Saint) Hripsime monastery where they participated in the Saint
Liturgy. The children walked to other monasteries and churches of
Vagharshapat as well. All they participated in a love dinner party
at the Surb Gayane monastery, then went to the Mother See of Holy
Etchmiadzin. Elders among the pilgrims visited the Alek and Marie
Manukian Treasury, saw different exhibited models of church dishes,
clothes and national church culture. The children also listened to
people’s songs performed by young singers at the ceremonial hall of
the Gevorgian Theological Seminary.

YEREVAN, APRIL 17, NOYAN TAPAN. The report of study of public
monitoring group in places of keeping arrested people in RA Police
system was presented to the public on April 17. The group was formed
in 2006 March by the order of Chief of RA Police Hayk Haroutiunian,
observers representing 11 NGOs were involved in it.

According to group’s observation, in the period under review they
learnt about three cases of beating people in places of arrest:
in their words, many signals were received on beating them, but the
people who were beaten do not publicize this. In observers’ words,
cases of beating of people in places of their arrest reduced and
moved to police stations. So, the monitoring group considers that
they should also extend their powers and give them a possibility to
visit police stations, too.

The observers consider that the sum envisaged for three meals of
arrested people, 450 drams, should be reconsidered and increased.

Karen Mehrabian, Deputy Head of Department on Observation of Public
Order of RA Police, in general positively estimated conducting of
studies, but mostly did not agree to the arguments brought. Moreover,
in his words, there is a necessity to raise the professionalism
of monitoring group, in particular, in the respect of knowledge
of legislative field. In his words, the group demanding powers of
entering police stations exceeds its powers, it demands powers of
Prosecutor’s Office: preliminary investigation is secret and should
not be available to any person.

OSCE Office Opens Anti-Corruption Public Reception In Yerevan

OSCE OFFICE OPENS ANTI-CORRUPTION PUBLIC RECEPTION IN YEREVAN

YEREVAN, APRIL 17, NOYAN TAPAN. An Anti-Corruption Public Reception
opened in Yerevan on April 16 with the assistance of the OSCE Armenian
Office.

Citizens will be given legal, procedure and practical consultations
concerning cases of corruption. The reception was founded based on the
experience of the coalition of 14 public organizations implemented
experimental anti-corruption programs. The coalition was founded in
2006. Similar receptions will open in May in Lori and Gegharkunik
as well.

In the words of Ambassador Vladimir Pryakhin, the OSCE Yerevan Office
head, the goal of the center is to reduce possible corruption risks,
increasing the level of legislative knowledge among the society,
aware citizens about their corruption risks. "The reception is a good
example of cooperation among the civil society, authorities and the
OSCE," office head V. Pryakhin mentioned.

In his words, involvement of civil society in corruption activities
in Armenia is one of the most important preconditions for overcoming
this evil.

Ambassador Pryakhin is sure that there are no such observations and
indexes yet by which sizes of reduction or increase of corruption
in Armenia are correctly estimated. In Pryakhin’s words, reforms
in the judicial-legal, traffic police systems took place today in
Armenia. Those speak about liquidation of just those phenomena.
