Works on improvement to start in Genocide museum-institute in April

WORKS ON IMPROVEMENT TO START IN GENOCIDE MUSEUM-INSTITUTE IN APRIL

Since April, 2007 the works on internal improvement of the Genocide
Museum-Institute will start under the auspices of Hayastan
All-Armenian Fund. The Fund is to implement the program for two
months.
According to the information DE FACTO received at the Fund’s Press
Office, the restoration works will be financed by Hayastan
All-Armenian Fund branches in Montreal and Argentina.
According to the Museum-Institute Director Hayk Demoyan, the program
on the museum’s restoration is `’rapid assistance to the museum’s
building”. He expressed his gratitude to the Fund for the program
targeted at the Museum’s improvement.
To note, the Museum-Institute has not been repaired since its
foundation (1995).

BEIJING, March 26 (Xinhua) — Chinese Premier Wen Jiabao on
Monday telephoned the Armenian President Robert Kocharyan to express
his heartfelt condolences over the death of Armenian Prime Minister
Andranik Margarian.

Also on behalf of the Chinese government, Premier Wen conveyed
sincere condolences over the death of the prime minister, to the
Armenian government and the Armenian people as well as members of
Margarian’s family.

Margarian died of a heart attack on Sunday. He had been
hospitalized several times in recent years.

MOSCOW, March 25 (Xinhua) — Armenian Prime Minister Andranik
Margarian died of a heart attack Sunday, the government press service
said.

Margarian had been hospitalized several times in recent years and
complained of a cold on Saturday, according to the Itar-Tass news
agency.

Born in 1951, Margarian started his career as a computer
engineer. He served as prime minister from May 2000 and was sworn-in
again in April 2004. He was also the council chairman of the
Republican Party of Armenia.

Armenian President Robert Kocharyan has called an emergency
meeting of senior officials, according to Interfax.

Head of NKR Gov’t condoles over RA PM’s death

HEAD OF NKR GOVERNMENT CONDOLES OVER RA PM’S DEATH

In connection with RA PM Andranik Margarian’s death the head of the
Nagorno-Karabagh government Anoushavan Danielian sent a condolence
telegram to the deceased’s family.
According to the information DE FACTO Agency received at the NKR
government’s press office, the message runs, in part: `’I have
learned of the unexpected death of my friend RA PM Andranik Margarian
with deep grief. His role in achieving independence of Armenia and
NKR, in eliminating the consequences of the war, development of
economy, deepening the two countries’ cooperation is great”.
It is noted, `’just three days ago we met in Yerevan, where we
verified the steps to be undertaken in the Nagorno-Karabagh by the
two governments’ efforts”.
`’The memory of Andranik Margarian will never fade in the Artsakh
people’ heart”, Anoushavan Danielian’s condolence telegram runs.

NKR AND EU READY FOR COOPERATION IN VARIOUS SPHERES

The Nagorno-Karabakh Republic and European Union are ready for
cooperation in various spheres, NKR President Arkady Ghoukassian
stated today in the course of a briefing held upon completion of a
meeting with the EU Special Representative for the South Caucasus
Peter Semneby.
According to Arkady Ghoukassian, NKR-EU cooperation may be considered
within the Karabagh conflict settlement’s context as well, however,
there is understanding that bilateral contacts should be established,
taking into consideration that, in the Karabagh party’s opinion, the
European Union has got a lot to do in the Nagorno-Karabagh, including
economic and social spheres. In the NKR President’s words, in the
course of his meeting with Peter Semneby the matter concerned
concrete programs, and the Karabagh party presented its stand on the
issues.
The head of NKR stated in Peter Semneby’s words the Azeri party did
not put pressure on him in connection with the visits to Artsakh.
`’Azerbaijan’s leadership must have understood that contacts with
Karabagh are necessary”, the NKR President said.
Touching on the terms of the Karabagh conflict settlement, NKR
President noted one should not forecast on the issue, especially
taking into account the lack of confidence between the parties.
According to Arkady Ghoukassian, Azeri authorities’ statements
concerning the Karabagh issue are far from being constructive. `’If
our approach is maximally constructive, while that of Azerbaijan is
destructive, naturally, the issue will not be settled. Today and
during nearest months I see no preconditions to create the atmosphere
that will contribute to the Karabagh conflict’s resolution”, the NKR
head remarked.
Arkady Ghoukassian also said he was aware of the items Armenia and
Azerbaijan could not reach agreements on. In his words, the parties
cannot reach agreement on the issues of the Nagorno-Karabagh’s
status, referendum and territories. `’Actually, there is no issue, on
which it can be strictly said that agreement is reached”, the NKR
President underscored.
Touching on the issue of territories, Arkady Ghoukassian noted
besides the territories controlled by the NKR, there were also
territories of Nagorno-Karabagh controlled by the Azeri party. The
NKR President voiced confidence the issue should also be solved.
At the same time Arkady Ghoukassian refused to speak of the
differences between NKR and RA concerning the Karabagh conflict
settlement discussed in the Armenians press noting Karabagh party was
solving such problems with RA leadership.

Armenian ex-premier: Prime minister’s death will influence political
situation in Armenia

The sudden death of Armenian Prime Minister, chair of the Armenian
Republican Party Andranik Margaryan can weaken positions of the
Republican Party to some extent in the pre-election period, as it
means, practically, loss of its leader, Armenia’s ex-prime minister,
leader of the National Democratic Union Party, MP Vazgen Manukyan
said to a REGNUM correspondent.

According to him, the party can be taken in hand by Defense Minister,
head of the Republican Party council Serzh Sargsyan. Meanwhile, as
Manukyan said, he would rather not predict how the process would
develop. Anyway, the MP said, for Armenia and the Republican Party,
death of the prime minister is a great loss.

As Manukyan said, the death of the prime minister will undoubtedly
influence the political situation in Armenia; however, the ex-premier
did not predict any drastic changes. `Anyway, I see no drastic
changes in Armenia’s domestic and foreign policies,’ he said adding
that Margaryan’s death would more exert impact upon positions of
`current power actors, as their confrontations and discrepancies will
acquire different character.’

The National-Democratic Union leader presented condolences because of
death of Prime Minister Andranik Margaryan. `He was a man who has
done a lot for the country and fit his position,’ he said.

The Armenian prime minister, chair of the Republican Party died
suddenly on March 25. Under preliminary reports, the death was caused
by cardiac infarction.

YEREVAN, March 26 (RIA Novosti) – Armenia’s defense minister, Serzh
Sarkisyan, has been appointed acting prime minister, an Armenian
parliamentarian said Monday.

Prime Minister Andranik Markaryan died Sunday of a heart attack at
the age of 55.

The Armenian government and presidential administration have neither
confirmed nor denied the appointment.

On Monday, President Robert Kocharyan accepted the Cabinet’s
resignation due to Markaryan’s death. The Armenian leader charged the
Cabinet with continuing their duties until a new Cabinet could be
formed.

Parliamentary elections in Armenia are scheduled for May 12, and
after the first session of a new parliament, the Cabinet will resign
again.

Markaryan was Armenia’s prime minister since May 2000.

In 1997, he was elected chairman of the Republican Party, which came
to head the ruling coalition in Armenia in 2003.

Armenian PM to be buried on March 28, Pres Accepts Govmt Resignation

Armenian Prime Minister to be buried on March 28, President accepted
the resignation of the government

Yerevan, March 26 /Mediamax/. Armenian Prime Minister Andranik
Margarian will be buried on March 28 in the Yerevan pantheon after
Komitas. As Mediamax was told in the State Commission on Funeral
Organization, the civil funeral will take place March 27 at 18:00 in
the apartment of the Prime Minister.

The farewell ceremony with Andranik Margarian will start March 28 at
12:00 in the building of the National Academic Theatre of Opera and
Ballet. The funeral will start 15:00.

Armenian President Robert Kocharian signed a decree today on
declaring March 28 a mourning day in connection with the death of the
Prime Minister Andranik Margarian.

The Ministries, the Heads of regions, the Mayor of Yerevan, the Heads
of Armenian diplomatic missions abroad are entitled on the day of
mourning to half-mast the state flag of Armenia.

Armenian President Robert Kocharian accepted today the resignation of
the Armenian government in accordance with the 55th article of the
Constitution.

As Mediamax was told the press service of the cabinet of ministers,
Robert Kocharian held a special session of the government today. The
President charged the members of the government to continue the work
until the new cabinet of ministers is formed.

The participants of the session honored with a minute of silence the
memory of the Prime Minister Andranik Margarian, who suddenly passed
away March 25.

`We lost a statesman, a colleague, a friend, who for 7 years headed
the government, and those 7 years were the best years of our state.
Occupying a high state position, he remained a modest, tolerant and a
decent person. In our memories Andranik Margarian will remain just as
that, first of all, due to his personal qualities. Andranik Margarian
left at a very responsible moment, and the authorities should make
the right decisions to find a way out from this situation’, Armenian
President Robert Kocharian stated.

A gas powered ski trip

President Saakashvili went skiing recently, not in his beloved
Gudauri, but in the Armenian resort of Tsakhkadzor. His partner on
the slopes was his Armenian counterpart Robert Kocharian. There is
nothing especially unusual in this, the president is a keen skier,
and what better place to maintain the generally excellent bilateral
relations Georgia and Armenia enjoy than on the piste. But a few
things about this visit were a mite unusual, firstly it was
relatively impromptu. There was none of the normal, weeks in advance,
‘the sides will discuss’ flurry of press releases that usually
precede such visits, rather, it was a "brief, private, friendly
visit", said the Foreign Ministry.

While it went largely unreported in Georgia, the Armenian press felt
there might be reasons deeper than an afternoon’s skiing, and
concluded that the real purpose of the visit was to talk about gas.

A gas pipeline connecting Armenia-which has no reserves of its
own-and Iran has just been inaugurated. The pipeline, built and owned
by Russia’s state owned gas monopoly Gazprom, will see Armenia having
two sources of gas for the first time in the small nation’s history.
But that in itself could prove a threat to Georgia, whose well
publicised gas woes could get worse.

The pipeline itself is a little on the thin side-its diameter is
significantly less than originally planned. Why? At its current
diameter its capacity will not be enough to transit gas to third
countries (namely Georgia), and thus the gas in it will not compete
with the Gazprom gas that Russia sells Georgia.

But why worry? According to Georgian Energy Minister Nika Gilauri
Georgia is no longer dependent on Russian gas. Well, not as dependent
as it used to be for sure, but more than half of the country’s gas is
still Russian, and though the blossom is out the nights are still
cold. Georgia needs that Russian gas. Before the Iran-Armenia
pipeline was built, Armenia depended on Russian gas that crossed
Georgia, so Russia couldn’t simply turn the tap off without hurting
its strategic, long suffering ally Armenia (mysterious explosions not
withstanding). But with the new pipeline, Russia can happily stop
deliveries to Georgia without leaving Armenia out in the cold.

This has not gone unnoticed in the Armenian press, which speculates
that the real purpose of Saakashvili’s "brief, private, friendly"
visit was to strike a deal so that Armenia will delay the launch of
gas deliveries until well into the spring.

But some experts wonder whether Gazprom would bother building a small
diameter pipeline way down in Iran just to be able to put the squeeze
on Georgia. Might there not be some grander strategy, they wonder.
Gazprom has long perfected the art of buying cheap, non Russian gas
to sell to its domestic consumers, and then sell its own, more
expensive Russian gas to its customers in Europe. Iran, where gas is
plentiful but export something of a problem, could well fit into this
master plan. After all, pipelines can be expanded. Taking this into
account, and given that Gazprom already owns all of Armenia’s
pipelines, the only missing piece in the puzzle is the pipeline
running from the Armenian border across Georgia to Russia. No wonder
the Russians were so hopping mad when Georgia wouldn’t sell it to
them…

Armenian president holds consultations with parliamentary majority

Armenia’s President Robert Kocharyan had a meeting today with
political forces that make up a majority in the parliament.

As REGNUM was told at the presidential press office, during the
meeting, they discussed questions regarding the government’s activity
after the death of Prime Minister Andranik Margaryan. Participants of
the meeting noted importance of consistent regular activity of the
executive branch.

Robert Kocharyan informed that after consultations with the
parliamentary majority, all necessary measures will be taken aimed at
forming the government within terms fixed by the constitution.

Members of the Republican Party of Armenia, ARF Dashnaktsutiun,
United Labor Party factions, People’s Deputy and Business
parliamentary groups.

It is worth mentioning, there is a coalition government in Armenia.
The coalition includes the Republican Party of Armenia, which was
headed by the late Prime Minister Andranik Margaryan, and
Dashnaktsutiun Revolutionary Federation. After Orinats Yerkir Party
left the coalition in May 2006, members of the United Labor Party
(chaired by Gurgen Arsisyan) took several posts instead of members of
the Orinats Yerkir Party, who left the coalition.
