Leader of the "Orinats Yerkir" (Rule of Law) Party Arthur Baghdasaryan
declared that "the future of not only the Armenian democracy but also
the Caucasian region as a whole depends on how we shall conduct the
parliamentary and presidential elections." Arthur Baghdasaryan wrote
this in the "Future Armenia" article published in The Washington
Times today.

Mr. Baghdasaryan declared that recently he visited Washington with "a
clear message and some ideas that can bring stability and well-being
to Armenia and the whole South Caucasian region."

Why the Sumgait events occurred 19 years ago is still a matter
of dispute.

The perpetrators of the massacres were mainly common Azerbaijanis,
to put it in a Soviet way – the working class. However, up to now
it is not completely clear who incited the massacre of Armenians in
Sumgait. But one thing is clear: in Sumgait an attempt was made to
terrify Armenians and oppress the Karabakh movement.

Seven decades of Soviet history are full of bloody episodes, but
the events in Sumgait are unprecedented in many regards. First,
the massacres occurred at a completely peaceful period. Second, the
slaughter was of ethnic nature and not of political one, that is to
say Azerbaijanis were killing Armenians for being Armenian. Third,
the central and republican authorities of the Soviet Union were not
organizing the bloodshed themselves as it was the case in Tbilisi in
April 1989, but with their idleness they were inciting the working
class to carry out killings.

In the morning of February 29, when massacres were under way in the
city of Sumgait, the Political Bureau was holding a sitting in Moscow,
presided over by Mikhail Gorbachev.

Gorbachev informed the Soviet political elite: "The measures we
undertook, including the messages to Armenia and Azerbaijan played
their role. Moments ago there were no less than half a million people
in the streets of Yerevan. In Karabakh a clash occurred between
Azerbaijanis and Armenians, two were killed. Leaflets distributed in
Yerevan were saying: Armenians, stop the meetings, take weapons and
oppress the Turks. We know there are extremist elements there. But
I should say that even when there were 500 thousand people in the
streets of Yerevan, the orderliness of Armenians was on a high level,
there was nothing anti-Soviet. The masses were marching, holding the
portraits of the Political Bureau. The topic of Karabakh’s joining
Armenia was touched upon in all speeches…"

Defense Minister Dmitri Yazov suggested announcing martial law
in Sumgait.

Mikhail Gorbachev informed the members of the Political Bureau that
there were already 14 victims in Sumgait, many were hospitalized:
"Now it is important to involve the working class in the fight against
those who breach public order."

On his return from Moscow on February 28, leader of the Communist Party
of Sumgait Jahangir Muslimzade assured the crown gathered in the centre
of the city that Karabakh will be never given to Armenia. However,
this assurance did not suffice the crowd. They told Muslimzade that
Armenians should be allowed to freely depart from Sumgait.

According to official data, 29 Armenians and 6 Azeris were killed as
a result of massacres in Sumgait, about 400 Armenians were wounded,
18 thousand became refugees. Only a small part of Sumgait Armenians
moved to Karabakh or Armenia.

Official of the Central Committee Grigori Kharchenko was impressed
by one fact: most of the Sumgait Armenians were wishing to leave
for Russia.

"None of the Armenians we spoke to expressed the will to leave for
Armenia. All of them were asking to let them move to Krasnodar,
Stavropol or Rostov regions.

Malatia Police Department received a signal that a man had thrown
himself from Yerevan’s Hakhtanak bridge. The investigation group
found the corpse of 69-year-old Gurgen Tamarian, resident of Yerevan,
on the scene.

According to the report of RA Police Public Relations Department,
the investigation is carried out by Malatia-Sebastia community’s
Prosecutor’s Office.

Armenian And Azeri FMs May Meet In Geneva

ARMENIAN AND AZERI FMS MAY MEET IN GENEVA

The meeting between the Foreign Ministers of Armenia and Azerbaijan
may take place in Geneva.

According to the Russian Co-Chair of the OSCE Minsk Group Yuri
Merzlyakov, the place of holding the recurrent stage of negotiations
between the Foreign Ministers of Armenia and Azerbaijan Vartan Oskanian
and Elmar Mammadyarov has not been determined yet. "Geneva is among
the alternatives discussed, but none of the parties has given any
decisive answer," Merzlyakov informs.

According to the source, Azeri Foreign Minister Elmar Mammadyarov
told journalists in Kazakhstan that the meeting will take place in
Geneva. The Foreign Ministers of the two countries are expected to
participate in the 4th session of the UN Human Rights Council to be
held March 13-April 5 in Geneva.

March 15-23 the OSCE Office for Democratic Institutions and Human
Rights (ODIHR) intends to send a long-term observation mission to
Armenia, Head of the OSCE Office in Yerevan, Ambassador Vladimir
Pryakhin told ArmInfo.

In his words, 24 observers will arrive in Armenia during the period
mentioned, who will observe the election campaign. Ambassador Pryakhin
reminded that the Armenian side has requested the OSCE ODIHR, the
OSCE Parliamentary Assembly and the Parliamentary Assembly of the
Council of Europe to send observing missions. "A sort-term observation
group comprised of 300 persons will arrive in Armenia 1-2 days prior
to the elections. The group is much larger than the one observing
the previous elections, which was comprised of 180 persons," the
OSCE Ambassador mentioned. He added that according to the current
procedure, every OSCE member state has the right to send a mission
comprised of 30 people, i.e. 30% of the quota. "There are countries
which do not use the right because of lack of means and specialists,"
Ambassador Pryakhin mentioned.

YEREVAN, FEBRUARY 28, NOYAN TAPAN. Jivan Hakobian, 45, a resident of
the Dalarik village (Armavir marz), who made a self-immolation attempt
in Yerevan’s Republic Square on the morning of February 27 and was
taken to the Armenia medical center, died at about 8 pm on the same
day. NT correspondent was informed about it by Hovhannes Aslanian,
doctor on duty of the Unit of Burn Treatment of the Traumatology,
Orthopedy, Radiology and Burn Treatment Center.

According to him, all this time J. Hakobian was unconscious.

YEREVAN, FEBRUARY 28, NOYAN TAPAN. Lieutenant General Artur Aghabekian,
the former RA Deputy Minister of Defence (born in Karabakh) will be the
main pretender for the president’s post at the president’s elections
to take place in the Republic of Nagorno Karabakh. According to the
"Aravot" (morning) daily, such an agreement was reached at the February
26 meeting of RA President Robert Kocharian and ARF Bureau members.

To recap, R.Kocharian signed A.Aghabekian’s appeal on resignation
from the post of the Deputy Minister of Defence on February 23. The
former Deputy Minister expressed intention to participate with the
ARF proportional list in the RA National Assembly elections to take
place on May 12.

YEREVAN, FEBRUARY 28, NOYAN TAPAN. More Armenians were killed as a
result of slaughters in 1988 in Sumgayit lasting 3-4 days, than it
is presented by official data. Publicist Hrayr Ulubabian, head of
the Action Committee on Protection of Rights of Sumgayit Armenians,
reported this at the February 28 press conference. In his words, many
eye-witnesses of massacres told him that Azerbaijanis set cars to fire,
in each of which there was not one but several Armenians. And as a
Russian girl witnessed, they threw the corpses of killed Armenians
into pits by dump tracks. So, as the publicist affirmed, the number
of victims "must exceed a hundred."

H. Ulubabian said that the information of Azerbaijani sources that
allegedly no child died during Sumgayit events does not correspond
to reality. In his words, a relative of one of killed Armenians
saw a corpse of burnt child among the corpses of grown-ups, as well
as corpses of new-born babies thrown out of the maternity hospital
building.

As H. Ulubabian affirmed, the tragic events of Sumgayit were
the continuation of Turkish policy aimed at extermination of
Armenians. In his words, for preventing such events in the future we
should be "wiser, more patriotic, stronger, we should have patriotic
authorities, should organize life the way so that emigration be
replaced by immigration."

journalist Alexander Grigorian died from stroke on February 27 in
Stepanakert. Noyan Tapan was informed about it from NKR Foreign
Ministry.

To recap, A. Grigorian was a correspondent of a number of media and
cooperated with expert groups, he was an expert on Caucasian region. In
the last years he worked at the General Information Department under
NKR President as Head of the Department.

DPA To Alone Participate In Parliamentary Elections

DPA TO ALONE PARTICIPATE IN PARLIAMENTARY ELECTIONS

YEREVAN, FEBRUARY 28, NOYAN TAPAN. The Democratic Party of Armenia
(DPA) will participate in the coming parliamentary elections alone,
without alliance. As party Chairman Aram Sargsian mentioned at
the February 28 press conference, the DPA proportional list is
already ready. About 50 people are involved in it. 30% of them is
women. A.Sargsian stated that both he and other members of the party
will not be nominated by the majoritarian electoral system.

A.Sargsian grounded the decision on alone participating in the
elections with the fact that the variant of the "Ardaroutiun" (Justice)
faction created in 2003 did not justify itself: "The authorities were
able to do so that this variant does not work." At the same time,
in his words, the DPA was ready to form an alliance, but few parties,
the PPA, NU and OYP beforehand stated that they will alone participate
in the elections. And when making alliances with the rest of parties,
as A.Sargsian mentioned, ideological generalities must perhaps be
taken into consideration.

"Nomination of one joint candidate during the president’s elections
is another case," DPA Chairman added.

In A.Sargsian’s opinion, the best variant of uniting the opposition
is to make with joint forces the pre-electoral process controlable,
though, in his words, "the election is already held in unequal
conditions."

He also stated that the DPA congress will take place on March 3.
