Global warming of global concern, poll shows

Climate change is of real concern in all parts of the world, but there
is disagreement over whether the problem is urgent enough to require
immediate, costly measures or whether more modest efforts will be
satisfactory, according to an international poll released on
Wednesday.

The poll, conducted by the Chicago Council on Global Affairs and
WorldPublicOpinion.org in cooperation with polling organisations
around the world, was carried out in 17 countries containing more than
55% of the world population, although not all questions were asked in
all countries.

Twelve countries were asked whether steps should be taken to address
climate change.

Ninety-two percent of Australians favoured measures to combat global
warming, making it the country with the largest majority of its
population believing immediate action should be taken to reverse
climate change.

Surprisingly, China, whose environmental policies are often
criticised, and Israel were the next most inclined to favour such
measures, with 83% of their populations in favour of immediate actions
to reverse trends in global warming.

The lowest level of support for taking steps to address global warming
was found in India, with 49% of the population supporting immediate
action while 24% were opposed.

Arguments against the validity of global warming as a scientific fact
did not fare well, with fewer than one in four people in any country
endorsing the statement "Until we are sure that global warming is
really a problem, we should not take any steps that would have
economic costs."

Countries with the highest percentages favouring inaction included
India (24%), the Russian Federation (22%) and Armenia (19%). Countries
with the smallest percentages favouring inaction included Argentina
(3%) and Thailand (7%).

Important threat

In a separate question, asked in 10 countries, strong majorities in
all of the countries said climate change is an important threat, with
small minorities calling it unimportant.

The highest percentage of climate-change sceptics were in Armenia
(16%) and Israel (15%).

Majorities called climate change a "critical" issue in Mexico (70%),
Australia (69%), South Korea (67%), Iran (61%), Israel (52%) and India
(51%).

Larger numbers agreed climate change is "critical" in Armenia (47%),
China (47%) and the United States (46%), while Ukraine was the only
country split about whether the problem is "critical" (33%) or
"important but not critical" (33%).

In five of 12 countries polled, the most common view was "Global
warming is a serious and pressing problem. We should begin taking
steps now even if this involves significant costs." These included
Australia (69%), Argentina (63%), Israel (54%), the US (43%) and
Armenia (37%).

The most commonly held view in another five countries was that "The
problem of global warming should be addressed, but its effects will be
gradual, so we can deal with the problem gradually by taking steps
that are low in cost."

Proponents of the "go-slow" and "low-cost" approach included the
Philippines (49%), Thailand (41%), Poland (39%), Ukraine (37%) and
India (30%).

The polls were split between those who favoured less expensive
measures and those who believed the problem merits action involving
significant cost in China (low cost, 41%; significant cost, 42%) and
Russia (low cost, 34%; significant cost, 32%).

Equity

The poll attempted to address the issues of an equitable approach to
climate change by asking sample groups in five developing countries —
China, India, Argentina, Armenia and Thailand — "If the developed
countries are willing to provide substantial aid, do you think the
less-developed countries should make a commitment to limit their
greenhouse-gas emissions?"

In all five countries, majorities said they should, but most
significant responses were observed in China (a 79% majority), and in
India (48% agree, 29% disagree).

All five of these countries have ratified or accepted the Kyoto
Protocol to curb greenhouse-gas emissions, but are not defined as
industrialised countries under the treaty.

Their developing country status under Kyoto means they are not legally
obliged to cut emissions of carbon dioxide or other pollutants, but
could be eligible for various schemes and funds that pay developing
countries to reduce carbon emissions. Just last month, a report
released by the United Nations called attention to the rising flow of
greenhouse gases released by the economic powerhouses of India and
China.

By 2009, says the International Energy Agency, China will have
overtaken the US as the largest emitter of greenhouse gases that are
energy-related.

Aid

Three developed countries were asked the same question about providing
aid to less-developed countries to reduce emissions of greenhouse
gases. Respondents in all three showed high levels of support for such
programmes: 64% of US citizens, 84% of Poles and 72% of Ukrainians.

All three countries are considered industrialised countries under the
Kyoto accord, but the US has refused to ratify it, arguing that it
would be too costly to the US economy and that large developing
countries such as China and India are unfairly exempted.

The following countries were included in the poll: China, India, the
US, Indonesia, Russia, Thailand, Ukraine, Poland, Iran, Mexico, South
Korea, the Philippines, Australia, Argentina, Peru, Israel, Armenia
and the Palestinian territories.

An additional poll released on Thursday by the Yale University School
of Forestry and Environmental Studies reinforces the Chicago Council
on Global Affairs poll, finding that 83% of US citizens now say global
warming is a "serious" problem, up from 70% in 2004.

The recent poll data suggesting an increased awareness that global
warming requires immediate action comes on the heels of a report
released last month by the Intergovernmental Panel on Climate Change
— the leading international network of climate scientists — which
confirmed the scientific evidence behind global warming and urged
prompt action to slow and reverse the dangerous build-up of
heat-trapping gases in the atmosphere. — IPS

Rep. Knollenberg Raises Questions about Armenia Compact

Washington, DC – Ambassador John Danilovich, CEO of the Millennium
Challenge Corporation, this week told members of a key House foreign
aid panel that Armenia has made a number of reforms that are both
"positive and constructive," and expressed that elections in Armenia
be "conducted correctly."

Danilovich appeared before the House Appropriations Subcommittee on
State, Foreign Operations and Related Programs to discuss MCC’s
funding needs for Fiscal Year 2008.

Committee Chairwoman Nita Lowey (D-NY), in her opening statement,
stressed that MCC funding was designed to be additive, and should not
take away from other funding programs, such as the Freedom Support
Act.  Her concerns were echoed by Congressman Jesse L. Jackson,
Jr. (D-IL) and Armenian Caucus Co-Chair Rep. Joe Knollenberg (R-MI),
who also noted that Armenia must work to sustain its status as an MCC
recipient.

Last week, Randall L. Tobias, U.S. Director of Foreign Assistance and
USAID Administrator, told Committee Members that MCC funding "is
expecting to disperse 60 million dollars" in FY 2008 alone and that
"together with foreign aid, Armenia will receive 98 million dollars,
or a 34 percent increase."

The Administration has requested $35 million in economic assistance to
Armenia for FY 2008, a reduction of more than 50 percent over the FY
2007 approved funding level of approximately $75 million.

Last year, the United States and Armenia took a major step forward
with the signing of the Millennium Challenge Compact – a five-year
$235.65 million agreement intended to reduce Armenia’s rural poverty
and increase agricultural productivity.

Secretary of State Condoleezza Rice, who took part in the signing
ceremony, called the event a "promising" step in the U.S.-Armenia
partnership and a "testament to the hard work and dedication of the
Armenian people and their elected government."

Established in 2004, MCC is based on the principle that aid is most
effective when it reinforces good governance, economic freedom and
investments in people.  MCC is responsible for the stewardship of the
Millennium Challenge Account (MCA), which receives funds appropriated
by Congress every year.

The Armenian Assembly of America is the largest Washington-based
nationwide organization promoting public understanding and awareness

The University of Michigan Armenian Studies Program is pleased to
announce its 2007 Summer Language Institute to be held in Yerevan,
Armenia, from June 22 through August 20, 2007 (classes meet June 25 –
August 17, 2007). This program is open to all undergraduate, graduate
and professional school students attending any North American or
European universities or colleges, who wish to learn Classical Armenian
or Modern Eastern, or Modern Western Armenian. Lectures on Armenian
culture and history, as well as various excursions and cultural events
supplement the courses. North American undergraduate students may take
the course for credit (8 credit hours) or non-credit. U. S. graduate
students may enroll for a non-credit certificate for Eastern or Western
Armenian, or may take Classical Armenian for credit (6 credit hours).
European students may take any of the courses for a non-credit
certificate only. The same academic and program criteria will apply to
credit and non-credit students.
In addition to high quality intensive language instruction, the program
offers the opportunity to live and learn in Armenia. The program is
directed by Dr. Kevork Bardakjian, Director of the Armenian Studies

Director Aram Hamparian commented on the statement issued by the
U.S. embassy in Yerevan. Hamparian reiterated that
Ambassador-designate Richard Hoagland has denied the Armenian
Genocide.

`He has replied in writing to Senators Kerry and Boxer that there was
no genocide and has questioned the Armenian killings in the Ottoman
Empire. Secondly, if you wish to understand the position of the U.S.
government, you have to clearly understand the position on this issue
crucial to Armenians.

They can play with words, but what matters to us is the
legislation. It is very sad that the U.S. government does not respect
the moral aspect of the issue. In this respect, the US foreign
relations department lags behind the U.S. Congress, the American
society, the American media and the states. We call on the American
authorities to recognize the Armenian Genocide but the Administration
continues to defend the Turkish interest.

Both in Yerevan and Washington, representatives of the U.S. government
know that the policy conducted in this field is not fair, and that
policy is more pro-Turkish and pro-American,’ Aram Hamparian said. He
conveyed hope that everybody in the U.S. embassy in Yerevan talks
about Armenian Genocide as sincerely and bravely as John Evans did.

PRELATE TO CONDUCT MASS IN ORANGE COUNTY ON THE NAME DAY OF FORTY MARTYRS

Saturday, March 17, is the Feast of the Forty Martyrs and the name day of
Forty Martyrs Church in Orange County.
On this occasion, H.E. Archbishop Moushegh Mardirossian,
Prelate, will conduct Holy Mass and deliver the sermon at Forty Martyrs
Church on Sunday, March 18. Christian Education Department Co-Director Very
Rev. Father Barthev Gulumian and parish pastor Rev. Hrant Yeretsian will
assist at the altar.
Following Mass, requiem service will take place for the souls of
departed sponsors and dedicated servants of the church, and also for Mother
Hripsime Sassounian who passed away last week in Istanbul. Mother Hripsime
served the church in Turkey for over 50 years and was the director of the
Kalfayan orphanage for numerous years as well as of the Bird’s Nest
Orphanage in Lebanon for some time. The Prelate expressed his condolences
to the Sassounian, Kitsinian, and Sarkoian families for their loss.
After requiem service, madaghorhnek will take place followed by a reception
at the conclusion of church services.

Interview of NKR Deputy Foreign Minister Masis Mayilian to REGNUM IA

REGNUM: Mr. Mayilian, what are currently the most urgent issues in the
Nagorno Karabagh foreign policy?

M.M. The most topical issue of the Karabagh diplomacy is the legal
recognition of the Nagorno Karabagh Republic. I would say it is an
imperative. All the other goals and consequent actions are aimed at
achieving the NKR recognition by the international community. However,
it should be realized that the lack of recognition doesn’t belittle
our independence and all-sufficiency. As you know, according to the
international law, recognition by other states has a declarative and
not constituent significance. At the same time, the recognition of the
Nagorno Karabagh Republic will mean an important step on the way of
NKR joining the international community, and will help involve the
Republic in the regional integration processes. Surely, we face
certain difficulties on our way to the recognition, the overcoming of
which defines the range of our current goals.

Our diplomacy has the classical goals similar to the majority of the
world countries: ensuring the people’s security from any possible
foreign threats, via political and diplomatic means. In our case, the
unresolved Azerbaijani-Karabagh conflict is a grave challenge. NKR, as
a party to the conflict, is interested in establishing a dialogue with
Azerbaijan in order to create neighborly relations. But Azerbaijan
displays no interest in this, which testifies to its non-readiness for
resuming grave and constructive dialogue with Nagorno Karabagh. To
continue the consultations between Armenia and Azerbaijan is very
important, as it contributes to reducing the tension in the region,
but everybody realizes that for achieving considerable results this
format should be transformed into trilateral, and the sooner the
better.

In the existing situation, it is important for us to maintain the
strategic balance in the region, ensuring peace and stability in the
South Caucasus.

We have also another goal – to create a positive image for NKR abroad,
and increase the investment attraction of the Republic.

REGNUM: What is the main reason of excluding Nagorno Karabagh from the
negotiation process under the aegis of the OSCE Minsk Group, and what
should be done for resuming the negotiations in their full format? Is
Nagorno Karabagh ready to defend its positions at tete-a-tete
negotiations with Azerbaijan?

M.M. First, I’d like to note that the negotiation process is currently
suspended, and the parties hold consultations on searching ways of
resuming the negotiations under the mediation of the OSCE Minsk
Group. As of the very negotiations in the frameworks of the Minsk
process, NKR representatives always participated in them till their
suspension in April 1997.

Currently, Nagorno Karabagh doesn’t participate in the consultations
held between the officials of Armenia and Azerbaijan, which is caused
by the Azerbaijan party’s non-readiness for contacting with official
Stepanakert. The negotiations’ resumption in the trilateral format is
not an end in itself for us. For establishing a dialogue, the concern
and political will of all the parties involved in the conflict are
needed. The parties should realize it themselves.

As of the Karabagh authorities’ readiness to defend their positions at
the negotiations with Azerbaijan, the NKR leadership is ready for it
and, moreover, it has repeatedly initiated establishing a dialogue and
discussing the whole complex of issues without any preconditions.

REGNUM: What role does Russia play in the process of the Nagorno
Karabagh conflict settlement?

M.M. Russia has already gone down in the annals of the modern history
of Artsakh as a country, which played a key role in ceasing the bloody
war between NKR and Azerbaijan in May 1994. Besides, historically
Russia occupies its special niche as a traditional friendly state in
the perception of the Karabagh people. Currently, Russia, along with
the USA and France, plays an important role as a Co-Chair of the OSCE
Minsk Group, trying to bring the approaches of the conflicting parties
closer. Besides, I see Russia not only as a mediator in the settlement
of our long conflict. There is a great potential to be developed in
the relations with the Russian Federation in the political, economic,
religious, cultural, and educational spheres.

REGNUM: Is joint Azerbaijani-Karabagh production of the ‘Aghdam’ wine
real in the prospect, as President of Russia Vladimir Putin noted?

M.M. I don’t think that Vladimir Putin’s remark should be taken
literally. I evaluate this proposal as an appeal for starting regional
cooperation, which would contribute to the resolution of disputes
between the two nations. In this context, the approach of the Russian
leader should be appreciated.

REGNUM: Mr. Mayilian, how do you estimate the level of NKR cooperation
with other unrecognized states in the post-Soviet area?

M.M. I believe that our cooperation with the unrecognized states
adequately reflects our common goals. We support close bilateral
relations with the Republic of Abkhazia, Republic of South Ossetia,
and the Transdnestrian Moldavian Republic. For the last few years, NKR
representatives have repeatedly visited the countries on various
levels, and we received corresponding delegations in Karabagh. Close
cooperation on some political issues of mutual interest is
established.

As of the multilateral cooperation in the frameworks of the
Association «For Democracy and Rights of Nations», we participate in
the activity of this structure as observers, and this level of
cooperation meets our national interests to date, which is accepted by
our partners.

`’The Nagorno-Karabagh talks should be activated”, RA NA Speaker
Tigran Torosian stated in the course of a press conference held in
Yerevan.
In his words, it is time Armenia review its policy in the issue.
`’The Azeri party is much more active, it invests a lot in its
viewpoint’s propaganda. We cannot just sit and wait, as the work will
bear fruit in the end’, Torosian underscored.
As for a report made by the U. S. State Department for Human Rights
for 2006, where the Nagorno-Karabagh and the territories it
controlled were called `’occupied”, Tigran Torosian stated such
formulations were unacceptable for Armenia.
`’The U. S. are co-chair within the frames of OSCE Minsk group for
the Nagorno-Karabagh conflict settlement and render aid to the
Nagorno-Karabagh every year. It all does not accord with the ideas of
the State Department’s report”, Torosian said.
He reminded two principles – territorial integrity and the nation’s
right to self-determination – had been put in the basis of the
conflict’s peaceful settlement. `’If one principle was mentioned in
the report, it would be reasonable to mention the second one – the

ARMENIAN FOREIGN OFFICE READY HELP BUSINESSMEN

YEREVAN, March 15. /ARKA/. Armenia’s Foreign Office is ready to help
Armenian businessmen in resolving problems with getting entry visas,
Tigran Seyranyan, Head of the Consular Department, RA Foreign Office,
stated at a meeting with between members of the Union of
Manufacturers and Businessmen of Armenia (UMBA) and representatives
of foreign diplomatic missions to Armenia.
"The Foreign Office is ready to receive businessmen’s complaints and
resend them to the corresponding Embassies and Consular Services,"
Seyranyan said. He pointed out a number of reasons for the problems
with visas.
"The first reason is illegal migration, which acquired a large scale
especially in the 1990s," he said. Seyramyan pointed out that this
made a number of countries to take necessary preventive measures,
which improved the situation. However, some countries are still
facing this problem. "In particular, 300-400 Armenian citizens
applied for asylum in France every quarter," Seyranyan said.
According to him, the situation has improved in Germany, Switzerland
and Scandinavian countries. "For example, only one person has applied
for citizenship in Switzerland in 2007," he said.
According to Seyranyan, the question of issuing visas in a simplified
regime to businessmen and art workers was discussed at negotiations
with the European Union as part of the New Neighborhood policy. "The
Armenian sides put forward a proposal for the issue of long-term
visas to businessmen and representatives of some other groups that
are not prospective illegal migrants. However, Brussels did not
welcome the idea. In the document this issue was linked with further
readmission agreements," Seyranyan said. He added that many countries
practice this.
Seyranyan also said that the applicants sometimes have problems
because they fail to submit all the necessary documents and provide
inaccurate information.
In his turn, RA Deputy Foreign Minister Arman Kirakosyan expressed
hope that the meeting will contribute to the development of bilateral
relations. "We have positive trade and economic relations with the
countries whose representatives are present at the meeting, but we
should not be contented with the current level," Kirakosyan said. He
pointed out that the RA Foreign Office will assist in organizing
meetings like this.
Among UMBA members are the managers of about 500 Armenian companies,
which ensure about 75% of budget revenues in Armenia. UMBA Chairman
Arsen Ghazaryan said that UMBA sees a potential for expanding its
foreign economic relations with a number of countries, particularly

conference titled "Dialogue of Cultures and Civilizations: Bridge
Between Human Rights and Cultural Values" to kick off in Paris on
Tuesday.
The department of interchurch relations of the Holy Echmiadzin (AAC
Center) reported that the conference is organized under the patronage
of UNESCO and by the efforts of the World political forum Dialogue of
Civilizations.
