IRAN-ARMENIA: FIRST STRETCH OF GAS PIPELINE OPENED

Tehran, 19 March (AKI) – Iranian president Mahmoud Ahmadinejad
and his Armenian counterpart Robert Kocharian opened on Monday the
first Armenian part of a natural gas pipeline connecting the two
countries.The two presidents inaugurated the first 40 kilometre stretch
of the pipeline in the border town of Meghri. Under the project,
which was launched in 2004 and has so far cost 200 million dollars,
Iran will at first deliver 400 million cubic metres of gas a year
which should rise to 2.5 billion once the project is completed.

Armenia will in exchange reportedly provide electricity to Iran.

During the inauguration, Ahmadinejad said the pipeline is a "symbol of
the deep friendship which ties Iran, an Islamic country, to Armenia,
a Christian country."

Armenia is Iran’s main political and economic partner in the Caucasus.

Armenian President Robert Kocharyan said on Monday that Armenia is
determined to expand its relations with Iran and that it considers
such ties as long-term.

According to a report released by the Presidential Office Media
Department, the statement was made during his talks with President
Mahmoud Ahmadinejad at Nordouz border area on the sidelines of the
inaugural ceremony of Iran-Armenia gas pipeline.

Turning to his country’s requirement of energy resources, the Armenian
president called for cooperation with Iran in this regard.

"Armenia is willing to use Iran’s experience in various fields,
including establishment of refinery and power plant, connection of the
railway networks of the two countries and cooperation on development
of the infrastructures of Armenia’s telecommunication," he added.

He appreciated the quick implementation of the mutually signed
agreements and contracts, he said that this provides a highly favorable
ground for further expansion of relations.

"The good will of our Iranian partner, in particular that of President
Ahmadinejad, plays a decisive role in bolstering bilateral relations,"
concluded the Armenian president.

YEREVAN, MARCH 19, NOYAN TAPAN. The composite economic indices
calculated by the Central Bank of Armenia (CBA) showed a considerable
growth in the first quarter of 2007. According to the CBA press
service, the business environment index made 120.9%, the economic
activity index – 110.4% and the consumer confidence index – 107.4%.

The business environment index shows the average assessment of
organizations on changes in risks and the general economic state,
the economic activity index – the assessment of organizations’
expectations about production volumes, production orders and
reserves. The consumer confidence index is the mean of assessment
on household incomes, expenses and changes in employment, as well as
assessment of attitude to current economic conditions. To calculate
these indices, every quarter the so-called "balances of responses",
whose values range from 0 to 100, are calculated. The value of 50 of
a balance means that the state of the given parameter is unchanged,
if the value is higher than 50, expevtations are optimistic, if it
is lower than 50, expectations are pessimistic.

In the first quarter, 801 organizations and 2,961 households
were studied by the selective principle. The business environment
responses balance made 57.8 against 47.8 in the previous quarter,
the economic activity responses balance – 71.2 against 64, and the
consumer confidence responses balance – 54 against 50.3 (this is the
highest value since early 2005).

The Iran-Armenia natural gas pipeline brings the relationship between
the two countries to a new level, a REGNUM correspondent reports
quoting President of Armenia Robert Kocharyan to say today, March 19,
at an opening ceremony of the pipeline. Kocharyan called the ceremony
attended by President of Iran Mahmoud Ahmadinejad a memorable one.

The Armenia’s president reminded that 15 years ago, when Armenia
declared her independence, only barbed wire could be seen at the
Armenian-Iranian border, a Soviet-times legacy. "Today, we cooperate
in a number of directions, particularly, in the fields of energy,
transport, and industry. We built a bridge over the Araks River,
through which only in 2006, 600 tons of cargo were shipped," Kocharyan
informed.

Kocharyan also reminded of an agreement of Megri hydro power
plant construction and negotiations over construction of the third
high-voltage power line connecting the two countries. He described
relationship between Iran and Armenia as an active political dialog
– largely owing to the work of the intergovernmental commission. In
Kocharyan’s words, it is the Commission’s work that makes possible a
deeper understanding between the countries. "We attempt to bring to
life economic projects designed to develop economic cooperation,"
adding that the sides avoid steps that could be interpreted as a
threat to mutual security.

President of Iran Mahmoud Ahmadinejad said that Iran has no problems in
its relationship with Armenia. He said that projects implemented in a
number of fields are meant to strengthen friendly relations between
the two countries. Ahmadinejad informed that during his meeting
with Robert Kocharyan, both previously discussed and new ideas were
discussed, and new cooperation agreements in the fields of energy,
natural gas and oil development, as well as water resources, were
reached. According to the president of Iran, realization of these
agreements will make the bilateral relations stronger. He assessed
his short visit to Armenia as a highly productive one.

President Departs For Tehran

Teheran, Iran — President Mahmoud Ahmadinejad left Armenia’s border
area for the capital city of the northwestern province of East
Azarbaijan after attending the inaugural ceremony of Iran-Armenia
gas pipeline and holding talks with his Armenian counterpart Robert
Kocharyan on Monday.

Upon arrival in Tabriz, the chief executive and his entourage are
scheduled to depart for Tehran.

During the president’s one-day visit to Armenia’s border area, besides
inauguration of Iran-Armenia gas pipeline and negotiations between
the two presidents, the agreement on establishment of hydroelectric
power plants on Aras river was signed by the energy ministers of the
two countries.

The gas pipeline, 141 kms long (including 40 kms on the Armenian
territory) connects the gas transportation systems of the two
countries.

The gas pipeline runs from the Iranian northwestern city of Tabriz to
the border with Armenia and further on from the Armenian settlement
of Megri to Kadzharan.

US Dollar’s Appreciation Last Week Conditioned By Increase In Demand

YEREVAN, MARCH 19, NOYAN TAPAN. After a long decline, in the last
ten days the US dollar to some extent restored its value against the
Armenian dram. The growth of the dollar’s exchange rate from 354.5 to
over 361 drams was accompanied by an increase in demand for dollars,
as evidenced by results of the latest sessions of foreign currency
sale at the Armenian Stock Exchange (ASE).

This tendency has stabilized since March 5. On that day 0.5 mln
dollars was sold at the weighted average price of 456 drams, while
the unmet demand and supply made 0.42 mln dollars and 0.2 mln dollars
respectively. Since then sales grew until March 16 when 6.267 mln
dollars was sold at the weighted average price of 361.24 drams, while
unmet demand and supply made 80 thousand dollars and 860 thousand
dollars respectively.

YEREVAN, MARCH 19, NOYAN TAPAN. Asphalt laying work and repairs of
manholes and breast-walls have already started in Yerevan. Deputy
Mayor of Yerevan Vano Vardanian said at the March 19 press conference
that it is envisaged to lay 400 thousand square meters of 132 city
streets with asphalt by late 2007, for which 2.3 bln drams (about
6.3 mln USD) was allocated. Breast-walls in 6 Yerevan streets will
be repaired with 227 mln drams.

Speaking about sanitary cleaning work, V. Vardanian noted that a city
subbotnik and tree planting will be held in April. It was mentioned
that this work has already begun in some communities. According to the
deputy mayor, the number of rubbish bins in Yerevan will be increased
by about a thousand.

In his words, serious work will be done concerning housing resources
and condominiums. Now the experience of various countries in this
sector is being studied. V. Vardanian said that today activities
of 515 condominiums of the city are not efficient. He noted that
new governance methods will allow to make the work of condominiums
more active.

YEREVAN, MARCH 19, NOYAN TAPAN. The EU TACIS Program will implement a
regional development program in Vayots Dzor and Ararat marzes. Within
the program’s framework, work of 670 thousand euros will be done
in Vayots Dzor marz in 2007, and that of about 1 mln euros – in
Ararat marz.

The governor of Vayots Dzor marz Samvel Sargsian said at the March
19 press conference that particularly, wine and cheese laboratories,
as well as a tourist center in line with modern requirements will
be created. Besides, loans will be provided to farms with the aim of
implementing small programs in communities.

According to S. Sargsian, there are prospects of developing agriculture
(viticulture, vegetable growing), industry (production of mineral
water, wines, building stones) and tourism in the marz. It was noted
that 500-600 jobs will be created under the program.

The governor stated that over the past two years, work of about 15
mln USD has been done in the irrigation system and intraeconomic
networks of the marz thanks to state assistance.

Repairs of the local tinned food factory and supplying the city of
Eghegnadzor and adjacent villages with drinking water were pointed
out as the main problems of Vayots Dzor.

The governor of Ararat marz Alik Sargsian said that mining industry
and fish production are developing in parallel with agriculture
in the marz. In his words, Ararat marz accounts for 8% of the
total industrial production of Armenia, with Araratcement Plant,
Masis Tabak Plant, and the tinned food factories of Artashat and
Ararat operating in the marz. The governor noted that Ararat marz
has prospects of tourism development – the ancient capital cities
of Armenia – Artashat and Dvin, Khor Virap, a lot of churches and
historic monuments are located here.

NICOSIA, Cyprus — Turkey has put its army on alert to stave off
any attacks by Kurdish rebels during a spring festival beset by
unprecedented political problems this week.

The crisis includes a widening rift between the military commanders
and Prime Minister Recep Tayyip Erdogan, warnings of more attacks by
Kurdish extremists and a rising nationalist fervor that is worrying
Turkey’s European partners.

Complicating the task of the Erdogan government is the possibility
of strained relations with the United States over the prospect of a
separate Kurdish state in northern Iraq and the threat that the U.S.

Congress might brand the World War I killings of Armenians by Turkey’s
Ottoman rulers as genocide.

Turkish press reports have said the volume of problems is unprecedented
in Turkey’s modern history.

Military leaders have warned that regardless of Turkey’s application
for membership in the European Union, the army will remain the ultimate
guardian of the republic.

At the same time, Gen. Ilker Basbug, the commander of land forces,
reaffirmed Turkey’s right to send its troops to Iraq in pursuit of
Kurdish rebels waging a 32-year war for independence.

Against such a background, most of Turkey’s 10 million Kurds prepared
to celebrate Norooz, a spring festival that is also observed in Iran
and Afghanistan.

The guerrilla Kurdistan Workers Party (PKK), the main fighting force
of the Kurdish opposition, has threatened terrorist attacks over the
holiday, particularly against the country’s thriving tourist resorts.

A number of Kurdish politicians, including members of the legally
recognized Democratic Society Party, have been rounded up for
interrogation. In the predominantly Kurdish area of Diyarbakir in
southwestern Turkey, the authorities refused to grant permission
for festivals.

In the weeks leading up to the holiday, the Turkish political scene
was marred by growing tension between the senior military cadres and
Mr. Erdogan, increasingly accused by the army of Islamic tendencies.

In 1999, the army was instrumental in removing from power Prime
Minister Necmettin Erbakan, who was known for his political commitment
to militant Islam.

Although Mr. Erdogan has never indicated any intention of abandoning
Turkey’s secular system, the military and secularist circles resent
his appointments of Islamic politicians to government posts as well
as the fact that his wife wears a head scarf in public buildings,
which is banned by law.

Mr. Erdogan has been highly critical of a planned resolution in
Congress to recognize the 1915 Armenian massacres as genocide. "I am
worried that such a resolution would cast a shadow over our strategic
partnership," he said.

The Bush administration also fears damage to its relations with
Turkey, a critical NATO partner in one of the most unstable areas of
the world. Successive Turkish governments have refused to acknowledge
any responsibility for the death of 1.5 million Armenians who were
accused of supporting Russia in its war with Turkey.

ANKARA, MARCH 19, NOYAN TAPAN – ARMENIANS TODAY. Chairman of Turkish
Workers Party Dogu Perincek considers that thanks to his "struggle"
against "assertions" of Armenians in the issue of Armenian Genocide
Switzerland may amend the law, for violation of which he was sentenced
to 90-day suspended imprisonment. "We will manage to change the Swiss
law," he affirmed adding that he is hopeful that the Swiss Cassation
Court will find him "not guilty" before the possible amendment of
the law.

According to the Marmara daily of Istanbul, Perincek said that if he
is refused by the Swiss court he will apply to the European Court on
Human Rights.

"If even the European Court pronounces a decision favorable for
Armenians, this will be of no importance. 20 parliaments of European
countries have adopted laws on Armenian Genocide: let the European
Court also join these parliaments," the Turkish chauvinist considers.

According to Dogu Perincek’s information, the ruling political force in
Switzerland "is going to amend" the law considering denying genocides
as a crime.
