BRUSSELS, NOVEMBER 14, NOYAN TAPAN. The 7th plenary sitting of the
EU-Armenia Cooperation Council took place in Brussels on November 14.
During the sitting, the EU-Armenia Action Plan within the framework
of the European Neighborhood Policy (ENP) was approved and took force.
According to the RA MFA Press and Information Department, the
Armenian delegation is headed by the Armenian Co-chair of the
EU-Armenia Cooperation Council, Armenian Foreign Minister Vartan
Oskanian. Representatives of the EU Presidency: Finland’s Minister
of Foreign Trade and Development Paola Lehtomaki, State Minister of
Germany Gunter Glosser, the EU Special Representative to the South
Caucasus Peter Semneby – are participating in the sitting from the
European side.
P. Lehtomaki opened the sitting, followed by the introductory speech
of the Armenian foreign minister. The EU representative expressed a
high opinion about the Action Plan jointly developed by the EU and
Armenia, asserting the EU’s willingness to start the implementation
of the document’s provisions.
Then the participants addressed the council’s agenda. Various political
issues, including domestic reforms, and human rights issues were
discussed. There was an exchange of opinions on energy issues.
The Armenian side presented the work on diversification of energy
sources in Armenia, particularly the process of constructing the
Iran-Armenia gas pipeline.
The ceremony of the official adoption of the EU-Armenia Action Plan
within the framework of the ENP took place after the sitting. With
this aim, the Armenian Foreign Minister V. Oskanian and the Finnish
Minister of Foreign Trade and Development P. Lehtomaki signed the
respective document.
The implementation of the action plan envisages the opportunity of
passing from cooperation to a higher level of integration, including
the opportunity of Armenia’s participation in the EU domestic market
and the EU policy and programs in their key direction. The ENP Action
Plan proposes that Armenia establish intensive political, security,
economic and cultural relations with the EU. It is envisaged to
extend and deepen the political cooperation for further development
of mechanisms of political dialog.
The document’s adoption provides an opportunity to implement a whole
package of reforms, up to signing of a new-generation agreement with a
higher status, with the assistance of the European side. As a result
of the document’s implementation, the social, political and economic
systems of Armenia will get closer to the European ones.
The Action Plan attaches special importance to the economic cooperation
of Armenia and the EU: additional financial assistance of the EU,
deepening of trade and economic relations, harmonization of the
economic legislation, continuous reduction of commercial non-tariff
restructions, which will promote investments, export and economic
growth. The EU’s financial assistance to Armenia will also be expressed
through the European Neighborhood and Partnership Instrument (ENPI)
proposed by the European commission, which will include the main
part of the EU’s financial assistance and will be used for purposes
of transborder and international cooperation.
During the second part of the day, a regular meeting of the foreign
ministers of Armenia and Azerbaijan with the participation of the
OSCE Minsk Group Co-chairs will take place.

YEREVAN, NOVEMBER 14, NOYAN TAPAN. According to the bill “On NKR
Citizenship,” Armenian refugees from Azerbaijan will be given an
opportunity to settle in territories under NKR’s control. Arman
Melikian, NKR President’s Adviser on Foreign Political Issues,
declared at the November 14 press conference.
“As former citizens of Soviet Azerbaijan, refugee-Armenians have the
right to demand a compensation, be it moral, material compensation
or compensation of homeland,” Melikian said.
In his words, it is quite natural that refugee-Armenians from
Azerbaijan who were deprived of everything, including the right to take
part in processes of privatization, “consider the issue of settlement
in the liberated territories (NT: territories beyond NKR bounds,
controlled by NKR are meant) as partial compensation resource. And
in this sense the Armenian authorities should do much to protect
the rights of these people. Unfortunately, these processes are a bit
belated, but it is not late yet to lead this process to its logical
end,” Arman Melikian declared.
As regards the question, can the issue on refugee-Armenians become
a factor in the negotiations process on peaceful settlement of the
Nagorno Karabakh conflict, the NKR President’s Adviser said that this
issue is already a factor that cannot be ignored. “One can leave out
this issue, but this factor will say its word one day,” he said.
As he estimated, today the situation in the negotiations process
“is more positive” for the Armenian side than in 1998 when President
Levon Ter-Petrosian and his political team had a radical approach
in the issue of “security zone around NKR,” as they were ready to
unconditionally return all these territories to Azerbaijan. But today
the issue of territories has become a subject of negotiations “and
there is no unconditioned readiness of that time.” “Some progress
has been achieved, true, insufficient, but still progress,” Arman
Melikian declared.
As for the issue that the Nagorno Karabakh side does not take part in
the negotiations process, the NKR President’s Adviser declared: “I am
against our participation in the negotiations just for participation.
A direct dialogue between NKR and Azerbaijan is needed for our
participation to be effective. And on the basis of this it will
become clear whether it is possible to reach an agreement or not. The
situation we have today will preserve until a possibility to come to
an agreement emerges.”

YEREVAN, NOVEMBER 14, NOYAN TAPAN. It is envisaged that the Combined
Endeavor exercises of NATO and North East Brigade to be held from
2007 April 26 to May 13 will be guided from Armenia and Germany.
Colonel Samvel Atoyan, Head of the Intercommunication and Automatic
Management Systems Department of Armed Forces General Headquarters,
said this on November 14 to journalists covering the planning
conference of Combined Endeavor exercises that started in Yerevan
with participation of 260-270 servicemen of 38 countries.
In Colonel Atoyan’s words, the goal of the exercises will be to
provide reliable contacts bewteen the armed forces of all countries
taking part in the exercises.
In S.Atoyan’s words, Armenia has been taking part in the Combined
Endeavor exercises since 2002, first as an observer, then as a
participant. In his words, participation in the above mentioned
exercises contributes to Armenia’s adopting advanced technologies
of military intercommunication sphere. “Armenia’s participation in
these exercises has been always highly estimated,” S.Atoyan said
considering that it is not a mere chance that Armenia was chosen as
a “place of holding one of the largest conferences” preceding the
Combined Endeavor exercises.
It was mentioned that the goal of the conference is to solve some
problems in the sphere of equipment units ensuring communication
among country-participants of the Combined Endeavor 2007 and in the
sphere of compatibility of their exploitation. A document stipulating
compatibility principles will be worked out as a result of the
conference being held until November 17.
As S.Atoyan said, Azerbaijan and Turkey do not take part in the
Yerevan conference.
To recap, the North East Brigade was created for the purpose of
carrying out a peacekeeping mission in Kosovo and Iraq.

HIS HOLINESS ARAM I SENDS A LETTER OF PRAISE TO
KIRK KERKORIAN
In a letter addressed to Armenian Philanthropist Mr. Kirk Kerkorian, His
Holiness Aram I praises the latter’s recent donation of 4.5 million US
Dollars to the Armenian schools of Lebanon.
Greeting Mr. Kerkorian as a friend, and an Armenian praiseworthy for his
great contributions to his nation, His Holiness Aram I points out how this
recent initiative came to restate Mr. Kerkorian’s commitment to the
well-being of Armenian families and students. He ensures that the donation
will breathe new life into the Armenian community of Lebanon, which has been
suffering great economic difficulties in the aftermath of the recent Israeli
war on Lebanon.
The Catholicos then expresses the warm gratitude of the Armenian students,
teachers and parents of Lebanon towards Mr. Kerkorian. His Holiness also
praises Vice Chairman of the “Lincy” Foundation, Mr. Harut Sassounian, for
his important role in the organization and execution of the project.
Referring to this donation during a sermon he delivered in the St. Gregory
the Illuminator Cathedral in Antelias on Sunday, His Holiness had called on
the education practitioners of the Lebanese-Armenian community to seriously
and comprehensively re-evaluate the educational status of the community. He
had stressed that the community should not only be in the shoes of aid
receivers, but should find, in these aids, incentives for revitalization.

The Republican Party does not consider the Orinats Yerkir Party as
one of it major opponents, stated Member of Parliament Armen Ashotyan,
young Republican, November 14 at the Pastark Club.
Nevertheless, he spared time and only an hour before the hard and
exhausting work at the National Assembly he devoted a whole news
conference to the Orinats Yerkir Party, namely the black PR carried
out against this party as the members of Orinats Yerkir state.
Armen Ashotyan reflected and concluded that the president
administration is not related to this black PR. According to Ashotyan,
the Republican Party is not related either. The member of parliament
thinks that simply it is not expedient for his political party to
implement black PR against the Orinats Yerkir Party, at least because
they do not consider it a major opponent. Of course, this means that
the Republican Party may, nevertheless, carry out black PR against
its major opponents. In answer to this question Armen Ashotyan only
says that the Republican does not use black technology against anyone,
meanwhile all the others do against the Republican Party.
Armen Ashotyan knows who carries out black PR against the Orinats
Yerkir Party and particularly Arthur Baghdasaryan. He thinks that the
supporters of the leader of the Orinats Yerkir do, who keep praising
Arthur Baghdasaryan from morning till evening and often exaggerate
and distort the truth. “What is black PR? It is distortion of the
truth?” says Armen Ashotyan. For instance, he refers to Arthur
Baghdasaryan’s supporters who stated about his interview with
authoritative British periodicals. Armen Ashotyan did not waste time
and opened the websites of these newspapers but did not find any
interviews with Arthur Baghdasaryan. Hence, he concludes that the
news about the interview is false and consequently black PR against
Arthur Baghdasaryan.
If we follow Armen Ashotyan’s logic, the news program of the Public
Television is carrying out the defense minister Serge Sargsyan’s
black PR, for several months ago Haylur reported about an article in
the British Economist, the author of which considered Serge Sargsyan
the favorite candidate of president of Armenia. Then it turned out
that there is no information on Serge Sargsyan on the website of
the Economist. Consequently, Armen Ashotyan’s logic prompts that the
Public Television does the black PR of the defense minister. However,
Armen Ashotyan did not have enough information and found it difficult
to evaluate the situation. It became clear that he has not watched
the news program of the Public Television for a long time and has
not visited the website of the Economist.
VimpelCom Is Ready To Reject Monopoly

Today the Public Services Regulatory Commission approved the sale of
90 percent of stocks of Armentel to the Russian company Vimpelcom.
The commission concluded in today’s meeting that this deal does not
attack the public interests of Armenia, at the same time, all the
exclusive rights remain with Armentel.
For his part, the authorized representative of Vimpelcom, the candidate
of CEO of Armentel Oleg Bliznyuk commended the deal and said it would
allow using new technologies in Armenia and supply a quality service.
Oleg Bliznyuk also said that there will be serious investments after
the deal is made. In particular, it is foreseen to invest 100 million
dollars in 2007 in both fixed-line and mobile telephone. According to
him, Vimpelcom is ready to reject monopoly, including that of Internet.
Attorney General And President Challenged

The government in Armenia are characterized by an unprecedented
cruelty towards their fellows in 2006. It is difficult, for instance,
to remember a case when the meeting of the College of the Procuracy
criticized the call-up organized by the ministry of defense declaring
it corrupt. However, the course of events allows suggesting that the
procuracy has lost the sense of reality or carried out a “non-sober
analysis of the conscription”. The minister of defense stated
several days later that if there are irregularities, the guilty
should be punished, and he would join in with pleasure. This is not
but a challenge to Attorney General Aghvan Hovsepyan. If there are
officials in charge of the draft who break the law, Aghvan Hovsepyan
must find them and punish them, at least take them to the bench.
Perhaps, the Attorney General had thought that the minister of defense
would try to avoid, give excuses or call him and offer a deal on
something, including presidency in 2008. However, Aghvan Hovsepyan
forgot for a moment that Serge Sargsyan is ready to make arrangements
on presidency in 2008 only with those who are not citizens of Armenia
and cannot be his opponents, namely the officials of the Kremlin and
the White House. Although, unfortunately for Serge Sargsyan, these
efforts fail. And perhaps this encouraged Aghvan Hovsepyan to get
down to work expecting the minister of defense to give in and meet
him halfway.
Instead the minister of defense went to Yerevan State University, where
he advised the Attorney General to support his words with actions,
if he can, of course. Then he went to the Republic Recruiting Center
to give his support to the officials in charge of conscription not to
make a fuss and start thinking that the minister is not a minister
any more, and he will never be president. And now the question is
put definitely – will the Attorney General be Attorney General? If
Aghvan Hovsepyan fails to find evidence to the evaluations made at
the meeting of the college, the evaluations will turn into political
allegations meant to strike the minister of defense. In this case,
it will turn out that nobody is trying to “drag the Attorney General
into politics” but the Attorney General avoids confessing that he is
in politics. In order to prevent this impression, Aghvan Hovsepyan
should once do a more serious thing than Hakob Hakobyan’s “pilfery”.
Meanwhile, the conscription is a serious thing, especially when the
defense minister calls the Attorney General for seriousness, actually
questioning his consistency or courage to reveal illegality. On the
other hand, Serge Sargsyan has every reason to doubt this because he
knows better how the procuracy artfully immured the applications on
privatization, the elections in 2003 and the irregularities in 2005.
Certainly, Aghvan Hovsepyan can dispel these doubts but the problem
is that this also requires courage, consistency and independence.
Maybe everything starts with independence. But in this case it appears
that the minister of defense does not doubt the Attorney General but
the person who appointed him, the president of the Republic.
Consequently, Aghvan Hovsepyan allows for doubting if Robert Kocharyan
is consistent if he announces about corruption in conscription but
makes no efforts for prosecution. On the other hand, even without
Hovsepyan, Robert Kocharyan’s consistency has been doubted for a
long time now because he, for instance, could have dismissed Aghvan
Hovsepyan long ago, at least for ignoring the same cases of electoral
fraud and privatization, let alone that the Attorney General is not
supposed to go in for choreography and botany. If Robert Kocharyan
failed to dismiss him, it means he is accountable for everything,
and if he fails to place the Attorney General within the circle of
the functions of the attorney general, it means he forced him into
politics. Consequently, the defense minister’s hint that if there
are guilty, it is necessary to prosecute them after announcing about
them challenges not only Aghvan Hovsepyan but first of all Robert
Kocharyan. Thereby, the minister of defense hints that the president
does not have the courage to contend with him and, therefore, he uses
the procuracy. To show that he is brave, the minister of defense flew
to Iraq, whereas Robert Kocharyan only went to Germany.
Minister Oskanyan In Brussels For Cooperation Council Meeting

Minister Oskanian is in Brussels to participate in the 7th session of
the Armenia-EU Cooperation Council. Together with the foreign ministers
of Georgia and Azerbaijan, Minister Oskanian met with the EU leadership
– the Foreign Minister of Finland, which holds the EU Presidency, the
Secretary of State of Germany which will hold the Presidency in the
first half of 2007 as well as EU High Representative, Javier Solana,
and External Relations Commissioner Benita Ferrero-Waldner.
During the first day’s dinner meeting, the participants discussed
developments in the region, including Caucasus states’ relations
with neighbors, and also prospects for regional cooperation. Regional
conflicts, especially Nagorno Karabakh, were the focus of much of the
discussion, particularly in light of the upcoming meeting between the
foreign ministers of Armenia and Azerbaijan. The dinner meeting was
followed by a press conference, during which Minister Oskanian thanked
the EU for its persistence in concluding the Action Plan process.
He also noted that “this year’s meeting of the Cooperation Council
will be particularly memorable because it represents the beginning
of a new chapter – for each of us individually, for our relations
with the EU, and for the EU itself.”
The meeting was followed by a Press Conference. On November 14,
during the formal Council meeting the European Neighborhood Policy
Action Plan will be adopted.

The Hague (ANP) – The Armenian journalist Hrant Dink won the Oxfam
Novib PEN Award, Oxfam Novib announced on Monday. The journalist will
be granted the award this Saturday by Mayer of The Hague Wim Deetman
at the occasion of the Crossing Border Festival in The Hague. The
Award includes an amount of money of 2500 euro.
The Awards have the intention of encouraging writers who are being
persecuted. Dink recently was given a suspended prison sentence
in Turkey of half a year, because of writing about the Armenian
Genocide. He also has to face the judge on a critical article he
wrote about a prior lawsuit he was in.
According to Oxfam Novib Dink ows the award particularly to the
exceptional efforts he makes for freedom of the press, freedom of
speech and the Armenian question.

Irving, TX – On November 7, 2006 Americans across the country cast
their votes in the federal midterm elections – and Armenians in
our native homeland, Nagorno Karabakh, and the Diaspora emerged as
winners. “ARMENPAC is pleased to announce an overwhelming success for
its political endorsements, and extends its congratulations and best
wishes to the newly elected officers. Furthermore, ARMENPAC would
like to thank the members of the Armenian-American community that
exercised their democratic right to vote and contributed to this

In order to ensure a bright future for the people of Armenia and
Nagorno Karabakh, ARMENPAC holds true to the belief that knowledge
is power, setting forth all efforts to educate itself, congressional
candidates, and the Armenian-American community at large. Through
its 2006 Congressional Candidate Questionnaire initiative, ARMENPAC
was the first Armenian-American advocacy organization to educate
all federal candidates who may have otherwise been unfamiliar with
the pressing issues that are important to Armenian-Americans, while

of, and advocate for, policies that help create peace, security and

ARMENPAC Activist Lisa Ohanian of New York took more than knowledge
with her to the polls. “In the past, I was a voter whose selections
were driven by candidates’ public service announcements and whatever
else the media dished to the community. But this year was different. By
reading the results of ARMENPAC’s survey, I knew the point of view
held by the political candidates in their own words.
So this year, I entered the voting booth, pulled out ARMENPAC’s list
of endorsements that I had printed off their website, and checked
off the ballots. I left feeling confident in having made educated
decisions based on the information provided by ARMENPAC, which has
emerged as our community’s most credible and reliable source for
election information.”
Upon review of the positions of the nearly 400 survey respondents,
as well as the established voting records of incumbent candidates,
ARMENPAC made an informed decision in considering which federal
candidates have earned its endorsement in the upcoming elections.
One third of the seats in the United States Senate (i.e., thirty-three
(33) Class 1 seats) were up for election this year.
Holding six-year terms, these members of the United States Senate
will serve from January 3, 2007 through January 3, 2013.

But this is just the beginning. The results of the midterm elections
have proven that our voices have been heard, yet they are now
a thing of the past. It’s imperative to focus on action in the
present. To help ensure the sound of the Armenian voice resonates
throughout the halls of Congress, ARMENPAC calls upon the continued
support of its Armenian-American compatriots. It is critical for
the Armenian American community to support ARMENPAC’s efforts to
attend and represent Armenian-American issues at events in support
of pro-Armenian congresspersons. ARMENPAC’s ongoing presence at such
events sparks recognition among congressional and administration
leasers, and eases the burden of garnering their support on issues
of importance to the Armenian-American community when they arise.
Together, we can ensure a bright future for Armenia, Nagorno Karabakh,
and the greater Armenian-American community.
