The chair of the U.S. Senate Committee on External Relations Richard
Lugar, a Republican from Indiana, listed Russia among Iran and
Venezuela as an “adversarial regime”. Addressing the opening of the
International Energy Security Summit In Indiana on August 29, the
senator said, “adversarial regimes from Venezuela, to Iran, to Russia
are using energy supplies as leverage against their neighbors.” “We
are used to thinking in terms of conventional warfare between nations,
but energy is becoming a weapon of choice for those who possess it,”
said the senator in his report, warning about the threat of energy
capacities in international relations.
