‘OUR COUNTRY IS UNBELIEVABLY BEAUTIFUL FROM ABOVE’

Hrayr Baze, Canadian Armenian photographer, began visiting Armenia since
1992. He made pictures dedicated to Armenia, Artsakh and Western Armenia
since 1995. Afterwards, these photos became albums picturing the native land
and the cultural monuments of Armenia. This year, Hrayr Baze represented two
albums “The Land ” and “Hovering Falcon.”

“The Land” photo album includes 460 photos and represents almost all the
regions of the Western Armenia.

Recently, the photographer represented “Hovering Falcon” that includes
images of Armenia and Nagorno Karabakh. It’s worth mentioning that almost
all the photos were taken from aboard of a helicopter. “Our country is
unbelievably beautiful from above,” Hrayr Baze said. The photos were
accumulated since 1995. Armenia and Nagorno Karabakh are represented in one
book. “The motherland can’t be separated with borders.”

The photographer who is also a good pilot told about his impressions when
flying on helicopter. One of the landscapes reminded him of the picture by
Arshile Gorky he saw in New York and he called the photo “Arshile Gorky.”
When flying above that place I felt as if I am flying above one of Arshile
Gorky’s canvases I saw in New York,” he said.

The author said that some of the photos taken in 1995 were not included in
“Hovering Falcon” album. For example he replaced the photo of Dadivank made
in 1995 with a new one that pictured the reconstructed church. Hakob
Hakobian, artist, said that very few people can see their mother land from
above, while this initiative of Hrayr Baze gives this opportunity to many.

It’s worth mentioning that the photographer also took photos of Armenian
churches and historical monuments spread in 43 countries of the world. This
collection of photos is envisaged for a new album.

months of conditional imprisonment appealed to the Turkish Supreme Court.
Last week Hrant Dink stated, `If the stigma attached to me is not removed I
will be forced to abandon this country like my ancestors did. But I will not
leave silently like them. I will alarm the whole world.’ Hrant Dink informed
that he received a great number of supporting phone calls and letters from
intellectuals and even political figures. To remind, last week the Istanbul
court sentenced Hrant Dink to 6 months of conditional imprisonment for
demonstrating disregard towards Turks. In his article Dink called upon
Armenians not to poison their blood with hatred towards Turks but think
about Armenia’s future. However the court thought that Dink meant `the
poisonous blood of Turks.’ `I have never outraged any nation. An Armenian
will never do such a thing. We do not offend but are searching for our right
like I am doing now. I am searching for my right and the right of my
ancestors’, Dink said. Term genocide was mentioned for several times in his
article and this fact, in Dink’s opinion has become the reason of his
sentence. `However I am not punished and not sent to prison, since it will
stir up an international scandal’, he said adding that the court examination
had the purpose of making him silent. In case Dink fails to justify himself
in the Supreme Court he is going to appeal to the European Court of Human
Rights. A similar court session is expected as regards writer Orhan Pamuk
for statements on the Armenian Genocide. The well-known writer could receive
Nobel Prize in Literature, RFE/RL reported.

Assistant Secretary for Bureau of European and Eurasian Affairs to Arrive in

Bureau of European and Eurasian Affairs Daniel Fried will arrive in Armenia
on a short-term visit to meet with Armenian President Robert Kocharian. To
note, it is the first visit of the high rank official after the re-election
of George Bush in 2004. Daniel Fried took the oath of office as Assistant
Secretary of State on May 5, 2005. Before taking the helm of the Bureau of
European and Eurasian Affairs, Ambassador Fried served as Special Assistant
to the President and Senior Director for European and Eurasian Affairs at
the National Security Council since January 22, 2001.

`STALIN REPRESSION IS NOTHING…’

`Vahe Grigoryan was arrested, as he had send the cases of the two residents
living in Busand street to the European Court and he was going to deal with
all residents’ questions either’, said today the residents of Busand street.

They also informed us other details concerning V. Grigoryan’s arrest. First
of all they have arrested him and kept for 72 hours with insubstantial
accusation. The First Court of Kentron and Norq-Marash Community has decided
to give Vahe Grigoryan 2 month arrest.

The residents also added, that the National Security service has called V.
Grigoryan and demanded to give information about the residents living in
Busand street. He’s refused to answer. `Stalin repression is nothing
comparing with this acts. Armenia is even back from Zimbabwe in the field of

HAVING DEBTS, BUT STILL PROUD

In 2006 the foreign debt of Armenia will be 1 billion 285 million UDS. It
will exceed the index of this year by 50 million. By the way, the sum
Armenia owes to international organizations as membership fee is not
calculated. That sum will be 9 million USD.

Today the NA Ad-Hoc Committees discussed the financing of the Foreign
Ministry from the budget. Taking into account the fact that the Armenian
diplomats have lost part of their salary because of the unstable exchange
rate of the UDS, a decision was made about raising their salary by 40% in
2006.

During the discussion leader of the United Labor Party fraction Gourgen
Arsenyan was interested in how Armenia is going to react to the
`Anti-Armenia hysteria’ all around the world and if the budget has allotted
money for `pro-Armenian’ preaching.

Deputy Minister of Finance and Economy Pavel Safaryan found it difficult to
give a clear-cut answer to that question. He only mentioned that formally
the budget does not allot money for that purpose. Deputy Foreign Minister
Gegham Garibjanyan added that next year more active work will be carried out
in order to give a `counterblow’ to the Azeri announcement.

Mr. Garibjanyan also said he was pleased with the work of the Foreign
Ministry this year, `This year we were able to realize programs in
connection with the 90th anniversary of the Armenian Genocide’.

CoE TO COORDINATE THE INTERCULTURAL DIALOGUE

During the Ministers’ Committee session on October 13 the Ministers’
delegates have decided that during the CoE Ministers’ Conference titled
`Intercultural Dialogue’ dedicated to the 50th anniversary of the European
Cultural Convention which is to take place on October 27-28 in Faro
(Portugal) the CoE Ministers’ Committee will be represented by the permanent
representative of Armenia to CoE Ambassador Christian Ter-Stepanyan.

This is the first time the CoE makes attempts to process clear-cut
mechanisms to hold intercultural dialogues. With this aim a number of
documents will be signed during the conference.

ON THE OCCASION OF NECESSITY

The editorial office of `My right’ holds an interesting `document’ showing
what is going on with the land areas of Yerevan.

According to the mentioned document, the General Prosecution department of
RA obtained some interesting information from Yerevan City Municipality
concerning the land distributions implemented in 2002-2003. In the note
directed to the mayor of Yerevan is particularly said the following, `On the
occasion of aroused necessity we ask you to send…. to the General
Prosecution department’. 41 data of exact subjects and some more documents
referring to the subjects and the land distributions are listed in the note.
By the way, we would like to inform you that the Prosecution is mainly
interested in the land distributions in districts `Dzor 1′ and `Dzor 2′ of
Davitashen community.

This is all what the General Prosecution wanted from the Municipality. Of
course, it doesn’t matter when exactly the municipality gave the needed
information; the point is that the municipality doesn’t consider it as
public information (though it is for public as it’s mentioned in the note).

So, that is why the weekly `My right’ decided to provide this information to
the public. According to our links, the prosecution has some suspicions
concerning the land owners and the ways that they have acquired the lands.
And the Prosecution periodically invites some persons for examination.

Panorama.am had a luck to have a talk with one of that persons. This is what
he said, ‘I bought my land in legal way and I am not going to give a single
dram to the prosecution. It is better to give presents or to call other
people to solve this question than to give money to the Prosecution…’.

GOVERNMENT VIOLATES OMBUDSMAN’S RIGHTS

Today the RA Ombudsman Larissa Alaverdyan had a new reason to complain of
the RA Government. The budget fails to allot the stipulated sum to the
Ombudsman’s administration for the second year already.

Larissa Alaverdyan announces that the Government did not want to support the
Ombudsman’s office. Taking into account the fact that the Ombudsman receives
complaints mainly from several regions, she finds it necessary to have
representatives in Shirak, Syunik, Gegharqouniq, and Tavoush regions. The
program however will not be realized as the budget will not allot enough
money to pay those representatives. The RA Minister of Finance Vardan
Khachatryan said, «No one says you do not need it. Simply the Government did
not find it appropriate now».

Besides, it is not yet known when the permanent office of the Ombudsman will
be built. At present the budget allots 20 million AMD in order to rent a
building, but the building is not guarded properly because of the shortage
of financial means.

By the way, according to Larissa Alaverdyan this year the complaints she
receives have been added by 14-15%.

STONES FOR SEPT 2005

YEREVAN, October 14. /ARKA/. The RA State Depository of Precious
Stones and Metals has published the average prices for noble,
nonferrous, and rare metals and stones on the international market
for September 2005 for the calculations of nature management
payments. The following prices were set: 1gram gold $14.47, silver –
$0.230, platinum – $29.41. The following prices for 1 ton of metals
were set: copper $3,857.4, molybdenum – $76,603.52, lead – $933.07,
zinc – $1,397.52, aluminium $1,839.91, cadmium – $4,796.7, selenium –
$114,537, tellurium $160,000. The prices for gems are: 1kg of agate
$8.81, turquoise $132,16, iridescent obsidian – $17,62, jasper $6,61
($1 = AMD 446.27) P.T. –0-

Progress Urged in Resolving South Ossetia, Abkhazia Conflicts
U.S. Ambassador Julie Finley addresses OSCE Permanent Council

Washington — The United States wants to see more progress made in resolving
the conflicts over Georgia’s South Ossetia and Abkhazia regions, a U.S.
envoy told the Organization for Security and Cooperation in Europe (OSCE) in
Vienna, Austria, October 13.
“The United States believes the time has come to work together with new
energy to achieve, through peaceful negotiations, an agreement on an
autonomous status for South Ossetia within a unified Georgia,” said
Ambassador Julie Finley, the permanent U.S. representative to the OSCE.
Finley urged the sides to take practical steps towards resolving their
differences on the Abkhazian conflict as well, whether through economic
cooperation projects or through facilitating the return of displaced people
to their homes.
Both the South Ossetian and Abkhazian conflicts resulted in open warfare
after the breakup of the Soviet Union in the early 1990s, although both
conflicts’ historical origins lie much earlier.
South Ossetia, an autonomous political subdivision of Georgia in the Soviet
Union, declared independence (within the Soviet Union) in September 1990,
with armed conflict beginning in January 1991 and continuing until June
1992. Georgia, having declared independence in April 1991, signed a
cease-fire agreement with Russian and South Ossetian representatives. (See

The United States welcomed Georgian President Mikheil Saakashvili’s proposal
in January for an autonomous status for South Ossetia within Georgia and
continues to look for ways to support the sides in developing a lasting
resolution of the conflict through peaceful means.
Abkhazia is a region of northwestern Georgia on the Black Sea coast that was
an independent Soviet Socialist Republic (S.S.R.) until 1931 and then an
autonomous republic of the Georgian S.S.R. Armed conflict began in August
1992 when Georgian troops were deployed to Abkhazia and ended after the
Abkhaz side captured the Abkhaz capital city of Sukhumi on September 27,
1993. Most of the Georgian population of Abkhazia fled or forcibly was
expelled as a result of the conflict. (See related fact sheet.)
In her remarks to the OSCE, Finley responded to reports to the council by
the head of the OSCE Mission in Georgia, Ambassador Roy Stephen Reeve, and
the U.N. secretary-general’s special representative in Georgia, Teidi
Tagliavini.
The OSCE Mission in Georgia has a mandate to promote negotiations between
the conflicting parties, assist the Georgian government in fulfilling its
OSCE commitments on human rights, rule of law and democratization, and
provide regular analyses and reports on developments in the region.
The United Nations has chaired negotiations toward a settlement since 1993,
and the United States wants the sides to make progress within this U.N.
framework in areas such as human rights, civilian policing and the return of
internally displaced persons.
In addition, the OSCE chairman has a personal representative for Georgia,
Mircea Geoana, a former Romanian foreign minister who served as OSCE chair
in 2001. Geoana visited Georgia in early October, calling on the Georgian
and South Ossetian sides to reopen dialogue, calm existing tensions and
proceed with demilitarization.
In her October 13 statement, Finley deplored the shelling of civilian houses
in Tskhinvali, South Ossetia, on September 20, which resulted in a number of
civilian injuries. She reiterated U.S. support for a resolution of the
conflict “exclusively through peaceful means.”
“The United States also deplores the parade displaying heavy offensive
military equipment in the Zone of Conflict as part of South Ossetia’s
so-called independence celebration earlier the same day,” she said.
“Bringing these weapons into the Zone of Conflict constituted a clear
violation of the cease-fire agreement that should have been prevented by
parties in a position to do so.”
Finley also noted with concern the actions of the Georgian side,
specifically the use of Georgian peacekeeping forces to block the
Transcaucasus Highway in violation of existing agreements.
She called on all parties to refrain from actions that violate existing
agreements or exacerbate tensions, undermine trust, and complicate efforts
to promote a settlement to the conflict.
Finley urged Russia “to help avoid further tensions and to encourage a
direct dialogue, with the support of the international community, between
Tskhinvali and Tbilisi aimed at resolution of this long-standing conflict.”
Regarding the Abkhazian conflict, she called for redoubled efforts.
Both conflicts, the United States insists, must be resolved while respecting
Georgia’s territorial integrity.
The United States remains “optimistic that democratic political
consolidation in Georgia will succeed,” Finley said.
As Georgia’s government, parliament, civil society and media make the
transition from the turmoil, change and excitement of the country’s
democratic revolution in 2004 to the everyday details and challenges of
government, she added, “it is critical that human rights, media freedom, due
process, and the other standards and norms of the human dimension remain the
touchstones for success.”
