The former mayor of Hrazdan is accused of expropriating land in violation of the law

 


The former mayor of Hrazdan, Aram Danielyan, is accused of illegally expropriating communal lands for years at a much lower than market value. RA Prosecutor’s Office informs about this by distributing the video made by the Public TV Company.


According to the accusation, in 2002-2018 Aram Danielyan, occupying the position of the head of the Hrazdan community of Kotayk marz, out of personal interest, alienated the 12 plots of land in the community without significant bargaining and at significantly low prices to his related persons and family members.


The largest of the plots, with an area of ​​2000 square meters, was sold for 3 million drams, but the market value of the said plot at the time was 8.5 million drams.


According to the prosecutor’s office, 26 million drams of damage was caused to the community as a result of this activity. Accusations were also brought against Aram Danielyan’s wife, two brothers, as well as the head of territorial development, land cadastre and urban planning department of Hrazdan municipality, Myasnik Kostanyan, and another employee.


Aram Danielyan and Myasnik Kostanyan are accused of abusing official powers and committing official forgeries, and Danielyan’s wife, brothers and the employee of the municipality are accused of assisting crimes.


All 6 defendants do not accept the presented charges, they refused to testify. The ban on absence was imposed on them as a preventive measure.


The proceedings are already in the Anti-Corruption Court.


Let’s remind that Danielyan was arrested on February 26, 2019, during his years of office, 2015-2018. in the course of time, on the suspicion of embezzlement and waste of particularly large amounts of the land tax and property tax money of the municipality’s staff.


A criminal case was initiated against Danielyan back in September 2018.


On March 1 of the same year, it became known that he was released when he paid part of the damage caused to the community.


2022 it became known that the Prosecutor General’s Office of the Republic of Armenia submitted a request to the Anti-Corruption Court to confiscate the property of illegal origin from the former head of the Hrazdan community of Kotayk marz, Aram Danielyan, and two related persons of the latter. The demand for confiscation included 11 real estates, participation in 2 LLCs, more than 156.6 million drams.

And before that, let’s note that the reasons for our defeat in the 44-day war are not avoided by both the authorities and the opposition forces in the internal political struggle. Strategically, these fighters will continue to play a deterrent role, but, unlike the Iskander, will be available at all stages of possible military operations. And in the case of an exceeding number of similar aircraft of the enemy, the effectiveness of the application will depend on the skill and training of the pilots. In general, the presence of Su-30s will not completely solve the problem of deterrence and deterrence. Naturally, the key questions do not end there, about which ones we wrote: it refers both to the issuing of the “number one readiness” order, and to the reduction of the military units of the first army corps, and to the fulfillment of the requirements of the legislation and the accurate and legal distribution and execution of powers, etc.

In other words, it should be clearly stated in percentage terms, what is the share of the political leadership in the defeat in the 44-day period, how much is the share of the military leadership and the army, and if the army did not perform some task, how much is the fault of the political leadership, how much is the fault of the military leadership and command?

These are questions that require a military assessment, which cannot be approached through a purely political prism, while we see the exact opposite, and in this case, learning is excluded.

In this case, it is also not possible to rule out political speculation, if clear answers to the above questions are not given publicly.
