Law enforcement officers detained a number of supporters of the “Strong Armenia” opposition bloc on suspicion of distributing election bribes. Now the police have locked the door of the activists’ apartment from the inside, preventing the defender from attending the actions.


The defender of the interests of the detained citizens warns about the gross violation of procedural norms. According to the lawyer, after taking the three supporters of the alliance to the department, the police officers entered their private house and closed the door from the inside, under the pretext that they were protecting the scene of the incident.


The defense side claims that the protection of the territory should have been carried out exclusively from the outside. Not letting the lawyer in gave him serious concerns that artificial evidence may appear in the apartment in the absence of the landlords and their legal representative. RA Minister of Foreign Affairs Ararat Mirzoyan, after voting in the parliamentary elections, expressed his belief in the sole victory of the ruling political force and sent a stern warning to those initiating attempts to seize power by force. According to him, any illegal action disputing the legal results of the elections will be punished to the full extent of the law.


After casting his vote in favor of “peaceful, sovereign and developing Armenia”, the head of the foreign policy department emphasized the importance of citizens’ elections, predicting a high rate of participation. Answering journalists’ questions about the formation of the future government, Mirzoyan practically denied the possibility of coalition government, expressing confidence that the “Civil Agreement” party will get enough votes to form the cabinet on its own.


The minister emphasized the possible post-election developments. He clarified that not accepting the results of free and fair elections is a direct challenge to the constitutional order of the country. Addressing the circles prone to extreme actions, Mirzoyan warned in a stern tone that those who encroach on statehood and sovereignty will be severely punished, ending up behind bars for many years.

The authorities clarified Kocharyan’s address regarding the “additional” voter

The RA Migration and Citizenship Service has officially denied the rumors about electoral fraud related to the registration of an unknown person at the address of the residence of the second president, Robert Kocharyan, clarifying that the registration is legal, and the misunderstanding is related to the technical features of addressing the adjacent buildings.


Responding to the alarms about the additional voter registered at Isakov 23/7, the department detailed that there are other buildings and plots of land adjacent to the given address in the state register. The person in question is legally registered in one of those adjacent areas, but the exact details of the address were not reflected in the general list of voters purely technically.


The service emphasized that voter lists are published forty days before voting in order to correct possible inaccuracies in time, but Kocharyan’s family did not submit any complaints during this period. In addition, the relevant body reminds that registration is only a technical means to attach a citizen to a specific polling station and is not in itself a basis for gaining or losing the right to vote.


Therefore, according to the official explanation, presenting this phenomenon as election fraud is an attempt to mislead the public.

Is the secrecy of the vote at risk? dispute over the quality of the envelopes

Alarms regarding the transparency of envelopes during the parliamentary election voting in Armenia turned into a debate between independent observers and the Central Electoral Commission. Civil society points to the existence of envelopes of different printing quality, while the CEC insists on maintaining a uniform printing standard.


Representative of the “Independent Observer” alliance Daniel Ioannisyan in other words, envelopes with different levels of transparency are circulated in different polling stations. He assumes that these accessories, which differ from each other in appearance, may have been printed in different batches or in different periods.


The human rights defender noted that although under normal conditions he could not mark the ballot, but under certain lighting conditions the voter’s vote can become visible, directly endangering the secrecy of the election.

YEREVAN — The ruling Civil Contract party of Prime Minister Nikol Pashinian has taken a big lead in a crucial parliamentary election, gaining 51.4 percent of the vote as initial ballots are counted.

The Central Electoral Commission (CEC) early on June 8 said that with nearly 26 percent of ballots counted, the pro-Russia Strong Armenia alliance was in second at 23.3 percent. The Armenia Alliance, led by former President Robert Kocharian and also considered to be pro-Moscow, was in third at 9.6 percent.

Pre-vote polls had indicated Civil Contract had 24-32 percent support, while Strong Armenia was at 9-11 percent.

Election officials reported strong turnout as Armenians voted in a test of the prime minister’s support following a controversial peace deal with neighboring Azerbaijan and his efforts to pull the small South Caucasus nation closer to the West after decades of reliance on Russia.

“We will accept any choice made by the people,” Pashinian told reporters after casting his ballot at a polling station in the capital, Yerevan.

Pashinian said Armenia would pursue a balanced foreign policy after the election, adding that “there is no question of choosing” between Russia and the West.

The CEC said nearly 59 percent of the country’s 2.5 million eligible voters had cast their ballots by the close of voting at 8 p.m. local time.

Voters were choosing from 18 political groupings at 2,005 polling stations across the country with Pashinian’s Civil Contract party holding the lead in pre-vote polls over a number of pro-Russia parties.

Some 400 international observers were authorized to monitor the vote. The CEC said preliminary results will be released within 24 hours of polls closing and final results are to be announced on June 14.

Yerevan’s ties with Moscow have emerged as a major electoral issue, especially following Russia’s decision to impose restrictions on Armenian exports in recent ‌weeks in response to its further drift to the West.

On the eve of the elections, Armenian authorities arrested six Strong Armenia candidates, state media reported, without ⁠providing a reason.

Strong Armenia has said it seeks to maintain ‌Yerevan’s economic and political ties to Russia and has accused Pashinian of dangerous hostility toward Moscow.

Strong Armenia is led by Russian-Armenian billionaire Samvel Karapetian, who is under house arrest on charges of calling for the overthrow of the government. He has labeled the accusations politically motivated.

Allegations Of Irregularities

Election authorities and independent observers reported a range of alleged irregularities during voting on June 7, according to information gathered by RFE/RL local correspondents.

By the end of voting, Armenia’s Anti-Corruption Committee reported that 33 criminal proceedings had been initiated in connection with alleged electoral crimes.

The country’s Interior Ministry earlier reported that it had launched investigations into alleged cases of double voting and violations of ballot secrecy.

The monitoring group Independent Observer reported disruptions and procedural issues at several polling stations. According to the group, monitors were present at 1,420 polling stations nationwide, with alleged violations recorded at hundreds of them.

US, EU Support For Pashinian Party

The US and EU have exhibited support for Pashinian, who assumed power in 2018 following a mostly peaceful popular uprising — known as a Velvet Revolution –against the previous Moscow-friendly government.

Pashinian has begun the process — albeit one expected to take many years — of joining the EU and pressed forward in the peace process with neighboring Azerbaijan, a controversial policy that has bolstered the opposition and angered even some of his former supporters.

Pashinian won heavy US backing after agreeing to participate in US President Donald Trump’s Route for International Peace and Prosperity (TRIPP), completing the bilateral signing process after Secretary of State Marco Rubio signed the document after it was initialed during a visit to Yerevan last month.

The US State Department told RFE/RL it sees the initiative as “a crucial and enduring part of bringing peace and prosperity to Armenia and the South Caucasus.”

The prime minister has also attempted to normalize relations with longtime bitter rival and neighbor Turkey, a close ally of Azerbaijan.

His government has frozen participation in the Russian-led Collective Security Treaty Organization (CSTO).

Yerevan Hosts EU, Zelenskyy

Pashinian’s goal of eventual EU membership, his eschewing the CSTO, and the decision to host EU-related summits in Yerevan — one that included Ukrainian President Volodymyr Zelenskyy — angering Moscow and have led to threats of ending preferred economic rights for Armenia.

Russia has long considered Armenia part of its sphere of influence. Russian President Vladimir Putin has made a thinly veiled threat about Yerevan’s westward aspirations, saying Armenia could face a “Ukrainian scenario” due to its European integration aims.

The parliamentary elections represent a “historic moment” for the country, Ulrich Schmid, professor of Eastern European Studies at the University of St. Gallen in Switzerland, told France 24 TV.

Pashinian “has pressed forward toward a normalization of relations with both Turkey and Azerbaijan,” he said. “Armenia’s foreign policy is traditionally caught between two traps — the Turkish trap and the Azerbaijan trap.”

The prime minister “is ready to push toward what we call ‘realistic Armenia,'” exchanging traditional fears and resentment for more pragmatic policies, he said.

RFE/RL – Armenian Opposition Reports Continuing Arrests On Election Day

Armenia’s three main opposition groups said law-enforcement authorities continued to arrest scores of their members and supporters as voting began in parliamentary elections on Sunday.

They again accused Prime Minister Nikol Pashinian of thus trying to influence the election results and retain power.

Vahagn Hovakimian, the chairman of the Central Election Commission (CEC), reported, meanwhile, that two chairpersons of precinct election commissions were arrested overnight and remained in detention after the start of voting. Hovakimian did not identify them or give reasons for their arrests. The two election officials are apparently affiliated with the opposition.

Former President Robert Kocharian’s Hayastan alliance said about a dozen of its activists in the country’s second largest city of Gyumri were rounded up after searches conducted in their homes early in the morning. Hovik Petrosian, a local Hayastan leader, told RFE/RL’s Armenian Service at noon that he still does not know what they are suspected or accused of.

According to Petrosian, the detainees include the manager one of Hayastan’s campaign offices in Gyumri. Law-enforcement officers already raided several of those offices on Thursday before accusing their activists of trying to hand out vote bribes. They did not immediately comment on the latest raids.

Hayastan’s national leadership condemned the authorities’ “illegal actions” and urged supporters not to be intimidated by them.

“This shameful and illegal behavior is not only an attempt to subject the public to informational terror but also a gross violation of electoral rights,” it said in a statement.

Sanvel Karapetian and Gagik Tsarukian, wealthy businessmen leading the two other opposition contenders, also reported fresh arrests of their loyalists after casting ballots at polling stations. In Gyumri, an RFE/RL correspondent witnessed the arrest of three men at a local campaign office of Karapetian’s Strong Armenia bloc.

“We received a report that election bribes are being distributed,” said a law-enforcement officer at the scene.

“Arrests among all our supporters are continuing right now, and more than a hundred people were arrested yesterday,” Karapetian told reporters in Yerevan. “But we are not afraid of that.”

The Russian-Armenian billionaire himself is held under house arrest on various criminal charges brought against him last summer. His bloc has been the main target of pre-election mass arrests made by two law-enforcement agencies.

One of those agencies, the Anti-Corruption Committee (ACC), said on Saturday that it detained 194 people in recent weeks. It said that 84 of them are currently in jail or under house arrest on vote-buying charges denied by the opposition.

Prime Minister Nikol Pashinian demanded that the ACC and other law-enforcement bodies continue the crackdown during his Civil Contract party’s concluding campaign rally in Yerevan on Friday.

“From this moment on, I demand that the law enforcement system operate more effectively and that election bribes hidden in all the nooks and crannies appear in prisons,” he said, sparking more opposition allegations of abuse of power.
