How to strengthen the field of emergency management

Armenia is located in a geographical zone with a high risk of emergency situations, and it is necessary to always have adequate preparedness, adequate prevention and response systems.

Within the framework of the “Offer to Armenia” project, we present steps, the implementation of which will allow to significantly strengthen the field of emergency management in a short time.

1. Restore the Ministry of Emergency Situations as an effective system established over time.

2. To significantly raise the status of the rescuer. social guarantees, formation of public respect and esteem for the lifeguard profession.

3. To exclude the use of the rescue service in internal political processes.

4. Return the system to professionals. we are talking about those specialists who for some reason left or were unfairly removed from the system.

5. To emphasize the role and participation of women in rescue services.

6. To exclude unfair allocation of titles.

7. Social security guarantees. taking into account the exceptional importance of the work of rescuers for the state and society, the state (in cooperation with the private sector) should have a housing security program, within the framework of which a set number of employees should receive apartments every year. The same applies to other components of family security.

8. Permanent free courses and trainings for rescue service workers in the best professional centers of the world.

9. Armenia should become a regional leader in the quality and adequacy of rescue service.

10. EMS re-equipment. Rescue services in Armenia must have the most modern, latest technical equipment, with international cooperation and assistance, at the expense of the state budget.

11. Rescue unit of drones. create a small team of drones for forest fire detection, missing people search, mountain rescue and other purposes.

12. Create a network of trained volunteers in regions. They can help in search operations, first aid needs and population evacuation.

13. Constant work on raising awareness and preparation in the field of civil protection should be conducted with all social and age groups of the society. All systems, starting with educational institutions, should be in an active, dynamic preparation process, through special guidelines, awareness campaigns, ready to respond to all possible emergency situations.

Hrazdan community police found ammunition

The officers of the Hrazdan community police department received information that a 68-year-old man from the city of Hrazdan was illegally keeping ammunition at home.

The police of the Ministry of Internal Affairs informs that two storage boxes of “Kalashnikov” rifle and 64 bullets were found during the search of the man’s house as part of the initiated criminal proceedings.

The investigation is ongoing.

The temporary threshold for parties has decreased, for alliances it has increased. the choice

Amendments were made to the Electoral Code, which entered into force on February 7. According to the amendments concerning the National Assembly regarding elections, the temporary threshold of parties has decreased to 4 percent, the threshold of alliances has increased to 7-8 percent and 10 percent. CEC President Vahagn Hovakimyan said that during the press conference.


“Alliances consisting of up to 3 parties are under the 8 percent threshold, and alliances consisting of 3 or more parties will have to overcome a temporary threshold of 10 percent,” he said.


The other change is that in the case of parties, the amount of bail was reduced from 10 million to 7.5 million, in the case of alliances it was set at 15 million.


“This was done with the intention that the legislation would contribute to the enlargement of political forces, political forces of the same ideology would be more inclined to unite, and the parties would become larger,” he said.

The ban on coalitions consisting of more than 3 forces in the NA elections was lifted

Previously, the law prohibited the formation of alliances consisting of more than three political forces. According to the amendments to the Electoral Code, this ban has been lifted. According to the new regulations, the right to form an alliance in the first 9-day period is given to the political force that received the most votes. CEC President Vahagn Hovakimyan said that during the press conference.


“If the political force that received the most votes fails to form a coalition within that period, then the remaining political forces are given time to form a “minority government” or “minority coalition” in international terminology.


A vivid example of this was Gyumri, when the political forces that crossed the threshold united and formed a coalition. As a result, the political force that received the most votes was left out of that coalition, that is, the minority coalition took over the administration,” he said and added that this order will also apply in the case of NA elections.

– restoration and deepening of relations with natural allies,


– existence of the mediator-guarantor institution in the process of regulating Armenian-Azerbaijani relations,


– Exclusion of the scenario of turning Armenia into a theater of conflict between the superpowers,


-Construction of a communication intersection within the framework of preserving Armenia’s independence and territorial integrity and providing a real blockade.


An important prerequisite for all this is the formation of a new government through the June 7 NA elections.

Asbarez: European Lawmakers Urge EU to Reassess Policy Toward Azerbaijan

A group of 36 prominent Members of the European Parliament, representing the major political forces, issued a formal letter to European Union’s foreign policy chief, Kaja Kallas, demanding a fundamental “reassessment and strengthening” of the EU’s policy toward Azerbaijan.

This effort was spearheaded Marie Toussaint, who, along with the other signatories raises a series of alarming developments, including the recent sentencing of Artsakh leaders to lengthy—including life—prison terms and documented evidence of Azerbaijan helping Russia circumvent EU sanctions, the European Armenian Federation for Democracy and Justice reported on Wednesday.

“Continued engagement without meaningful conditionality risks undermining the credibility of the European Union,” the signatories warned, citing a “systematic repression” of political opposition and a “hostile” rejection of EU diplomatic efforts by the Azerbaijani Parliament.

A central focus of the European lawmakers’ demand is the unresolved humanitarian crisis following the 2023 military offensive against Artsakh. The letter explicitly condemns the “continued denial of the rights of Armenians from Nagorno-Karabakh,” emphasizing that there is currently no credible framework for their right of return nor any functional mechanism for economic compensation for those displaced.

“The EU cannot remain silent while the fundamental rights of an entire population are erased,” the signatories stated, noting that the Euronest Parliamentary Assembly has already underscored the urgent need to address the status of displaced persons and the release of political prisoners.

The Members of the European Parliament called for five immediate actions:

A Human Rights Review: A comprehensive audit of the EU-Azerbaijan Partnership and Cooperation Agreement.
Targeted Sanctions: Activation of the EU Global Human Rights Sanctions Regime against those responsible for arbitrary detentions.
High-Level Dialogue: An urgent summit to address the rights of displaced Armenians and the release of political prisoners.
Energy Suspension: The freezing of enhanced energy cooperation until Azerbaijan demonstrates tangible progress on human rights and sanctions compliance.
Anti-Circumvention Measures: Restrictive measures against entities, including the state-owned SOCAR, involved in facilitating Russian oil exports.

The letter also highlighted the the sentencing of Artsakh leaders such Ruben Vardanyan and Arayik Harutyunyan last month as a violation of international humanitarian norms. Furthermore, the letter pointed to the role of Azerbaijani nationals and networks in “shadow fleet” operations that allow Russian oil to bypass EU restrictions.

The European lawmakers concluded that the parliamentary momentum built throughout late 2025 provides a “clear political mandate” for Kallas to move beyond rhetoric and take principled action to defend the rule of law and international integrity.
