Malta wins bronze medal in Women’s Promotion Cup

The Women’s National team made history once again by winning the
first ever medal at senior level at a Promotion Cup. The team won the
bronze medal in the 9th edition of the Promotion Cup in Andorra after
beating Armenia 69-61.
The result does not show the superiority that Malta had throughout
the match as it was only in the last session were the team was
administrating the game that the Armenians managed to make the result
more respectable.
This win means that Malta won four out of its five games played in
Andorra, and has by far got the best ever result in a Promotion Cup.
The scores in the four sessions were: 17-14 18-16 26-14 8-17. Top
Scorers for Malta were Lucienne Bezzina 25, Irene Farrugia 20,
Dorianne Galea 9.
The team will arrive back in Malta on Monday early morning.

LOS ANGELES — A judge on Friday formally approved a $20million
settlement in a class action lawsuit between New York Life Insurance
Co. and the descendants of Armenians killed nearly 90 years ago in
the Turkish Ottoman Empire.
The landmark legal agreement approved by U.S. District Court Judge
Christina Snyder is thought to be the first ever in connection with
what Armenians say was genocide but what Turkey describes as civil
unrest.
Snyder granted preliminary approval for the unpaid death benefits
earlier this year.
Many of the policies languished because heirs could not be found, the
firm said. The company has located about one-third of the
policyholders’ descendants to pay benefits.

to the protest actions of the United Front Party of Azerbaijan (UFPA)
against the arrival of the Armenian servicemen for the participation
in NATO exercise this September. To remind, UFPA activists intended
to picket the Embassies of NATO member-states in early August. The
press release of the party states the City Administration’s deed as
“gross infraction” of the law on Freedom of Meetings. According to
Echo Baku newspaper, the final decision on the planned rally is to be
taken by UFPA leadership on August 2.

HEARINGS ON COMPENSATION PAYMENT TO ARMENIAN GENOCIDE VICTIMS BEGAN

Armenian Genocide against New York Life Insurance Company” began in
the Californian Court on July 30. The Court is expected to decree on
the payment of $20 million to the heirs of thousands of Armenians,
who insured their lives in American Insurance Companies and then fell
victims of the Genocide in Ottoman Turkey. To remind, the company
officially recognized the validity of about 2300 insurance policies.
According to the lawyers, Liberty reports, the moral factor in this
case is more important that the material one, since the fact of the
Genocide is for the first time to be recognized in legal form.

The Armenian cultural invasion on Turkey
July 30 ( ): While diplomacy seems at a stalemate in
relations between Turkey and Armenia, exchange of culture shows more signs
of reaching understanding.
Last month, the 12-member Armenian Navy Band returned from Turkey after a
successful tour. Earlier in the spring, the Sundukyan National Academic
Theater performed there. And at about the same time, dudukist Jivan
Gasparyan toured Turkey.
The Sundukyan Theater had success in Turkey.
`Artists have recently made serious steps in Armenian-Turkish relations and
probably we can obtain successes there where diplomats fail,’ says Sundukyan
art director Vahe Shahverdyan.
Over his long career, Gasparyan has seen some softening of cultural borders.
During Soviet times, he was invited to play in Turkey with a Russian
ensemble. But the only way he could get a visa is if he changed his surname.
Of course he refused.
But in 2000, he finally got the chance to play there on the invitation of
Swiss harpist Andreas Vollenweider.
`When I got off the plane I was alone in a foreign and, significantly, in
the country of my â=80=98enemy’. I had never been so excited,â=80=9D Gasparyan recalls.
`Suddenly I saw a Turk with big piece of paper with â=80=98Gasparyan’ written on
it approaching me. They took my passport for putting entry visa on it. In
two minutes they returned and without even a customs check I left the
territory of the airport. Outside the airport a limousine was waiting for
me. Then I was taken to luxurious five-star hotel.’
The duduk player was surprised with the special attention he received,
including a standing ovation.
`My performance was a part of Vollenweider’s concert program and before
announcing the names of artists audience didn’t know who performed except
Vollenweider at the concert. When my name was announced silence fell in the
concert hall for a moment and suddenly the audience burst into applause,â=80=9D
says Gasparyan, still excited by the moment.
Arto: “Citizen of the planet”
His concert with Vollenweider led to four solo tours and several recordings
in Turkey.
This spring’s concerts included conversations between the audience and the
artist, including sensitive political topics.
Turkish media highlighted Gasparyan’s responses: `We artists don’t want to
be involved in politics. We make efforts to strengthen relations between
nations with the help of our art. There is no nation to wish a war and Iâ=80=99m
glad that with my music I contribute to establishment of kind and good
relations.’
On the eve of his concert, Gasparyan attended the concert of Turkish singer
Sezen Agsu. When Agsu saw Gasparyan sitting in the hall she left the stage
and hugged him. Then standing on the stage she said: `A perfect musician is
now in this hall. I’ve been listening to his works for 20 years andevery
time I’ve been touched with them.’
The Sundukyan Theater felt similar appreciation during two tours this year,
including participation in the Festival of Black Sea Countries, in Trabzon.
People’s Artist Lorents Arushanyan says the festival was a serious test for
them, during which they managed to overcome years of barriers. `Of course,
even if they carried us in their arms we would never forget our judgment,
our ancestors’ judgment, but with such cultural cooperation we in some
measure will probably contribute to a solution of political problems,â=80=9D he
says.
The spring visit was the third time the Armenian Navy Band has played
Turkey.
It’s founder, Arto Tunchboyajyan was born in Turkey, but maintains a
universal attitude concerning nationality, often expressed in ANB
performances:
I am a citizen of the planet earth and with my art I’m finding waysof trust
towards everyone despite their nationality. Of course, it doesn’t mean I
forget about history. I know better than anyone about our bitter days,â=80=9D
Tunchboyajyan says.
Gasparyan: “I had never been so excited.”
Saxophonist David Nalchajyan says art is very strong and powerful tool. And
in the case of ANB, it is complemented with comments by Tunchboyajyan about
regional relations that sometimes are controversial.
`Our concerts are very free. Often they are full of conversations and during
concerts Arto has dialogues with Turkish audience and tells about their
defects and other things,’ says Nalchajyan.
Nalchajyan says some people walked out of the hall. `But young people have
free approaches and even they ask about Armenian questions. They simply don’
t know anything as they were told a completely different story and that is
what should be changed.’
Political analyst Slavik Minasyan regards such Armenian-Turkish cultural
developments to be diplomatic progress, which can contribute to friendship
without violating national dignity and without burying history in oblivion.
But, he recalls that, although Armenian artists have been received in
Turkey, there has been no reciprocation. In fact, even a Turkish film was
banned from `Private Look’, an international festival here two years ago.
Many people criticize artists for going to Turkey. But these people wear
Turkish clothes and use different goods of Turkish production,’ he says.
`Why shouldn’t we import our art. Let them see that despitethat their
ancestors committed genocide, Armenians continues to live.’
ARMENIAN MEDIEVAL SHIP MAKES FIRST STOP AT SOCHI
The Armenian medieval trade ship Kilikia put to sea on July 14 sailing from
Poti, Georgia to Sochi, Russia. Armenian Ambassador in Georgia Georgi
Khosroev hoisted the Armenian tricolor on the ship and with the blessing of
Bishop Arakel Kilikia started its historical journey.
Captain Karen Balayan reported that the reproduction ship’s two-daymaiden
voyage was filled with difficulties. Two oar wheels were broken by strong
winds and heavy waves and the 12-member crew was stuck by sea sicknesses.
Once docked in port at Sochi, members of the Ayas Sea Exploration Club were
met by members of the Armenian community who took them in and fed them.
Writer and publicist Zori Balayan has joined the journey (which can be
followed on the club’s website at ).
Weather conditions permitting, Kilikia’s next stop will be Novorosiysk,
Russia.
TURKEY: ARMING OR DISARMING ?
During the third week of July – coinciding with the 30th anniversary of its
invasion – Cyprus witnessed a massive influx of military hardware and
personnel (documented by images from the local press), from mainland Turkey.
During the same week military aircraft violated Cyprus airspace and a
massive military show was put on during the military parade for the
“peace-keeping operation ” in Cyprus that turned 200,000 people refugees,
killed thousands and keeps three decades later, hostage the one third of the
island.
It is during this week that we come across a report from Reuters dated July
23, 2004 about Turkey disarming by scraping four army brigades.
Turkey to scrap four army brigades
ANKARA, July 23 (Reuters) – Turkey’s military General Staff plans to abolish
four brigades, cutting the size of NATO’s second biggest army by 18,000 in a
drive to improve efficiency and flexibility, the Referans daily said on
Friday.
Those to be scrapped are the 33rd armoured brigade near the Bulgarian and
Greek borders, the 7th mechanised brigade on the Armenian border, the 10th
infantry brigade on the Iranian border and the ninth armoured division in
central Anatolia, it said.
The report said the General Staff also aimed to scrap its Aegean army next
year in a move seen as underlining much-improved ties with Greece, a NATO
ally but traditional rival with which Turkey almost went to war as recently
as 1996.
The General St aff declined to comment on the report.
The cuts could save cash-strapped Turkey about 65 trillion Turkish lira
($44.29 million), the report said, adding that they had been authorised by
the head of the General Staff, General Hilmi Ozkok.
The report, written by Lale Sariibrahimoglu, who is also Turkey
correspondent for the respected British-based Jane’s Defence Weekly, said
Ozkok had initially intended a more radical shakeup, slashing the land
forces from 400,000 to 280,000. Turkey’s Defence Ministry statistics show
Turkey’s defence budget for 2004 stood at 9,880 trillion lira, about 3.4
percent of gross national product (GNP).
But these figures do not include substantial extra-budgetary funds, for
example, an estimated 2,400 trillion lira allocated to the gendarmerie, or
military police, and the coast guard.
Under reforms sought by the European Union, which Turkey aims to join,
Turkey recently agreed to allow full parliamentary scrutiny of all future m
ilitary spending.
The armed forces have a special place in Turkish society and see themselves
as the ultimate guardian of the country’s secular
democracy, but they are having to accept a big reduction in their political
influence as Turkey moves closer to the EU.
Turkey has a total of 800,200 people serving in its armed forces, the bulk
of them conscripts, making it second in size only to the United States in
the 26-nation NATO alliance. ($1=3D1467500 Turkish Lira)

Armenia: We wish them well
“Such an issue (relations with Armenia) cannot be left frozen while all
other issues are being solved. We are trying to settle that problem, too.
Armenia is beset by economic troubles in many ways. We would not want the
people of a neighboring country to be wracked by troubles regardless of
which country might be in question. We would want to help. Yet there are
circumstances restricting our ability to proffer help. At a time when some
20 percent of Azerbaijani territory is under [Armenian] occupation … There
are difficulties created by this situation. We feel responsible about this
matter and we are trying to play the role of catalyst for the settlement of
this problem. I cannot say that we have gone a long way toward achieving
this purpose yet during the Istanbul meeting, all three countries at least
expressed their determination to hold talks about the problem and work on
it. There is a need to be courageous.”
Cyprus: Our gain is worth more than any amount of money
There are two important topics in the Cyprus issue: first, the future of
Turkish Cypriots, second, the incredible problems being created for Turkey
by those using Cyprus as an excuse. A crucial turning point regarding both
matters was reached sometime ago. This issue used to be exploited as a
flimsy pretext to conduct an incredible propaganda campaign and create an
unfavorable international image for Turkey. By being represented as a
quarrelsome country trying to achieve certain military interests, unable to
comprehend Europe’s culture of compromise, entirely incapable of t alking
peace, and always relying on crude force, Turkey was forced to pay
incredible political prices. Our latest polices and the results of the
Cyprus referenda have relieved Turkey. From now on, nobody can exploit
Cyprus to Turkey’s detriment. Not only have the obstacles placed before
Turkey by those abusing the Cyprus issue been removed through our policies
but they have also turned into pluses for Turkey. It has been proven that
Turkey supports peace and compromise. This is a gain worth more than
billions of dollars.
DASHNAK LOBBY GROUP ENDORSES KERRY FOR PRESIDENT
–Â Cites Senator Kerry’s Long Record of Support on Armenian American
Issues, President Bush’s Retreat from his Pledge to Recognize the Armenian
Genocide
WASHINGTON, DC – In a move expected to impact electoral outcomes in key
presidential election swing states this November, the Armenian National
Committee of America (ANCA), the nation’s grassroots Armenian American
organization, today announced its endorsement of the Kerry-Edwards ticket.
“For Armenian Americans, the clear choice is John Kerry,” said ANCA Chairman
Ken Hachikian. “Senator Kerry has been a friend of the Armenian American
community for over twenty years, with a proven track record of fighting hard
for issues of concern to Armenian Americans across the nation. He faces an
incumbent, President Bush, whose record on Armenian issues has grown
progressively more disappointing throughout his tenure in the White House,
beginning with his broken campaign pledge to recognize the Armenian
Genocide, including his Administration’s attempt to end military aid parity
between Armenia and Azerbaijan, and up until this week, with his
Administration’s strident attacks on legislation recognizing the Armenian
Genocide.”
John Kerry welcomed the ANCA endorsement, stating that, “John Edwards and I
would like to thank the ANCA for its endorsement. We are looking forward to
working with all Armenian Americans to create a stronger America, more
respected in the world.”
“We call upon Armenian Americans to compare the respective records of
Senator Kerry and President Bush, to weigh the importance of their ballot
for the future of U.S.-Armenian relations, and to cast their vote for the
Kerry-Edwards ticket on November 2nd,” added Hachikian.
The ANCA endorsement follows closely in the wake of the Bush
Administration’s forceful attack on the Schiff Amendment, a provision
adopted last week by the U.S. House that prevents Turkey from using U.S.
foreign aid to lobby against the Genocide Resolution. Armenian Americans,
particularly those in key swing states such as Pennslyvania, Ohio, and
Florida, are positioned to play a decisive role in what looks, by all
accounts, to be a hotly contested election.
KEF for Kerry / Armenstock 2004 is a campaign rally in celebration of John
Kerry’s nomination for President — in the form of a day-long Armenian music
festival at Camp Haiastan.  Combining a celebration of music with political
activism, it brings together some of the best Armenian musicians from both
coasts to help kick-off a nationwide voter mobilization and
get-out-the-Armenian-vote campaign for the fall of 2004.
The festival will feature a wide range of Armenian musical styles,
including, Armenian Jazz, Progressive KEF, Traditional Folk, Alternative
Folk and Armenian Pop. There will be a host of informational tables and

EDITORIAL
Wish we were wrong
( )Â To join the European Union, Turkey is ready to fulfill
any precondition, to meet any requirement put forward by the civilized world
except admitting the Armenian Genocide. This is neither a news, nor a result
of an analysis. This is a fact that should bee seen and taken into account.
This reality is not a dead-end: at least for us, Armenians. It is only
dead-end for Turkey and those who play — or sponsor– “conciliation” games.
There was nothing new in the statements made by the Turkish prime minister
in Paris.
A while ago, Turks were trying to mislead the international opinion by
insisting that it is the Dias pora Armenians who are in the way of
establishing relations between Armenia and Turkey because the Diasporans, on
the contrary to the then leaders of Armenia, demand the recognition of the
Armenian Genocide.
Now Turks accuse all Armenians. For hours, they are ready to speak about the
benefits of border trade with those who serve the interests of the
above-mentioned thesis of Turks, who encourage them.
Those Armenians who speak of the “mutually beneficial” trade do not
realize – or do not want to realize – that before offering an economic
trade, Turkey is offering us a moral trade: economic benefits in exchange of
abandoning the demand for the international recognition of the Genocide. The
Turks have already said a “welcome.” It is expected that those in this side
who are ready to collaborate, will become more active. Wish we were wrong.

Ilham Aliyev Interested in Kars-Akhalkalaki Railway

ILHAM ALIYEV INTERESTED IN KARS-AKHALKALAKI RAILWAY

Ilham Aliyev, Azeri President, was in Tbilisi on official visit on
June 14-15. According to diplomatic sources, Aliyev carried out
lobbing for the construction of Kars- Akhalkalaki railway. The Azeri
and Georgian presidents said in the joint press conference that the
Georgian and Turkish Governments are trying to find $700-800 million
for the construction of the new railway that would join Georgia with
Turkey.
Aliyev said that Azerbaijan is for the construction of the railway
between Georgia and Turkey. He said: “That’s a very important regional
project and will serve as an important factor for cooperation, and
Baku will participate in the realization of this project.”
Neither Saakashvili, nor Aliyev specified which way they had chosen
for connecting Georgia and Turkey through railway. The idea of
Kars-Akhalkalaki railroad occurred in the 90s, but that wasn’t
implemented for threereasons: the construction is very expensive,
passes through a region that is difficult to traverse, besides
Kars-Gyumri-Tbilisi railway that connected Georgia with Turkey was
acting in the Soviet times.
Last May Saakashvili paid an official visit to Turkey. In Ankara he
announced about the decision to construct Kars-Batumi railway. This
project is also very difficult to implement. The diplomatic source
said in the conversationwith us that the project of constructing
Kars-Batumi railroad was replaced by the project of Kars-Akhalkalaki
railroad in the agenda and Baku greatly contributed to that.
Why Baku is so interested in this very project. Akhalkalaki is a
territory inhabited mainly by Armenians. Taking into account the
current Armenian-Azerbaijani relations, Azerbaijan should not be
interested in connecting with the friendly turkey though this very
territory. According to the diplomatic source, both Baku and Tbilisi
are greatly interested in the project, Baku indirectly and Tbilisi
directly. Tbilisi wants to increase its influence in Akhalkalaki. The
Georgian authorities fully control Adjaria. The same can’t be said
about Javakhk.
Recently, Nazir Azmamedov, speaker of Azeri Transport Ministry, said
in the interview to Echo, Baku newspaper, that Azerbaijan is extremely
interested in the construction of Kars-Akhalkalaki railroad. “There
are cases when Batumi port doesn’t work and from this viewpoint
Azerbaijan is interested in the construction of an additional railroad
that will help transfer our goods tothe Turkish ports,” he said.
On August 2 Azeri Transport Minister will visit Ankara to discuss with
the Turkish side the issue of connecting the Azeri, Georgian and
Turkish railroads. Commenting on the July 28 publication of Azg Daily
about using Kars-Gyumri-Tbilisi railroad, Azmamedov said that “it is
not realistic at all” because of Turkish-Armenian relations.
Why Aliyev is so interested in this very project. Azerbaijan can be
connected to Turkey through it. Secondly, by joining the Azeri,
Georgian and Turkish railroad network Armenia will appear in greater
isolation. Besides, the opening of Kars-Gyumri railroad will be paid
no attention after Kars-Akhalkalaki railroad is built.
Georgia can play an important part in the issue of isolating
Armenia. Because of this concern, official Yerevan in the
Turkish-Armenian relations tries to get Georgia’s consent in the issue
of opening Kars-Gyumri-Tbilisi railroad. Will they be a success or
not the time will show. It’s clear that the Armenian authorities try
to improve the Armenian-Turkish relations with the help of Georgia as
well.
Mikhail Saakashvili promised during the meeting with RA Prime Minister
to discuss the issue of Kars-Gyumri-Tbilisi railroad during his
meeting with the Turkish authorities in August. Turkish Prime Minister
Erdoghan is to arrivein Tbilisi on August 11.
It’s worth mentioning that from merely economic viewpoint the
improvement of the Armenian-Turkish relations, particularly, opening
of the Armenian-Turkish border-gate and utilization of Kars-Gyumri
railroad are not in the interestof Georgia, as Armenia transfers its
goods through Georgia mainly. Opening of the Armenian-Turkish border
means that the Georgian state budget will be deprived of the sums
accumulated from the Armenian goods’ transportation.

International Organizations Disoriented by Turkish “Proofs”
In their issues of July 20 two Turkish newspapers Milliet and Eni
Shafak citing Anatolu news agency informed that scientists from
Armenia and Turkey exchanged 100 documents on the Armenian Genocide
during Vienna meeting of July 16. The Milliet together with two other
Turkish publications, Radical and Turkish Daily News, addressed to the
meeting once again on July 21.
The Turkish press gave no name of Armenian scientist participating at
the meeting but, instead, emphasized that the meeting was arranged by
the Armenian-Turkish platform of Vienna, was presided by the Vienna
University professor Mr. Biehl and that the Turkish delegation was
headed by Prof. Halachoghlu, president of the Organization of Turkish
History.
While most of the Turkish newspapers were evading the Armenian
delegation, Radical wrote, referring to the president of the Institute
of Armenian Studies of the Eurasian Military Research Center Hasan
Okta, that the Armenian sidewas represented by the president of the
Museum-Institute of Armenian Genocide and by a professor of the
Armenian National Academy of Sciences.
The Azg Daily has posted the abovementioned articles without adding
any comment. Dr. Hasan Okta rushed to inform Azg Daily that never
mentioned the president of the Museum-Institute and the professor of
the academy in his interviewed to the Radical and that the newspaper
was mistaken.
Ashot Melkonian, president of the Institute of History of the National
Academy of Sciences, wrote to Azg Daily saying that the Turkish
informationabout the Armenian scientists participating in the Vienna
meeting was a blatant lie, and the president of the Museum-Institute
of the Armenian Genocide Dr. Lavrenti Barseghian wrote about the
translations from the Turkish press that “the journalist published
false materials of the Anatolu news agency without checking them out.”
It is out of doubt that Dr. Hasan Okta would not have turned to Azg
Daily to refute the misleading information of the Turkish press unless
Azg Daily hadn’t published the Turkish coverage of the Vienna
meeting. We wouldn’t have had Ashot Melkonian’s and Lavrenti
Barseghian’s response to Turkish deception either.
We should mention that the Turkish press didn’t aim at Azg Daily but
rather intended to disorient interested international
organizations. Consequently, referring to the Turkish publications,
Azg Daily only disclosed the plot.
Though the lie is unmasked, there still remains a major question: is
the international community aware of this? Armenia should immediately
find out the names of Armenian scientists participating in the
meeting, then inform the University of Vienna of the fraud and demand
that both the Armenian-Turkishplatform and the university, as the
organizer of the meeting, speak publicly over the issue.
It should be the initiative of the Armenian Academy of Sciences to
inform and demand explanation from the Vienna University as the latter
had turned to the Academy and received its consent over arranging an
Armenian-Turkish meeting in Vienna.
The present attitude of the Armenian Academy is just amazing to
us. Are they unaware of what is going on, are they indifferent? It is
hard to say. But we know for sure that Turkey takes advantage over
Armenia in the issue of the Armenian Genocide and presents its false
facts to the Vienna University andother international organizations
whereas the Armenian Academy of Sciences is reluctant to act.
Although the falsifications cannot stop the process of the Armenian
Genocide acknowledgment, they may hinder it. The fact that the
Genocide acknowledgement is a first priority for our state should not
be a secret for our scientific organizations especially for the
National Academy of Sciences.

Russian 201st division in Tajikistan gets new commander

Dushanbe, 31 July: Col Sergey Yudin has started his duties as the new
commander of the 201st Russian Motor-Rifle Division, based in
Tajikistan.
He has replaced the former commander of the division, Maj-Gen Yuriy
Perminov, who was appointed deputy commander of the army in the
Siberian Military District.
The new commander was presented to personnel by a deputy commander of
the forces in the Privolzhsko-Uralskiy Military District, Lt-Gen
Nikolay Yershov, who also conducted a regular inspection of combat
readiness at the division’s sub-units.
One of the battalions of the 201st division is a part of the
collective rapid-deployment forces of the Collective Security Treaty
Organization Collective Security Treaty Organization; members are
Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Russia . The
division’s tactical groups are also closely interacting with Russian
border forces in Tajikistan by backing up the Moskva and Panj border
detachments both on the Tajik-Afghan border with their heavy armament.

Armenian expert says government, Central Bank cannot control financial market

The devaluation of the dollar against the Armenian dram in recent
months has no economic grounds and proves that the government and the
Central Bank cannot control the situation and the financial market,
well-known Armenian economist Eduard Agadzhanov has said. He stressed
that the Central Bank is unable to maintain the stability of Armenian
currency and the rate of the dram will finally plummet as a result of
its policy. The following is the text of Kerob Sargsyan’s report by
Armenian newspaper Iravunk web site on 30 July headlined “Millions of
dollars of dubious origin come to Armenia and are ‘laundered’ here”.

Addressing the devaluation of the dollar against the dram in recent
months, well-known economist Eduard Agadzhanov maintains that this
phenomenon has no economic grounds. In addition, Mr Agadzhanov casts
doubts on the explanations by the Central Bank of the Republic of
Armenia about this issue and specifically, on the fact that the fall
in the exchange rate of the dollar is caused by a major influx of
tourists. Rejecting this explanation, Agadzhanov noted that if the
influx of tourists can influence the country’s currency, the budgets
of the countries with tourism-based economies should be in quite an
unimaginable state. He then developed his thesis.
The Central Bank fails to maintain stability of Armenian currency
Agadzhanov When the Central Bank of the Republic of Armenia says that
the reason for the fall in the exchange rate of the dollar in Armenia
is tourism and the influx of foreign currencies, it forgets that the
main goal of the central banks all over the world is to stabilize the
currencies of their countries. The question arises what the Central
Bank of the Republic of Armenia could do to neutralize the surplus of
the dollar. There are elementary financial technologies. First and
foremost, the Central Bank of the Republic of Armenia could issue more
money and buy up dollars cheaply. The government of the Republic of
Armenia also had to take this step because it has international
obligations and it would be profitable to honour them by buying
dollars cheaply. And the Central Bank of the Republic of Armenia could
expand its hard currency reserves thanks to the low exchange
rates. Let me bring an example: tens of billions of dollars were
accumulated in Russia due to the unprecedentedly high oil prices in
the world. Why did this not make the rate of the rouble surge? The
point is that the Central Bank of the Russian Federation acted in a
more flexible and clever way, bought up the surplus of foreign
currency, neutralized the soaring rate of the rouble and
simultaneously replenished its hard currency reserve. The Central
Bank has another opportunity to neutralize the surplus of the dollar
as well. According to our information, Armenia abandoned this method
back in 1998, but it is still used in all the CIS countries. An
obligatory reserve fund, which applies to hard currency as well,
should be created. In other words, all banks have to create a hard
currency reserve to comply with the Central Bank’s decision. And there
is yet another mechanism which is used all over the world. For example
in Russia, every company that performs an import transaction is under
obligation to insure 50 to 100 per cent of the amount of hard currency
to be used in the transaction for a period of several months. In
short, there are numerous financial technologies which prevent the
influence of the growing amount of foreign currency in a country on
the stability of the home currency there.
I regret that that our Central Bank is taking no measures in the
current conditions, in other words, it fails to honour it main
obligation of maintaining the stability of the dram. The question
arises then: What is the Central Bank of the Republic of Armenia
needed for? Why does it submit its annual monetary policy to the
National Assembly for approval? This is only a formality, it seems.
Millions of dubious origin
Journalist Do you think that the Central Bank of the Republic of
Armenia is not honouring its main obligation?
Agadzhanov I think that this means that millions of dollars of dubious
origin make their way to Armenia and are “laundered” here. Perhaps the
Central Bank of the Republic of Armenia, realizing that it is unable
to neutralize the huge amounts of money, is taking no steps. Also, let
us not rule out that the bank could simply be instructed not to
intervene.
Journalist It is hard to believe that the dubious dollars that you
mentioned started to infiltrate into Armenia in the last few months,
when the “triumphant march” of the dram started. Do you think that
there could be more profound reasons?
Agadzhanov I repeat: this situation has no economic justification
whatsoever. In other words, it is of a speculative nature: gamblers
buy dollars to sell it for a higher price, or this is done to meet the
importers’ interests. Let us not forget that in the country’s main
financial document – the 2004 state budget, which was submitted by the
government of the Republic of Armenia and approved by the National
Assembly of the Republic of Armenia – the average exchange rate of the
US dollar was set at 589.3 drams.
Journalists What consequences might this situation have from that
perspective?
Agadzhanov One fine day, when this agitation subsides, the rate of the
dram will suddenly plummet, with all the negative consequences that
ensue. But the current situation has shown that our authorities – the
government, the Ministry of Finance and the Central Bank – cannot
control the situation and the financial market. When the government
submits a budget in which the average annual exchange rate is set at
589.3 drams, the country, state government structures and private
businessmen plan their annual programmes based on that figure. In
reality, however, a totally different exchange rate is set, and
thousands of people and businessmen (especially local exporters)
suffer because of this disgraceful situation.

Armenia’s intervention in South Ossetia crisis to damage national interests

on 30 July headlined “Games of strangers, our interests are different”
In the whole post-Soviet area, beginning from the Dniestr Republic to
Nagornyy Karabakh, political, economic and even military pressure on
unrecognized republics is growing day by day. In such conditions, some
people are trying again to deepen cooperation between South Ossetia,
Abkhazia, the Dniestr Republic and Nagornyy Karabakh, which started in
the 1990s, and even to lend it a military angle.
This could explain the recent statement by the leader of South
Ossetia, Eduard Kokoiti, who said that the aforesaid four republics
have made an arrangement to assist each other, including in the
military sphere. Undoubtedly, one can understand the aspiration of the
South Ossetian leader, in conditions of growing pressure from Georgia,
to increase by as many as possible the number of countries and peoples
that would be ready to support South Ossetia. Today it may be
absolutely realistic that for instance, the peoples of the
northwestern Caucasus and Abkhazia might support South Ossetia if the
settlement to the conflict turns into a military confrontation again.
But we think that it is not so serious to speak about Nagornyy
Karabakh’s possible intervention in the Georgian-Ossetian
conflict. The time of international brigades passed a long time
ago. The time has also passed when it was possible to use the forces
of foreign communities living in unrecognized post-Soviet countries
for their own purpose. In this sense, the recent statement of Georgian
Foreign Minister Salome Zourabichvili in Yerevan that in some way, the
settlement to the Abkhaz issue is connected with Armenia as well
should be taken into account and at the same time, regarded as
unacceptable. Undoubtedly, Armenia has some influence on its
compatriots living in Abkhazia, but it cannot use them as a tool for
turning the situation to Georgia’s advantage in the Georgia-Abkhazia
conflict. This is as dangerous as Nagornyy Karabakh’s intervention in
the Georgian-Ossetian conflict. And the point is not about promoting
or damaging Armenian-Georgian relations. The point is that today the
interests of unrecognized republics are becoming an integral part of
the general interests of the main nation that lives there. That is to
say, the interests of Nagornyy Karabakh are closely connected with the
Armenian nation, as integration into Armenia meets national
interests. Finally, in the modern world, the state which represents a
certain nation in the world expresses its national interests. So,
irrespective of whether the Armenian nation presents its interests to
the world community by means of one or two states, it is no longer
possible to separate them from each other. And today the national
interests of Armenia, i.e. of Nagornyy Karabakh require not support
for any party in the Georgian-Ossetian or Georgian-Abkhaz conflicts,
but the promotion of their peaceful settlement as soon as
possible. This could explain the recent efforts of the Armenian party
directed at bringing together the positions of Georgia and Russia on
lifting the blockade of the railway via Abkhazia and on ensuring the
return of Georgian refugees. Such a position is the only expedient
solution that stems from the current situation, irrespective of the
extent to which such a mission softens disagreements between the two
countries and prevents a possible clash between Tbilisi and Sukhumi.
As for Nagornyy Karabakh’s participation in the bloc of unrecognized
republics, Armenia’s direct or indirect (with the help of the Abkhaz
Armenians) intervention in the Georgian-Abkhazian conflict is
tantamount to destroying our national interests or even to
disregarding them.

Hairikian: Members of This Government are Remnants of Bolsheviks

YEREVAN, July 30 (Noyan Tapan). Steps undertaken against the Union for
National Self-Determination, i.e. the removal of the offices in
Vanadzor, Gyumri, Echmiadzin, and now the central office of the party
from buildings belonging to them, show that members of this government
are the remnants of Bolsheviks and don’t have connection with the
Armenian people, said Paruir Hairikian, the Chairman of the Union for
National Self-Determination, during the July 30 press conference.
Hairikian presented the collection of documents of 1988 about
releasing him from criminal responsibility, depriving him from
citizenship of the USSR and exile from the USSR’s borders. “Today is
the continuation of the past and the ground of the future,” stressed
the Chairman of the party.
