PANAJI: India’s shrinking Anglo-Indian community and its members’
changing lifestyles in Kolkata are the subject of a film shot over
the past year that has just made it for its premier at the
International Film Festival of India (IFFI).
“Bow Barracks Forever”, a 118-minute English-language film is the
“story of survival of people in Kolkata and particularly of the
Anglo-Indian community”, says director Anjan Dutt.
Dutt — who combines roles of actor, singer, musician, songwriter and
filmmaker — has set his film in a century-old building that once
served as the barracks for the US army.
When it left after World War II, the building was handed over to
people connected with the Army, primarily Anglo-Indians as the mixed
offspring of British and Indian stock are referred to in this part of
the world.
“This was a community that gave Kolkata its police officers, its
musicians and its hockey players. Over time, the place has
disintegrated and it’s now seen as a dangerous area. It’s half
Chinese, very much Goan and a very strange place,” says Dutt.
Dutt says he was motivated by architect Manish Chakrabarty, who was
trying to convert Kolkata’s old buildings into heritage structures,
so that they could not be demolished for new skyscrapers that spell
big money in a bustling city.
“Calcutta Improvement Trust (CIT) has done nothing, and the (state)
government has been ambivalent. It’s a huge red building that reminds
you of Bow Street. It’s a huge place, where a large shopping complex
could come up. Everyone seems waiting for it to collapse,” said Dutt.
“All characters are based on real people. They live very violently.
Beat each other up violently. Make love violently. The (140 families)
staying in the area believe that something good will come of the
film,” said the director who has directed numerous telefilms for the
ETV Bangali channel.
“Kolkata has never been just a Hindu Bengali city. It is
multicultural, with an Armenian community, the Parsees, Chinese,
Anglo Indians, and the Muslims,” Dutt says.
Dutt said that funds apparently sought to be sent to restore Bow
Barracks, from an MP nominated to represent the Anglo-Indian
community, had got caught in the channels and were not used.
During the shooting, which began on Christmas eve 2003, the director
said he faced a problem with the local residents expecting to be paid
more for their participation.
“I think they had a point. They were misinformed about our film, but
to them making a cinema means making a lot of money,” said the
director, whose film features in the Indian Panorama section of this
year’s IFFI, currently on here.
Initially the film was to be called ‘Aunty Lobo’s Wine’, about the
middle-aged Anglo Indian Emily Lobo, who lives by baking cakes and
brewing red wine.
Dutt, when asked, stressed that attempts had been made to avoid
stereotyping of cultural minorities, as often done by Bollywood.
“Bollywood has done damage. Always, the Nepali comes across as a
joker, the Anglo-Indian is very brutal. It’s only Raj Kapoor whose
‘aunties’ (elderly Christian ladies) are very sweet and nice.
Otherwise it’s only north Indians, specially Punjabis, who seem to be
shown in good light,” he said.
Neel Dutt, who happens to be the director’s son and is music director
for this movie, said doing the film was a “very enjoyable process”.
This film’s cast includes noted actor Victor Banerjee, Lilette Dubey,
Clayton Rodgers and Neha Dubey.
“‘Bow Barracks Forever’ is a story of survival against all odds, a
story that mirrors the spirit of the old and undying city, Kolkata,”
says the director.

The Armenian authorities will continue providing every support to the
six Armenian pilots convicted of attempting to stage a coup d’etat in
Equatorial Guinea.
Ambassador Sergey Manaseryan, who has received the text of the
sentence handed down on 26 November, is expected to return to Yerevan
from Malabo today, the press secretary of the Armenian Foreign
Ministry, Gamlet Gasparyan, has told Noyan Tapan.
It must be remembered that the captain of the aircraft has been
sentenced to 24 years’ imprisonment, while other pilots to 14 years.
Speaking about further steps by the Armenian side, the press secretary
pointed to the importance of signing an agreement on extradition
between the two countries, adding that such a document is already
being prepared. Only after that, will it be possible to negotiate the
handover of the Armenian pilots. At the same time, the pilots’ lawyer
will continue taking steps to appeal against the sentence to the
Supreme Court of Equatorial Guinea.
Gasparyan said Armenia’s confidence of the pilots’ innocence is not
abstract, but based on specific facts. As for the sentence, the
Foreign Ministry spokesman said it was purely political given
Equatorial Guinea’s domestic problems.

Shocked on Tuesday by a surprise Slovakian Parliament resolution
urging recognition of the so-called Armenian genocide, the Foreign
Ministry demanded an explanation from Slovakia’s Embassy in Ankara.
Embassy officials replied that they were also shocked by the
development, adding that it is not a binding resolution. Foreign
Minister Abdullah Gul is expected to summon the Slovakian ambassador
for a more in-depth briefing after returning to Turkey from his
current visit to Slovenia. The decision is entirely ignorant of
history, charged Foreign Ministry officials. /Hurriyet/

STAR- When can Turkey join the EU? The leaked draft statement
prepared by EU Term President the Netherlands doesn’t answer this
question. In addition, French daily Liberation wrote, `Turkey can’t
become an EU member before 2015 or 2020.’ The EU is giving Turkey a
process of membership negotiations lasting more than 15 years but
isn’t guaranteeing full membership. It also stated that talks might
be suspended if human rights violations continue. The approval of
two-thirds of the 25 EU countries is envisaged to decide on this
issue. The draft statement doesn’t say that Turkey should give up
full membership and accept a special status. However, it also doesn’t
guarantee that this emphasis on special status won’t be added to the
final document at the Dec. 17 EU summit at France’s behest. Actually,
what’s envisaged for Turkey doesn’t seem to be full membership. The
draft statement clearly said that free movement might be permanently
limited. Obviously, if Turkey becomes a full member, the EU will be
under some pressure, so such limitations are natural. Likewise, this
was tried for other new members. However, these limitations can’t be
valid for full members.
It’s understood that during our membership talks process, we will
face a great many difficult conditions. The most important of these
are recognizing Greek Cyprus, solving our Aegean disputes in favor of
Greece, and recognizing the so-called Armenian genocide. Turkey can’t
accept these conditions by insisting on EU membership as our only
aim. Accepting them would mean giving up being a nation. Turkey
should be a real negotiator after Dec. 17. The way to ensure this
isn’t resisting all these conditions. Turkey should implement certain
arrangements which will improve its democracy and respect for human
rights. In addition, it should begin human-oriented development.
Claims of bad treatment and torture should end and the use of
excessive force in the fight against terrorism should stop. Turkey
should take steps to bring its democracy to world standards on its
own, not at the EU’s insistence. Turkey and Turks have the power and
experience to integrate advanced democracy with our own national
values.

Vartan Oskanian will have another meeting with his Azeri counterpart
Elmar Mamedyarov on the sidelines of the annual meeting of foreign
ministers of the OSCE member countries on December 6 in Sofia,
Bulgaria.
The OSCE Minsk group cochairmen will also attend the meeting. In a
televised appearance on December 1 evening Oskanian said he and
Mamedyarov will refer to the issue of the Azerbaijani occupied
territories which the UN General Assembly is expected to discuss.

Italians want to restore Spitak sugar refinery

David Lokian told Armenpress that an Italian delegation that is due
in Armenia on December 6 will travel also to the town of Spitak to
learn on ground whether a former sugar-refinery there can be
restored.
According to previous estimations, redeveloping the Spitak region
with new investments for sugar beets processing – producing jobs and
sugar for Armenia, was estimated to require investments in the range
of $110-135 million.
Italians also intend to found a modern joint meat processing
venture and to promote Italian technologies in Armenia. Apart from
this the government of Italy has pledged to finance through UN Food
Agricultural Organization (FAO) a major project on potato
cultivation.
The minister said also a team of Armenian businessmen and experts
engaged in wine-making will fly next February to Thailand to pass
their experience to Thai counterparts.
Also agriculture experts from the Baltic states are coming soon to
Armenia to share their experience in building border check points.
The minister said effective cooperation with the US Department of
Agriculture Yerevan office will continue next year. Cooperation
arrangements were also reached with businessmen in the United Arab
Emirates, UN and other international organizations.

Yerevan to host Rossini festival

YEREVAN, DECEMBER 2, ARMENPRESS: The Armenian capital Yerevan will
host this weekend a music festival dedicated to prominent Italian
composer Gioacchino Rossini. Italian ambassador to Armenia, Marco
Clemente told a news conference today the festival will open with the
composer’s probably best known opera, The Barber of Seville, that
will be performed on December 4 by the students of Yerevan
Conservatory.
Another of his operas, The Italian Girl in Algiers, will be performed
by the Yerevan Puppet Theater. It will be shown also to
schoolchildren. Also some other works, including his well-known
arias, will be played. The ambassador described the upcoming festival
as “an exceptional” event. The government of Italy as well as Italian
and Armenian businessmen have helped to organize the festival

YEREVAN, DECEMBER 2, ARMENPRESS: Georgia’s First Lady, Sandra
Roulof, who is visiting Armenia at the invitation of Mrs. Bella
Kocharian, Armenia’s First Lady, visited today the National Cancer
Care Center to learn if it could be replicated in Georgia.
Georgia’s First Lady spoke there also with a Georgian citizen, who
was operated at the center. Sandra Roulof said Georgian medical
authorities will seek the cooperation with Armenian counterparts in
order to create such a center in Georgia.
This is the second her visit to Armenia. She first came to Yerevan in
2001 when worked for the Dutch consulate. “Armenians and Georgians
live in the same region sharing a great deal of similarities and are
apt to build strong cooperation in all areas,” said the Dutch wife of
Georgia’s president.
Mrs. Bella Kocharian said she was greatly impressed by Roulof’s
loveliness and her sociability. She said Armenian doctors will gladly
share their experience with Georgian colleagues in early detection
and treatment of cancer.

IMF Executive Board Completes Final Review Under PRGF Arrangement for
the Republic of Armenia

/noticias.info/ The Executive Board of the International Monetary
Fund (IMF) today completed the sixth and final review of the Republic
of Armenia’s economic performance under a three-year Poverty
Reduction and Growth Facility (PRGF) arrangement. The completion of
this review enables Armenia to draw an amount equivalent to SDR 9.0
million (about US$13.7 million).
In completing the final review, the Executive Board also approved
Armenia’s request for a waiver of two structural performance
criteria.
At the time of the fifth review on May 3, 2004 the period of the
arrangement was extended through December 31, 2004 (see Press Release
No. 04/90). Armenia’s PRGF arrangement was initially approved with
effect from May 23, 2001 (see Press Release No. 01/25) for an amount
equivalent to SDR 69 million (about US$105.3 million). With the
completion of the sixth review, the arrangement will be fully
disbursed. The authorities have also stated their intention to begin
discussions with the IMF on a new three-year PRGF arrangement that
would support an economic program through 2008.
Following the Executive Board’s discussion of Armenia’s performance
under the current PRGF-supported program, Agustín Carstens, Deputy
Managing Director and Acting Chair, said:
“The Armenian authorities should be commended for Armenia’s strong
economic performance in recent years, in the context of satisfactory
implementation of the PRGF-supported program. Prudent monetary and
fiscal policies, external financial support, and progress with
structural reforms have contributed to double-digit economic growth,
poverty reduction, low inflation, and a sustainable debt burden.
“Looking ahead, the authorities should maintain a cautious fiscal
stance and ensure that the expenditure envelope is in line with PRSP
priorities on social and infrastructure spending. Monetary policy
should remain tight while maintaining a flexible exchange rate regime
in order to bring inflation down to the authorities’ objective of 3
percent. To facilitate further financial intermediation, reforms are
needed to enhance corporate governance in banks, streamline
collateral recovery procedures, and improve court processes.
“Notwithstanding the progress made in recent years, the authorities
need to tackle more forcefully the remaining deficiencies and reduce
discretion in tax and customs administration. This will contribute to
an improved business environment and yield higher tax revenues to
finance pro-poor spending. On the expenditure side, a balanced mix
between current and capital spending will be critical to sustain the
high trajectory of growth. This will require higher allocations to
capital expenditures in the transport, agriculture, and water
sectors. At the same time, the envisaged increases in social spending
highlight the importance of ensuring that they will be utilized
efficiently and transparently.
“The authorities should be commended for the improvement in the
energy sector in recent years. Looking ahead, the authorities need to
complete the reform agenda in this sector and step up the
implementation of reforms in the water and irrigation sectors,
including through an increase in tariffs to cost recovery levels.
“Armenia’s medium-term prospects are likely to remain favorable
provided the authorities move ahead with the implementation of the
reform agenda and redouble their efforts to improve governance,” Mr.
Castens stated.
The PRGF is the IMF’s concessional facility for low-income countries.
PRGF-supported programs are based on country-owned poverty reduction
strategies adopted in a participatory process involving civil society
and development partners, and articulated in a Poverty Reduction
Strategy Paper, or PRSP. This is intended to ensure that each
PRGF-supported program is consistent with a comprehensive framework
for macroeconomic, structural, and social policies, to foster growth
and reduction poverty. PRGF loans carry an annual interest rate of
0.5 percent, and are repayable over 10 years with a 5 ½-year grace
period on principal payments.

Armenia and Iran develop energy cooperation

ARMENIA AND IRAN DEVELOP ENERGY COOPERATION
YEREVAN, December 2 (RIA Novosti) – Armenia is interested in
strengthening its relations with Iran, Armenian President Robert
Kocharyan said at a meeting with an Iranian delegation led by Iranian
Energy Minister Habibollah Bitaraf.
The Armenian president’s press service said the construction of a gas
pipeline and high voltage power lines marked the beginning of
Armenian-Iranian business relations, which entail discussions about
other potential programs. “We are ready to do everything possible to
support the current level of cooperation,” Mr. Kocharyan said.
Mr. Bitaraf said the construction of the Iranian section of the gas
pipeline would begin in the next two months and that Iran would
increase the amount of electricity supplied to Armenia to 1,000 MW
after the construction of a third high-voltage power line.
Iran is also interested in cooperating with Armenia on hydroelectric
plants and alternative energy sources such as wind power plants and
the commissioning of the fifth generator at the Razdan thermal plant.
The construction of the Kadzharan tunnel, Iranian fuel exports to
Armenia and the potential for Armenia to use Iranian equipment in
power plant construction were also discussed.
The Iranian delegation is visiting Armenia for the start of
construction of the Armenia section of the Iran-Armenia gas pipeline,
the commissioning of the Agarak-Shinuair high voltage power line and
the signing of an agreement on another power line.
On May 13, Iran and Armenia signed an agreement on the Iran-Armenia
pipeline in Yerevan. According to the agreement, the pipeline will be
completed by January 1, 2007 and 36 billion cubic meters of gas will
be imported to Armenia over the next 20 years. Armenia will import
1.1 billion cubic meters of gas a year in exchange for supplying Iran
with electricity. The pipeline will also carry Turkmen gas through
Iran to Armenia.
Construction of the Armenian section of the pipeline began on
November 30, the same day the Agarak-Shinuair power line was
commissioned.
