Azeri leader, Turkish gendarmerie chief discuss military ties

Baku, 25 November: Azerbaijani President Ilham Aliyev has received
Turkish Gendarmerie Commander Gen Fevzi Turkeri. The head of state
expressed his satisfaction with the fact that Gen Fevzi Turkeri held
a number of important meetings in Azerbaijan, stressing that further
cooperation between the Turkish Gendarmerie and the Azerbaijani
Interior Troops represents special importance.

President Aliyev spoke highly about military cooperation with Turkey
and added that Ankara’s assistance was helping the development of
the Azerbaijani army.

The president believes that the strengthening of the army serves
the interests of peace and stability in the region and strengthens
Azerbaijan’s positions in the negotiations to resolve the Nagornyy
Karabakh conflict.

Gen Fevzi Turkeri said the Azerbaijani-Turkish relations were
expanding in all areas, including the armed forces. The visitor
expressed his satisfaction with the level of cooperation between the
Turkish Gendarmerie and the Azerbaijani Interior Troops.

“The high level of the Azerbaijani armed forces serves peace
and stability in the South Caucasus. I am confident that the
Armenian-Azerbaijani conflict over Nagornyy Karabakh will soon be
resolved,” he said.

Yerevan, 23 November: The Armenian ombudsman, Larisa Alaverdyan,
has expressed regret and concern over the explosion in the car of
the editor of the Aykakan Zhamanak newspaper, the ombudsman’s press
service has told Arminfo.

The ombudsman’s statement reads that any kind of violence against
journalists is inadmissible and that it damages Armenia’s international
reputation as a country developing on the path to democracy and
protection of freedom of speech, which is one of the fundamental
human rights and freedoms.

Alaverdyan said she hoped that the gained experience of reacting
quickly to violence against journalists and giving the punishment
that fits the crime will work this time as well and that it will be
a deterrent for those who are trying to solve their personal problems
with the press in unlawful ways.

EBRD EXPRESSES READINESS FOR FINANCIAL PARTICIPATION IN CAPITAL OF ONE OF
INSURANCE COMPANIES OF ARMENIA

YEREVAN, NOVEMBER 24. ARMINFO. European Bank of Reconstruction and
Development expressed readiness for financial participation in the
capital of one of the insurance companies of Armenia. Deputy Minister
of Finances and Economy of Armenia David Avetisian told ARMINFO.

According to him, many international financial organizations have begun
to show serious interest in the Armenian insurance market. A number of
international, regional financial organizations intend to implement
insurance in Armenia to create joint ventures, the deputy minister
noted. On the whole, a progress is seen in the insurance market of the
country today – some 95% growth is registered regarding practically
all the main indices of the market. For example, on the results of
the first half of the current year the volume of insurance premiums
grew by 95.8%, insurance reserves increased by 27.6%. The increase
of these indices supposes increase of the extent of reliability of
the activities of the companies working in the insurance sector.

He noted that the insurance is already considered an attractive sphere
of business in Armenia. Despite the considerable restriction of the
requirements to insurance companies, their number has increased. The
deputy minister informed that only during the last month the Ministry
of finances and economy has granted licenses to 3 insurance – “Elite
insurance”, “RASKO” and “HF”, as well as to one brokerage of the
company. Moreover, about a week ago two more companies have appealed
to the Ministry of finances and economy of Armenia for getting a
license. Thus, till the end of the current year the total number of
the companies will reach 26 against 21 at the beginning of the year,
which is the proof of the growth of the interest in insurance and
increase of the competition in the market.

ARMENIAN FM ARRIVES IN BURKINA-FASO TO PARTICIPATE IN 10TH SUMMIT ON
FRANCOPHONIA

YEREVAN, NOVEMBER 24. ARMINFO. The head of the Armenian foreign
ministry Vardan Oskanyan arrived today in Burkina-Faso where he will
participate in the 10th summit on Francophonia.

The press services of the foreign ministry told ARMINFO that
Armenia will be ceremonially granted status of observer in the
organization during the event. Armenia has already joined several
parallel international organizations like the international union of
Francophone countries or the international assembly of Francophone
parliamentarians. The status of observer, to be followed by full
membership, will enable Armenia to make contacts with member states
and develop relations with African states which are at the core of
the organization. During the 10th summit of Francophonia, presidents
of countries will also participate, particularly from France and
Livan. Together with Armenia, Georgia, Austria, Hungary and Corvatia
have also applied for the status of observer.

To remind, the permanent council of Francophonia decided in its Paris
sitting to grant Armenia status of observer in the International
Organization of Francophonia. Concurrently, Armenia was officially
invited to participate in the 10th summit of Francophonia in Burkina
Faso. The Armenian delegation will for the first time participate in
the summit of the international organization of Francophonia. The
organization comprises 51 states. Five countries have already been
granted status of observer – Check, Lithuania, Slovenia, Slovakia

take part in the NATO PA Rose Road workshop in Baku as the workshop
organizers have failed to answer their question if they were ready
to ensure the Armenian MPs’ security in Baku, says MP Mher Shahgeldyan.

Shahgeldyan notes that the delegates were ready to go to Baku they
even booked tickets and hotel rooms.

The workshop is starting today. The radical activists of the Azeri
Organization for Karabakh’s Liberation have held an action of protest
against Armenia’s participation in the event. They flied lots of
black balloons to show their protest.

Ter-Petrossyan says he will attend but not speak at the Dec congress
of Armnenian Pan National Movement.

Asked about the propsect of APNM’s come back Ter-Petrossyan says
that one cannot artificially resign or come back. he party’s present
passivity has hiden motives. They feel that it’s yet not time for
them to speak up. Ter-Petrossyan gives no comment if he is going to
run for presidnecy next time. “It’s not an end in itself for me to
come back into power. If I feel I am needed in the politics I will
not sit back,” he says noting that 10 or 100 people asking him in
their letters to come back mean nothing yet. “We will talk when the
number of letters amounts to 2 mln.”-

Stepanakert , 25 November: The Nagornyy Karabakh authorities are carrying out
consistent work to grant a status to refugees living on the territory of the
republic.

At present, registration of people who were deported from Azerbaijan in
1988-92 is being carried out in order to grant them refugee status, the chief of
the NKR department for refugees, migration and resettlement, Serzh Amirkhanyan,
has told an Arminfo special correspondent in Stepanakert. About 900 families
have already undergone registration in the republic.

Talking about the importance of the law “On refugees” adopted at the end of
2003, the chairman of the standing commission on social issues of the NKR
National Assembly, Vasiliy Atadzhanyan, noted in particular that in line with the
law, refugees in the NKR are to receive a status which will allow them to have
the privileges, services and assistance envisaged in the world practice.

Moreover, in accordance with their status, legally they will have the same
rights as refugees in Azerbaijan and Armenia, which will allow them to lay
claims for compensation for damages and losses to the state from where they
emigrated forcibly, in their case to Azerbaijan, Amirkhanyan noted.

were killed and several were injured in a road accident in Mardakert
region, NKR, last Sunday. The NKR Defense Ministry confirmed this
information to ARMINFO.

A lorry transporting soldiers from bath-house to the military unit
turned over. An investigation is initiated on the fact. The details
have not been provided yet.

YEREVAN, 24.11.04. Armenia’s position regarding putting the issue of
“occupied” territories of Azerbaijan to the agenda of the UN General
Assembly sitting on the demand of the latter is clear enough, this
step taken by Azerbaijan is wrong and they will understand this in
the future. Vardan Oskanian, RA Foreign Minister, declared this
during the November 23 press conference.

According to him, Armenia isn”t anxious about the issue of adoption
of the resolution connected with the above-mentioned territories. “We
are anxious about the political process around the issue of
settlement of Karabakh conflict. If such a resolution passes in UN
Armenia can”t continue bilateral negotiations with Azerbaijan any
longer.”

The Minister mentioned that if after the adoption of the resolution
in UN Azerbaijan is ready to hold negotiations with Nagorno Karabakh,
Armenia will continue participating in the negotiations, but
Azerbaijan should hold the main negotiations with the Nagorno
Karabakh authorities.

As for the possibility of adoption of such a resolution, Vardan
Oskanian mentioned that judging by the UN site, only Turkey has been
supporting Azerbaijan by now. “I think this is significant, we should
wait for the results.”

According to him, Azerbaijan mainly accentuates the issue of
settlement of the so-called “occupied territories.”But neither
Armenia nor Nagorno Karabakh have any problem with a mission of the
observer. “Azerbaijan itself hampered implementation of such
missions. Today Armenia has no such problem, on the contrary, we have
always invited the international community to come and estimate the
situation on the spot. Such a mission is also beneficial for us,
Armenians, in order that we should straightly raise the questions of
residents of Shahumian, Getashen, as some of them are forced to live
in these territories at present.”

Meanwhile, as Vardan Oskanian emphasized. the very Minsk Group has
the corresponding mandate for holding such a monitoring and Armenia
and Nagorno Karabakh are ready to assist to implementation of such a
mission within the framework of this group. “But it’s not up to UN to
decide the issue of the mission.”

According to the Minister, if Azerbaijan seriously treats the issue
if negotiations and wants to achieve positive results it should
refuse of such accents and concentrate on the processes taking place
within the framework of the Minsk Group.

They called him “Soup” because he loved the steamy liquid, and in a
sense, he was a bowl full of interesting behaviors.

The son of Armenian immigrants who grew up in the city’s Baden
neighborhood, Soren Albert Toroian dropped out of Beaumont High
School in his freshman year. But within a decade, Al Toroian found
not only a pursuit, but a passion. He attended the University of
Missouri’s journalism school on the GI bill and emerged in just three
years with a bachelor’s degree that sent him into a career in public
relations. Over nearly a half-century he became one of St. Louis’
best-known and beloved PR practitioners.

Mr. Toroian fronted for many causes, but he was a character in his
own right – a man who not only loved soup, but also cheap cigars,
poker and gin rummy.

His friends and associates remembered him as a man who worked
tirelessly on behalf of his clients, but was never tiresome in the
way he went about it. “He was a straight shooter,” said Raymond A.
Deffry, of Clayton, a former newspaperman here and a longtime public
relations employee at the old McDonnell Douglas Corp.

“Al loved journalists,” said Patrick E. Gauen, an assistant metro
editor at the Post-Dispatch. He considered them friends, not just
targets for a pitch.

“He was as proud of his children as a father could be, and great
supporter of all young talent,” Gauen added, noting that his daughter
Diane Toroian Keaggy is a Post-Dispatch reporter.

Toroian Keaggy said that her father’s “proudest moment came when he
talked history for three hours with former President Harry S Truman
on a train from St. Louis to Sedalia.”

PR and schmoozing was Mr. Toroian’s life. He started with the National
Society of Public Accountants, and then went into his own PR business,
followed by working for railroads, such as the old Missouri Pacific
and Wabash.

In 1961, Mr. Toroian began 12 years as a vice president and account
executive for the old Winius-Brandon advertising and PR agency,
followed by a stint with the Missouri Botanical Garden.

“I’d known Al since he was working for the Wabash Railroad, and he was
an outstanding man who I think was a man of integrity, a man whose
word was his bond,” said George Killenberg, a former Globe-Democrat
managing editor.

Twenty years ago, Mr. Toroian hired Killenberg’s daughter, Susan
Killenberg McGinn, and she became a member of the Washington University
public affairs office, where Mr. Toroian spent his final 20 years in
public relations. He retired in June 1994.

“His contribution to the success of the university – both in St.
Louis and across the nation – was an important component in the
institution’s rise to greater recognition,” said M. Fredric Volkmann,
vice chancellor for public affairs.

Along with his daughter, Diane, among the survivors are another
daughter, Rosanne Toroian, of New York; a brother, Haig Toroian,
of Santa Cruz, Calif.; and his former wife, Delores Schnietz, who
married Mr. Toroian in 1967. They were divorced 29 years later but
remained devoted friends.
