STEPANAKERT, MARCH 9. ARMINFO. Within the frameworks of the agreements
with NKR authorities, Coordinator of the International Task Group
for search of the missing, hostages and POWs in the zone of Karabakh
conflict Albert Voskanyan once more visited the Azerbaijani POWs kept
in Stepanakert – Khayal Abdullayev, Khikmet Tagiyev and Ruslan Bakirov.

In his interview to ARMINFO, Albert Voskanyan said that the POWs had
no complaints, they were in a good state and expressed desire to
return home. “It is my second visit. In conformity with my duties
of coordinator, I have informed the co-chairmen and other regional
coordinators of ITG of the visits,” Voskanyan said. It should be
noted that the NKR Defense Army took hostages the above soldiers of
the Azerbaijani army on 15 February 2005 in the northeastern section
of the contact-line of the Azerbaijani and Karabakh armed forces when
they were crossing the demarcation line.

COLLECTED ARTICLES ON KARABAKH CONFLICT SETTLEMENT PRESENTED IN YEREVAN TODAY

YEREVAN, MARCH 9. ARMINFO. A collection of articles entitled “Nagorno
Karabakh Conflict: Searching for Solutions” was presented in Yerevan
today. The book has been published by the Spectrum strategic analysis
center (Armenia) and Sania humanitarian information and analysis
agency under the CE Confidence Building program.

Spectrum Director Gayane Novikova says that the goal of the project
was to reveal the role of the Karabakh conflict in the public opinion
of the Armenians and Azeris, to see if the sides are ready to agree
on some solution and to search for ways to normalize Armenian-Azeri
relations.

Novikova says that the Karabakh conflict is very difficult to
resolve. Its unsettled state is having a serious impact on the life
of both Armenian and Azeri peoples. No settlement efforts have given
any tangible results so far. The key obstacle is different approaches
to its resolution by the conflicting parties. It’s here that public
opinion can and should help. Novikova notes that the public opinion
of Karabakh has not been surveyed under the project.

Vice Speaker of the Armenian Parliament Tigran Torossyan highly
appreciates the project noting that the Karabakh conflict settlement
process has entered a new phase and that Europe is becoming more
and more interested in its resolution considering South Caucasus a
potentially European region.

YEREVAN (YERKIR) – On March 7 at 11 a.m., an Azerbaijani armed forces
group tried to advance into the positions of the Nagorno Karabakh
Republic Army at the north-eastern sector of the contact line between
the Azeri and Karabakh armed forces, Armenpress reported, citing the
NKR Defense Ministry press release.

The advancement was retaliated by the Karabakh military, according
to the press release, which went on saying that the Azeri group was
forced back, with no casualties to the Karabakh army.

“The Nagorno Karabakh Republic Defense Ministry warns that any
activity by the Azerbaijani military threatening the security of the
NKR and destabilizing the situation will be retaliated accordingly,”
the press release stated.

“The NKR Defense Ministry calls on Azerbaijan to maintain the ceasefire
regime unconditionally and refrain from jeopardizing the peace and
stability in the region.”

the contact line of the Karabakh and Azeri armed forces, near the
inhabited locality of Seysulan of the Mardakert region of NKR, an
Azeri guerilla-diversionary group made an attempt to penetrate into
the rear of the Karabakh defense army, Arminfo agency reports. The
Karabakh soldiers, who were standing sentinel, noticed the group
and took measures for its neutralization. As result the enemy had
to retreat. Thus, the Azeri side carries on undertaking steps to
destabilize situation at the contact line by making diversionary
sorties and advancing their posts to the frontline of then Karabakh
defense army. The press service of the NKR Defense Ministry warned
that any actions jeopardizing the security of the NKR will be sharply
suppressed and called the Azeri party to preserve the cease-fire
regime.

[Presenter] The Armenian foreign minister has assessed his visit to
Equatorial Guinea positively.

Armenia and Equatorial Guinea have established cooperation at a high
level which has allowed for creating conditions to closely follow
and settle the cases of the Armenian pilots who were given prison
sentences of 14 to 24 years in this country. The Armenian side has
suggested creating a legal basis for extraditing the convicts. The
Guinean side has promised that it will seriously consider this issue
in order to initiate this process.

[Oskanyan] We suggested that a legal basis should be created for
the extradition of the prisoners in the near future. I can say that
they will seriously discuss this suggestion. They have not yet given
their final response but there are some positive tendencies and I
could see their readiness to initiate this process. We have to use
all opportunities to extradite the Armenian pilots to Armenia.

[Presenter] Firefights are continuing on the contact line between
the Azerbaijani and Armenian armed forces. On the night of 8 March,
the Armenians fired at the positions of our national army in three
directions. As a result, two servicemen were wounded. One of them
was given first aid and the other one was hospitalized.

[Correspondent over video of the front line] Two servicemen of the
national army, an officer of military unit X, Maj Bakir Huseynov,
and Private Mammad Mammadov were wounded in a cease-fire violation by
the Armenian armed forces in three directions of the front line on
the night of 8 March. ATV’s Karabakh bureau reports that Maj Bakir
Huseynov was wounded when the Armenian armed forces fired at the
village of Sixlar in Agdam District. His wound was not serious and
he was given first medical aid.

Private Mammad Mammadov, who was wounded in another truce violation
in Tartar District, is in hospital at the moment.

Beginning from 2010 [1610 gmt] on 8 March, the Armenian armed
forces fired from their positions 2.5 km south of the village of Tap
Qaraqoyunlu in Goranboy District at the positions of the Azerbaijani
army in Tartar’s Borsunlu village with assault rifles and machine
guns for 35 minutes, the press service of the Defence Ministry says.
The Armenians also fired from grenade launchers at the positions of
the Azerbaijani army in Tartar District’s village of Qapanli from
their positions in Tartar’s occupied village of Seyidsuvanli at 2325
[1925 gmt].

Half an hour later, the Armenian side fired from assault rifles
and machine guns at the positions of the Azerbaijani army from its
positions 1.5 km south of the village of Sixlar in Agdam District.

As a key U.S. ally and the only Middle Eastern country that is a
member of NATO, Turkey plays an important role both strategically
and diplomatically in the world. Talks of Turkey’s entry into
the European Union, therefore, are important issues to not only
the countries involved, but also to the United States. As social,
economic and political concessions are made to reach the standards
the EU demands, the United States has an important role in reassuring
the best interests of both parties will be served with this alliance.

The compromise of both parties must be made in an equitable manner
so as to assure the mutual understanding and bipartisanship that will
insure a happy and long-lasting relationship.

Having been in the country Dec. 17 — when the EU approved to begin
talks about its entry next October – I had the opportunity to witness
a new found identity among the Turks. Their sense of nationality and
their place among its European neighbors and the world was discussed
and debated among both intellectuals, government officials, and
the average Turk. This air of open deliberation was one in which I
learned much about the diverse and educated opinions of most Turks —
as well as, the benefits and consequences that will be bestowed on
both Turkey and the EU.

The economic factors of the merger are both the biggest benefit,
as well as detriment to Turkey.

Since 2002, the economy has been growing fast, unemployment
has dropped, and corporate taxes are set to be dropped in order
to encourage foreign investment. Once more, Turkey’s exports of
agricultural goods helps to supplement many areas of Europe today,
notably Germany. By joining the EU, all European countries would be
open to a more free flow of the agricultural.

While the benefits are enticing, much of Europe is also concerned
with the large amount of foreign debt that Turkey possesses. Close
to economic collapse in 2002, it was a deal with the IMF that saved
the country. Furthermore, while Turkey’s large population could help
to supplement Europe’s military and workforce, a dramatic influx of
mostly undereducated, poor Turks could also put a strain on European
countries’ resources.

Several social issues also remain as barriers to Turkey’s accession
into the EU — religion being one of the largest. Though a secular
state, Turkey has a population that largely identifies itself as
Muslim. The cultural divergence of Turkey and the EU are what many
European countries feel can not be overcome.

The Dutch, in particular, have been outspoken in their fear of an
“Islamisation” of Europe if Turkey joined. Many Turks also speculate as
to whether the Europeans are willing to look at them on equal footing.

While a problem, the Turks are not unfamiliar with a multi-ethnic,
multi-religious existence. Turks have a long history of integrating
their identity with other nations and cultures. Former U.S. Secretary
of State Colin Powell recognized the importance of this unity when
he commented last December that, “A Turkey that is firmly anchored
in Europe and sharing European values will be a positive force for
prosperity and democracy.”

The government implications of the entrance of Turkey into the EU
also overlap many of these cultural concerns. Turkey’s military has
seen itself as the protectorate of secularism in the country since
the time of its founder Mustafa Kemal Ataturk.

With this, multiple coups and constitutions have occurred to keep
the government from becoming fundamentally religious. This amount of
military control, however, is a concern for the European countries
and the stability of the Turkish government.

Finally, Turkey’s long and sorted human rights violations involving
their Armenian and Kurdish populations have been another source of
contention within the EU.

French President Jacques Chirac went as far as to threaten the halt of
negotiations until Turkey admits that the 1915 killing of Armenians
was a tragedy. Turkey has begun to work towards steps of improving
its record by outlawing the death penalty and other harsh civil penal
codes. However, many Turks see these past violations as a convenient
excuse for the European countries to reject their entry.

The decision on whether to join the EU is one with which Turks
grapple. Many are afraid of losing their identities as one of the
most culturally diverse and rich peoples.

Furthermore, it is also believed the EU may try and ask more than
is possible for the Turks to concede to — like the creation of an
independent Kurdistan or complete withdrawal from Cyprus — and are
therefore just pulling Turkey along on a string through these talks.

In the end, however, whether Turkey is accepted (or choose to join)
into the EU or not, the changes made in pursuit of the agreement
will be seen to further move the country in a more democratic,
peaceful nation.

At the rate in which globalization is expanding, and the powers
of countries are increasing through consolidation, it is important
for the United States to maintain a peace and cooperation with our
long-time European and Turkish friends.

KARABAKH STAMPS ACCEPTED IN THE WORLD

Stamps are a unique way of recognizing the Nagorno Karabakh Republic.
It has been 12 years that stamps with the state symbols of Artsakh
are freely exported to diverse countries of the world. Though
Azerbaijan, as it could be expected, is against this postal export,
ArtsakhPost state company is enlarging its activities with success.
ArtsakhPost issued its next 3 stamps lately in 15.000 copies. “The
Golden Horse” is the most attractive one. Interestingly, Azerbaijan
issued a stamp with the same name aiming to appropriate the famous
Karabakh horse. Director of ArtsakhPost says that tourists visiting
Karabakh are the main customers of the stamps. Very often they send
packages with Artsakh stamps to their countries, sometimes such remote
ones as America or Australia. Director assures that all the packages
and envelopes always get the addressee.

[Presenter] US Ambassador to Azerbaijan Reno Harnish has said when
speaking about his country’s position on the Nagornyy Karabakh conflict
that Washington stands ready to provide Azerbaijan with all necessary
assistance to find a fair solution to the conflict.

[Harnish shown talking to camera in English, an interpreter translating
into Azeri] The position of the United States on this issue is quite
clear. We don’t recognize the self-proclaimed Karabakh republic. The
USA respects Azerbaijan’s territorial integrity and is ready to assist
Azerbaijan in finding a fair and lasting solution to this problem.

[Presenter] The ambassador also said that the FBI agent who came to
Azerbaijan to help investigate the murder of the editor-in-chief of
the Monitor magazine, Elmar Huseynov, has already left the country.

[Harnish] The FBI agent spent four days here working alongside
representatives of the prosecutor’s office, the interior and
the national security ministries. The FBI agent and I met the
prosecutor-general yesterday [8 March] to discuss future directions
of the investigation. He has already left Azerbaijan and we are now
awaiting further advice from the investigation group as to how else
the FBI can help.

Baku, 9 March: A group of Azerbaijani MPs has addressed the chairwoman
of the Appeals Court, Gulzar Rzayeva, in connection with the case
of the “Karabakh guerrillas” who the Grave Crimes Court sentenced to
different prison terms in December. MP Alimammad Nuriyev forwarded the
appeal to Gulzar Rzayeva, the press service of the Karabakh Liberation
Organization (KLO) has told Trend.

“The decision to imprison 21 people caused mixed responses in
society. We think that no heed was paid to these people’s involvement
in the Karabakh war, their health, family status and young age. They
received severe sentences because no consideration was taken of the
fact that their motive was to prepare for a guerrilla war and free
the occupied territories. No attention was paid to the boosting of
the patriotic spirit in the country either,” the address said.

In conclusion, the address urges the court to pass a fair verdict on
the basis of the above-mentioned.

The appeal was signed by MPs Sabir Rustamxanli, Alimammad Nuriyev,
Camil Hasanli, Nizami Quliyev, Qulamhuseyn Alibayli, Qudrat
Hasanquliyev, Mais Safarli, Fazail Ibrahimli and Sirzad Ayyubov.

The Appeals Court is due to consider the case on 14 March.
